Another year is coming to a close fast upon us. I look back and wonder where the time went this year! I sure hope that this just isn't father time starting to catch up with me, cause I just aint that old! I hope everyone had a wonderful Thanksgiving and was able to spend it with family friends and loved ones! I as being a new father get to experience all kinds of fun things with my little one and absolutely love every minute of it. They get so big so fast! On a heavier note, elections come to a close an I could only imagine how many upset voters there were, but at least they voted. Legislative days are fast upon us, and I would like to see a big turn out for it if at all possible, remember Rushmore ABATE members get some money back if they attend. I really want to say thank you to every-one who has been attending the meetings!! You all are great. Remember if you have issues or topics you would like discussed contact me, and I will see what I can do! I am here to work for the membership so I want to make sure the membership uses me!

Secretary’s Report
The RU ABATE general membership meeting of Dec. 2, 2012 was called to order by President John. Sgt. at
Arms, Mike, led the membership in the Pledge of Allegiance. Barbie led the chapter in prayer. Roll call was
taken with State Rep., Sunshine, Membership Sec. Karline, and board member, Bill, being excused.
GUEST SPEAKER spot was used by Jiggs giving the members information on Sliders presentation coming
on March 23rd. Slider will also be bringing the Two Wheel Trauma program to Sturgis. Minutes of the Nov.
RU ABATE general membership meeting were publicized. No corrections were to be made. Craig motioned
and Tom S. seconded to accept the Nov. minutes. Motion passed.
Bills, that were not presented at the board meeting, were made at this time. Kim had a bill for a plant, for
Janet, and two cards, of $25.96. Pres. John had a bill for PA batteries of $8.48. Phil motioned and Jiggs sec-
onded to pay these bills. Motion passed.
OFFICERS' REPORTS
President John announced Happy Birthday to Tom D. There are two get well cards going around to be
signed.
Vice President Clay gave a report on the BH Area Bikers meeting. Dec. 3rd is shopping at KMart and Dec.
4th is the wrapping at BH Harley Davidson.
Treasurers report was given by Kim. Craig motioned and Phil seconded to accept the treasurers report.
Secretary Barbie had newsletters, bills, and memberships. Merry Christmas and Happy New Year to every-
one.
LRC report was given by Ginny. She gave an election up date. A list of legislatures is available. Legislative
Days in Pierre is coming up.
State Rep. report was given by Jiggs for Sunshine. Get well Sunshine. Every ABATE member has a $3,000
life insurance policy with ABATE. Highlights during Legislative Days was given. The 35th anniversary of
ABATE t-shirts will be available for purchase at Legislative Days. Rohde's design was selected.
Membership Sec. report was given by Mike for Karline. There are 355 members and 19 affiliates.
Sgt. at Arms had nothing to report from Mike.
STANDING COMMITTEE REPORTS
PR report by Janet was given. Congratulations, Janet on making it to the meeting with your broken leg. She
introduced her mother, Rose, who is helping care for Janet. Thanked everyone for coming and all the great
food. Thanked everyone for her get well wishes.
Newsletter report from Ginny was given. She is asking that members get new business cards from affiliates
for the updates.
Web page master Clay is adding more items. The web has had about 1,000 hits for Nov.
Road Captain Jeff reported that the Sno and Shine Poker Run is being set up. There is an after meeting poker
run today if anyone wants to attend.
MRF Rep. Jiggs had information on how the monies from Washington are being handed out. Best of the
West is in Billings, Mont. with a date change. Conflicts with the RU ABATE Rally. He gave highlights of
programs that are on the agendas for the conferences.
Products Manager Phil has the S.D. ABATE patch here for purchase.
Road Hazard ASK coordinator Lynn had nothing to report.
AD HOC COMMITTEE REPORTS
Bike report was given by BA. Our bike that came in was not done to our specifications. The new bike
should be here soon. BA and Mary are planning on taking it to the Sioux Falls Swap Meet in Jan.
Membership Party committee had a meeting. Updates will come later.
Calendar report was given by Linda. A final draft will be sent out to be approved. Calendars should be avail-
able to staple by Christmas.
Linda stated that she and Lynn have been visiting affiliates. Prices on the pocket calendar, that Rohde de-
signed, will be checked on.
OLD BUSINESS
New member prizes are-most signed up-won by Tere H. and Darrell L. was drawn for the remaining
prize. Congratulations to all.
The electric work on the beer trailer is not done yet.
Wall banner could not be voted on as we didn't have the different designs to choose from.
NEW BUSINESS
New board members are Mary Anderson and Lynn Moyers.
Member of the year will be announced at our Jan. meeting.
The first reading of the election change was made. Effective Jan. 1, 2013 the nominations for elected
officers will be held at regular scheduled meetings in the months of October and November and elec-
tions to take place in December. The term shall be two years. Odd years will include Vice President,
Treasurer, State Representative, and Sgt. at Arms. Even years will be President, Secretary, Member-
ship Secretary and Legislative Research Chairman. Duties will begin after December meetings of
said election having been concluded. Former elected officials will remain with newly elected officials
for no less that two board and general membership meetings to insure proper business practices.
Clay motioned and Craig seconded to accept this first reading. Second reading to be at Jan. meeting.
Motion passed.
Budget meeting by the board will be at the Jan. board meeting at 6 pm.
Our donation to S.D. ABATE IMPAC fund was discussed. Rohde motioned and Craig seconded to
send a check for $1,300 to IMPAC. Motion passed. Bumpy asked if we could budget more monies to
the fund for next year. Will be discussed by board.
MEMBER OF THE MONTH goes to Linda Jacobs. Thanks for your calendar and affiliate work.
AFFILIATE OF THE MONTH goes to Spizzirri Press. Thanks for your support to RU ABATE.

