Pursuant to call of the Chairman, the Board of Supervisors of Alger County convened at
the Court House in the City of Munising, on the above date.
Meeting called to order by Chairman Evered Lezotte with the following members present:
Supervisors Ahonen, Thompson, J. Lezotte, Coaster, Gregg, Nelson, McAllister, Johnson, pihlainen,
Maki and E. Lezotte. Absent: Supervisor Hannah.
Minutes of the preceding meeting approved as read.
The Board then proceeded to audit the Claims.
The report of the Auditing Committee was then presented and read as follows:
Munising, Michigan, January 9, 1940.
We, the members of the Board of Supervisors of Alger County, constituting an Auditing
Committee, have examined the Claims presented herewith same being Bills No. 888 to No. 918
inclusive, and recommend the payment of same, with the exception of Bills No. 895, 900 and
909 which be referred to the Social Welfare Board and Bill No. 911 which be allowed at $5.00.

Supervisor Hannah came in and took his seat.
On motion of Supervisor Nelson that the report of the Auditing Committee be accepted and
the Clerk be and he is hereby authorized to issue warrants in payment of same when funds are
available. Supported by Supervisor Gregg and carried by the following vote: Ayes--Supervisors
Ahonen, Thompson, J. Lezotte, Coaster, Gregg, Nelson, Hannah, McAllister, Johnson, Pihlainen,
Maki and E. Lezotte. Nays--None.
On motion of Supervisor Coaster that the Prosecuting Attorney and Attorney George S. Baldwin
make reports on the Posont property from the time it was turned over to the County and submit
said reports at the next meeting of this Board. Supported by Supervisor Johnson and carried.
On motion of Supervisor Coaster that the meeting adjourn until 1:30 o'clock P. M. Supported
by Supervisor J. Lezotte and carried.
Afternoon Session
The Board reconvened at the hour of 1:30 o'clock P. M. with the following members present:
Supervisors Ahonen, Thompson, J. Lezotte, Coaster, Gregg, Nelson, Hannah, McAllister, Johnson,
Pihlainen, Maki and E. Lezotte. Nays--None.
On motion of Supervisor Nelson that the matter of the Elliott Case be tabled until the
next meeting. Supported by Supervisor Coaster and carried.
On motion of Supervisor Coaster that the Chairman determine what amount is in the Chauffeurs
and Drivers' License Fund and also the amount expended by the Sheriff's Department in forwarding
applications and report at the next meeting. Supported by Supervisor Nelson and carried.
On motion of Supervisor Hannah that the Audit of the Alger County Welfare Relief Office for
the period of July 1, 1939 to November 30, 1939 be accepted and placed on file. Supported by
Supervisor Coaster and carried.
Supervisor Hannah offered the following resolution and moved its adoption:
Whereas, there is great need for the improvement of State Highway M-94 running between
Lake Superior and Lake Michigan and connecting the cities of Munising and Manistique, and
Whereas, great good would come to the traveling public and the people of both Alger County
and Schoolcraft County by having an improvement made on the road running between the two county
seats mentioned, and
Whereas, large numbers of tourists taking US-2 West from Sault Ste. Marie and St. Ignace
through Schoolcraft County are desirous also of visiting the many attractions of Alger County,
but hesitate because of present highway facilities, and

