Foreign Language Proficiency Tests and Certificates

Question 1

Is it possible to submit foreign language proficiency results after the 19 November 2012 deadline? Or can applicants who have taken the foreign language proficiency test before the application deadline apply for a scholarship conditionally by submitting the test result at a later date?

Answer 1 No. Foreign language proficiency test results are essential documents for the application process and must be submitted with all other documents before the application deadline. But Applicants who have already taken the foreign language proficiency exam while the application process is going on but have not yet got the original copy of the exam results till the application deadline, may apply with the “internet print-out proofing the exam results” on the condition that the applicants should submit the original or phoptocopy of the foreign language proficiency exam certified by the official authorities till the written exam date to the Central Finance and Contracts Unit. However, the internet print-out of the foreign language proficiency exam and score should be in line with the original or photocopy to be submitted later on.

Question 2

Can applicants submit internet printout of the foreign language proficiency test result?

Answer 2 Yes. Applicants may apply with the internet printout showing the test result on the condition that the applicants should submit the original or photocopy of the foreign language proficiency exam certified by the official authorities till the written exam date. However, the internet print-out of the foreign language proficiency exam and score should be in line with the original or plain copy to be submitted later on.

Question 3

If the application could be submitted with the print-out version of the foreign language proficiency document, until when and where should the original or photocopy of the document be submitted?

Answer 3 Application could be submitted with the print-out version of the foreign language proficiency document on the condition that the original or photocopy document is submitted at a later date. However original or photocopy of the document should be submitted until the date of written exam to the Central Finance and Contracts Unit.

Question 4

What is the validity date for KPDS Certificate?

Answer 4 KPDS certificates at min. A Level (90 points and above) obtained in November 2008 or at a later date in the applied EU official language

of the applicants are also eligible at the application only on the condition that one of the required and relevant foreign language proficiency certificates mentioned above is submitted till the written exam date.

Question 5

Should we submit KPDS certificate along with the IELTS certificate? May I only submit the IELTS score?

Answer 5 Those who have at least scores/points given in the announcement in the applied EU official language and those who submit the foreign language proficiency certificates (for example; IELTS) are not obliged to submit also KPDS certificates.

Question 6

KPDS results are being announced only on the ÖSYM web site for a while and it is no longer sent to the candidate via mail. Do you accept the print-out version of the KPDS result?

Answer 6 Yes. KPDS results are accepted conditionally for application. You can apply with the “internet print-out proofing the exam results” on the condition that the applicants will submit the original or photocopy of the foreign language proficiency exam certified by the official authorities till the written exam date.

Question 7

My foreign language level is not sufficient for application. Can I also apply for improving my foreign language skills?

Answer 7 No. The aim of the programme is not to improve foreign language skills. The Jean Monnet Scholarship Programme supports academic studies at graduate or research level at a university or similar institution in one of the EU member states. In other words, scholarships will be granted exclusively for academic studies at graduate or research level directly related to Turkey’s EU harmonisation process and the EU acquis. Programme aims to increase the number of experts in the EU field and support Turkey’s administrative capacity building efforts for the effective implementation of the EU acquis. For this reason, the applicants should have the required foreign language skills at the application period.

Question 8

Do you provide any opportunity to learn the foreign language in the host country after being awarded by the scholarship?

Answer 8 No. All applicants should submit the relevant foreign language proficiency certificates during the application process.

Question 9

Can applicants submit foreign language proficiency test results which are currently valid but which will become invalid by 31 October 2013?

Answer 9 No. Foreign language proficiency test results submitted with the application must be valid until 31 October 2013.

Question 10

Can ETS mail TOEFL IBT results directly to the Jean Monnet Office?

Answer 11 As stated in the announcement, the documents must be sent to the Central Finance and Contracts Unit no later than the specified date and time. It is solely the applicant’s responsibility to submit the accurate and complete application documents to the application authority (Central Finance and Contracts Unit).

Question 11

Can I apply even if my foreign language proficiency score is below the announced criteria?

Answer 11 Applicants who do not meet the minimum criteria stated in the announcement are rejected at the first eligibility check.

Question 12

Under normal conditions IELTS score of 6.5-7.0 corresponds to TOEFL IBT score range of 79-95. Therefore can I apply if my score is 84?

Answer 12 No. Applicants who do not meet the minimum criteria specified in the announcement are rejected at the first eligibility check.

Question 13

Can I replace my IELTS academic score which is 6.5 with a higher one after the deadline?

Answer 13 No. It is not possible to add or change any documents in your application after the deadline. Furthermore, it is sufficient to meet the required minimum language proficieny scores. The applicants will not be ranked according to their undergraduate GPA or foreign language proficiency exam results.

Question 14

Are language proficiency documents obtained from high school/university or ÜDS/TOEIC certificates acceptable?

Answer 14 No. Language proficiency documents other than those specified in the announcement (such as ÜDS, TOEIC, competency reference letters, language training certificates etc) are not accepted.

Question 15

Where, how and when can I take the foreign language proficiency test? Which institution runs the exams? Is there any fee for the exam?

Answer 15 You are advised to contact the Cultural Centres of the related EU member state to obtain detailed information about the foreign language proficiency tests.

Question 16

Do you hold any language proficiency exams to the applicants other than TOEFL and IELTS?

Answer 16 No. It is required to submit one of the foreign language proficiency

exam results specified in the scholarship announcement. Question 17

Is it possible to select two foreign languages? Is it possible for a candidate who knows two languages (for instance English and French) and who has proficiency certificates for both the languages to submit both documents?

Answer 17 No. Applicant must select only one of the EU official languages as the language in which he/she will pursue his/her study in the EU member state and should submit the relevant language proficiency certificate of the selected language at application stage.

Question 18

I know both French and English. Are there any separate quotas allocated for different foreign languages?

Answer 18 No. There are no quotas allocated to different foreign languages. Question 19

Is it essential to submit the language proficiency certificate during application even if the EU host institution does not require such a document for admission purposes?

Answer 19 Yes. Foreign language proficiency test results are essential documents for the application process and must be submitted with all other documents before the application deadline.

Question 20

Will I have to take any other test in spite of my 6.5 IELTS score?

Answer 20 Although no further language tests are given, as stated in the announcement, candidates will take written and oral exams in the EU official language they have selected at the application stage

Question 21

What is the validity period of IELTS and TOEFL test results?

Answer 21 IELTS and TOEFL test results are valid for two years. Question 22

Are applicants applying in English language expected to submit both TOEFL and IELTS results?

Answer 22 No. Applicants are expected to submit only one of the language proficiency results corresponding to the EU official language they select.