ANNOUNCEMENTS
Bracelets are for sale and quilt raffle tickets for a John Haas fund raiser. Jan. 19th is a benefit for
John Haas. Volunteers built a wheel chair ramp at John's house. Thanks to all who volunteered.
Jan. 5th is Senior Carve Out Ice Festival in downtown Rapid. Rohde will be making chili for the chili
cook off.
There being no further discussions or business to be had, Jiggs motioned and Linda J. seconded to
adjourn. Motion passed.

State Rep’s Report
Inaccurate Study on Motorcycle Safety Praised by Governors High-
way Safety Association.
Recently the Governors Highway Safety Association (GHSA) praised the inaccurate study on motorcycle
safety done by the Government Accountability Office (GAO). What both reports failed to tell you is that motorcyclists are safer now than since 1984. Here’s why; in 2010 fatalities were almost identical to 1984,
around 4,500 motorcyclists a year. However, what they did not tell you is that in 1984 5.5 million motor-
cycles were registered in the USA. Compare that to the 7 million registered motorcycles in 2010. That’s 1.5 million more motorcycles and the same amount of fatalities. Source: National Highway Traffic Safety
Administration (NHTSA) Fatality Analysis Reporting System (FARS) and Federal Highway Administra-
tion (FHWA) Highway Statistics. Both the GAO and the GHSA are pushing for what they believe is the silver bullet of motorcycle safety, the mandatory helmet law. Proper riding gear should be left to the rider,
not the government. When you look at States like Tennessee and Arizona that have roughly the same size population and then break down fatality numbers it becomes clear that helmet laws do not have signifi-
cant influence. Tennessee has a mandatory helmet law and 121 fatalities for 2010. Arizona has no manda-
tory helmet law and had 88 fatalities for the same period of time. Even right over the border from Tennes-see their neighboring Kentucky, which also has no mandatory helmet law, had just 87 fatalities in 2010.
Another area where the Government agencies continue to overlook when dealing with motorcycle safety
is rider education. If we cannot teach people to ride motorcycles we will have more and more fatalities.
Take New Hampshire for example. According to Robert LeTourneau, New Hampshire State Official
Motorcycle Education Specialist they have had 15 fatal motorcycle accidents of riders who took the class
since 1990. That’s out of over 44,000 students trained in the same time period and .034% of fatal motor-cycle accidents. All with no mandatory helmet law. While mandatory helmet laws look good on paper
they rarely work in the real world. The best approach to motorcycle safety is and will always be rider
education and awareness campaigns. Teaching people how to ride a motorcycle in the proper way and educating the general public to look for motorcycles, which can only benefit pedestrians and bicyclists as
well, will avoid crashes and save lives