Whereas the large numbers of tourists coming to Munising and Alger County would also be
desirous of visiting the many attractions of Schoolcraft County if a suitable highway were
available;
Therefore, Be It Resolved, That the Alger County Board of Supervisors, assembled in
regular session, respectfully urge, together with the many other civic bodies of Schoolcraft
and Alger Counties, that highway M-94 be pushed to the earliest possible completion by the
Michigan State Highway Department for the best interests of all citizens of both Counties.
Be It Further Resolved, that a copy of this resolution be submitted to Murray D. Van Wagoner,
State Highway Commissioner; Hon. James Dotsch, State Senator; Hon. John Saul, Representative
from the Alger District, and to the Alger County Road Commission.
The foregoing resolution was supported by Supervisor Coaster and adopted by the following
vote: Ayes--Supervisors Ahonen, Thompson, J. Lezotte, Coaster, Gregg, Nelson, Hannah, McAllister,
Johnson, Pihlainen, Maki and E. Lezotte. Nays--None.
On motion of Supervisor Coaster that according to the ruling from the Attorney General to
the Prosecuting Attorney that all costs and fines collected by the Justices of the Peace of
Alger County be turned over to the County Treasurer once a month and their bills be turned in
to the Board of Supervisors for auditing and payment and that the Prosecuting Attorney give
notice of said ruling to all the Justices of the County. Supported by Supervisor Maki and
carried.
on motion of Supervisor Gregg that the sum of *179.00 be forwarded to the Auditor General
for payment of afflicted children accounts as submitted to the Judge of Probate under date of
December 28, 1939. Supported by Supervisor Thompson and carried by the following vote: Ayes--
Supervisors Ahonen, Thompson, J. Lezotte, Coaster, Gregg, Nelson, Hannah, McAllister, Johnson,
Pihlainen, Maki and E. Lezotte. Nays--None.
The Board then proceeded to fill the vacancy on the Alger County Road Commission caused
by the death of James Roundtree.
The applications of Laurence Phoenix, Frank Debelak and George A. Leiphart for appointment
as County Road Commissioner were read to the Board.
Supervisor Coaster placed the name of Joseph Brisson, Sr. for appointment as County Road
Commissioner. Supervisor Gregg placed the name of Carl F. Wittier for appointment as County
Road Commissioner. Supervisor Maki placed the name of John H. Gatiss for appointment as County
Road Commissioner. There being no further applications and nominations presented a vote was
then taken with the following result: Total number of votes cast--twelve, of which Carl F.
Wittier received seven, comprising the votes of Supervisors Ahonen, Gregg, Nelson, Hannah,
McAllister, Johnson and Pihlainen. Joseph Brisson, Sr. received five, comprising the votes
of Supervisors Thompson, J. Lezotte, Coaster, Maki and E. Lezotte. Carl F. Wittier was then
declared elected County Road Commissioner to fill the said vacancy.
On motion of Supervisor Coaster that the meeting adjourn subject to call of the Chairman.

The Board reconvened at the hour of 1:30 o'clock P. M. with the following members present:

On motion of Supervisor Gregg that the sum of '50.00 be appropriated to aid in the publica-
tion of the Field and Street Magazine forthe school year 1939-1940. Supported by Supervisor
Thompson and carried by the following vote: Ayes—Supervisors Ahonen, Thompson, J. Lezotte,
Coaster, Gregg, Nelson, Hannah, McAllister, Johnson, Pihlainen, Maki and E. Lezotte. Nays--None.
On motion of Supervisor Coaster that the matter pertaining to the Posont Property'be tabled
until a written opinion regarding the disposition of same is received from the Prosecuting
Attorney. Supported by Supervisor Nelson and carried.
On motion of Supervisor Coaster that the matter pertaining; to the Elliott case be tabled
until the next meeting. Supported by Supervisor Gregg and carried.
On motion of Supervisor Thompson that the State Institutional statement for the quarter
ending September 30, 1939 in the amount of d41,475.10 be paid and that an additional sum of
$100.00 be paid on the old indebtedness. Supported by Supervisor Coaster and carried by the
following vote: Ayes--Supervisors Ahonen, Thompson, J. Lezotte, Coaster, Gregg, Nelson, Hannah,
McAllister, Johnson, Pihlainen, Maki and E. Lezotte. Nays--None.
On motion of Supervisor Coaster that the Chairman and two members of this Board be authorized
to attend the State Highway Conference to be held in Houghton on February 23 and 24, 1940.
Supported by Supervisor Thompson and carried by the following vote: Ayes--Supervisors Ahonen,
Thompson, J. Lezotte, Coaster, Gregg, Nelson, Hannah, McAllister, Johnson, Pihlainen and

On motion of Supervisor Hannah that the orEanization set-up of the Social Welfare Board
as submitted to this Board by Chairman Fred J. Baldwin, be accepted. Supported by Supervisor

On motion of Supervisor Coaster that commencing February 1, 1940, the salaries of the Deputy
County Clerk and Deputy County Treasurer be increased from $75.00 to $85.00 per month and that
the salary of the Probate Clerk be increased from '.:'33.33 to 137.00 per month. Supported by
Supervisor Thompson and carried by the following vote: Ayes--Supervisors Ahonen, Thompson,
J. Lezotte, Coaster, Gregg, Nelson, Hannah, McAllister, Johnson, Pihlainen and Maki. Nays--
Supervisor E. Lezotte.

