John Hall , a senior vice president atthe Salem Five, has been chosen aschairman of the board of the North ShoreChamber of Commerce. It's a volunteer,one-year position, but one that Hall sees asvital in helping lift us out of the recession.In an interview with the News, Hall dis-cussed the importance of business in heal-ing our economic wounds.The U.S. Chamber of Commerce becamean issue in the past political campaign.The president accused them of backingRepublicans. Is the North Shore Chamberconnected to the U.S. Chamber and itspolitical campaigning? And, for that mat-ter, what's your connection to the localchambers?We're all individual organizations. We havesimilar missions. The way I would differ-entiate the North Shore Chamber from theBeverly Chamber or the Salem Chamber— their concerns are local. We are focusedon regional interests. Things like trans-portation and the cost of health care. Andunlike the U.S. Chamber we are a nonpar-tisan organization. We're very careful aboutnot being viewed as partisan. I'll give you

a good example. During the gubernatorialcampaign we had all three candidates (Gov.Deval Patrick, the Democrat, RepublicanCharlie Baker and independent Tim Cahill)come before us. It was more about anopportunity for our members to evaluatethe candidates.Which candidate got the most applause?I would say we were welcoming to allthree.How much influence do you guys have onBeacon Hill, and are there things they coulddo there to help North Shore businesses?We feel we have very collaborative rela-tionships with all the key elected officials.We've worked to develop those relation-ships. It's all about dialogue. That's impor-tant because the whole cost of health insur-ance for businesses is one of the biggestproblems we have. Another problem —our cities and towns are challenged by run-away expenses on pensions and otherissues. We think plan design would bevery, very helpful.Plan design is the proposal to give citiesand towns the power to unilaterally reducetheir contributions to public sectoremployee health care plans. Isn't that a deadissue after those unions backed the candi-dates who won the last election?We need to streamline, and I think the gov-ernor is sensitive to that. We can't look atbusiness as the golden goose. You need jobgrowth. So you have to look at how wecan be more business friendly. Job growthcomes from entrepreneurial start-ups. Andwe are not going to grow jobs in the stateof Massachusetts until businesses haveconfidence that there is a good economycoming.What else can government do ?Anything that helps reduce expenses. And,for example, we see times when companiestry to expand a plant facility and it takes so

long to get through the process of gettingpermitted. Do you really want these busi-nesses to grow? We have to streamline. Atthe end of the day where are the jobs com-ing from? They're coming from business-people.In the movies the businessman is usuallythe bad guy.Well, I have watched businesspeople ago-nize over just making payroll. They say,"John's been with me 20 years. What do Ido?" Businesses do care about people. Andwe need our businesses to be healthier.When they see positive trends — they willstart adding jobs.Do you see a role for local governments aswell?Yes. And that reminds me of a NelsonBenton editorial in The Salem News prais-ing the town of Danvers for voting to keepthe tax rate for business in the town level.We want to see more of that. The busi-nesses there already pay a higher rate. Andbusinesses are paying an incredible amountfor health care costs.Why were you chosen as chairman, Mr.Hall?I've been a member of the chamber for sixyears. I played a very important role in ourmembership drive, a successful drive. AndI have years of expertise in management ata commercial bank.How large is the North Shore Chamber ofCommerce?We have 1,300 members. And that makesus the third largest chamber in the state.
