ANTI FLOOD MEASURES/RELIEF WORKS IN
JHELUM DISTRICT
GENERAL
Jhelum District was extensively affected by floods in River Jhelum prior to the construction of Mangla Dam. After
the construction of Mangla Dam the release of water in River Jhelum is controlled and frequency of flood has been
minimized to some extent. The villages affected are situated on the either banks of river Jhelum, right from Mangla
in the North down to Ahmedabad in the South of district. The damage due to flood is further aggravated by torrential
rainy Nullahs which appear to be fairly dry during season. This district was affected by river floods and by Hill
Torrents in the years 1973,1976,1988,1992, 1997.

CLASSIFICATION OF FLOOD
3. Following is the classification of Flood in River Jhelum:-
a) Low Flood - 0.75 to 1.10 Lac Cusecs
b) Medium Flood - 1.10 to 1.50 -do-

c) High Flood - 1.50 to 2.25 -do-
d) Very High Flood - 2.25 to 3.00 -do-
e) Exceptionally High Flood - 3.00 and above
FLOOD REPORTS, MEANS OF INFORMATION 4. Resident Engineer, Reservoir, Mangla and XEN, Rasool Headworks for discharges at Mangla and Rasool
respectively through wireless/ Tele printers/ Telephones will communicate advance information regarding flood in
River Jhelum. The discharges of hill torrents crossing UJC into River Jhelum at Jatli, Rehmanpur and Jaggu will be
intimated head signalman Jhelum (who is under XEN, Irrigation, Jhelum) through telephone or through special
messenger. The static wireless sets netted with the Police Control, Jhelum will be immediately located at Mangla,
Chak Daulat, Jhelum, Rasool and Darapur. This information will be conveyed to the District Flood Control Center at
Telephone No. 9270256.
5. Flood warning is also received from the Provincial Flood warning Center through tele-printer.
WARNING
6. The flood warning will immediately be communicated to the Zila Nazim, District Coordination Officer, District
Police Officer, Executive District Officer (Rev), District Officer (Rev) All Deputy District Officers (Rev). The
Deputy District Officers (Rev) will further inform the sector officers. The Sector Officer will convey warning to the
population likely to be affected by flood. No warning will be issued for low or medium flood unless there are
immediate prospects for high flood.
7. On receipt of high flood warning exceeding 3 lac cusecs all school for girls and boys in affected area shall be
closed down under the order of Sector Officers of revenue department.
8. In Jhelum town the flood warning for high flood will be communicated by means of siren and through the Loud
Speakers in mosques by Sector Officers concerned and the Civil Defence Officer, Jhelum.
9. On receipt of the warning of the discharge of water above 2.25 lac cusecs at Mangla, the Army authorities will be
requested by the Zila Nazim, District Coordination Officer Executive District Officer (Rev) and District Officer
(Rev) to render help in the affected areas on one hour notice whenever the situation warrants.
EVACUATION PLAN 10. For execution of plan for low lying areas and for the people living in or surrounding of river beds are to be
prepared by motivation referring to the irreparable damages likely to be caused to the life and property. The
complete information about the evacuation, means of evacuation, relief camps and distance from the relief camps
has been elaborated against each area likely to be effected. (Annex: “A”).
DUTIES OF SECTOR OFFICERS
11. The Sector Officers would establish their Sector Offices in any of the centrally located place/village of their
respective sector. As soon as the flood warning is received, all the Sector Officers and officers of other departments
would immediately move to their sector Headquarters. It will also be ensured that they are mobile and also have
sufficient transport facilities like tractor, trolleys, etc. for safe transportation of population of the areas likely to be
affected by flood to relief camps.
12. The Government Buildings at safer distance have been earmarked as relief camps. All these buildings will
temporarily be converted into the relief camps. The concerned head of institutions will be officer incharge of relief
camp. As a post flood measure, they will ensure proper maintenance/cleanliness of these buildings, moreover,
sufficient arrangements of drinking water, eatables and light should be ensured by the incharge relief centre. They
will also be responsible for maintaining the same perfectly when relief centers start functioning. They would
however, cater for their requirements through the sector officer concerned.
13. The most important duty of the Sector Officer is that they should immediately visit the areas of their
responsibility so that they can acquaint themselves well with the localities likely to be affected. Moreover, they
would also be in better position to evacuate the marooned people at the time of actual emergency and would also
face no hardship for provision of relief measures.
14. When the situation returns to normal and on recession of flood water they would not only provide maximum
assistance to the population but also ensure supply of the food articles with full devotion and dedication. This would