Question 23

TestDaF (TDN 4) is required for proficiency for German language. Is it sufficient to obtain 4 as an average of all the parts in the exam or should the applicant get 4 in each separate section of the exam?

Answer 23 The score of TestDaF (TDN 4) is determined by taking the average of the scores of all the individual sections.

Question 24

Does being educated at a full foreign language taught university in Turkey or abroad exempt candidates from providing foreign language proficiency certificate?

Answer 24 No. Those who formerly worked and/or studied abroad or who are graduates of the universities taught in foreign languages are not exempted from the foreign langauge proficiency certificate criterion. All applicants should submit the relevant foreign language proficiency certificates during the application process.

Question 25

Would it be possible to select Russian language when applying for the scholarship?

Answer 25 No. Russia is not an EU member state, therefore Russian language is not one of the EU official languages and applications may not be submitted in Russian.

Question 26

Even if it is stated in the announcement that at least TOEFL-IBT 89 is required for application, could the applicant who has TOEFL-IBT 88 make his/her application?

Answer 26 No. The applications which do not meet the criteria of foreign language proficiency mentioned in the announcement will be rejected in the first eligibility check.

Question 27

I am a graduate of Lycee Saint Joseph. Is my high school diploma sufficient to apply for the Jean Monnet scholarship?

Answer 27 Yes. The graduates of the high schools in the context of Baccalaureat which are listed in the scholarship announcement can apply with their high school diploma.

Question 28

I am a graduate of Galatasaray High School. I would like to apply in French. Does my high school diploma count as a foreign language proficieny certificate?

Answer 28 Yes. Galatasaray High School diploma is evaluated within the context of Baccalaureat and is counted as foreign language proficieny certificate.

Question 29 I graduated from Lycee de Tevfik Fikret at secondary level and finish the high school taught in French at an Anatolian High School in Ankara. Can I apply with my secondary school or high school diploma?

Answer 29 No. The graduates of the institutions treated in the context of

Baccalaureat mentioned in the announcement may apply with the high school diplomas.

Question 30 Should I submit the TOEFL certificate during the application or can I submit it till 31 October 2013?

Answer 30 Foreign language ceritificate is one of the must application document. For this reason it should be submitted with other application documents till the deadline 19 November 2012.

Question 31 Is it obligatory to submit one of the foreign language certificate in the EU official languages mentioned in the announcement (i.e. TOEFL, IELTS) or is KPDS certificate sufficient on its own?

Answer 31 KPDS certificates at min. A Level (90 points and above) obtained in November 2008 or at a later date in the applied EU official language of the applicants are also eligible at the application only on the condition that one of the required and relevant foreign language proficiency certificates mentioned above is submitted till the written exam date.

Question 32 Is KPDS certificate obligatory for entering the written exam or is it a supporting document?

Answer 32 It is just a facility for the applicants to submit KPDS certificate during the application. KPDS certificate (A level-90 points and above) is eligible only in the condition that the applicant can not submit the required foreign language certificate (i.e. TOEFL IBT 89) in the EU official languages (i.e. English) mentioned in the announcement till the application deadline, 19 November 2012. However applicants who submitted KPDS certificates should submit the required foreign language certificates mentioned in the announcement till the written exam date.

Question 33 If the host university in which I intend to study requires a lower foreign language proficiency level (i.e.Italian B1) than that mentioned in the announcement (i.e. Italian B2), do I still have to submit the foreign language certificate at the level mentioned in the announcement?

Answer 33 Yes. All applicants should submit the relevant foreign language proficiency certificates mentioned in the announcement during the application process.

Question 34 Is the TOEFL or IELTS certificate we submitted during the application, treated as a selection criterion in the oral exams? If I have high level of foreign language certificate, does it increase my chance of being selected?

Answer 34 No. It is sufficient to submit the min. required level of foreign language certificate mentioned in the announcement during the application.

Question 35 I have an Österreichisches Sprachdiplom at C1 level, is it eligible for application?

Answer 35 Yes. Österreichisches Sprachdiplom at C1 level is eligible for application.

Question 36

Is Deutsches Sprachdiplom Zweite Stüfe (DSD II) certificate sufficient to certify my proficiency in German language?

Answer 36 Yes. The applicants who will apply in German can apply with their Deutsches Sprachdiplom Zweite Stüfe (DSD II) certificates.

Question 37

I can learn the result of the foreign language exam, IELTS, on 16 November. It is hard to submit the foreign language certificate till the application deadline 19 November 2012. How can I submit my certificate to the Central Finance and Contracts Unit? After submitting the application documents, can I submit my foreign language certificate later on as an additional document to my application?

Answer 37 Applicants who have already taken the foreign language proficiency exam while the application process is going on but have not yet got the original copy of the exam results till the application deadline November 19th 2012, may apply with the “internet print-out proofing the exam results” on the condition that the applicants should submit the original or plain copy of the foreign language proficiency exam result till the written exam date to the Central Finance and Contracts Unit. As a result, you may apply by adding the internet print-out proofing the exam results to your application documents. Applicants should send all accurate and complete application documents until November 19th, 2012, Monday, by 16.00 the latest to the Central Finance and Contracts Unit, Eskişehir Yolu 4.Km 2.Cadde (Halkbank Kampüsü) No:63 C-Blok, 06520 Söğütözü / Ankara via hand delivery or post/courier. Applications submitted via e-mail or fax will not be eligible. For the applications made via post/courier, the date and hour at which the application documents are submitted to the post/courier will be taken into consideration.

Question 38 I do not have a foreign language certificate. Is there any foreign language proficieny exam organised and held by Jean Monnet Scholarship Programme?

Answer 38

No. All applicants should submit the relevant foreign language proficiency certificates mentioned in the announcement during the application process.

Question 39

I have a DSD KMK certificate at C1 level, can I apply to the programme? If I apply from German language with this certificate, can I have the written and oral exams in English and go to the UK for study?

Answer 39

You may apply with your DSD KMK certificate at C1 level. However, if you apply from German language, you could not have the written exam and oral exams in another EU official language and conduct your academic study in another EU official language.

Question 40

I was born in the Netherlands and studied there. I will apply from Dutch, how should I certify my foreign language proficiency?

Answer 40

If you have a diploma containing HAVO or VWO signs and, if your graduation degree in Dutch is 6 and above in your transcript, you may apply to the programme. Otherwise, you may also apply with your NT2-Programme II (500 and above from each section) diploma.

36 Months Work Experience Question 1

Is 36 months work experience mentioned in the announcement an essential condition for applying?

