Board Chair Scott Marshall welcomed everyone. Federal reports were provided by Field Representatives Ms. Morgan Alvey (Sen. Mitch McConnell), Jason Hasert (Sen. Rand Paul), and Mr. Corey Elder (Cong. James Comer). A legislative outlook of the 2020 session of the KY General Assembly was provided by State Senators C.B. Embry and Stan Humphries, as well as, State Representatives Lynn Bechler, Chris Freeland, Jason Petrie, and Walker Thomas. Legislators stated there will be a transition period with the new Governor and issues such as the budget, pension reform, tax reform, infrastructure, voter ID laws, school safety, rising inmate population and related costs, and rising Medicaid costs, in addition to many other legislative bills will be discussed. Mr. Jason Vincent, PADD Executive Director, expressed his appreciation to the legislators for their continued support of the Area Development Districts. Mr. Vincent presented the 2019 Comprehensive Economic Development Strategy Update Resolution, which was approved by the Board, and extended an invitation to attend the Inauguration Day Open House on December 10 hosted by the KCADD Office in Frankfort, prior to the Governor's Inauguration Ceremony. Ms. Julie Allen, Workforce Programs Coordinator, provided an update on efforts to assist dislocated workers in Hopkinsville due to the closing of Ebonite on November 15. COMMUNITY & ECONOMIC DEVELOPMENT

Grant Funding Opportunities Available The application period will open soon for the Land and Water Conservation Fund, Recreational Trails Program, and Recycling and Household Hazardous Waste (HHW) Management Grants Program. Cities, counties, state and federal agencies are eligible to apply for funds under these programs. The Recycling and Household Hazardous Waste (HHW) Management Grants Program is funded by the Kentucky Division of Waste Management. The funds are to develop an integrated recycling infrastructure, manage Household Hazardous Waste and provide recycling and HHW public education programs. Any county, waste management district, city, urban-county government or other political subdivision of the state or any combination of the above, including school districts, shall be eligible to apply. The grant is a 75/25 match grant. Applications are due on April 1, 2020. The Recreational Trails Program (RTP) is funded by the Federal Highway Administration. It can be used to provide assistance for acquisition of easements, development and/or maintenance of recreational trails and trailhead facilities for both motorized and non-motorized use. The RTP benefits communities and enhances quality of life. All trails that receive money under this program must remain open to the public and maintained for perpetuity. The minimum request under this program is $25,000 and the maximum is $250,000. The RTP is an 80/20 matching reimbursement program. Applications are due on May 1, 2020. The Land and Water Conservation Fund (LWCF) provides federal grant funds to protect important natural areas, acquire land for outdoor recreation and to develop or renovate public outdoor recreation facilities such as campgrounds, picnic areas, sports and playfields, swimming facilities, boating facilities, fishing facilities, trails, natural areas and passive parks. The minimum request is $25,000 and the maximum is $250,000. The LWCF is a 50/50 matching reimbursement program. Applications are due on May 29, 2020. Medicare Beneficiaries!

Are you currently receiving Medicare and paying for your Part B monthly premium? If so, there is a program that may be able to assist you with that premium cost. If your income is under $1,357/single or $1,827/married and your resources/assets are under $7,390/single or $11,090/married then you may qualify to receive assistance through the state with a program called the Medicare Savings Program. This program may help pay for your Part B premiums and potentially assist in also paying for Part A premiums, deductibles, coinsurance, and copayments, depending on your income level. 2019 Job Expo On Thursday, December 5, the West Kentucky Workforce Board hosted a Job Expo at The Bruce Convention Center in Hopkinsville. The Expo focused on assisting the 170+ Ebonite employees that were impacted by the facilities closure in November. Along with over 25 employers, United Way and Hopkinsville Community College worked together to bring over 15 community agencies to share their information about resources and assistance to help Ebonite employees. During the day, workshops were held on resume writing, budgeting, retirement planning, LinkedIn and job search. All the Career Center Partners assisted with the event.

PADD STAFF RECOGNITION

Melissa Thompson, Workforce Liaison/Media & Communication Outreach, began working at PADD on January 17, 2005. Melissa is responsible for the development and maintenance of the web content, digital marketing materials, and platforms for the West Kentucky Workforce Board and PADD. Melissa is a graduate of Murray State University with a Bachelor of Science degree in Organization Communication and a minor in Agriculture. She also earned a Master of Science degree in Organizational Communication from MSU. Prior to working at PADD, Melissa was a Scheduling Analysist for Flynn Enterprises and she worked at Wal-Mart Distribution upon their first year of operation in Hopkinsville. Melissa served several years on the Relay for Life board in Hopkinsville. She is an honorary member of Hopkinsville Junior Auxiliary serving from 2004-2008. Melissa enjoys creating visual concepts using computer software to communicate ideas that inspire, inform, or captivate people. Her and her husband, Dustin, reside, work and attend church in Hopkinsville with their five-year-old daughter, Mailee, who is active in multiple community sports, which keep their family busy.

Forgotten Angels Served in 2019 With grateful appreciation, we are excited to announce a total of 400 Forgotten Angels were served in 2019! It was remarkable year, as community and staff rallied to make this years program a success. Each person played a vital part; from those who adopted an angel, each stocking stuffer donation and monetary donation, and to those who assembled and delivered bags to their destinations despite the rainy weather. In addition, this year a Christmas bag full of goodies was provided, along with their specific Christmas wish, to the 400 residents in personal care homes. We are beyond grateful to the volunteers that help each and every year. Overall, it could not have been done without God, which is exactly what this season is all about. I especially want to thank all of the PADD Staff for making allowances during this time, for offering your help, and for the heartfelt support of this program. Best to you all in the New Year!