not only be a gigantic task but may also require round the clock activities for some considerable time. The above
work requires full devotion and best efforts to avoid any repetition so that the relief articles reach to deserving
population.
ASSISTANCE TO SECTOR OFFICERS 15. The services of officers/officials of other departments will also be utilized in case of emergency at the control
center and in the field. They are required to give full cooperation to the District Administration in meeting the
situation created by flood. Heads of Departments will issue instructions to their staff to render all possible assistance
to the sector officers incharge of their areas.
16. REQUIREMENTS FOR HANDLING EVACUATION DURING THE HIGH FLOOD SITUATION
i. WIRELESS SETS
The Director (Tech), Govt. of the Punjab, Relief Department (BOR), Lahore is being requested to
provide wireless sets and Hand Set (Walkie Talkie) in handsome numbers to meet the
requirements of quick communication from the Head Quarters to the Sectors Officers in the 49+9
(58) sectors/ relief camps.
ii. BOATS
Two motor boats are available with the Civil Defence Office Jhelum. However, to meet the
requirements at local level the Civil Defence Officer has been directed to enlist the Nos. of boats
available in the District. And keep a close lesion with boat man.
iii. DE-WATERING PUMPS
12 De-watering pumps would be required and TMO Jhelum has been directed to arrange for the
same.
iv. LIFE JACKETS
50 life jackets would be required for rescue purposes (CDO Jhelum).
v. TENTS
Five thousands would be required in case of High Flood (SDN Jhelum).
The Relief Department BOR, Punjab has been requested to arrange above equipments at the
earliest.
MAINTENANCE OF BUNDS/ROADS/BRIDGES BUNDS 17. i). All the protection bunds have been repaired by the concerned authority except protection bunds of PD
Khan which was completely washed away during the flood of 1992. The Chief Engineer, Irrigation, Sargodha is
requested to intimate latest position of its reconstruction. The Chief Engineer, Irrigation, Sargodha be also
approached to intimate on the latest position about the progress.
ii) The Revenue Department Officers/Officials along with the officials of the irrigation department have
recently complete survey of the protection bunds in the district Jhelum’s jurisdiction and found them in satisfactory
condition for the normal flood situation.
TRANSPORT ARRANGEMENTS 18. In case of high flood the Deputy District Officers (Rev), will requisition vehicles from Govt. Departments in
order to provide to the officers engaged in Flood Relief Operation. They may hire heavy transport for the evacuation
of the people and their property, if required.
MEDICAL AID 19. The Medical Superintendent DHQ Hospital, Jhelum & MS THQ Hospital P.D. Khan with the assistance of
Municipal authorities will provide medical aid to the urban areas.
EXECUTIVE DISTRICT OFFICER (HEALTH) 20. EDO (Health) will arrange medical aid in the relief camps in flood affected rural areas. He will also make sure
that adequate stock of vaccine, drugs, antibiotics, anti snake -bite serum are available in each sector. All creative and
preventive measures are to be taken by the Health Personnel and Municipal Health Authorities in the city and rural
areas. The stock position will be intimated to the Executive District Officer (Rev), District Officer (Rev) and

