Agenda Subjects analyzed in the Referee Committee and Scientific and Research Committee agendas, conclusions and final decisions. 31 January 2009 – 09:00 hrs. – Opening – Joint session of all participants The JJIF President, Panagiotis Theodoropoulos, thanked the hosts – the Romanian Martial Arts Federation, for their efforts and hospitality; he drew the attention of all those attending the Congress that actually they were the ones supposed to do the work to be done. He pointed out again that the two committees were expected to renovate, re-establish all rules and regulations, plus the Statutes; that they were supposed to work and make decisions on very serious items; but one very important point should not be forgotten –that in the very end it were the nations which would make the final amendments and decisions. The President explained the necessity to split all participants into two working groups:

- one – discussing and summarizing all proposals, ideas, etc. referring to referee matters;

- and the other – scientific and research – comprising all national technical delegates and coaches;

He appealed that the participants should make sure of the identity of all delegates; he reminded again that in November 2009, at the JJIF extraordinary congress, two technical directors would have to be elected; thus an opportunity would be given to all to volunteer for these positions and be elected. The President stressed out that all tasks had been clearly described according to the new Statutes. He made a proposal that the two groups should start from the existing list of tasks. He underlined once again, that those NFs and representatives which and who had shown any interest in the TC as such, would be fully entitled to make the decisions; that was in fact in line with the principle of democracy and transparency – vital for the development of ju jitsu the world over. He suggested that a Chairman and a Secretary for the Minutes for the two groups should be chosen; he reminded again that not everybody present had actually the right to vote; that point should be carefully taken into consideration. The President wished success to all participants in the congress; he reiterated once again that he was sure that the JJIF Technical Congress 2009 would be a success.

01 February 2009 – 09:00 hrs. – Joint session – Attending: All participants The session was opened by JJIF President. He pointed out that the two committees had completed the discussions of the points from the Agenda. He said that all delegates should be informed about the decisions made and about the proposals, thus concluding the joint congress. He requested the two representatives of the two commissions to speak up. Joachim Thumfart(Elected Technical Director of the Science and Research Committee) – thanked Bert van Haren for his paper work; he said that the scientific and research group had tried to outline the main idea and structure; the working fields – sports for all, education, MA and sport; he stressed out the necessity of the joint efforts of all – technical people and referees targeted towards the development of ju-jitsu. He underlined that serious work should be done in order to find out the best possible way for including all these ideas and proposals in the Draft Statutes – competition rules, referee Lists, Joint Competition meetings of coaches and referees; one type of scoreboards to be used by all nations. He particularly stressed out the following points:

- If there are only two competitors from a nation they should be split in the starting lists;

- If there are more competitors allowed there will be a draw. Flags to judge the Duo System The committees have different opinion as to:

• What is easier – for the referees – for the audience? • Responsibility of the referees for the decisions • Which decision is clearer? • Faster • Will there be problems with a lot of ties

The President stressed out the following : - the development of the sport is the task of the technical people; The

referees are in charge of making sure that everything goes correctly; - All decisions made by the technical people must be given very due

consideration; - All ideas should be finalized and summarized before the GA in

November; everything should be clarified much in advance; as pure technical issues would not be possible to be discussed at the congress;

- Clear explanations must be given as to why one system is preferred to another; the athletes, the audience, must be satisfied; special attention should be placed not to destroy the sport;

- If the explanation of the technical people satisfies the athletes, then the referees would be supposed to accept that and agree with it;

- The final reports of both committees will be put to the vote at the GA. - The medical Committee should be activated. He informed the delegates about the proposal from Holland – about their nomination of a doctor and the scoreboard programmer. This proposal was unanimously accepted. Thus it was decided that Dr. Arnold Brons, the Netherlands, would be heading the JJIF Medical Committee; and Nico van Dijk – also from the Netherlands, and who has been actively involved in JJIF other events, would be dealing with the scoreboard programmes. About the protest of the Dutch federation for the decision – as to whether Holland or Switzerland should be included in the list for the WG, the conclusion was that next time if there should be similar cases, the criteria for the decision should be made much more clear. These criteria should be based on the presentation of ju jitsu the world over. The President pointed out that so far only a few countries had the opportunity to go to the World Games. He said that it was necessary to increase this number, to give some positions to the other continents too; he stressed out the necessity of working out a new system for the selection; The delegates from Montenegro informed the delegates about the preparation and organization of the European Championship. They pointed out that this TC was of very great importance; that all NFs should join their efforts in order to go ahead. The JJIF President underlined the following issues: - the rules should be amended; explanations should be given(Referee

Manual) as to the way they could be applied; an Organization Code should be worked out;

- Every NF should be familiar with the requirements for the organization of a JJIF event; the Protocol should be familiar – the organizers should know

what is presupposed to be provided and done for the referees, coaches, officials, the ceremonies).

