Dear Doreen, I’m beyond crazy trying to buy a

house only to get outbid in a multiple counter-offer situation. Is this really happening? How do I know there is another offer or two? Maybe the other agent is trying to get me to up my price. My agent is saying she can ask for the first page of the other contract, but not the entire contract.

What good will that do? That could be a fake. I think my offers are fair but so far I’ve been outbid on three Anthem homes. Any advice?

Dear CGC, Let’s get real here. If you’ve

been outbid on three houses, my bet is you’re low-balling. Do you really think all three listing agents are faking other offers? Multiple counter offers are the reality right now. Even with multiple offers, in many cases, the offers compare to 2003–2004 values. Money is cheap now. Borrow as much as you can (in my opinion). In a couple short years, when inflation hits, 3.25 percent interest will seem like a real bargain. Many buyers forget that... now is the time to buy.

Put Down Those Pruning Shears!

Last week’s string of sub-freezing temperatures gripped the North Valley, taking its toll on tender plants

and trees. Even if you covered those plants overnight, chances are you’ll be dealing with plant damage, but that doesn’t mean all is lost.

So what should you do with those frost-bitten branches and dark-colored leaves? Absolutely nothing right now.

“Don’t trim anything back until the last frost. The branches that are damaged now... they are also insulating the inner plant,” said Jon Galindo, of JMG Landscaping in Desert Hills.

Damaged plant tissue shows many symptoms, but the first sign is likely wilted leaves that turn black, then turn brown or gray after they dry. Heavily damaged plants may also have stem and trunk damage.

The University of Arizona Cooperative Extension advises not to cut out the damaged parts of plants like cacti, agave, aloe, and other tender plants like

bougainvillea and citrus until the danger of frost has passed—typically the end of February or early March.

“Most likely, most plants will come back … they are stressed right now, but the plant is by no means dead,” Galindo said.

In the spring... Watch for new growth and new buds to

break. Then prune back to the new growth line, removing all dead and damaged material.

Or, scratch bark with a knife, or sharp object to see whether the tissue is green and moist or brown and dry. Cut dead branches back to a bud or a live shoot to preserve the natural look of the tree.

Tips•Cactus Most with only tip damage will

survive. It may appear blackened soon after injury, but after a few months it will turn tan or gray and become crisp. When this happens, cut just below the damaged area and discard.

•Agave Grip the heart of the plant and give it a gentle tug. If the heart comes loose, the plant is dead. If firm, the plant is still alive and will most likely recover.

• Some plants can tolerate a heavy pruning right down to the soil line, but do some research on the specific plant before doing so.

Members of the consulting team led by Environmental Planning Group (EPG) presented several exciting preliminary plans to the Anthem Community Council Board, the Community Planning & Development Committee and

fewer than a dozen residents at a work session meeting Tuesday, Jan. 15.

The plans are to be considered “high-level,” said Anthem Community Operations Officer Neal Shearer, meaning the proposals are meant as a starting point for discussion with rough cost estimates; changes to essential elements and costs of the plans can still be expected. Here are the highlights:

Liberty Bell Park Improvements

The proposal to improve the open grassy area at Liberty Bell Park involved a multi-use/soccer field, bocce ball courts and horseshoe pits—or possibly a half-court for basketball. A 32-space parking area would replace some of the grass and alleviate the parking on Hastings Way.

First Look at Proposed Enhancements

Important to Note…• Construction costs for any of

these projects would come out of the enhancement fund, currently at $2.85 million, but operating costs would come from homeowner dues and user fees. Operating costs for these projects have not yet been determined.

• It’s important to remember these concepts are preliminary and may be adjusted based on input from the ACC. Updated designs and cost estimates will be presented to the public at the Feb. 27 board meeting. Board is scheduled to vote on final proposals in spring.

First Look at Proposed Enhancements

West Side Park Development

The 10 or so acres in the far west of Anthem off Opportunity Way, once used as a recharge area by the water company now known as EPCOR, presents a space that could accommodate two soccer fields, an open grassy area, a half-court for basketball, a bocce ball court, a shuffleboard court, a playground and a restroom. Vehicular access from Opportunity Way could lead to a 65-car parking lot. Safety lighting was included as part of the plan, and field lighting is under consideration. Some of the play areas will be below grade to avoid the cost of filling the basin and to keep noise level down.