concerned Deputy District Officers (Rev). During monsoon it may be ensured that proper vaccination in the city as
well as rural area is carried out through the teams constituted by Health Deptt. under intimation to this office on
daily basis.
EXECUTIVE DISTRICT OFFICER (AGRICULTURE) 21.The EDO (Agriculture) will ensure that all the veterinary medicines are available with the D.O. (Live Stock &
Dairy Development). He will also ensure that vaccination is carried out and medical aid to the animals, before flood
and after flood water recedes. The stock position of the medicines and No. of teams constituted be submitted to this
office with a copy to the D.O. (Rev). Daily progress report on vaccination will also be submitted.
DISTRICT FOOD CONTROLLER 22. DFC will ensure that adequate stores of food grain available with him. He will be responsible for making
supplies to the flood affected areas and relief camps established by the District Administration. In case of the
shortage of food grains he should immediately make arrangements for replenishment of his stock through his
department. On a short notice the supply of 10 kg bags will be made by the DFC, accordingly such arrangements be
made well in time.
DISTRICT OFFICER (AGRI)
FODDER 23. District Officer (Agriculture) shall be responsible for the supply of dry fodder for animals in the affected
areas. He will ensure that stock lying in the low lying areas is removed to safer places at short notice. He will utilize
the services of his own staff and local volunteers for this purpose.
EXECUTIVE DISTRICT OFFICER (COMMUNITY DEVELOPMENT)
24. A store shall be maintained for collection and storage of relief articles donated by
individuals/organizations. He will form a Committee for donations/relief articles. He will be incharge of stores. He
will be responsible for proper distribution in light of instructions issued. Cash donations will be deposited in the
District Relief Fund.
25. REPAIR FOR ROADS/BUNDS MEASURES.
Assistant Agri. Engr (Dozers) Jhelum has been instructed to provide at least one dozer each in Tehsil
Jhelum and PD Khan for immediate repair of roads/bunds damaged by the flood water. He will also prepare an
Action Plan and intimate the place of availability of dozer and staff, alongwith duty roster deputed for the purpose to
the DDOs (Rev) concerned.
XENs WAPDA (URBAN & RURAL) 26. REPAIRS/MAINTENANCE OF ELECTRIC INSTALLATIONS.
Both the XENs will prepare an Action Plan for the above purpose. Sector wise Duty Roster will be
prepared and furnished to the Deputy District Officers (Rev) concerned along-with the particulars of the
officers/officials deputed in this regard.
POST FLOOD MEASURES
a) The DDO’s (Rev) will visit the affected areas and be responsible for assessing the damages
correctly after the flood water recedes. The distribution of amenities, Taccavi Loans and gratuitous
relief will be taken in hand.
b) Taccavi Loans
The DDO’s (Rev) will immediately send their requirements of taccavi loans and ex-gratia
grants as laid down by the BOR, Punjab, Lahore.
c) Rendition of Accounts.
Proper accounts will be maintained by the Sector Officers and provided to the D.O (Rev) for
finalization of district accounts. Similarly accounts of Govt. Grants under Head 54-Relief will be
maintained by the DRA under the supervision of DDO(LR), Jhelum.
d) POST FLOOD REPORTS

After the flood period i.e. 15.10.09, DDO’s (Rev) of their respective Sub-Divisions would obtain
the post flood report from the Sector Officers about their experiences, difficulties and remedies
thereof. In this connection, a meeting will be held with the DDO’s (Rev), consolidated report Sub-
Division wise be submitted.
DISTRICT FLOOD CONTROL CENTER A Control Center established at the District Headquarters will function round the clock during the flood season.
DDO(LR)/District Flood Relief Officer is Incharge of the Center and will be assisted by the Tehsil Municipal
Officers Jhelum, Sohawa, P.D. Khan and Office Superintendent of District Officer (Rev) Jhelum. The telephones

