WhenonehearsofChinese-AmericansbeingarrestedintheU.S.forstealingindustrial
secretsordefenseinformation,itispossiblethattheMSSrecruitedthem.3Itiswidelybelieved
thatMSSmanagesanunrivalednetworkofspiesandagentsthroughoutNorthAmericaand
Asia,includingTaiwan.4TheMSSdoesnotrunsolelyondedicatedoperatives,butrather
utilizesavastarrayofindividualssuchasbusinessmen,travelers,andabroadstudentsto
gathersecrets.Thesebusinessmencanamountto1,500diplomatsinover70offices,10,000
travelersinabout2,700delegationseachyear,and15,000studentswhoarriveintheUSeach
year.5Inaddition,theMSShasbeenknowntousedomesticsurveillancetorecruitforeign
businessmenandstudentswhilein

againstenemyagents,spies,andcounterrevolutionaryactivitiesdesignedtosabotageor
overthrowChina'ssocialistsystem.”8
TheMSSusesthreemethodstogatherinformation.First,theyrecruithigher-level
citizensinChinabeforetheyaresentabroad.Secondly,theyuseChinesebusinessesto
purchaseUScompaniesthathavedesiredtechnology.Lastly,theMSSinfiltratestheUSby
purchasingtechnologyusingChinesefrontcompanies.Atonetime,theFBIestimatedthat
around3,000ChinesefrontcompanieswereactivefortheMSS.9

UnitedStatesGovernment,taskedwithgatheringand
analyzinginformationregardingsecurity.Itwasestablishedin

policymakersinmakingdecisionsrelatingtonationalsecurity.”10TheCIAdoesnotmake
policiesandcannotcontrolthefaceofforeignrelations.However,theCIAdoesinformpolicy
makersofmovementsandactionsofforeignentitiestoaiddecisionsandhelpprovidethebest
courseofaction.InformationbroughtforthfromtheCIAisoftenvaluabletocultivateforeign
relations.
TheCIAusesseveralmethodsforintelligencegathering,including:openinformation
fromforeignpublications,photographsfromsatellites,andmessagesfromdecodedsignals.
SimilartotheMSS,theCIAreceivesoversightfromtheUSCongress;however,theCIAdoes
nothavethejurisdictionofalawenforcementagency.UnliketheMSS,theCIAisonlyin
chargeofforeignaffairsanddoesnotpartakeindomesticmatters.
TheCIAisprimarilychallengedwithclosingintelligencegaps,confrontingthe
unprecedentedvolumeanddiversityofworldwidedevelopmentsthataffectUSinterests,
leveragingtechnologicaladvances,andmanagingtheirresourcesduringaperiodoffiscal

Therearesomeimportantmacroeconomicfactorstokeepinmindduringthissessionof
theGeneralAssembly,duetosomeimportantshiftsoverthepast12years.Theenergymarket
islargelydividedintotwosectors-renewablesandnaturalgas.Thenaturalgasmarketis
dominatedbytheUnitedStatesandRussia,whilethecenterofrenewableenergyisWestern
Europe,withleaderssuchasFrance,Germany,andSpain.Russiahaslostgroundselling
naturalgastoWesternEuropeduetotheincreasedrelianceonrenewableenergyandthe
presenceoftheUnitedStatesinthemarket,buthasvastlyexpandeditsinfluenceinEastern
Europe/CentralAsia,establishinganexpandedCommonwealthofIndependentStateson
January1st,2021.
ThePeople’sRepublicofChinahasbeenextremelyactiveinengagingtheMiddleEast
andAfricaintradeagreementsoflate,signingrecentagreementswithRwanda(2023)andthe
UnitedArabEmirates(2024).AlthoughtheEuropeanUnionstillremainsinplace,the
Eurozonewasdisbandedin2020,withEuropeancountriesrevertingtotheirformercurrencies
withmixedeconomicresults.LatinAmerica,ontheotherhand,isinthemidstofan
unprecedentedperiodofeconomicgrowth.Forexample,theUnionofSouthAmerican
Nations(USAN)hasdevelopedintoamajoreconomicbloc,emboldeningcountriesinvolvedto
takeagreatroleontheworldstage.IntheMiddleEast,tensionshavegraduallysubsided,due
inparttothedefeatofISISin2018bycoalitionforces,theadmittanceofKurdistantothe
UnitedNationsin2022,therelativestabilizationofcountriessuchasLibyaandIraq,anda
majorreductionofWestern(e.g.US,UK)armedforcesintheregion.However,muchoftheoil-
dependentMiddleEastiscurrentlyfacinganeconomiccrisis,duetothedrasticallydecreased