Total number of votes cast--twelve, of which Evered Lezotte received six, comprising the votes
of Supervisors Boogren, Thompson, J. Lezotte, Coaster, Paajanen and E. Lezotte, Ben L. Gregg
received six, comprising the votes of Supervisor Gregg, Nelson, Hannah, McAllister, Strand
and Pantti.
A second vote was taken with the following result: Total number of votes cast--twelve, of
which Evered Lezotte received six,_ comprising the votes of Supervisors Boogren, Thompson,
J. Lezotte, Coaster, Paajanen and E. Lezotte. Ben L. Gregg received six, comprising the votes
of Supervisors Gregg, Pelson, Hannah, McAllister, Strand and Pantti.
On motion of Supervisor Thompson that due to the fact that it is apparent that no decision
can be reached in the election of a Chairman that the Clerk be authorized to cast a vote for
said Chairman. Supported by Supervisor Boogren and lost by the following vote: Ayes--Supervisors
Boogren, Thompson, J. Lezotte, Coaster, Paajanen and E. Lezotte. Nays--Supervisors Gregg, Nelson,
Hannah, McAllister, Strand and Pantti.
On motion of Supervisor Nelson that further names be placed in nomination for Chairman.
Supported by Supervisor Gregg and lost by the following vote: Ayes--Supervisors Gregg, Nelson,
Hannah, McAllister, Strand, and Pantti. Nays--Supervisors Boogren, Thompson, J. Lezotte,
Coaster, Paajanen and E. Lezotte.
On motion of Supervisor Thompson that in as much as it is apparent that no decision can be
reached in the election of a Chairman that Mr. Evered Lezotte be named Chairman until a decision
can be reached in the election of a permanent Chairman. Supported by Supervisor Boogren.
Supervisor Hannah offered the following amendment to the foregoing motion: That due to the
fact that matters of important business are to be transacted by the Board this morning that a
limitation be placed on the temporary Chairmanship until noon, the end of the morning session.
Supported by Supervisor Nelson and lost by the following vote: Ayes--Supervisors Gregg, Nelson,
Hannah, McAllister, Strand and Panti. Nays--Supervisors Boogren, Thompson, J. Lezotte, Coaster,
Paajanen and E. Lezotte.

A vote was then taken on the original motion and lost by the following vote: Ayes--
Supervisors Boogren, Thompson, J. Lezotte, Coaster, Paajanen and E. Lezotte. Nays--Supervisors

On motion of Supervisor Nelson that Mr. Evered Lezotte and Mr. Ben L. Gregg flip a coin
to decide the Chairmanship. Supported by Supervisor Hannah and lost by the following vote:

On motion of Supervisor J. Lezotte that the meeting recess until the second Tuesday in
May. Supported by Supervisor Thompson and lost by the following vote: Ayes--Supervisors
Boogren, Thompson, J. Lezotte, Coaster, Paajanen and E. Lezotte. Nays--Supervisors Gregg,
Nelson, Hannah, McAllister, Strand and Pantti.
On motion of Supervisor Hannah that the two tied candidates for Chairman draw lots to
decide the Chairmanship. Supported by Supervisor Nelson and Lost by the following vote: Ayes--
Supervisors Gregg, Nelson, Hannah, McAllister, Strand and Pantti. Nays--Supervisors Boogren,
Thompson, J. Lezotte, Coaster, Paajanen and E. Lezotte.
On motion of Supervisor J. Lezotte that the meeting recess until 7:00 o'clock P. M.