FLOOD SCHEME TEHSIL JHELUM
1. Jhelum City has perpetually been subjected to, flood damages due to flood in river Jhelum and over flow of
water in Nullah known as Kala Kassi, near old Hospital. Similarly below the old river Bridge there are big drains
when cause considerable damage when chocked due to high flood in river Jhelum.
2. The villages of Tehsil situated along the river belt and both sides of Nullah Kahan and Banah and adversely
affected in case of flood.
3. In the year 1992, the Jhelum Sub Division was devastated by an unprecedented flood. Due to this calamity
not only the village situated along the river bank but also some of the villages located away from the river bank
where also affected by the flood water. Apart form property of 1/3rd
population of Jhelum City also sustained heavy
losses. Many people also loss then lives. Almost all the localities of Jhelum City are the part of some Revenue Estate
and in all about one hundred villages of the Jhelum Sub Division were hit by flood / rain water.
4. “Wichal-Baila” which is situated like an island between two main stream of River Jhelum was the worst, hit
area. Besides village Bhoondnan Gakhran, Bhoondnan Jattan, Khokhar, Kalar, Old Abadi Kharala, Baili Baharwal,
Naugran, Chotala, Khurd, Bhambar and Darapur were also the worst affected localities.
5. The flood warning has to be conveyed in the areas likely to be affected when the discharge of water at
Mangla Is 1.50 to 2.525 Lac cusecs.
6. When actual emergency is declared i.e. after the receipt of high flood warning either from the office of
D.C.O or from any other responsible Government Agency, the flood warning will be forthwith disseminated to the
areas the localities both urban and rural through the respective sector Office / Revenue Field Staff / Chief Officers
T.M.A Civil Defense Officer and other Officers respectable of the area moreover full efforts would be made to
ensure that timely the information is not only conveyed through the above said source but also the same in passed on
to people likely to be effected through the concerned Police Stations, who will receive the same from the wireless
control center Jhelum. Arrangements will also be made that flood / rain information is announced through
Loudspeakers of Main Mosques of the city/ Village.
Communication: -
The District Police Officer has already been requested that static wireless sets netted with Police Control room may
also be installed at Sheikhupur, Ara, Jasrota (Near Mangla), Chak Daulat and Darapur.
Control Center will be set up in the office of the D.D.O(R) Jhelum. (Tel 0544-9270079) besides the District Flood
Control Center to be established in the office of the Civil Defence Jhelum (Tel 0544-9270256 ) functioning round
the clock w.e.f. 01-07-2009.
The Sector Officers would establish their Sector Office in any of the centrally located Place / Village of their
respective Sector. As soon as the flood warning received all the Sector Officers and Officers of the other Department
would immediately move to their sector Headquarters. It will also be ensured that they are mobile and also have
sufficient transport facilities like Tractors, Trolleys etc. for safe transportation of the population of the areas likely to
affected by flood/ rain water to the Relief Center/ Safer places as has been indicated in Annexure “A”
The Sector Officers who will be present in their respective Sectors along with officers of other allied departments
will be provided with necessary transport facilities of other allied departments will be provided with necessary
transport facilities either afficially or from private sector. As soon as they receive flood warning their main duty will
be to immediately evacuate the people from the safer places which have been earmarked in Annexure “A”.
The Government Buildings at safer places have been earmarked as Relief Camps. All these buildings will
temporarily be converted into Relief Camps. The concerned Principals / Headmasters / Heads of institution will be
the Officer in Charge of Relief Camp. As a post flood measure, they will ensure proper maintenance / Cleanliness of

these buildings. Moreover sufficient arrangements of drinking water, eatables and light should be ensured by the in
charge Relief Centre Similarly they will also be responsible for maintaining the same arrangements preferably when
relief Centers start functioning. They would, however meet with there requirements through the sector Officers
concerned.
SECTORS:-
The urban / rural area has been divided into different Sectors as has been shown in Annexure “A”. The sector
Officers have also been appointed in each sector.
The most important duty of the Sector Officer is that they should immediately visit the areas of their responsibility
so that they acqent themselves with the localities likely to be effected. Moreover they acqent themselves with the

the time of actual emergency and also would face no hardship for provision relief measures in case so required, the
Sector Officers would submit a report after carrying out complete survey of respective Sector Immediately.