Answer 1 No. 36 months work experience is not a mandatory condition. 36 months work experience is offered as an alternative for two cases. As it is mentioned in the announcement those who have an undergraduate GPA of below 2.50 over 4.00, below 65 over 100 points could not apply for the programme. Those who have an undergraduate degree in Language Education (i.e. English Language Teaching, French Language Teaching), Translation and Interpretation, Language and Literature (i.e. American Language and Literature, French Language and Literature) may apply if they have a min. 36 months work experience related with the EU acquis. In other words, for those who meet the minimum GPA requirement and for those who are not graduates from the above-mentioned departments/faculties, the condition of 36 months work experience is not applicable.

Question 2

From which authority should the official document demonstrating 36 months work experience be obtained?

Answer 2 The document relating to 36 months of work experience relevant to the selected study field should be obtained from the institution or institutions worked for.

Question 3

How can I certify that I have 36 months of work experience?

Answer 3 The official letter proofing that the applicant has 36 months work experience related with the EU acquis should be taken from the relevant institution/institutions (institution, organization, foundation, university etc.) in which the applicant worked before and/or has been currently working. Time period spent out of the work, such as;

maternity leave, military service does not count to the actual work period.

Question 4

I am working in the private sector. My undergraduate GPA is less than 2.5. What kind of work experiences are eligible for meeting the 36 months?

Answer 4 The official letter proofing that the applicant has 36 months work experience related with the EU acquis by the application deadline is sufficient for your application.

Question 5

Is the work rendered as candidate civil servant included in the calculation of 36 months work experience?

Answer 5 Yes. Work rendered as candidate civil servant is included in the calculation of 36 months work experience.

Question 6

Will the time period spent for the compulsory military service of the civil servants be taken into consideration?

Answer 6 No. The time period spent for the compulsory military service of the civil servants will not be taken into consideration. Active working period will be taken into account.

Question 7

Is the 36 months work experience requirement a condition for private sector applicants?

Answer 7 No. 36 months work experience in the selected study field has been presented as an alternative for applicants who do not meet the minimum GPA requirement and for who have an undergraduate degree in Language Education (i.e. English Language Teaching, French Language Teaching), Translation and Interpretation, Language and Literature (i.e. American Language and Literature, French Language and Literature). In this context, there is no 36 months work experience condition for private sector, university sector or public sector applicants.

Question 8

I am a graduate of Translation and Interpretation Department and I am working in a public institution for 2 years and 11 months on EU Affairs. I will be able to meet the 36 months of experience criterion by December 2012. Can I apply for the scholarship?

Answer 8 No. The applicants who are required to meet the 36 months of work experience criterion (those who cannot meet the undergradute GPA criterion or who have an undergraduate degree in Language Education, Translation and Interpretation or Language and Literature departments) should certify that they have 36 months of work experience on fields related to EU Acquis by the date which they are applying. The status of the applicant during application is taken into

consideration. Question 9

My 36 months of work experience is not related to EU. Can I apply?

Answer 9 No. For the applicants who are obliged to meet the 36 months of work experience criterion, it is essential that the mentioned work experience is acquired in the fields related to the EU Acquis.

Question 10 My GPA at undergraduate level is under 2,5 over 4.0. So I must have 36 months of work experience. I resigned from my previous job after working 3,5 years. And now I started to work in a new firm. In this condition, should I have to work for 36 months in my new job?

Answer 10 No. 36 months of work experience does not mean the total period worked in the same job or institution. It is also acceptable to have worked in different jobs or institutions for minimum 36 months in total. The important point is that 36 months work experience must be in related EU acquis chapter. Answer 11 Those who should fulfill the min 36-month work experience are the ones; Who have an undergraduate GPA below 2.50 out of 4.00 or below 65 out of 100 points and who are graduates of Language Education, Translation and Interpretation, Language and Literature departments at undergraduate level. The important point is that 36 months work experience must be in related EU acquis chapter. If your field of work is related with the EU Acquis chapters and your experience could be proved by your institution via official letter you may apply to the programme.

Question 12 I am a PhD Student at the education programmes and teaching and I recruited as an English Teacher for 12 years and lecturer for the last 5 years. Answer 2 Yes. You may send the language proficiency document together with the other application documents by taking it out from the envelope.

Question 3 Can I apply with the photocopy of all application documents, such as; foreign language certificate, undergraduate diploma, transcript etc?

Answer 3 Yes. The photocopies of all the mentioned application documents are accepted. But the Evaluation Commitee reserves the right to demand the originial copies of the application documents at any stage of the evaluation process. The applications of those who are determined to have made false declarations are suspended and cancelled. The contracts of these candidates are cancelled even if they have started to benefit from the scholarship. These candidates cannot claim any rights and a criminal complaint is made against them at the Chief Public Prosecutor according to the provisions of the Turkish Criminal Code Law Nr. 5237.

Question 4

Can applicants submit internet printout of the foreign language proficiency test result on the condition that the original document is submitted at a later date?

Answer 4 Yes. Foreign language proficiency test results are essential documents for the application process and must be submitted with all other documents before the application deadline. Question 10 What is the Employment Document requirement of Jean Monnet Scholarship applications from the private sector? Is it a letter from the employer on headed paper or would it be sufficient to provide the payroll or the social security declaration which can be downloaded from the internet?

Answer 10 The Employment Document requirement for private sector applicants is an official document issued by the relevant organisation, company or association demonstrating that they are currently employed and the October 2012 payroll or the social security declaration stating the employer’s title would meet this requirement. However, the Committee reserves the right to ask for confirmation of the statement from the employer organisation.

Question 11

From which organisation should an applicant who receives wages within his/her own company in return for an invoice obtain an employment and service document?

Answer 11 Such applicants may submit their registration document to the relevant chamber or the tax-plate. Alternatively, they may submit the company’s SGK registration records as supporting document to the Employment Document.

Question 12

Would transcripts suffice in cases where applicants can not submit a Diploma?

Answer 12 No. Graduate applicants who do not have a Diploma may only apply if they can submit a Graduation Certificate. Only applicants who are senior students at undergraduate level are not required to submit a diploma. Graduate applicants who do not submit their diploma or graduation certificate will not be eligible.

Question 13

I have not get my under graduate diploma yet. May I apply with my temporary under graduation certificate? What is the validity date of this document?

Answer 13 For those applying with their temporary graduation certificate, if an expiry date is specified on the document, this date should be at least November 19th, 2012 or later. If no such date is specified by the issuing university, the graduation certificate is accepted as a sufficient document for application.

I could not find my undergraduate diploma. May I apply with my graduate diploma or transcript?

Answer 14 No. Undergraduate or valid temporary undergraduation certificate are compulsory application documents.

Question 15 Is it sufficient for PhD students who already have an undergraduate and graduate degree to submit their current PhD student registration documents? Are the undergraduate and graduate diplomas requested?

