10 Deer Confirmed as CWD Positive; Three Additional Preliminary Positive

NASHVILLE --- Ten deer in Fayette and Harde-man counties have been confirmed as positive with chronic wasting disease (CWD). The deer prelimi-narily tested positive late last week.

In addition, three more deer have tested prelimi-narily positive this week from the same counties.

The Tennessee Fish and Wildlife Commission is having a special called meeting on Thursday, Dec. 20 specifically to discuss and consider regulatory

During TFWC’s December Meeting

NASHVILLE --- The Tennessee Wildlife Resourc-es Agency’s five-year strategic deer management plan was presented during the Tennessee Fish and Wildlife Commission’s final meeting of 2018.

The two-day meeting concluded Friday at the TWRA’s Region II Ray Bell Building in the Ellington

Agricultural Center.

The strategic deer management plan has six major goals. This includes gathering more information about Tennessee’s deer herd, about the harvest of deer in Tennessee, and about the desires of Ten-nessee hunters. It also encompasses the development of support programs for landowners and com-munities and to address potential deer-related problems.

In addition, minimize the threat of chronic wasting disease. Increase communication efforts between the Agency and the public. Identify the resources and funding necessary to improve the hunting, man-agement, and overall health of Tennessee’s deer herd.

The draft plan is available online on the TWRA website for a 30-day public comment period at tn.gov/TWRA/deerplan. The Agency will consider all public comments and modify the draft plan as appropri-ate. The TWRA hopes to release a final version of the plan in late February.

The TWRA and TFWC honored the Tennessee Chapter of the National Wild Turkey Federation with a resolution for its longtime partnership with the Agency. Ross Melinchuk, NWTF Vice President of Conservation was among the guests. The TWRA and NWTF have had strong partnership through the years in efforts to restore the wild turkey population. The NWTF is involved annually on various projects with the TWR

Joe Benedict, Wildlife and Forestry Division Chief, gave a presentation on how the TWRA plans to increase habitat management on four featured wildlife management areas (WMAs). These WMAs include one each from the four TWRA regions and are Wolf River, Cheatham, Bridgestone/Firestone, and North Cumberland.

The TWRA Fisheries Division previewed proposed changes to Rule 1660-1-26 Rules and Regula-tions for Fish Farming, Catch-out Operations, and Bait Dealers. In an effort to prevent invasive spe-cies from being transferred into or propagated in Tennessee, the TWRA proposes a list of species that will be authorized for use in these operations. The TFWC will vote on the rule in February 2019.

The TFWC first meeting in 2019 will be held in Germantown at the Ducks Unlimited National Head-quarters. It will be a two-day meeting on Jan. 17-18.

The TWRA enacted its CWD Response Plan last week following the first preliminary positive detec-tion of CWD. The response plan involves a coor-dinated effort between TWRA, Tennessee Depart-ment of Agriculture, and other partners.

A permit fee will not be charged to Annual Sportsman (Type 004), Life-time Sportsman (Types 401-406) license holders or seniors with an Annual Senior Sportsman License (Type 167). For all other license holders, the cost is $12 per per-mit plus the $1 agent fee. There is a $2 fee if application is made on the Internet. When applying at a li-cense agent, hunters must remain at the location while the application is processed. Hunters will receive a receipt with a confirmation number when the application is complete.

Hunters with Internet access may apply for a spring turkey quota hunt online by visiting https://quotahunt.gooutdoorstennessee.com. (It will be active once the application period begins). Once the Internet site has been accessed, hunters can follow the on-screen directions.

The 2019 statewide turkey season is March 30-May 12. The statewide Young Sportsman Hunt is March 23-24.

931-243-2125CELINA-Impressive results from last month’s 36th Annual Horse Creek-Billy Westmoreland Memorial Smallmouth Invitational held here on Dale Hollow Lake offered more evidence the fishery re-mains one of the best species-specific angling destinations in the world.

After producing the top three biggest bronze-backs known to man—including the world record weighing 11 pounds, 15 ounces back in 1955—the lake here has long been designated as the “Smallmouth Capital of the World.”

Though the current population here, or at any other lake, hasn’t yielded any record rivals, resident smallmouth are thriving under the current slot-limit (one over 21” and one under 16” per man) insti-tuted by the Tennessee Wildlife Resources Agency almost 20 years ago.