particularly the supply of food and other articles would have to be carried out very carefully and with full devotion
and dedication. This would not only be a gigantic task but may also require round the clock activities for some
considerable time. It would, therefore, be in the fitness of things if this work is dealt with full devotion and on top
priority basis and efforts are also made to avoid any repetition and the relief articles should only be distributes
amongst the most deserving persons.
MEDICAL COVER: -
The medical Superintendent Distt. Headquarters Hospital Jhelum / District Health Officer Jhelum will be
responsible for providing Medical Cover to the affected/ likely affected population prior and after the flood / rains.
Similarly the District Officer Livestock and Dairy Dev Deptt. Jhelum would be responsible for Medical aid to the
animals & Poultry. He will carry out complete inoculation of cattle. He should also constitute special squad for
removal of dead cattle from any of the village / locality of the Sub Division after the flood.
FOOD: -
The District Food Controller will be responsible to keep adequate stores of food grain available for supply to the
affected population.
FODDER: -
The Executive District Officer Agriculture will be responsible for provision of Fodder for the animals in the Relief
Camps.
FLOOD PROTECTION BUNDS: -
The Executive Engineer irrigation and E.D.O (W/S) Jhelum will be responsible for maintenance of all protection
bunds/ spurs and will ensure that these are intact.
EQUIPMENT: - The Civil Defense Officer and T.M.O Jhelum will ensure that the equipment such as Motor Boats / Life Jackets / De
watering sets in their Charge are in serviceable condition. They will also supply a list of all such equipment to the
D.D.O(R ), Jhelum immediately. It is hoped that all the officers would leave no stone unturned to discharge their
duties for making both, pre /post rains arrangements.

FLOOD SCHEME DINA
1. The villages situated near the Jhelum river bed in Tehsil Dina have perpetually been subjected to flood damages
due to flood in river Jhelum.
2. The villages of Tehsil Dina Sub Division Situated along the river belt are adversely affected in case of flood.
3. In the year 1992, the Dina sub Division was devastated by an unprecedented flood. Due to this calamity not only
villages situated along the river bank but also some villages located away from the river bank were also affected
by the flood water. Apart from that the property of the population of the area also sustained heavy losses. Many
people also loss their lives.
4. The flood warning has to be conveyed in the areas likely to be effected when the discharge of water at Mangla is
1.50 to 2.525 lac cusecs.

SOHAWA SUB DIVISION FLOOD ORDER ANTI FLOOD MEASURES/ RELIEF
WORKS IN SOHAWA SUBDIVISION
General
There is no history of flood in Sohawa sub division however following precautionary measures have been adopted to
meet any kind of emergency in case of floods. Mainly four Nullahs / Hill torrents flow if heavy rains continue for
long hours during the rainy season. The following are the hill torrents.
1. Bunah Nullah
This Nullah start form Chakwal area and enters in to Sohawa near Mauza Dial and Kihali. It runs almost
40/50 kms in Tehsil Sohawa area before Entering in Tehsil Dina and Jhelum near new bridge at Banah
Nullah.
2. Kahan Nullah
It also enters Tehsil Sohawa from Chakwal area near Domeli and then enters Tehsil Dina.
3. Kansi chaniot Hathia Nullah
This Nullah enters Tehsil Sohawa from Gujar Khan neat Hathia Village and finally enters Mangla Dam in
Azad Kashmir area after covering about 15 km long area of Tehsil Sohawa.
4. Bakrala Kass
This Nullah originates in Tehsil Sohawa starting from Karunta village covering almost 10 km it enters
Tehsil Dina neat Sohn village.
The common factor with all these Nullahs is that there is no population dangerously located close to these
Nullahs and never in past any incident of flood has damage occurred.
Mostly after rain within ¾ hours the water goes down leaving Nullahs high and dry Routers of the Nullahs
have been shown on the attached map.
FLOOD WARNING AND MEANS OF INFORMATION
The D.S.P / SDPO Sohawa and both the S.H.O’s i.e. Sohawa and domeli are directed to have close contact with
manage authorities through wireless and on receipt of high flood warning about Sohawa Sub Division, the same be
communicated to the undersigned immediately. The flood warning will immediately be communicated to the
population likely be effected by flood.
EVACUATION / COMMUNICATION PLAN FOR AREAS LIKELY TO BE AFFECTED BY THE HIGH
FLOODS .
The revenues department with the help of other allied deptts, will convey the flood warning to the population of the
area likely to be affected and will help the population to evacuated the safer places.
MAINTRNANCE OF BUNDS/ ROADS / BRIDGES
The Executive District Officer (W&S) is responsible for the maintenance of Bunds and Roads affected by the
floods.
DE-WATRING PUMPS
T.M.A Sohawa is requested to arrange at least three De-watering pumps.
TRANSPORT ARRANGEMENTS
In case of high floods, vehicles of Govt. Departments will be requisitioned for the officers engaged in floods relief.
Heavy transport will be hired from private sector to the people and their property, if required 148 Tractor / Trolleys
are available in Tehsil. Sohawa for emergency evacuation.
MEDICAL AID
The Deputy District Officer (Health) Sohawa is required to complete the pre-flood vaccination process and also
make sure that adequate stock of vaccine, drugs, antibiotics and anti snake bite serum etc, are available.

