M ost of us feel that listening is eas- ier than speaking. Good listening is not as easy as we think, rather it is a challenge. Listening process involve many steps like hearing, attending to the message it conveys, understanding and interpreting what was said, retain- ing and recalling the message after some time interval and responding message to the source of that mes- sage. As an exercise, just close your eyes for a minute and listen cautiously to the sounds that are floating in the environment all around you. Are you able to judge the proximity of different kind of sounds? Which sound is com- ing from distance and which one origi- nate nearby? Can you easily distin- guish one sound from another? If you enjoy listening and analysing voices of different people very minutely; enjoy variety of music beats, go on experi- menting with different natural and artifi- cial sounds, then you can dream to make your passion a career. Yes, you can make a career as a Sound design- er or Audio Engineer or Creative Sound Designer or Technical Sound Designer. Who is a Sound Designer? A sound designer is a creative per- son who generates and records sounds for media such as Films, Television, Video games, Online media, Advertisements, Animation, Music Albums, Radio and Theatre. In all these media products, he or she is responsi- ble for the overall sound to ensure that the audience or users receive a rich sensory experience. As such, they record, create sound effects, edit musi- cal pieces, remove or add ambience in order to enhance excitement in a cre- ative manner. A rational, real, exciting and interesting experience in audience of any media product comes with the visionary inputs made by the sound designer. Work Environment As a sound designer, your main workplace is sound studio where you may create sounds using computers, MIDI and various software and some- times using natural objects. You can enjoy this field if you are highly sensi- tive to your sound environment, love music, recall music beats and have high level of creativity. Similarly, as recording engineer you give shape to the sound of music albums. In a sound studio, you record, mix and edit sound by manipulation techniques, setting levels and choice of various micro- phones. Sound designers have full expertise on analog tape as well as dig- ital multi track recording. They also attend meetings with other creative heads in order to ensure that vision of the project in hand gets realized. They work in a team environment with a wide range of people including directors, composers, musicians, actors, sound technicians, recording engineers and producers. I ndia's higher educational institutionshave been continuously providing

corporate leaders to pioneering compa-nies world over. The latest name toshine is Sundar Pichai, who has beenappointed the Chief Executive Officerof Google. He studied metallurgical andmaterial engineering from IndianInstitute of Technology (IIT) Kharagpur.Last year Satya Nadella, a graduate ofManipal Institute of Technology,became the CEO of Microsoft. Nodoubt Pichai and Nadella haveacquired necessary managerial skillsand moulded into the corporate leaderswhile working in America, but it's also afact that they were shaped into technol-ogy wizards at Indian institutions.Some Indian institutes are excelling ingiving the best of education, but thereis a need to establish many more suchworld class institutes in the field of sci-ence, technology, mathematics andspace sciences, to ensure the steadysupply of young professionals for grow-ing India. The present government atthe centre has realised the need ofgrowth in the field of higher educationand is giving an impetus to educationwith the aim of making India a knowl-edge superpower. The HumanResource and Development (HRD)ministry has taken some path-breakinginitiatives with the focus on equippingstudents with the necessary skills and

knowledge to succeed in the competi-tive world.

The last major rethink in educationwas undertaken in 1986 and thingshave changed drastically since then.The government has realised this andhas initiated the process of formulatingthe New Education Policy in tune withthe present challenges, needs anddemands. A multi-level consultativeprocess involving all stakeholders,such as, educationists, teachers, and

students is being undertaken. It willlook into two themes in higher educa-tion, namely, 'addressing regional dis-parity' and 'bridging gender and socialgaps'; and is aimed at ensuring equali-ty in educational opportunity to all stu-dents. The HRD ministry has asked cit-izens and educationist to record theiropinions regarding the new educationpolicy on MyGov, a platform for citizenengagement towards good governancein India.

The government's budgetary alloca-tion for 2015-16 has increased thefunds for higher education by nearly 13percent. The Finance Minister pro-posed to set aside Rs. 69,074.76 crorefor education and out of this amount,Rs 26,855.26 crore has been peggedfor higher education. Though there hasbeen a marginal drop in overall fundsprovided towards education, a meas-ure criticised by some sections, but thegovernment justifies its decision by pro-viding more funding for higher educa-tional institutions.

One of the sectors that witnessedtremendous growth in the country afterindependence is the sector of highereducation. The number of universitieshas increased 34 times from 20 in 1950to 677 in 2014. There are currently 45Central universities, 318 StateUniversities, 185 State PrivateUniversities and 129 Deemed to beUniversities. The sector boasts of 16IITs, 30 National Institute ofTechnologies (NITs) and 5 IndianInstitutes of Science Education andResearch (IISERs).

The present government aims atcreating more institutions of higherlearning and reduce the regional dis-parities as far as elite institutions ofadvanced studies are concerned. Withthis objective, the government has