worlddemandforoil.
Thebestwaytodescribethecurrentpoliticalstateoftheworldisoneofmulti-polarity.
AlthoughtheUnitedStatesstillcarriessignificantinfluence,theirpowerhasbeenincreasingly
checkedbythelikesofChina,Russia,LatinAmerica(particularlyBrazil),plustoalesserextent,
IndiaandtheEuropeanUnion.TheEUhasseenitsinfluencegraduallyweaken,aseconomic
malaiseanddomesticissueshavedistractedmanyEuropeancountriesfrominvolvementin
globalaffairs.Further,recentyearshaveseenthebreakupofUkraineandtheformationofthe
DonetskPeople’sRepublicandthereunificationoftheKoreanPeninsulaundertheUnited
RepublicsofKorea.Duetothemultipolarstateoftheworldatthistime,influenceiskeyfora
nation,andcertainareasoftheworldhavebecome“battlegrounds”ofsortsforthatinfluence.
Africa,theMiddleEast,EasternEurope,andSoutheastAsiahavebecomehotspotsforworld
powerstocompetefortradeagreementsorevenalliances,leadingtoarenewedfocuson
strongdiplomacywithcountriesfromtheseregions.
CURRENTTOPICSRareEarthElements 2027hasbroughtdrasticchangestoanalreadyshiftingworldandThePeople’sRepublic
ofChinahasseengainsinbothprominenceandpower.China’seconomynowexceedsthatof
theUnitedStatesanditscybercapabilitieshavereachedunprecedentedlevels.Inthepast,the
dynamicbetweenthesecountrieswascollaborative,butnowspycrafthasreinventeditselfand
espionagehasbecomeallthemoreimportantinmaintaininginternationalinfluence.Thegoal
oftheMSS,asacommittee,istohelpshapethefutureofChinaandovertaketheU.S.asthe

world’snextsuperpower.
China’sbiggestadvantageisthemonopolyoftheenergyindustry.TheUSspentmostof
the2000’sfocusingontheMiddleEast’soilholds,causingtheMiddleKingdomtoslylygain
power.ChinahasensureddependencyofalltheotherpowersonitsmineableRareEarth
Element(REE)12
depositsandtheir
uniquelytrained
personnel.TheUS
andothernations
haveconstructed
mines,butlackthe
propertechniqueand
training.Inaddition,
theinitialcostofenteringthe
REEmarketisincrediblysteep,makingitnearlyimpossibleforothercountriestocompete
withoursupply.
Chinahasbeensteadilyincreasingthepriceandinventoryofthiscommodity.The
Chinesegovernmenthasstrategicallyplacedsanctionsonthepercentageofexportablegoods,
forcingAmericancompaniestooutsourcejobs.ThishasresultedinAmericanbasedgoods
beingproducedonChina’ssoil,whichhasevenfurtherboostedChina’seconomy.Although

DroneConflict TheUnitedStateshasbeguninvestigatingChina’smovementsintheSouthAsiaSea
throughuseofdronesurveillanceinanefforttolimitChina’sexpansionsouthandpreventthe
creationofmoreman-madeislandsintheSpratlyIslands.Nearly10yearsago,inMayof2015,
theUStightenedregulationonChina’sislandexpansion.TheUSsentaPoseidonP-8Ato

immediately,increasingtensionsbetweenthenations.
ChinahasbeendiscussingexpansionintheSouthAsiaSeasforsometimenowfor
economicalandmilitaryreasons.ChinahasfoughtbackagainstUSdronesbyattemptingto
disruptcommunication.Chinaiscurrentlyworkingdiligentlytoadvancetheirdrone

peoplevisitedHongKong,47millioncomingfrommainlandChina13.But2027hasbrought
drasticchangesandthePeople’sRepublicofChinahascutthatbymorethanhalf.Lessthan
10,000mainlandChinesehavebeengrantedpermissiontoworkinHongKong,atrifold
decreaseoverthepastdecade14.ProtestsarebreakingouteachweekandChina’sPeople’s

OnepromisingoutlookforthefutureisthecodependenceofChinaandHongKong’s
economy,asHongKongisnowaleadingdistributorofgovernmentregulatedREEs15.With
HongKong’seconomydependentonthemainland’ssupply,increasedREEreserveswouldnot
onlyboosteconomicprogress,butalsoaidinsoothingtensions.
Toavoidmilitaryforce,andthepotentialofacivilwar,theMSSistaskedwith
maintainingpeacethrougheconomicalgainsandprotectionofChina’sCurrentsupplyofrare