LIVE STOCK AND DAIRY
The District Officer (Live Stock) will ensure availability of veterinary officers and reasonable stock of veterinary
medicine before the commencement of flood season.
FOOD AND FODDER
D.F.C will ensure that adequate stores of food grain is available with him. He will be responsible for making
supplies to the food affected areas and relief camps established by the sub divisional administration.
D.D.O Agriculture shall be responsible for the supply of fodder for animals in the effected areas.
FUEL AND LUBRICANTS
There is no fuel Depot in the Sub Division however owners of the filling stations are requested to stock reserves of
fuel oil and lubricants to overcomes short supply during the floods.
POST FLOOD MEASURES
The D.D.O(R) will visit the affected and be responsible for assessing the damages correctly after floods water
recedes. The distribution of amenities, Taccavi Loans and gratuitous relief will be taken in hand.
TACCAVI LOANS
The D.D.O(R) will immediately send requirements of Taccavi loans and exgratia grants as laid down by the B.O.R
Punjab Lahore.

P D Khan Sub Division has been extensively affected by the devastating flood in the past. Out of total 144 villages,
50 villages which are lying along the river bank or at low lying area are hit by the high flood. The list of these

PROBLEMS
The main problems which require attention at higher level are highlighted as under.
1. Reconstruction of flood protection bund P.D khan
P.D khan Town was hit by the devastating flood in 1948 for the first time resulting into unbearable loss of life and
property. The situation thus demanded construction of flood protection bund to save the population of the Town and
ultimately with the tremendous efforts of the Civil Administration, the bund was constructed in 1953 out of USA
wheat Fund Aid. The town was hit by the high flood in 1958, 1959, 1992 and 1997 running it severally. The flood
water reportedly over toped the bund and breached it at many places. The bund could not be repaired due to paucity
of funds. Now the bund has totally been demolished by the flood 1997. Survey has been carried out by the Chief
Engineer, irrigation Sargodha in July 1993. The bund required urgent attention of the Government so as to save the
life and property of the P.D Khan Town. Reconstruction of this bund is most essential.
2. INSTALLATION OF WIRELESS SET AT AHMADABAD DURING FLOOD
In order to pass the flood warning to the flood affected villages lying along the river bank and to get situation reports
round the clock, installation of wireless set at Ahmedabad is urgent need of them time. It may be mentioned that no