Answer 15 As stated in the announcement, undergraduate diploma / graduation certificate and undergraduate transcript are essential documents required from all applicants who have completed undergraduate degrees.

Question 16

Do transcripts have to be official copies submitted in sealed envelopes by the relevant university?

Answer 16 No. Student copies of undergraduate transcripts are acceptable. Question 17

We have been notified of the scholarship from our institution. Are these notifications sufficient as application documents? Or does our organisation need to write officially to the Central Finance and Contracts Unit its consent indicating that applicant is making his/her application with the consent of his/her institution.

Answer 17 The notification letter sent by your institution so as to inform you about Jean Monnet Scholarship Programme is not sufficient for the application. A consent letter in which your name is indicated with the expression that the applicant is making his/her application with the consent of his/her institution should be present in your dossier with other application documents.

Question 18

What should the content of the Consent Letter be and who should issue the letter? Does the Consent letter requirement qualify as a letter granting permission for leave? Should this letter be issued by the Regional Directorate or the General Directorate?

Answer 18 There is no format of the consent letter required from the applicants from the public sector. It is an official letter indicating that “ the applicant is making his/her application with the consent of his/her institution” written by “the department of the applicant” or “the personnel and/or other related administrative departments”. It is worthwhile to be signed by a superior who has the authorization to approve the applicant’s academic study in the relevant EU member state.

Question 19

Is it possible to submit the Consent Letter after the application deadline?

Answer 19 No. Consent Letter / Employment Document is an compulsory document for employed applicants and should be submitted with the other application documents latest by the applications deadline.

Question 20 The public institution that I work for does not give an official letter which indicates that I have been applying to the scholarship with their consent. May I apply only with the document which indicates that I employed in this institution?

Answer 20 No. Consent Letter/ employment certificate are the documents that are mandatory to be submitted by the working candidates and should be submitted with other application documents till the application deadline.

Question 21

After taking the consent letter, is it possible that my institution will not give me permission for scholarship once I am awarded? What can I do in such a situation?

Answer 21 Public employees are seconded within the framework of legal provisions that they are subject to. The permissions and secondments are entirely under your institution’s authority.

Can the application form be printed and completed by hand or should it be filled electronically? Should application form be signed after printing out? Should the photograph be glued?

Answer 22 The English application form should be filled in any one of the EU official languages in electronic format, and then printed-out, dated and signed. The photograph should be glued to the printed-out version of the form.

I am going to apply in French. In which language should I fill the application form?

Should the applicant diagnosed as dyslexia submit a document stating his/her diagnosis among the application documents?

Answer 35 The document stating the applicant’s diagnosis as dyslexia is not a compulsory application document. However it might be added to the application documents so as to be considered in the written exam assessment period. The applicants with diagnosis as dyslexia will also have written and oral exams like all other applicants.

Question 2 Can the graduates, senior undergraduate or graduate students of Physics and Chemistry Departments, Faculty of Architecture and Engineering or Fine Arts study under the mentioned fields in the scholarship programme?

Answer 2 Yes. The graduates, senior undergraduate or graduate students of above mentioned departments or faculties are also eligible to apply for the programme so as to conduct their academic studies at master level or research level by selecting one of the study fields listed in the announcement.

Can I apply from a study field other than the one I have been working/expertized in the public institution I am employed? Are there any special conditions (e.g. holding a master degree on that field) for this?

In cases where a specific EU acquis chapter is selected, would it be possible to attend study programmes with alternative content?

Answer 7 It is the applicant’s responsibility to decide on which study field to select. It is not necessary for the proposed programme to have exactly the same title as the study field. The relevancy of the proposed programme to the selected study field is determined based on the nature of the selected study field and on the course content within the proposed programme.

Can graduates from engineering faculties (e.g. Textile Engineering) apply for a Jean Monnet Scholarship in the “environment” study field?

Answer 8 Yes. Engineering faculty graduates may also apply for a scholarship for their academic studies (master or research programmes) related to the fields of study listed in the announcement. However, they will be assessed in the field of study they have chosen, during the written and oral exams.

Answer 12 Graduate students can apply for Jean Monnet Scholarships for graduate study or research programme for periods of minimum 3 (three), maximum 12 (twelve) months.

Question 13 I am working in the Ministry of Transport. Should I choose “Transport Policy” as a field of study? Or may I choose another field of study, such as; “Foreign, Security and Defense Policy”?

Answer 13 It is not compulsory to choose the same field of study with the academic or professional occupation. The applicants can decide the field of study on their own. However, during the written and oral exams applicants will be assessed in the field of study they have chosen.

Question 14 İs the number of scholars allocated to the EU acquis chapters specifically determined? Does it affect the number of scholarships allocated whether the related EU acquis chapter is open or closed to negotiations?

Answer 14 No. There are no quotas allocated to the EU acquis chapters. Whether the related EU acquis chapter is open or closed to negotiations does not affect the number of scholarships allocated. The number of scholars from which EU acquis chapters depends on the performance of the applicants in the written and oral exams.

When should I apply for the academic year 2013-2014? Are the applications submitted two years beforehand?

Answer 3 No. You should apply until the application deadline 19 November 2012 specified in the relevant academic year’s announcement.

Question 4

The result of the foreign language proficiecy test will not arrive till the deadline 19 November 2012. Could you please extend the deadline?

Answer 4 Application Deadline is stated as 19 November 2012 at the Scholarship Announcememt.

Scholarship Amount/Payment and Reimbursement/Cancellation of the Scholarship/ Postponement Question 1

How much is the Jean Monnet Scholarship grant?

Answer 1 The scholarship allowances are determined annually by the Jean Monnet Joint Committee with advice from authorities of the member states aiming to cover minimum living expenses in the host country. In this respect the amount of the scholarsip covers the tuition fee, living expenses (food&drink, accommodation), fixed amount for various allowances (travel, books, thesis, visa, study visit, health, foreign currency loss for countries outside the Eurozone, registration to local authorities, any tax liabilities etc.) and bank transfer costs.

Question 2

Even though I cannot get full support, can I have a partial scholarship that covers the living expenses or half of the tuition fee?

Answer 2 No. Partial scholarships are not available within the scope of Jean Monnet Scholarship Programme. Amount of the scholarsip covers the tuition fee, living expenses (food&drink, accomodation), fixed amount for various allowances (travel, books, thesis, visa, study visit, health, foreign currency loss for countries outside the Eurozone, registration to local authorities, any tax liabilities etc.) and bank transfer costs.

Question 3

How much is the ceiling for tuition fee covered by the scholarship?