Another Federal Government Agency Gets it Wrong, Again.The U.S. Government Accountability Office (GAO) recently issued a report on the motorcycle safety grants known as the Section 2010 motorcycle safety grant program. The program has been wildly successful at infusing much needed financial resources directly into the motorcycle safety community. The Motorcycle Riders Foundation (MRF) was instrumental in getting the grant program set up and running. Currently the money, over $45 million over the past 6 years, can only be used for educational purposes. Those can be anything from paying instructors, buying new training bikes and equipment, to public education efforts such as “look twice” campaigns. What the GAO is suggesting is that congress change the language so that the monies can be used for other purposes, such as helmet use campaigns. The MRF does not agree with this. The original intent of congress with the grant program was to reduce fatalities through crash avoidance techniques, not through safer crashing, as the GAO believes we should. The GAO estimates are just that, a guess. The fact is that the GAO did not really do any new studies or research. They simply recycled the same tired talking points that are used by any number of government or quasi government groups. This isn’t the first time motorcyclists have been painted in a bad light, calling us a social burden on America’s health care system. The MRF disagrees with that. Critics and the uninformed believe that motorcyclists, helmeted or not, account for a super majority of health care costs, from trauma room to long-term care. The problem is that’s just not true. There are not a lot of studies on social burden, but more than enough to soundly and logically deflate the social burden myth around motorcyclists. The Journal of
American Medicine, one of the most respected of all medical publications, pub-lished the findings of a 1988 study on the subject of the public costs of motorcy-cle related injury at a specific Seattle, WA hospital. The results clearly showed that of all costs to sort out a motorcycle injured patient, 63.4% of the bill was paid out with taxpayer dollars. That’s an astoundingly high cost, no question, but what the study goes on to say is that the public cost of any injury at that same Seattle treatment center was 67%, 3.6% higher. Statistical dead heat. There is also a little more to that story because the public cost of health care is about 45% currently, and was significantly less than that in the mid-eighties when the study was conducted. The facility used for the study was Harborview, a division of the University of Washington, and one of the largest and state-of-the art facilities in the Seattle region. Because of that the facility sees most of the worst-case sce-narios routinely. A similar study done by the University of North Carolina also found that there was no statistical difference in public cost to treat motorcycle related injury over any other type of injury. It’s also important to keep things in perspective. Last year the public share of motorcycle related injuries were 0.001% of the entire public health care cost. .—Reprinted from MRF E-mail news

completing their tasks, why not offer a
helping hand instead? I think that every
single person who steps up does so with
an open heart and good intentions and
should always be thanked and encour-
aged for their contributions to our suc-
cess.
So, for 2013, lets all try to be more toler-
ant and supportive of our fellow mem-
bers. You never know when you may

been ordered and is scheduled to
be delivered January 9th, give or
take 2 days. The first bike that
came in had just the Big Red
Flake paint job and we ordered
the Deluxe Big Red Flake paint
job that gives the bike the "eye
catching bling" that is needed to
help sell tickets. Mary has con-
tacted corporate HD to confirm
we will receive the correct paint
job. When BHHD enters a bike
order, they can't print out a pic-
ture of the bike that they order
but we could print a picture from
the on-line website were we built
the custom raffle bike. Mary ex-
pressed to corporate the confu-
sion of ordering a custom bike.
We feel there should be a code
system so when a bike is created
on-line and the description &
picture is printed and taken to a
dealer, the dealer can enter the
exact codes and the correct bike
will be ordered.
We plan to haul the bike to
Sioux Falls Racers Swap meet
January 12th, this is pending we
receive the bike on January 9th.

Well, we are gearing up for a new
legislative session in Pierre. The ses-
sion will start of January 8th, 2013.
We will have a chance to meet some
new and returning Legislators at Leg-
islative Days in Pierre. We have some
new people that could potentially be
good supporters of ABATE, we need
to take the opportunity to let them get
to know us and what we are all about.
If I can manage to get the day off from
work, I’m gonna try to go this year.
It looks, so far, like this year’s issues
will be a lot like last year, budget.
Our bill regarding license plates will
be presented this year too. I person-
ally, don’t foresee that we should have
any major issues with getting this
passed unless law enforcement comes
out against it and I haven’t heard any-
thing to that effect yet. Jiggs might
have more up-to-date information on
that than I do as well.

CHAPLAIN’S CORNER
I humbly come before you Lord to ask you for guidance in our lives. I also thank you for this time of
year that we are reminded of Jesus birth and what He did for all of us.
As I sit here and think about this it reminds me of the story of Job in the bible. Even though the devil
took his flocks, his possessions, his children, and his health and all he had, Job refused to give up on
God. We too must trust God when times are tough and we don't understand. Dear Heavenly Father,
life is difficult some times but with you by our side it is easier to face our dilemmas. As it says in Phi-
lippians 4:13, I can do all things through Christ who strengthens me. I know you have a perfect plan
for each of us if we only give into you and stop resisting.
You are in control Lord and we are at peace with that even though the news would have us in a panic
over our economy and debt. If you take care of the birds of the sky you will surely continue to take
care of us. We live in a sinful world and bad things happen but we can get through it if we stay in your
loving arms and run to you for strength and courage when the going gets tough!
Continue to bless us and let us keep in our minds "The Reason For The Season."