telephone facility available at Ahmedabad or in any other villages situated along the river bank in this part of the
Sub Division.
3. PROVISION OF MOTOR BOATS
The country made boats at the ferries in P.D khan Sub Division are too short to evacuate the flood affected
population. Army Authorities may be asked to provide ten motor boats with operators to the Civil Administration at
P.D khan to be used by the sector Incharge officers.
4. SUPPLY OF OTHER MATERAL
In order to meet flood emergency, the following articles are required: -
a) Tents for flood affected to be used 500 in relief comps.
b) Life jackets. 100
c) Wireless sets (for our owned and army officers) base sets 6 & Hand Sets 6
5. CONSTITUTION OF RELIEF SUB COMMITTEES
All the sector officers have been directed to set up Relief Sub Committees in all the flood affected villages of their
respective areas which should consist of Union Nazim and Naib Union Nazim, Councilors of the respective Union
Councils member of Zila Council, Lamberdar, influential persons, boat man and government servants of different
department serving in the area, In Pind Dadan Khan town Mohallah wise Relief sub committees will be constituted
councilors of UC P.D Khan, Lamberdar and other influential person besides officials of Tehsil Municipal
Administration as well as secretaries of UC P.D Khan. Periodically meetings will be held with them by sector Officers
so as to make the committees really functioned.

FLOOD PLAN FOR THE YEAR 2009 FOR THE PROVISION OF HEALTH AND MEDICAL COVERAGE
IN THE FLOOD EFFECTED AREAS DISTRICT JHELUM
Total area of District Jhelum is 3,475 Square .KM and its population is 10,61,007, The District Jhelum
consist of the following three Tehsils with population and Health facilities as under:-

There are 54 Union Councils including two Municipal Committee & three Towns committees in District Jhelum.
District Jhelum is divided in three physically district portions. The first of these three lays below the hills (Riverine),
the second within them (upland) and the 3rd
behind them (Plateau).
The Riverine
The Riverine is board alluvial plain speared out between the Jhelum River & the Hills. Its stretches from Mangla in
Jhelum Tehsil to Kandwal in Tehsil P.D Khan and its length along the coarse of the river is nearly 160 KM.
The Upland.
The Upland region is the tract which lies between the double ranges of the hills, the Upland of the salt range lies
altogether in P.D Khan and those which are situated between the Tilla & Nile hills are in all Tehsils.
The Plateau.
Beyond the Northern ridges of the salt rage & the chain of Nile Hills there is a long & narrow strip of broken and
sloping ground which is known as Pubi.
Chief Torrents.
The two chief torrents which flow into the Jhelum River area the Kahan & Bunah.
The Kahan
The Kahan drain the center & east Jhelum Tehsil & is formed of many branches which joins one another near Domeli
& eventually falls in Jhelum River just below Sadar Cantonment.
The Bunah.
The receives the whole drainages of the eastern part of the District Chakwal and a consider able portion of the
northern salt rage. It falls into Jhelum River between Darapur & Bhambar.

Many other small nulls like Gander in Jalalpur Sharif and Matin Bhelowal many Kassis also fall in the River Jhelum.
History of flood.
History of flood reveals that in this century the first flood came in August 1029, in Jhelum River. Then second flood
came in August 1959, at that time Mangla Dam was yet to construct. The 3rd
havoc of flood cam in September 1992
which has caused great loss to Tehsil Jhelum and Tehsil P.D. Khan. The 4th
flood was recorded in September 1997
which mainly damaged the Tehsil P.D Khan the reason being that Motorway was constructed in its natural course.

1. The Civil Defence Office, Jhelum has already been declared/established as “ District Flood Control
Center”
In this regard a Duty Roster of Government Employees Chalk-out from the office of
DCO / Controller (C.D), Jhelum and issued to the D.O (C.D). Jhelum, for maintaining the telephone
duty round the clock. There fore all necessary instructions provided to the duty staff by Civil
Defence Officer Jhelum and a log book Prepared regularly with following information dare daily
received from the Hydrology Section of Mangla WAPDA Exchange for onward submission to the
higher authorities.