It was pointed out once again that all these documents, after being carefully prepared and worked out, would be presented in the end of April in Paris for discussions; then all further changes, re-working, etc. had to be finalized by the GA in November. The President informed also about the decision for working out new Financial rules which should give clear guidelines for the budget. He notified all those present about the request from GAISF not to participate in the Asian Games; He said that it was of great importance to follow this official position; He notified also that there was a proposal from several countries from Asia to convene a congress and establish a real ju jitsu Asian Union. He said that the Board supported this proposal and was looking forward to fixing the exact date and place for that event. The President appealed to the Dutch federation, to the German and French federations to help the countries in Latin America and Africa. He stressed out the necessity of establishing a solid base there; he informed about the business plans presented from Latin America and Africa for the development of ju jitsu. The plan given from Africa could not be adequately approved, as the requested funding was not possible to be provided. The President thanked all participants for their contribution. He said that all delegates present at the congress had tried to develop, not to destroy; but that development should be done in a democratic way. Italian Proposals 1. In the Competition Rules must be insert the Competition Form until

16 competitors, 32 competitors and when use the form “all against all”. This form must be used during all official Competition by JJEU and JJIF. Very important is that is not possible that one fight will be 2 times in the some competition.

The Competition will be followed strictly. One official Form shall be created and published.

2. When is possible from the Nations to present more competitors in the some Category (E.Cup, ECCC) they must be divided in pool A and pool B and don’t fight together in their 1st game.

If possible yes.

3. In a lot of fight we see the competitors that don’t fight in one o two part of the Fighting System. So we see 5/6 Shido for a competitor that some times wins the fight. We propose that the 3rd shido must be a CHUI.

No. Rule shall not be changed. All the penalties should be reported.

4. We propose that that Kick to the head , with good balance etc, is Ippon 3 point.

5. Some couples execute in the some series three action that are very similar. In the rules there is not present a penalty for this so we propose in Section 22 Criteria of Judging to insert 7. “Variety”, so the referees can give more point to the couple that make more different actions.

Different Tasks for Member of the Jury: 2 Members of the Jury are responsible for the evaluation of the attack, 2 Members are responsible for the defence and take down to the floor, the last member evaluates the control on the floor. With this distribution the Jury can evaluate more exact. Every referee starts with a basic score 10, faults will be punished by deduction. All the score will be counted. A catalogue with point deductions shell be created.

JJIF TECHNICAL CONGRESS 31 JANUARY 2009 - Minutes from the Scientific and Research (Development) Committee Meeting The meeting started 10.00 am There are 12 countries with voting rights Austria – Belgium - Bulgaria – Denmark - France – Germany – Greece – Italy - Montenegro – Netherlands – Poland - Romania A general discussion about the mission and aim of the committee was in the beginning of the meeting. For this congress the new structure of JJIF shall be the base of the work. The general assembly in November 2009 has to decide about the final structure. Comments about structure/ statues:

Germany: We are talking about new statues but they are not valid.. Paul: the name of the committee is not correct. That is not a negative comment. Only the name is misleading. Cause we don’t have the sources to be scientific. Suggestion the commission is a Sport Development Committee.

Claus (Denmark) it is important that the referee group and coaches cooperate. Michel: Sport development technical people make the rules and make competition. Referees will control the rules

Mario if there are proposals for new lines than this committee got to have the power to change the rules. Joachim: which committee is working on what subject. The different committees have to work together if necessary. This committee is the basic of the federation.

Paul: sport director is the day to day person to handle the sport. That is totally different than the person who is working on development. Michel: for me it is still not clear who is under who and what is each position. Paul; the leadership construction is not clear. Just copy the construction of a big federation.

Joachim: we must suggest to the board. How it will work. Do we have a good idea to solve the problem? The fields we are working in.

There are always links in between. All the committees are involved mainly in the competition. There are also federation who don’t care about competition and they grow bigger.