Fisherman carried a total of nine smallmouth over the 21-inch mark to the scales on the first weekend of December and all reported good catches of four-to-five-pound fish just under the top side of the slot-limit, showing the quality size of the average fish in Dale Hollow.

Two out of the top three finishers caught a pair of the trophy fish on the first day of the event, but the victory came after one of those teams weighed in two smallmouth under the bottom side of the limit the final day.

Johnny Arnold and Don Lowe of Bristol, TN claimed the title with a pair of big ones Saturday weighing 8.83 pounds and two small fish Sunday (2.55 lbs.)—which gave them a two-day total of 11.38 pounds.

Bristol’s Darren Foster and Mike Hobbs took the runner-up spot with a total of 10.75 pounds (4.74-lb. big fish), while first-day leaders Audie Kear and Tyler McFalls of Gatlinburg—who caught two big fish totaling 9.59 pounds Saturday—settled for third after coming up empty on Sunday.

Fourth place went to Elmon Fraley of Wheelersburg, OH and Roger Potter of Ashland, KY. They totaled 9.42 pounds for the event—in-cluding the biggest fish of the weekend tipping the scales at 5.29 pounds.

Rounding out the top five was Grayson, KY duo Mike Chaffin and Todd Lewis, who used a two-day limit of smallmouth under 16-inches long totaling 7.55 pounds to claim the final paid position. (Con’t on page 24)

Two of the other three teams weighing a smallmouth over 21 inches long claimed the sixth and seventh spots when they added fish under 16 inches long to their big-fish weight, while the other finished out of the top 10 after their ‘over’ was the only one they weighed in.

The tournament was founded back in 1982 by late Horse Creek owner Jack Huddleston and late legendary local smallmouth fisherman Billy Westmore-land. It is now fished in their honor.

The long-running event is invitation-only and participating anglers must live 100 miles from Horse Creek to be eligible, which is a boost to the local economy as most stay multiple days in the Dale Hollow Lake area frequenting restaurants and other businesses. CWD ConfirmationAction Taken at Special Called Meeting

NASHVILLE --- The Tennessee Fish and Wild-life Commission (TFWC) has made regula-tory changes in response to the confirmation of chronic wasting disease (CWD) in deer in Fayette and Hardeman counties. The changes came at a special called meeting of the TFWC on Thursday (Dec. 20) at the Tennessee Wild-life Resources Agency headquarters.

The commission voted to establish a CWD management zone which currently includes Fayette, Hardeman, and McNairy counties. The commission took action to create deer carcass exportation restrictions and a re-striction on feeding wildlife within the high risk area of the CWD management zone, exceptions apply. The high risk area of the CWD management zone includes counties within a 10-mile radius of the location of a confirmed CWD positive deer.

Another regulation change for the CWD management zone, is the creation of a new deer hunting season. An archery/muzzleloader/gun deer season was established there for Jan. 7-31, 2019. The bag limit for the season is one antlered deer and unlimited for antlerless deer. All wildlife management areas and other public land on which deer hunting activities are permitted within the three counties will be open during this newly-established season.

On or after Dec. 29, 2018, all hunters harvesting deer on weekends (Saturday-Sunday) are required to check the deer in at a physical check station. The TWRA will publish the locations of these stations on its website.

The TWRA is continuing its efforts of targeted sampling for CWD outside of the CWD management zone. Em-phasis will be placed on those counties surrounding the CWD management zone.

With the positive confirmation, Tennessee became the 26th state to have documented CWD. There have also been three Canadian provinces to have CWD.

The TWRA enacted the CWD Response Plan last week following the preliminary positive detection. The response involves a coordinated effort between TWRA, Tennessee Department of Agriculture, and other part-ners.

Although CWD has no known risk to the health of humans or livestock, it is a contagious and deadly neurologi-cal disorder that affects members of the deer family. It is transmitted through animal-to-animal contact, animal contact with a contaminated environment, and with contaminated feed or water sources. It is the most signifi-cant threat to the deer population nationwide, as it is 100 percent fatal to deer and elk. Wildlife agencies across the country are working to inform the public about CWD, its deadly results and possible impacts to economies.