April 10, 1940
On motion of Supervisor Thompson that this meeting recess until May 14, 1940. Supported
by Supervisor Coaster and lost by the following vote: Ayes--Supervisors Boogren, Thompson,
J. Lezotte, Coaster, Paajanen and E. Lezotte. Nays--Supervisors Gregg, Nelson, Hannah,
i1cAllister, Strand and Pantti.
Supervisor J. Lezotte was excused.
A third vote was taken with the following result: Total number of votes cast--eleven, of
which Ben L. Gregg received six, comprising the votes of Supervisors Gregg, Nelson, Hannah,
McAllister, Strand and Pantti. Evered Lezotte received five, comprising the votes of Super-
visors Boogren, Thompson, Coaster, Paajanen and E. Lezotte.
Mr. Ben L. Gregg was then declared elected Chairman of said Board for the ensuing year.
Mr. Ben L. Gregg with a few well chosen remarks, accepted the Chair.

inclusive, and recommend the payment of the same. Evered Lezotte, Russell Boogren, Carl W.
Strand, Rupert B. Nelson, James H. Thompson, Frank Coaster, Boris W. Paajanen, Onen M. Pantti,
Arthur McAllister, John W. Hannah, Ben L. Gregg.

On motion of Supervisor Nelson that the report of the Auditing Committee be accepted and the

On motion of Supervisor Hannah that the sum of $4co.00 be transferred from the General Fund
to the Poor Fund to pay Frank Salo Sr.'s account against Alger County and that said payment be
made with the understanding that Mr. Salo's account due Alger County be paid in full. Supported
by Supervisor Pantti and carried by the following vote: Ayes--Supervisors Boogren, Thompson,
Coaster, Gregg, Nelson, Hannah, McAllister, Strand, Paajanen, Pantti and E. Lezotte. Nays--None.
On motion of Supervisor Nelson that the balance of the Kent County Debt Service Fund be
transferred to the General Fund. Supported by Supervisor Thompson and carried by the following
vote: Ayes--Supervisors Boogren, Thompson, Coaster, Gregg, Nelson, Hannah, McAllister, Strand,
Paajanen, Pantti and E. Lezotte. Nays--None.
The following resolution was offered by Supervisor Paajanen who moved its adoption:
WHEREAS, the board of Supervisors of Alger County recognizes the values represented in the
forest lands of this county in the form of wildlife food and cover, recreational beauty and
tourist attractions, lumber and timber products and reduction of cots of road maintenance and
desires to help the U. S. Forest Service and the Michigan Department of Conservation in the
maintenance of these natural rescources, and
WHEREAS, it is the desire of this Board to protect these assets and to assist in the work
of the above-named departments, the first and most important of which is the prevention and
suppression of forest fires,
THEREFORE, be it resolved that this Board solicits the assistance of every individual living
within or passing through Alger County in a campaign of fire prevention and to that end requests
that (1) Campers take special precautions to extinguish their fires before leaving them; (2)
That smokers extinguish their burning tobacco before throwing it away; and (3) That permits be
secured from a Forest or Conservation Officer before burning brush or starting fires for any
reason other than for domestic use, and

The following resolution was offered by Supervisor Pantti who moved its adoption:
Whereas, one of the outstanding Upper Peninsula scenic attractions, known as the Laughing
Whitefish Falls, is now owned by the Ford Motor Company, and

Whereas, timber in large quantities is being cut in and around said falls, and
Whereas, numerous requests from the public have been made on the officials of the county
and state to preserve this location in its natural beauty, and
Whereas, we have been advised of the impending cutting of more timber that will mean the
destruction of this _location from a natural beauty standpoint, and
Whereas, for some number of years last past the Conservation Department of the State of
Michigan, Parks Division, have designated said location as a desirable state park, and
Whereas, it is important from a public standpoint that this location be preserved so that
the present and coming generations may view this scenic location and that the grounds be pre-
served as a camping site for school children from neighboring schools and as a site devoted
to nature's beauty and grandeur;
Therefore, Be It Resolved, that the Board of Supervisors of Alger County call to the
attention of Henry Ford of the Ford Motor Company the necessity of preserving said property and
requesting that the Ford Motor Company deed said property to the State Conservation Department
for public park purposes; that the property principally desired for the preservation of this
beauty spot comprises nine forties in Sections 16 and 19, Town 46 North, Range 22 West; and that
a copy of this resolution be sent to the Ford Motor Company in care of Henry Ford, and to the
Director of the State Conservation Department, asking the cooperation of industry and the public
to the end that this wonder scene may be preserved.
The foregoing resolution was supported by Supervisor Hannah and carried by the following

