  • Procedure of Computer Series Registration When registering a product that has various numbers of models (e.g., BTO (Build to Order), Customized PC), it is inconvenient to make an application for each model, as so many combinations will occur depending on its system configuration. To avert the inconvenience, a manufacturer is advised to register one name of the basic model as a series name for the series registration. The series registration started in 2000.A set of materials to be submitted:b.Compliant Condition (Used in ECCJ Web site)c. Detailed Compliant Models Data (Used under the management of ECCJ)Attach series at the end of the name of the model. A registered company may register the whole series with one name, or may group the whole series into several names based on the product configuration. (e.g., capacity and combinations of HD and memory, or other specifications). Needed in both paper and digital formats (in a Ms-word format). Submit a form filled with the products compliant condition, attached with a. Registration form. The documents will be inserted into the Web site. All detailed models data of Energy Star Compliant Models shall be submitted to ECCJ (e.g., in a Ms-Excel format). The data will be transformed to a MS-Access format by ECCJ to retain as searchable data. Series now registered: 10 registered companies 600 series models 1 million detailed modelsa. • Under the current Energy Efficiency Law in Japan, manufacturers are obligated to display the information of a product, such as product name, model name, energy efficiency rate, and power consumption for the designated products. The objective is to help consumers readily compare and choose energy efficient products when purchasing. Energy-saving Labeling Program, which has been implemented since August in 2000, serves as a complement to the obligation under the Law. It is introduced as a tool for consumers to actually make a relative comparison of the energy efficiency of the products. This program has covered only home electronic appliances. Electric appliances for business use are not covered, because, in most companies, a purchasing administration department whose staffs have expertise in energy efficiency is assigned to choose and purchase energy efficient products.Currently, Energysaving Labeling Program is promoted as a voluntary program based on JIS (Japanese Industrial Standards). Japanese government will consider expanding Top Runner program in accordance with additional product items.Overview of Energy-saving Labeling Program

Registration procedure Designated application forms for company registration and product registration should be submitted to METI to participate in this program.ECCJ is assigned to conduct its related tasks of the program and number of activities by METI.The role of the industry associations in this programThere are 3 main industry association related to Energy Star program in Japan. JEITA, JBMIA, CIAJThe industry associations provide their technical observations concerning the products. The industry associations have discussions on amendments to the specifications.

Public Relations are main activity for ECCJ.Promotion of Energy Star products utilizing brochures, posters, newspapers, and specialized magazines.

We also conducted various surveys. For examples, field survey on labeling and description and advertising brochure.

And collecting information and analysis for making decision of Energy conservation policy of METI. This is procedure of registration products in Japan.First, registered company submit product application form (paper) to METI.METI transfer these application forms to ECCJ.And ECCJ input data and make database. This database made by MS-Access. After that, this input data is transferred to web server, and publicizing on ECCJ Web site.

This is our Web site explanation. We can search product list of registered companies, model names and main spec information.CGI program is used for search function.Web visitors search by wildcard matching brand and model names - they can obtain the model list by typing in only the part of the name.

Next topics is Procedure of Computer Series Registration. We conducted series registration for computer.

We have main several exhibition related to Energy Star program. For example, Business show, Exhibition related to IT equipment hosted by industry association, and ENEX. This is Cumulative Number of Energy-Star Product Models registered in Japan. As you see, large number(approximately 15,000) of products are registered in Japan.and 100companies registered. The right side table indicates that number of registered companies in respective product.

The market shares (penetration rate) is the ratio of Energy Star-compliant products out of all products manufactured by the registered companies, covering only the previous years of the survey. The data are obtained through surveys conducted by ECCJ in FY1996 and FY1999.Next Topic is Energy Conservation Law.This law is applied to 3 sectors.Top runner program is applied to 2 sectors, which are Residential and Commercial sector, and transportation sector. And to achieve the target of the law,for example we use energy labeling program.

This is characteristics of Top Runner program.Target level : Highest efficient level in the market.Categorization: Targets are set by product groups in which the same targets can be pursued.Target period : in 412 yearsEvaluation : Weight average of shipped products We have 12 product targets so far. To strengthen national energy conservation policy, discussions were made in Japan. We concluded to add 8 products items to Top Runner program. It has just been made public. These are 8 additional product items.Gas space heaterBy this expansion, we expect to Save 1.2Mkl crude oil (thus 2.9Mt-CO2).

This is overview of additional product items.Scope, target year, and energy saving effect are presented in respective products.

Now we have 12 products in Top Runner program. And 5 items of home appliance are applied to Energy-saving program. This is method for Energy-saving labeling program. Orange logo means that the product dose not achieve the target of Top Runner program.

Green logo means that the product achieve the target of this program.

This slide show that calculation method on achievement rate of energy efficiency. Calculation method depends on respective product characteristics.

Left side 3 programs are administered under METI.Right side 2 programs are administered under Ministry of Environment. This table indicates that electric products and the application of these 5 main program standards. As you see, most home electric appliances are applied to Energy conservation law. Most office equipment products are applied to Energy Star program.Almost all equipment products are applied to Law on promoting green purchasing.Eco Mark program has most office equipment products, but are not at all applied to home electric appliances.
