    Our theme this year or our AnnualDinner is Blend 2010. In keeping with thistheme we are introduc-ing a new committee

    currently named the Eco-nomic Vitality and Sus-tainability Committee.Once again, the Chamberis expanding benetsto its members, and thebusiness community atlarge, by holding ocusgroups we call IndustryClusters. The intentis to convene memberand non-member busi-nesses to strengthen the industry cluster byproviding inormation rom agencies like

    the Workorce Investment Board and NapaValley College Small Business Develop-ment Center. In return, the Chamber will beable to gather inormation rom the industryclusters to share with City, County and Stateagencies and advocate, when necessary.

    This committee was the brainchild oour ormer CEO, Kate King, who saw aneed or the Chamber to convene a meeting

    between Restaurateurs in Napa who needeto discuss sensitive issues with the Countysurrounding health inspections without thear o retaliation or registering complainUpon urther exploration by the board odirectors in our November planning sessioother industry clusters were also identiedwith similar needs.

    We look orward to this committeeconvening advocacymeetings throughout

    the year, helping ourmembers and non-member businesseswork with communityleaders and electedocials to sustainbusiness health in theNapa Valley on keylocal issues that inclutransportation, housinjobs and education.

    2010 also bringsus to the close o our 5-Year Vision, so wewill be spending time beginning mid-year

    New Law Affecting Buineein 2010

    The Caliornia Chamber o Commercerecently released a list o new laws scheduledto take eect in 2010 or earlier that will havean impact on businesses in Caliornia.

    The ollowing is a list o new laws thathave recently gone into eect or will takeeect in 2010:

    New Form I-9Revised August 7, 2009, the new Form

    I-9 contains an updated list o acceptabledocuments that employees must present uponhiring. The new orm also bears a note that alldocuments presented to establish identity and/or ability to work in the United States mustnot be expired.

    E-Verify Required for FederalContractors

    Federal contractors and subcontractorsmust use the E-Veriy system when hiringemployees. Other employers may use theverication system i they wish to do so.E-Veriy compares Form I-9 documentinormation against ederal governmentdatabases to veriy employment eligibility.

    Increase in State WithholdingState withholding increased on

    November 1, 2009. There is a 10 percentmandatory increase on employeewithholdings, a 0.6 percent increase insupplemental wage withholding and a 1.2

    percent increase on wage stock options andbonus payments.

    Alternative Workweek SchedulesThe law regarding alternative workweek

    schedules was amended to permit an eight-

    hour day as a valid alternative schedule.Additionally, the Division o Labor

    Standards Enorcement (DLSE) issuedan opinion letter stating that under somecircumstances, an alternative workweekschedule may be in place or less than a ullyear or example, during the summermonths only.

    FMLA AmendmentsFederal legislation changed the denition

    o which service members are coveredor leave under the qualiying exigencycategory.

    For regular Armed Forces members,covered active duty means duty duringthe deployment with the Armed Forces to aoreign country. Reservists are covered when

    they are on duty during deployment with theArmed Forces to a oreign country or notiedo an impending call to active duty.

    Civil Air Patrol LeaveEmployers with more than 15 employees

    are subject to a new leave or employees whoare volunteer members o the Civil Air Patrol.

    Minimum Wage for ExemptComputer Professionals andLicensed Physicians

    Rates or exempt computer proessionalsand licensed physicians do not change or2010. The current rates or these proessions

    brother John Dennisin 2000. The newpublishers took therst two years tore-tool the alreadysuccessul localSonoma Countymagazine preparingit to expand territory to the entire North BayArea.

    Their rst order o business was hiringa new crack cadre o writers and thenthe Rosinskis moved on to expanding

    content. Norm explains; We recognizedthe market was changing, becoming evenmore sophisticated, and the business reader

    wanted more storiesaddressing hottertopics and issuesthat were impactingthe regions qualityo lietopics like

    workorce housing,transportation, jobs,open space and theconficts betweengrowth and theenvironment. Themagazine coversthese topics and

    more, oten delivering inormation andviews unavailable anywhere else.

    The nal touch prior to launching theredesigned magazine was nding a newprinter, one that could meet the challenge

    o presenting the newly energized materiain a lively new ormat. Norm again:Content, color and design came togetherwhen Hudson Printing began producingthe magazine. They gave us color on everpage, a whiter, brighter, heavier sheetto print on and perect binding with a100-pound UV coated cover. The resultswere outstanding; the editorial content

    and advertising messages were now beingdelivered in the highest quality environmeWe had brought the magazine to a levelthat meant it was ready to be introducedto a new and waiting market. With theNovember 2002 issue, we expanded intoMarin and Napa counties and began toserve the business communities o the entNorth Bay.

    It was a gamble that paid o, withpaid circulation doubling in the rst year.Since then the Rosinskis have continued t

    ITT Committee Tour of the BayBridge Contruction siteBy Ed Shenk, ITT Chair

    For our December meeting, memberso the Napa Chamber Inrastructure andTransportation Task Force (ITT) joinedlocal business leaders, ve past presidentso the Napa Chamber and chair- elect,Randy Martinsen, to learn more about thehistoric undertaking to span the bay romOakland to Treasure Island. Napa CountySupervisor Bill Dodd, past president o theMTC, arrangeda boat tour othe constructionsite.

    The neweastern span othe Bay Bridgeis the responseto the bridgeroadway thatcollapsed due tothe Loma PreitaEarthquakein 1989. Ithas now been over 20 years in the makingand is estimated to be completed in 2013.Approaching $6.3 billion dollars, theunding or the current bridge is secure with

    60% o the cost covered by the tollbooth income.

    On the water tour, we saw themassive crane built in China, designedto work on this specic project and wasshipped over in a special ship able to getunder the Golden Gate Bridge. It willload the support girders and the nalroadway sections. Next, we viewed theinamous S-curve section, installed over Labor

    Day. The old bridgework has already beencleared away.

    Next, the repairjob or the recentlycracked girder wasseen. We passed theoundation or the 500oot tower and learnedhow the giant buersand one-cable systemwill work. The columnis designed to sustain a1000 year earthquake

    event. The oundation work is 90% done. Thelocal engineering rm Chaudhary & Associatedid the survey work or the connectionsor both spans to the roadways coming o

    Treasure Island. The 4 mile bridge willhave a saety lane and a bike/pedestrian pathaccessed rom a new pocket park. Last stopwas at the western span o the CarquinezBridge. We took an elevator up 4 stories,climbed three ladders and emerged onthe top o the tower near the Vallejo side,looking down to the bay 300-400 eet below

    What will the ITT do next? We haveridden the Wine Train to learn about rail

    travel. We have speakers update us on City,county and Caltrans projects. Maybe awalking tour o the new rail way right oway construction will be arranges. I youare interested in joining the committee,just show up or the bi-monthly meetingwhich meets on the rst Friday at nine at theChamber. Our next meeting is Feb. 5.
