1 JOB SUMMARY SENIOR SPECIALIST TUTOR - PHARMACY 1. Directorate NES as an organisation have a budget of ~£365m with a staff employed numbering in excess of 500. It is responsible for managing and supporting the professional education/training function for pharmacy staff throughout NHS Scotland in order to improve the quality of patient care. The Medical Directorate is responsible to the NES Board and through the Board to Scottish Government for the commissioning and delivery of postgraduate medical education in Scotland. This training is delivered in general practices and health boards to standards set by the General Medical Council (GMC). The role of the Directorate is to oversee training, manage the trainee’s progress through the training programme and ensure the training is delivered to GMC standards. NES Pharmacy, a part of the Medical Directorate, is the National Continuing Education Centre responsible for the provision and support for CPD for all the Pharmacy profession within Scotland. This involves providing CPD support for ~4500 pharmacists and in addition a remit to provide CPD for Pharmacy Support staff (~5000). Additionally, it has the responsibility for the recruitment, training, assessment and approval processes involved in the national Pre-Registration Pharmacists Scheme (PRPS) for pre-registration pharmacist training in Scotland (170 pre-registration training posts with a budget of £4.5M). The primary functions of NES Pharmacy are to maximise the contribution of all pharmacists and registered pharmacy technicians in the NHS in Scotland through the provision of appropriate post qualification education and training programmes and facilitation of continuing professional development (CPD) and to: Ensure that the educational and lifelong learning needs of Scotland’s Pharmacy staff (current remit for pharmacists, PRPS trainees and registered pharmacy technicians) are effectively met. Ensure that all aspects of NES strategy relevant to these health professions are met. Lead and contribute to NES multidisciplinary responses to service and workforce development needs, nationally, regionally and locally. Provide the organisation with health and education policy leadership and implementation, as designated by the Chief Executive. Provide strategic advice, information and support on the educational needs of these designated health professions to higher education institutions, Scotland’s Colleges, NHS Scotland and social and voluntary sectors. In addition, to provide strategic advice and information to regulators, government and other bodies for key staff groups at UK, European and wider international levels.

3. Job Role

The main purpose of this post is to organise, implement and facilitate a local programme of relevant Continuing Professional Development for both pharmacists and registered pharmacy technicians supported by the NES Pharmacy Directorate. They will be expected to deliver a local programme based on national and local priority educational needs ensuring liaison with other professionals within the healthcare team and relevant stakeholders. The job requires a commitment of 7.5 hours per month and it is envisaged that the post holder will be in part-time or full-time employment in the NHS, community pharmacy or academia, at the same time as carrying out these Tutor duties.

The post holder will:

Liaise with other groups and individuals employed in NHS Boards engaged in supporting practice education in order to develop local opportunities for inter-professional learning, where possible.

Support and, where necessary, provide quality learning opportunities for pre-registration pharmacist trainees in the local NHS Board as part of the NES Pre-Registration Pharmacist Scheme (PRPS).

Be expected to contribute their specialist expertise to national and regional NES initiatives.

4. Key Tasks

These will include but not be restricted to:

1. The post holder will identify learning needs based on local, regional and national priorities and as a result will organise and facilitate a programme of direct learning on a local basis to support the CPD of pharmacists, PRPS trainees and registered pharmacy technicians.

2. To support pharmacists, PRPS trainees and registered pharmacy technicians in the

recording of their CPD as required by the regulatory body for registration and, in time, Continuing Fitness to Practise.

3. To liaise with the other appointed staff of the NES Pharmacy Postgraduate training

network in relation to direct learning, distance and other open learning opportunities to facilitate or encourage ‘blended’ learning where appropriate.

4. Contribute as appropriate to related Pharmacy work plan projects and initiatives. 5. Liaise with other professional groups, ie local General Practitioners and Nursing staff to

establish multidisciplinary/multi-professional education initiatives on a local basis.

CONDITIONS OF SERVICE

TITLE

Senior Specialist Tutor - Pharmacy

LOCATION: Fife Region Post (base to be confirmed)

REPORTING TO:

NES Pharmacy Director

GRADE:

Agenda for Change Band 8a SALARY SCALE: £40, 428 to £48, 514 pro rata per annum

HOURS AND DAYS OF WORK:

Part Time – 7.5 hours per MONTH. Based on a normal working week of 37.5 hours. Office opening hours are 0700 to 1900.

JOB STATUS: Permanent

NOTICE PERIOD: 4 Weeks

ANNUAL HOLIDAYS:

27 days rising to 29 days after 5 years service, rising to 33 days after 10 years service

PUBLIC HOLIDAYS:

8 local/ Public Holidays per annum pro rata

The ‘exemption’ status of posts within NES may change in the future and all successful candidates should be aware that they may be asked to obtain a further Disclosure from the Criminal Records Bureau at a later date, should a post’s status change, or if they are transferred or promoted into a post that is exempt.

SUPERANNUATION: Please note under changes to workplace pension arrangements introduced by the UK Government, NHS Education for Scotland along with other employers requires to ensure all staff are automatically enrolled in a pension scheme. Consequently, all new starts from 1 October 2013 will be automatically enrolled into the NHS Superannuation Scheme (Scotland). Contributions are based on whole time pensionable earnings as set out in the table below:- Sessional workers who work more than 10 sessions per week under NHS condition may be unable to

contribute further to the superannuation scheme.