Answer 3 There is a ceiling for tuition fee covered by the scholarship. The ceiling for tuition fee is determined by the Jean Monnet Joint Committee each year. If the tuition fee is higher than the ceiling determined for the academic year, the applicant is expected to pay the amount higher than the ceiling. Otherwise, the applicant will be requested to apply and get approval from another programme in line with the tuition fee ceiling.

Question 4 Is the scholarship paid on a monthly basis or in a lump sum?

Answer 4 The scholarships are paid in a lump sum to the scholars’ bank accounts following the signing of the contracts by the scholars. 90% of the scholarship is paid prior to the start of the academic study whereas the remaining 10% is paid after the scholars have successfully completed their studies.

Question 5

When are the scholarships paid? Am I going to pay for the visa application from my own resources and then reimburse from the scholarship?

Answer 5 The scholarship is transferred to the scholars’ bank accounts following the signing of the contracts by the scholars. Amount of the scholarsip covers the tuition fee, living expenses (food&drink, accomodation), fixed amount for various allowances (travel, books, thesis, visa, study visit, health, foreign currency loss for countries outside the Eurozone, registration to local authorities, any tax liabilities etc.) and bank transfer costs.

Question 6

In case that we are awarded the scholarship, should we make the payment for the tution fee by ourselves or does the Jean Monnet Scholarship Programme handle the payment?

Answer 6 The scholarship is transferred to the scholars’ bank accounts following the signing of the contracts by the scholars. The payment of the tution fee is solely the scholar’s responsibility. The related invoice/bank receipt should be kept and submitted along with the other required closure documents at the end of the scholarship period.

Question 7

If I could not complete the programme and not have Master’s Degree for any reason, should I pay back the scholarship fee?

Answer 7 Yes. If you could not complete the programme successfully, you should pay back all or partial amount of the scholarship fee.

Question 8

Could the Jean Monnet scholarship be postponed for a year?

Answer 8 No. Scholarships should be used in that specific academic year. Postponement and/or extension of the scholarships is not possible.

Question 9

Is a guarantor requested during the signature of the contract if I am awarded the scholarship?

Answer 9 No. The contract is signed between the scholar and the Central Finance and Contracts Unit which is the Contracting Authority.

Question 10 Is there extra allowance for the scholars who will be going with their families?

Answer 10 No. The Jean Monnet scholarship is calculated as to cover solely the expenses of the scholars. For this reason, there is no extra allowance for the scholars who will be going with their families.

Eligible and Ineligible Applicants, Sector, Foreign Language and Contingents Reserved for Sectors Question 1

I am in the third year of my undergraduate study. I will be senior student in 2013-14 Academic Year. When should I apply to the Jean Monnet Scholarship Programme?

Answer 1 Those who are senior undergraduate students may apply to the 2013-2014 academic year Jean Monnet Scholarship Programme. However, in the case where the senior undergraduate students are awarded the scholarship, they shall be graduated in the 2012-2013 academic year.

Question 2

I am 4th year student in the Faculty of Medicine. May I apply?

Answer 2 No. Those who are senior undergraduate students may apply to the 2013-2014 academic year Jean Monnet Scholarship Programme. However, in the case where the senior undergraduate students are awarded the scholarship, they shall be graduated in the 2012-2013 acedemic year. In the case that those students could not be graduated, the scholarship will not be postponed but will be cancelled.

Question 3

I am student at a double major master programme. In the first year of the programme I will be in Turkey and for the second year I will be studying in a university in Germany. May I apply to JMSP for the year that I will be in Germany?

Answer 3 No. Only academic studies at graduate or research level at a university or similar institution in one of the EU member states for periods of minimum 3 (three), maximum 12 (twelve) months will be supported. Academic studies longer than 12 months duration will not be funded even if the scholars are willing to fund the remaining period.

Question 4

Can a student recently graduated from university abroad, apply from the private sector for the 2013-2014 academic year?

Answer 4 No. As stated in the announcement, at the time of application those who are not currently registered as a student or employed in public, private or university sectors in Turkey are not eligible to apply.

Question 5

Can a recent graduate from university in Turkey who does not work in any public or private sector apply?

Answer 5 As stated in the announcement those who are not attached to any public institution, university or private sector institution in Turkey are not eligible to apply.

Question 6

Can you give a definition of the profile of applicants from the private sector?

Answer 6 Applicants from the private sector are expected to be working professionally, in return for a wage, within the context of a social security network.

Question 7

I am working on a temporary basis in a Project in a private company. I can submit my social security (SGK) document as well as my payroll. Are the candidates working on project based or temporary basis eligible for JMSP?

Answer 7 Yes. The current situation of the applicant in the submission date will be taken into consideration.

Question 8

Can those who are currently on law internship or those who have recently completed internship and applied for an attorney’s licence apply for a scholarship if they are registered with the Barr Association?

Answer 8 No. As stated in the announcement applications from individuals on internships will not be accepted.

Question 9

I am working at private sector. Incase I am awarded by JMSP, my company might not give the necessary permission. Would it be a problem for JMSP if I resign after being awarded?

Answer 9 No. The status of the applicant on the application date is essential. Question 10

Which sector would be applicable for those who are both students and working in the public or private sector at the same time?

Answer 10 Applicants who are eligible to apply from either one of the two sectors will themselves decide on the sector to be selected. However, it is important that all of the required documents of the selected sector are submitted with the application.

Should candidates from The Union of Chambers and Commodity Exchanges of Turkey (TOBB), municipalities and Minerals and Metals Exporters’ Association apply from public sector?

Turkey in Public Sector (including professional organizations having legal public personality, chambers and local administrations – municipalities, special provincial administration – development agencies etc.) may apply from public sector.

Question 12

I am working in Vakıfbank, should I apply from public sector?

Answer 12 Applicants should determine from which sector they will apply based on the legal status of the organisation they work for and based on the employment position they hold, and required documents (Consent letter/employment certificate) should be submitted accordingly.

I am working as a Food Engineer, personel of private company in a municipality. Which sector should I choose for my application?

Answer 13 Applicants should determine from which sector they will apply based on the legal status of the organisation they work for and based on the employment position they hold, and required documents (Consent letter/employment certificate) should be submitted accordingly.

Question 14

Personnel in public institutions are employed under different contracts (e.g. Law no.657, 4B, contractual.) Can each group apply from public sector?

Answer 14 Yes. However, applicants from public sector should provide the consent letter which is the official letter issued by the employment department demonstrating that the Jean Monnet Scholarship application made by the individual is known by the institution.

Question 15

Are public sector employee who awarded a scholarship leave with or without pay by their employer organisation? Does the employee’s personal rights (salary, degree, grade, pension etc.) continue for the period spent abroad?