On motion of Supervisor Coaster that the following report, submitted by Supervisor Nelson,
be accepted and made a part of the proceedings of this meeting:
The writer attended the tri-state conference at Ironwood called by the Upper Peninsula
Development Bureau to consider the Colmer-Harrison Bill now before Congress. This bill provides
federal reimbursement to the states for loss of taxes through lands taken over by the federal
government. In this county the lands are those taken into the Hiawatha National Forest, and
present law provides that 25% of the gross receipts shall be refunded to the states, all of which
shall be used for schools and roads. Michigan legislation provides the distribution to be 75%
for schools and 25% for road purposes. Last year there was refunded to Alger County, $664.24.
The Colmer-Harrison Bill provides for 25% of gross receipts from sale of timber but not to
exceed of 1% of the aggregate value of all standing timber on federal lands in the state; 25%
of gross receipts from other than timber sales; a sum which, when added to the above, is suffic-
ient to make total payments equal i*% of value. If the sum appropriated from above is less for
any year than 3% of the value, an additional payment shall be made sufficient to make payment
equal 3% of value. When payments under the first three items equal more than 3% of value, the
excess may be deducted from payments made under the 3% clause. Valuation is fixed at the pur-
chase price, plus a fair value for lands acquired other than through purchase, and adjustment in
the value is to be made every ten years. Distribution of the above shall be apportioned to local
governments by legislative act of the state.
There is other similar legislation before Congress, but I have not at this time copies of these
bills. I know the Shipstead Bill provides for payment of indebtedness covering local improvements
which these lands were liable for in proportion to the total valuation of the lands assessed for
such improvement. The Woodruff Bill provides a flat 100 per acre. This bill, I understand, is
made up so that the federal government will match the 100 per acre on their lands which the state

now pays on state owned lands, known as homestead and swamp lands.
There was some opposition to this bill because the amount to be paid per acre would not be
uniform in the states. For instance, the average price per acre of lands purchased in Michigan
is 2.91; Minnesota, 2.39; Wisconsin, 2.04. Under the three per cent clause, Michigan would
nearly 50% more per acre than would be the case in Wisconsin.
There were about sixty in attendance at the meeting, the largest delegation being from
Minnesota.
Taking the acreage and purchase price of land as shown by the Congressional Record and cover-
ing all lands purchased and under option up to June 30, 1938, the acreage and cost in the three
states, Michigan, Wisconsin, and Minnesota, is as follows:

You will note that in Luce County there are only 868 acres and the cost per acre is $86.81.
I believe these lands are those purchased by the federal government for the Tahquamenon Park,
and they are to be traded to the State of Michigan for other lands desired by the federal gover-
nment. If that is the case, these lands would not be classified as federal lands after the ex-
change is made.
I believe this legislation should be given all possible encouragement and that we should
support its passage in every way possible. A return to Alger County of nearly $9,000 per year
would be of considerable help to our school districts under the present law, and it might work
out that this revenue would be sufficient so that the school could be given less in millage from
the fifteen mill tax, and that in turn be added to the county revenue where it is very badly need-
ed at this time.