Suggestion for new structure in the field of sport and technical development by Eugen Domagata: Eugene : two problems we need a director technical sport There under a director assistant for competition, referees, camps etc. There under a director assistant for activities education, programs, development.. The head of the referees is also director. So in this system we have four directors.

Eugene Domagata explains that the Sports and Technical Director should be about 40 – 50 Years old and the position shouldn’t be kept by one person much more than about 12 years to keep up development and flexibility. Mario explained the structure again. This idea is accepted by all countries. Joachim; we have to look after the suggestion in the statutes, what is the

construction of the committee. Paul; first you have to be sure that you want this structure. The start of this point is: what is this federation main object. Competition, self defence and martial arts. Eugene; number one: martial arts. Two competition. Three self defence. Joachim; how do we go on now. It is clear that this triangle is important. On national level the competition is important. But world wide self defence and martial arts is important Claus; do we have to fill in the names for this structure. Luc; the proposal of this structure is an excellent idea.

To use the time the delegates decided to go on with the Agenda until the board members have time to join the meeting AGENDA Proposal Italy. a- To avoid that two competitors meet each other twice.

Mario; in the double knock out system, there is always a possibility that two persons meet each other. That is a change of one out of forty. Dana; Don’t change the system. Because the problem will only appear before the 3rd place.

Unanimously vote to keep the system b- In open championships. If a country has more fighters. There must be a system that they will not meet each other in the first match. Solution if there are two fighters, it is possible to split them, but if there are more than it is random. c- Kick to the head with good balance in good control three points.

In the education of the judging of the duo system there must be a lot of time on working and showing the good balance and so on. There must be a professional teacher to show and to learn the duo techniques. Proposal; there must be more training for the referees. As the board members joined the meeting the committee explained the discussion about structure for the future work! JJIF president; Try to make the competition better. Don’t add more competition. So the idea for team competition need to be, but we don’t need extra competition. The referees write their opinion the technical people as well and than together they come to solution.

Education is difficult and so one or two directors of education must spread out over the world to help other continents.

We lose time in waiting for somebody to decide. For the World Games the doctor Arnold Brons is the leader of the doctors. We must have a format what is Ju Jitsu. Explaining about how many referees what kind of tatamis. Before 10 February 2009 we must have a format like that. Dan certification. Must be given by technical people. We need to know more about the national people. Not only knowing the top. How many people are training how many Dan certifications, how many competitions. We must have a list of instructors. Finally a list of acting clubs its very important to know that a certain region is very strong and some regions are not strong. So we don’t have to

Joachim; We need to come to elect/ select of assistant directors.

Panagiotis as well thanks Mario for the work and would like to give Mario the chance to finish the projects he already started – especially the World Games and the Junior World Championship. The whole structure will be decided in November so this committee will work until November like this Joachim supports this idea and suggests that for this time Eugene should work in martial arts Mario should work in the sport competition and given the chance to finish the projects he had started. Mario: I can not do it till November and than wait till another is elected.

All countries are for fixed measurements for the kimono. The exact size must be adapted to Ju-Jitsu and shall not be taken over from Karate or Judo. The sponsoring rules shall be fixed as well. BELT PROGRAM

Mario shows the belt program. There are parts from different countries in it. He showed a complete prepared program from 6th kyu till 1th dan.

Claus: Nose bleeding. Is that injury time? Why? I’m not injured.

If you can not stop the bleeding because of contact the other person get hansokumake. Some times a fighter bleed very quickly . Michel; how many times will that happen. Dana; but you are not in good condition for fighting plus the hygienic problem.

The same problem you have with lost contact lenses. We will discuss it with the referee team.

Dana; we can not put extra lines in the rules. Nose bleeding is a case to

Claus; we must have guideline, for coaches to get in contact with the referees.

We need to discuss that with the referees and come to a conclusion. WORLD GAMES Qualification

Mixed teams from Holland and Switzerland ended eagle in points as concerning the ranking on the World champion list. Both teams are from Europe and than it is a fair method to check the results in the European ranking as well. At this moment the board made a decision by throwing a coin, and the draw was in favour of Switzerland. The Dutch federation send a letter to the board of the JJIF and its technical director in which they disagree with the tossing. Because there are more and better ways to compare especially if two countries come from the same continent. In this case Europe which is a strong continent.