Answer 15 Candidates from public sector are seconded depending on their employment mode within the framework of legal provisions. For this reason, it is under the employer’s sole responsibility to decide how the secondment will be. It is recommended that Jean Monnet Scholarships are treated as overseas scholarships within chapter 12 (b) of “Regulation Providing Scholarship to Civil Servants for Education and Training in Foreign Countries”.

I am working at a public institution. I have been informed that, the public officers are not allowed to go abroad unless they work at least 3 years. Is this correct?

Do I have to resign from my employer institution if I succeed in winning a scholarship?

Answer 17 Candidates from public sector are seconded depending on their employment mode within the framework of legal provisions. For this reason, it is under the employer’s sole responsibility to decide how the secondment will be.

Does having completed graduate study in Turkey disqualify me from applying for a scholarship?

Answer 18 No. Having completed graduate study in Turkey does not disqualify the applicant.

Question 19

I am at the preparatory phase of my masters degree. Do you have any grade/year criteria?

Answer 19 No. The students who are enrolled in a graduate programme (master or PhD) in Turkey are eligible for application.

Question 20

In the announcement there is a phrase as: “Those who work or study at undergraduate or graduate level (master or PhD) currently abroad during the application period cannot apply”. Can graduate students registered to a joint degree programme (in Turkey and abroad) apply to Jean Monnet scholarship?

Answer 20 Those who are senior undergraduate students or graduate students registered in the universities located in Turkey are eligible for Jean Monnet.

Question 21

Can undergraduate and graduate (master or PhD) students currently studying abroad apply for a scholarship?

Answer 21 No. Those who are currently pursuing study abroad are not eligible to apply.

Question 22

Can Turkish citizens who have completed undergraduate study abroad but who are currently employed in Turkey apply for a scholarship?

Answer 22 Yes. Turkish citizens who are currently employed in the public, private or university sector in Turkey may apply for a scholarship.

I was involved in European Voluntary Service, am I eligible for application?

Answer 24 Yes. There is no barrier for the application of the candidates who are involved in European Voluntary Service.

Question 25 Having awarded the College of Europe scholarship before, can I apply?

Answer 25 If you mean the College of Europe Scholarship, implemented by the Ministry for Eu Affairs, financed by the Turkish private sector, you may apply. Those who have a graduate degree (master or PhD) obtained abroad via another scholarship funded by any EU member state or EU institution are ineligible applicants.

Question 26

Are those who are currently pursuing graduate study but whose study will be completed during the evaluation process eligible to apply from the university sector?

Answer 26 Yes they are. The position of the candidate at the application stage is taken as the basis for evaluation.

Question 27

I am a senior undergraduate student and this is my fifth year. Does the delay of my graduation prevent me to apply to the scholarship?

Answer 27 No. Those who are senior undergraduate students may apply. However in the case where the senior undergraduate students are awarded the scholarship, they shall be graduated in the 2012-2013 acedemic year. Kingdom within the Chevening Scholarship Programme benefit from a Jean Monnet Scholarship?

Answer 30 Those who were formerly pursued graduate degree funded by any EU member state scholarship programme are not eligible to apply. However, those who participated to short-term research programmes may apply to the Jean Monnet Programme.

Question 31

Are we entitled to a Jean Monnet Scholarship Programme grant even if we have secured an alternative scholarship from another organisation?

Answer 31 Candidates may pursue alternative scholarship funding while applying for a Jean Monnet Scholarship. However those who secure funding from any EU member state’s scholarship programme for a graduate study for the same academic period are not entitled to receive the Jean Monnet Scholarship Programme Grant as well.

Question 32

In case we are awarded by the institutions other than Jean Monnet, can we still be supported by Jean Monnet?

Answer 32 There is no barrier of application for the applicants’ applying to the different scholarship programmes other than Jean Monnet. However, applicants who have been awarded by an EU supported graduate scholarship, are not supported by Jean Monnet at the same time.

Question 33

Is the status on the application date, of the applicant who works for the moment, but whose work contract would last on January 2013 and who would not continue to work, taken into consideration? Is it a barrier for holding the scholarship if the applicant does not work after the application?

Answer 36 Yes. Those who have an undergraduate degree in Language

Education (i.e. English Language Teaching, French Language Teaching), Translation and Interpretation, Language and Literature (i.e. English Language and Literature, French Language and Literature) in American Language and EU official languages, may apply only on the condition that they have a graduate degree (master or PhD) in the fields related with EU acquis or they have a min. 36 months work experience related with the EU acquis. However, those who have an undergraduate degree in Language Education, Translation and Interpretation, Language and Literature in other languages (i.e. Turkish language, Russian language) may apply to the programme by choosing one of the EU official languages.

Question 37 I am a senior student at undergraduate level in Russian Language and Literature, can I apply from Russian?

Answer 37 No. Only applications from EU official languages are eligible and the required foreign language certificate mentioned in the announcement should be submitted.

Question 38

I am a graduate of English Language Teaching Department. I have a master degree on International Relations but the subject of my thesis is not directly related to the EU Acquis. Can I apply for the scholarship?

Answer 38 Yes. Those who have an undergraduate degree in Language Education, Translation and Interpretation, Language and Literature may apply only on the condition that they have a graduate degree (master or PhD) in the fields related with EU acquis or they have a min. 36 months work experience related with the EU acquis.

Question 39

I have studied Comparative Literature at the undergraduate level. My department is under the Faculty of Arts and Sciences. Should I have to meet the 36 months of work experience criterion?

Answer 39 No. Those who have an undergraduate degree in Language Education, Translation and Interpretation, Language and Literature should meet the 36 months work experience.

Question 40

Can the applicant who pursues a undergraduate or graduate degree (Master’s Degree or PhD) currently in the university abroad (United States of America, Belgium etc.) apply for the programme?

Answer 40 No. Senior students at undergraduate or students at graduate level (MSc, PhD) in one of the universities in Turkey may apply for the programme.

Can those who are currently working abroad apply for the Jean Monnet Scholarship Programme?

Answer 41 No. Those who work currently abroad during the application period cannot apply for the scholarship. (On the other hand, applicants from public sector, working in the abroad organizations of their own institutions i.e. permanent staff at the abroad organizations of Ministry of Foreign Affairs may apply to the programme.)

Question 42

I am working as a junior expert which is one of the carreer jobs as well as an administrative staff at the university. Can I apply from the public sector?

Answer 42 No. Those who are working at the universities as academic or administrative staff should apply from the university sector.

Question 43

I am a student in a foundation university. Should I apply from the private sector?

Answer 43 No. The senior or graduate (master or Phd) students should apply from the “university” sector.