5. 100 Civil Defence Razakars and 50 Scouts will require to meet the Flood Emergency situation
in Jhelum Town, expect the other Government Department N.G.Os etc. A meeting of C.D
Organization is beings conducted in the month under reported for the purpose and the list of scouts
will be collected from the concern Department. The list of Boat Man of Jhelum Town is also
available with the C.D. Office Jhelum.
6. Flood Emergency Telephone Directory. Has also been maintained / prepared by the Civil
Defence Office Jhelum and is available in the Flood Control Center Jhelum.
7. CIVIL DEFENCE STAFF AND TRANSPORT.
It is requested that 07 Posts including District Civil Defence Officer are lying vacant among the 15
posts of different official since last 3-4 years. There is only one vehicle Suzuki Pick-Up Model 1978
and one Suzuki Motor Cycle Model 1977 are in Repairable condition therefore no vehicle is
available with this department D.F.A for the posting of further C.D. staff for Jhelum will be moved
to (C.D) Directorate, p, Lahore before the start of Flood Season.
8. FUNDS.
Approximately Rs.14,56,000/- are in the balance in Local Council Budget 1% account in the name
of District Coordination Officer / Controller Civil Defence Jhelum for Civil Defence activities.
9. O.B.M OPERATOR
10. There is no trained / qualified operator available in the Civil Defence Office Jhelum and not
provided by the Civil Defence Directorate Punjab Lahore. It is requested that the District
Coordination Officer / Controller (C.D) Jhelum may be requested that the Civil Defence Office
Jhelum may be allowed to enroll appointed maximum two private O.B.M Operator on contract basis
for period June, 2009 to September 2009 out of local council Budget 1%.

GENERAL:-
This Order shall be called Jhelum flood order 2009, which supersedes all previous orders and shall come into force
on receiving High flood warning in river Jhelum.
1. Jhelum district was extensively affected by flood in River Jhelum prior to the construction of Mangla dam. Since
the release of water in River stands controlled, the frequency of floods has been drastically cut down. Anyhow the
villages likely to be affected by flood are situated on the western bank of River Jhelum right from Mangla Dam,

down to Ahmedabad in south of the District. The damage done by flood is further multiplied due to torrential rainy
“Nullahs” which usually remain dry in winter season. The past history reveals that district was affected by the River
Flood and Hill Torrents in 1973,1976,1988,1992 and 1997 respectively.

FLOOD WARNING AND MEANS OF INFORMATION.
4. Advance information regarding flood in River Jhelum will be communicated by Resident Engineer,
Reservoir, Mangla and Ex-En, Rasool Headwork,s about discharge at Mangla and Rasool respectively to the District
Nazim, DCO, DPO, DO(R) Jhelum and all other sector Officers. The sector officer will convey warning to
population likely to be affected by flood. No warning will be issued for low/medium flood unless there are
immediate prospects of high flood. Daily discharge water at Mangla will be plotted on board in flood control centre
for immediate communication.
ARRANGEMENT OF BOATS, TRUCKS ETC FOR EVACUATION PURPOSE.
1- Sector Officer/Sub-Sector Officer will ensure that required No. of Boats Trucks are requisitioned well in
advance and are available with them. They would be responsible for providing Trucks/Boats alongwith boatmen to
the affected area without loss of time.
2 SHO PS City Jhelum will make available maximum No. of life saving tubes through voluntary
contribution by transport companies of City and will hand them over to Sector Officer immediately after the receipt
of High Flood Warning at Municipal Officer for evacuation purposes.
3- Officer Incharge and Sector Incharge will maintain a close liaison with all relevant Agencies like U.C. etc.
4- The evacuation of the affected population will be made by the Sector Officers from their respective areas
under their personal supervision.
5- The SHOs of the Flood affected areas shall assist the Relief Committee and
deployment at Relief Camps will remain in operation till the close of such camps.

supervision of DSP/Legal.

ASSISTANCE TO SECTOR OFFICER.
The services of officers/officials of other Departments will also be utilized in case of emergency at the Control
Centre and in the field. They will be required to give full co-operation to the District Administration in meeting the
situation created by flood. In this regard all Heads of the Department will issue instructions to their staff to render all
possible assistance to Sector Officers Incharge pf the areas.