Supervisor Coaster offered the following resolution and moved its adoption:
Be It Resolved, That the disposition of money received on account of motor vehicle license
taxes and gasoline taxes returned to this County for the calendar year of 1940 and conforming
with the Public Acts of Michigan Numbers Seven and Eight of the Extra Session of 1934, and
Pursuant to such acts one half of each settlement on account of the above mentioned monies
is to be credited to the County Road Fund to be used for administration, maintenance, betterments,
and construction of County Roads, and
Further, That the remainder, hereinafter called the second half, of such monies as returned
to Alger County shall be applied as follows and in the following order of priority:
First Priority of second half is to retire all outstanding bonds. As there are no bonds
outstanding, which comes under this act, the rest of the monies received will be divided under
the second priority.
Second Priority of second half (a) One half of the second priority of second half is to be
credited to the County Road Fund and be used for Maintenance of County Roads adopted in conformity
of Act 130, Public Acts, Michigan, 1931. (b) The remaining half of second priority of second
half as mentioned immediately above shall be divided as follows:
To be paid to City of Munising 42.414%
To be credited County Road Fund 100.00%
The money to be credited to the County Road Fund to be used for administration, maintenance,
improvements and construction of County Roads. The money to be paid the City to be used as
provided in said Acts Seven and Eight of Extra Session of 1934.

The following resolution was offered by Supervisor Hannah who moved its adoption:
WHEREAS, it is hereby determined that it is necessary to borrow the sum of $5,000.00 in
anticipation of the collection of the operating taxes for the next succeeding fiscal year
beginning January 1, 1941 for the purpose of securing funds for the purpose of pay salaries
and bills payable; and
WHEREAS, Act No. 26 of 1931 as amended authorized the Board of Supervisors of Alger County
to borrow within the six months period preceding the end of any fiscal year in anticipation of
the collection of operating taxes for the next succeeding fiscal year provided an irrevocable
appropriation is made to repay such loan from the receipts of such taxes, and that said loan
does not exceed 10% of the taxes for the then fiscal year; and
WHEREAS, the tax levy for the then current fiscal year (1939) was $56,055.00; and
WHEREAS, there are no outstanding loans against such operating taxes for the year 1940;
NOW THEREFORE BE IT RESOLVED, that the Chairman and Clerk be and they are hereby authorized
to make application to the Loan Board for and on behalf of the County of Alger for permission
to borrow $5,000.00 and issue notes in the total amount thereof in anticipation of the collection
of operating taxes for the next succeeding fiscal year beginning January 1, 1941; and

BE IT FURTHER RESOLVED, that if permission be granted, said notes be dated September 3,
1940, bear interest at 5% per annum, and be due and payable February 1, 1941 which is not later

WHEREAS, the County's portion of the 15 mill tax has beeninsufficient to meet the actual
operating expense of said County, and
WHEREAS, the creation of the Alger County Social Welfare Board has placed an additional
obligation on the County, which cannot be adequately met by the present millage, and
WHEREAS, the paying of a certain percentage of the Direct Relief costs, as requested by the
State Welfare Commission, will further obligate the County
THEREFORE, BE IT RESOLVED, that a Special Election is hereby called to be held on the 10th
day of September, 1940, for the purpose of submitting to the qualified electors of the various
townships and wards in the County of Alger a proposition to increase the total amount of taxes
assessed against property for all purposes in said County for the years 1940, 1941, 1942, 1943
and 1944 from 15 mills to 18 mills, the additional 3 mills so raised to be used in each of said
years for Alger County relief purposes only.
AND BE IT FURTHER RESOLVED, that as required by law, the County Clerk give notice forthwit -
of said election to the various township clerks and city clerk and that the Board of Election
Commissioners of said County prepare a ballot to be presented to the electors which ballot shall

',Shall the County of Alger increase the millage as provided in Section 21, Article 10 of the
State Constitution, by three (3) mills for the period of five years, beginning with the year 1940,

To the BOARD OF SUPERVISORS of ALGER COUNTY
MUNISING, MICHIGAN
We wish to submit the following covering our activities for the above captioned period.
COMPLETED CONSTRUCTION: As in the past, all new roads were built in conjunction with the Works
Progress Administration. During the period under review, the Federal Government contributed
$166,200.15 which, together with our sponsorship of $42,022.80, approximately 25%, aggregated
$208,222.95 as representing the total cost of project activities. A statement of completed
projects will be found attached.