Question 44

Can the applicant who is a recent graduate from university and does not work for the moment apply for the programme?

Answer 44 No. As mentioned in the announcement, applicants who are not registered as students in the university or who do not work for the moment may not apply for the programme as they could not be included in one of the sectors identified for the application.

Question 45

I work as a judge trainee of ordinary courts. I completed 20. month of the internship period defined as two years. Is my status of candidate civil servant a barrier for the application? Can I apply for the programme as I will be nominated officially as a civil servant during the scholarship period?

Answer 45 No. The status of the applicant on the application date is essential. Interns and candidate civil servants may not apply for the programme.

Can the students of preparatory class, 1st, 2nd, 3rd year in universities apply for the programme?

Answer 48 No. Jean Monnet Scholarship Programme does not provide any financial assistance to the students of preparatory class, 1st, 2nd, 3rd year in universities for their undergraduate studies. Within the framework of Turkey’s negotiation process for full membership to the EU, Jean Monnet Scholarship Programme, a project funded by the European Union (EU), aims to increase the number of experts in the EU field and support Turkey’s administrative capacity building efforts for the effective implementation of the EU acquis. For this reason, students to be graduated and graduate students in one of the universities in Turkey may apply for the programme. In the case where the senior undergraduate students are awarded the scholarship, they shall be graduated in the 2012-2013 academic year.

Question 49

In which sector is the application of a candidate who pursues a graduate study (master/phd) and who works at the same time considered? Does the candidate have the right to choose the sector?

Answer 49 Yes. The candidates should decide the sector (public, private, university) which they will apply from.

Question 50

Can the students of a two-year degree apply for the programme?

Answer 50 No. Applicants should have at least an undergraduate diploma for the application to the Jean Monnet Scholarship Programme.

Question 51

I am a student to be graduated from Translation and Interpretation Department. In the announcement, it is mentioned that the applicants from this department could not apply to the programme. However, I do also my minor in the Political Science and International Department. Am I eligible for application?

Answer 51 No. Applicants are evaluated regarding their undergraduate study fields.

The minimum GPA requirement is stated as 65 in the 100 points marking system and 2.5 in the 4 points marking system in the web announcement. However, in some schools 2.5 over 4 corresponds to 60 over 100. Which system will the evaluation be based on?

Answer 1 Minimum 65 GPA is required from universities using the 100 marking system and 2.5 GPA is required from universities using the 4 marking system.

Can final year students with a current GPA below 2.50 but who could raise their cumulative GPA until their graduation date to over 2.50 apply for a scholarship?

Application of Disabled Persons Question 1

Are there any specific efforts for the encouragement of disabled persons, specifically for visually-impaired persons to apply for the Jean Monnet Scholarship Programme?

Answer 1 There is no barrier for the application of disabled persons to the programme. If they are qualified to have the scholarship, the support for the identification of the university that has the appropriate physical and technical conditions for their education in the EU member states, will be provided.

Age Limit Question 1

How is the age limit implemented?

Answer 1 Applicants should be born no earlier than 19 November 1972 meaning they should not have exceeded the age of 40. However, this age limit does not apply for public sector employee.

Can we only get masters degree within the framework of Jean Monnet?

Question 4 Is there any quota allocated to the EU member states? Is there any criterion to be taken into consideration while applying to the programmes in Europe?

Answer 4 No. Jean Monnet Scholarship Programme covers all acredited universities and similar institutions in the EU Member States. Applicants are totally free to choose the EU member state and the university or similar institution by themselves. However, the prestige of the university or similar institution matters for the Jean Monnet Scholarship Programme. In addition, the programme chosen by the applicant should be in line with the field of study and the EU official language indicated in the application form. Are only public universities in EU countries eligible?

Answer 7 Jean Monnet covers all the acredited universities and similar institutions in EU Member Countries.

Question 9

Is it necessary to apply to universities in parallel to the scholarship application? Is obtaining an acceptance letter a requirement for the scholarship application?

Answer 9 It is expected that the scholars to be awarded should contact and apply for the programmes in the universities or similar institutions, related with their field of study, as to submit their offer letter to the Jean Monnet Technical Assistance Team. However, taking into consideration that the many universities or similar institutions in the EU Member States have different quotas and application deadlines, the applicants who applied for the scholarship and whose process is going on are kindly requested to apply and get conditional or unconditional offer letter from the relevant universities or similar institutions, before the announcement of the scholars to be awarded.

Question 10

Is it necessary to enquire about tuition fees from the applied universities and to provide the information to the Jean Monnet Scholarship Office?

Answer 10 Issues relating to the approval of programmes, placement and tuition fees will be carried out by the Technical Assistance Team after the selection process is completed and winners are announced.

Is there any restriction or criteria for universities to be selected?

Answer 11 The reputation of the selected institutions is an important aspect of the Jean Monnet Scholarship Programme. Should the master or research programme that I will apply for, carry the names like “EU or Europe”? Or, is it enough for a programme to be related with EU? In other words the name of the programme should be the same with the related EU acquis chapter or the content of the programme and courses are also taken into consideration?

Answer 14 The study field that you apply for, namely the EU acquis chapters, should be in line with the programme that you are accepted. The name of the programme should not be necessarily the same with the related EU acquis chapter. It is imporatn that the content of the programme and the courses should be in line with related EU acquis chapter. Moreover, the dissertations might be requested to be related with the EU-Turkey relations and Membership Process on the study field applied for.

Question 15

I am a graduate of Public Administration. I am working in the EU office of an institution related with statistics. May I apply from the study field of statistics in order to be enrolled in a master programme on Public Administration/Public Policies? May I choose statistics as a study field for European Studies master programme? If I choose, does my dissertation have to be related with statistics?

Answer 15 The applicants have to determine their own study fields in the application process. However, their academic studies have to be in line with the chosen study field.

What are the details we can provide in response to the funding organisation question of the universities when applying for acceptances?

procedure of obtaining permission from their university in Turkey?

Answer 18 Graduate students registered on programmes at Turkish universities may apply for graduate degree programmes or for academic research study for a period of no less than 3 and no longer than 12 months. However, any decisions regarding submission of their dissertation in Turkey is within the discretion of the university.

Question 19

Can students who are due to complete their undergraduate studies, credits, internships and summer school by August 2012 apply for a scholarship?

Answer 19 As stated in the announcement final year students who will graduate in the first, (second if applicable), or final semester of 2012 may apply for a scholarship. However, their scholarships will be cancelled if they fail to graduate.

Question 20

I am a graduate student at Master level in a university in Turkey. Can I go to a EU member state for master or Phd programmes longer than one year?