Amphitheater Conversion

That’s what it used to be called, but “civic” is the buzzword of this Council, so the amphitheater, under the new proposal, would be transformed into a “civic space.” A reorientation of the stage/audience from east/west to north/south would alleviate the effects of the sun. Wider teirs could provide additional seating for up to 2,

The wall would offer display space and incorporate lighting and a superior sound system, as well as possibilities for public art. The addition of a pathway would provide safe access for wheelchairs and service vehicles. Committee member Ed Varney brought up the potential to use the space for revenue generation.

Dog Park Magic

Many years ago, Anthem Pets asked the powers that be for land for a dog park. We have no land to give them, Anthem Community Association Executive Director Steve Peterman told In&Out at the time. In the meantime, somebody produced what looks like a well-suited, spacious four acres just west of the Anthem Park-and-Ride on Parker Court. The proposal would include three grassy cells, two for active use while turf in the third is restored. A trail around the perimeter would allow owners to get exercise while dogs romp. Shearer proposed controlled access for users, such as a gate card. The site includes plentiful parking.

Community Park RepurposingIf you’ve never seen the half-rink for

roller hockey behind Anthem’s skate park, you are not alone. The seldom-used space could be demolished and replaced with a bocce ball court. On the full roller rink, lines for shuffleboard could broaden use of that rink. There’s room for a horseshoe pit or two on the grass area just to the north of the rink.

Community Center Expansion

To provide more space at the existing Community Center, the EPG team proposed an extension with two, possibly three 20-by-40 racquetball courts on the north side of the building. The two-story addition could provide more exercise, multi-use and storage space. The spectacular, sweeping view of Daisy Mountain from the gym and second-floor workout area could be compromised and is a consideration. io

Pit Bull Attack Prompts Search for Owner

It was a chilly Saturday after Christmas when Nancy Mylan grabbed her water bottle and her

mace, and leashed her three dogs for their morning exercise, unaware of the trauma she was about to face. The following is Mylan’s account of what happened next:

About five minutes into their jaunt, they approached Copper Basin pocket park where a woman sitting on a bench was throwing a ball for her black pit bull.

As Mylan and her pack approached, the pit bull launched off the bench in aggressive pursuit.

“[The woman] looked so concerned, she was calling after her dog frantically, before the dog ever reached me,” Mylan said. “I was in complete disbelief, because I had never seen a dog come up and attack like that.”

She scrambled to gather her dogs, starting with the tiny chihuahua, but by then, the pit bull already had its teeth on the sheltie, Roxy.

to wrest Roxy from the pit bull’s jaws. As the other woman approached to control her dog, the animal, still in attack mode, laid her out, Mylan said.

“She’s flat on her back and the pit bull had the dog full off the ground, on top of [the woman],” Mylan said. Certain her dog was being killed before her eyes, she reached for her mace and sprayed the pit bull’s face.

Mylan gathered up the bloody Roxy and the other two, and headed home, but not before getting the name and address of the woman, who Mylan describes as slim, average height with strawberry blonde hair, and

in her 50s. She repeated the address to herself incessantly until she got home.

But when Animal Control investigated, it found no pit bull at that address. So, agents searched county records for the woman. “The person is not in the database as the dog owner,” said Audie Greybear, spokesperson for Maricopa County Animal Care and Control. “We’re going to keep the case open.”

Greybear said MCACC gets bite reports daily. According to its website, about 9,000 pit bulls are euthanized at Maricopa County animal centers every year due to “irrational breeding” and the fact that “a pit bull can be hard to handle

for an inexperienced dog owner, or for those unfamiliar with the breed.”

“I know she had to be in shock as well,” Mylan said, suggesting the woman might have given her old address out of habit. But Mylan, who works at Anthem’s Well’s Fargo, is stuck with the growing vet bill, which,

after the second surgery, reached about $2,000, she said.

Worse, she fears the dog may attack again. “I’ve never seen anything so brutal in my life,” Mylan said. “It was probably the most terrifying thing I’ve ever been through.” io

UPDATE Mylan contacted In&Out after the writing of this story to inform us that with the help of many neighbors, she believes the woman has been identified, although she has a different name and address than what was given at the time of the incident. To verify her identity, Mylan, accompanied by a couple neighbors who helped locate the pit bull owner, knocked on the woman’s door, Mylan said. They heard a dog barking, but the woman declined to open, saying she had just gotten out of the shower, according to Mylan.

Greybear said MCACC now has a name and is attempting to make contact. There are no records of a pit bull licensed to the address they are tracking.