Answer 20 No. Only academic studies at graduate or research level at a university or similar institution in one of the EU member states for periods of minimum 3 (three), maximum 12 (twelve) months will be supported. In consequence, the duration of the scholarship is at least 3 months and at most 12 months. Academic studies longer than 12 months duration will not be funded even if the scholars are willing to fund the remaining period.

Question 21

Are PhD students eligible to apply for a scholarship to pursue research related to their PhD study? What is the duration of such research studies?

Answer 21 Scholarships are for periods of minimum 3 (three), maximum 12 (twelve) months. It is possible to attend research programmes within the Jean Monnet Scholarship Programme and it is up to the applicant and the structure of the selected programme to determine the duration of the research on condition that the end date does not run over 31 October 2014.

Question 22

How should the exact duration of the programme be determined if a scholars wishes to pursue short term study from 3 to 6 months? At which stage should the acceptances for such programmes be submitted?

Answer 23 Taking into consideration that the end dates of the academic studies should not exceed 31 October 2014 and the JMSP supports programmes for periods of minimum 3 (three) and maximum 12 (twelve) months, the start date of the programme in line with academic calendar of the universities could be determined by the scholars.

Are short term research programmes attended at related public organisations in the EU or at universities?

Answer 24 All study within the scholarship context must be pursued at educational or research institutes in EU member states as a student. The Jean Monnet Scholarship Programme does not cover programmes at public or private organisations which require a work visa.

Question 25

Can candidates apply for acceptances on study programmes pursued in two different languages?

Answer 25 Applicants must select only one EU official language in which they wish to pursue study. However, dual language programmes may be acceptable at placement stage on condition that the programme is approved by the Jean Monnet Joint Committee and on condition that the major courses are in the selected EU official language.

Question 26

The title of the programme I would like to apply is “European Union Competition Law” but the method of education is defined as “distance learning”. Does this constitute an obstacle for application?

Answer 26 Jean Monnet Scholarship Programme supports only academic studies at graduate or research level at a university or similar institution in one of the EU member states. It is obligatory that the scholar should be present in the related EU member state during the whole academic study.

Is it possible to work in the related country while I pursue my MSc with Jean Monnet Scholarship?

Answer 27 Yes. It is possible on the condition that the scholar gets a work permit regarding the legislation of the related country.

Monnet scholarship. However, the applicants who are awarded a scholarship for graduate study from an EU member state cannot benefit from the Jean Monnet scholarship at the same time. On the other hand if you get a tuition fee award or discount by the university, the remaining part of your tuition fee could be covered by the Jean Monnet Scholarship Programme only on the condition of the approval of the Jean Monnet Joint Committee.

Question 29 If I could not get any offer letters due to quotas or any other reasons from the universities in EU member states how does it work?

Answer 29 Taking into consideration that many universities or similar institutions in the EU Member States have different quotas and application deadlines, the applicants who have applied for the scholarship and whose process is going on are kindly requested to apply and get conditional or unconditional offer letters from the relevant universities or similar institutions, before the announcement of the scholars to be awarded. So as to give an idea to the applicants “Jean Monnet Hosting Institutions Catalogue” is published on www.jeanmonnet.org.tr. Technical assistance will be provided in finding eligible programmes to the applicants, however it is importan to that it is the solely responsibility of the applicant to fulfill the admission criteria of the universities. The scholarships of the applicants who could not get any offer letters during the placement period will be cancelled.

Question 30 Should I go to a country where the official language is the same with the foreign language chosen in application period? Is it possible to go to another country than Spain when I chose Spanish in my application or do I havge to go to Spain?

Answer 30 No. Applicants do not necessarily have to go to an EU Member State where the official language is the same with the language indicated in the application form. It is possible to study or conduct research at any university or similar institution where the teaching or research language is same with the EU official language that the applicant indicated in the application form. For instance; in the case where the applicant is awarded with the scholarship, the applicant who indicated English as a foreign language in the application form may for sure study or conduct research at a university or similar institution in Holland, where the teaching or research language is English.

Question 31 I will contact with the universities. If I am awarded when will I start my programme? For which academic year should I get approval?

Answer 31 2013 academic year scholarships will be allocated for the academic studies to be conducted during the 2013-2014 academic year.

Question 32 Do you accept the certificate programmes and the courses given in the summer school as a research programme?

Answer 32 No. The research programme could either be in the context of an academic study under the supervision of an academician in a university or a similar institution; or working in a “research study” conducted by the relevant university. In the offer letter it should be indicated that you would be an academic visitor for research purposes.

Question 33

Can I apply for an MPhil programme which is considered as predoctoral study in the UK and as a master programme in Turkey?

Answer 33 Yes. The scholarships will be granted exclusively for academic studies at graduate or research level directly related to Turkey’s EU harmonisation process and the EU acquis. Therefore, unlike other graduate scholarships, these scholarships will be awarded only to studies on the listed acquis chapters in the announcement.

Admin Check and Exams Question 1

It is stated that candidates are required to score minimum 60 points over a 100 in order to be evaluated for a scholarship. Will candidates with lower scores be taken into consideration if there are insufficient candidates scoring over 60?

Answer 1 No. Only candidates who score from both written and oral exam separately minimum 60 over 100 will be included in the evaluation process.

Question 2

When will the results of the eligibility check be announced?

Answer 2 The indicative timetable of the programme has been included in the announcement.

Question 3

Can the timetable of the written and oral exams indicated in the announcement change?

Answer 3 The timetable is indicative therefore it is possible that it could change. Question 4

Is the written exam in test or essay format? Could you give information about the exam method?

Answer 4 The format of the written exam is essay. Questions will be asked to be answered in the EU official language in which the applicant mentioned in the application form.

you suggest any references for me to study?

Answer 5 The questions which assess the general knowledge level of the applicants, related with the EU, EU-Turkey relations and their study fields (related EU acquis chapter) could be asked.

Question 6

Will the written and oral exams be in Turkish?

Answer 6 No. The written and oral exams will be in the official EU language in which the applicants mentioned in their application forms.

Question 7

Do the questions differ for the master and Phd students in the written and oral exams? Are there any differences in terms of the minimum scores to be taken from the exams?

Answer 7 No. The scholarships will be awarded to the applicants who have separately obtained the minimum required scores (60 over 100) on the basis of filling the sectoral quotas.

Question 8 I will be abroad during the exams. Do the written exams and oral exams only take place in Ankara or in other countries?

Answer 8 Written exam and oral exams are only held in Ankara. Question 9 I will make application with my KPDS certificate, it is stated that

required foreign language certificate should be submitted till the written exam date. When will the written exam be held?

Answer 9 The indicative date for the Jean Monnet Scholaraship written exam is January 27th, 2013. The exam will be held in Ankara.
