JMC launched Cleanliness Drive
Continuing the drives and various programmes being organized by
Jammu Municipal Corporation on the eve of 2nd anniversary of the launch of Swachh
Bharat Mission and to commemorate the Swachh Bharat Week which is being
celebrated from 25th September to 2nd October 2016. Jammu Municipal Corporation
launched Cleanliness Drive at Neta Ji Subash Chander Park, Town Hall Complex and
office surroundings.
The drive was launched by Sh. R. S. Jamwal (KAS) Joint Commissioner (A)
JMC. Sh. Neeraj Gupta, (KAS) Chief Accounts Officer (Nodal Officer SBM), Dr. Anita
Salgotra, Health Officer, JMC and other staff of health and sanitation wing of JMC.
The residents of the area were also present during the drive. The motive of the drive
was to aware the general masses that we should maintain our surroundings clean
and green.
The Swachh Bharat Mission campaign was officially launched on 2 October
2014 at Rajghat, New Delhi, by Hon’ble Prime Minister Narendra Modi. It is India's
biggest ever cleanliness drive and 3 million government employees and school and
college students of India participated in this event. The event was launched on
2nd Oct. which is also birthday of Mahatma Gandhi. Mahatma Gandhi played an key
role in making the India as Independent Country.
The Neta Ji Subash Chander Park was identified as he is also renowned
freedom fighter and played an important role to make India as independent country.
The Joint Commissioner (A) advised the people to spread the message of cleanliness
among the masses. He also appealed to cooperate with Jammu Municipal Corporation
in keeping Jammu Clean & Green and avoid using polythene carry bags, use
dustbins/containers installed in their localities for throwing garbage.

Sh. Neeraj Gupta (KAS), Chief Accounts Officer, JMC (Nodal Officer, SBM)
appealed the people for their active cooperation in making our city clean and green for
the success of implementation of Swachh Bharat Mission. He also appealed the public

Latrines if they do not have in their premises.

Swachh Bharat Week
Jammu Municipal Corporation on the eve of 2nd anniversary of the launch of
Swachh Bharat Mission and to commemorate the Swachh Bharat Week which is being
celebrated from 25th September to 2nd October 2016 on 2nd October launched a
massive cleanliness drives and organized various programmes within the limits of
Jammu Municipal Corporation.
Sufficient number of men and machinery was deployed by Health & sanitation
wing / Transport wing of JMC for this drive. During this drive sweeping of roads,
lanes, By-lanes, desilting of drains, sprinkling of lime was done. Vehicles mounted
with the public address system were deployed in the city to make announcements and
to aware the shopkeepers and general public to use dustbins for disposal of garbage,
dispose the garbage at nearby collection point / container. About 430 Mts. of Garbage
and debris was removed with the help of vehicles deployed for this special sanitation
drive.
Early in the morning a massive Cleanliness drive was launched at Satwari
Chowk where the Mahatma Gandhi Statue is installed. During the drive the officers,
officials and field staff of JMC was present. A massive cleanliness drive was also
launched at Rajiv Nagar area in association with Tawi Bachao Andolan. A thermal
fogging operation was also done in the whole Rajiv Nagar area .
At Gole Market, Gandhi Nagar Jammu JMC also organized an awareness drive
in which Dr. Nirmal Singh Dy. Chief Minister J&K State was the Chief Guest. Dr.
Manmohan Singh Commissioner JMC, Sh. R.S. Jamwal Joint Commissioner(A) , Sh.
Neeraj Gupta, Chief Accounts Officer, , Sh. Ranjit Singh Secretary JMC, Koushal
Chand, Joint Commissioner (W), & Dr. Anita Salgotra, Health Officer, besides other
officers/officials and supervisory sanitation staff of JMC were also present . The
members of market associations of Apsara Road were also present during the
programme.
At the outset, Commissioner JMC welcomed the Dy. Chief Minister at the
venue. Dy. Chief Minister sworn in and administer The Swachhta Oath to the officers,

staff and the general public who were present in the function. An awareness march
was also held from Gole market to Apsara Road to aware the public in general that
how to make Jammu clean and green and for the success of Swachh Bharat Mission.
While addressing the gathering, Dy. Chief Minister stressed the need to join
hands together to make the Swachh Bharat Mission a Successful mission. He also
appealed the Apsara Bazar Association to cooperate with Jammu Municipal
Corporation to make the Jammu Clean & Green.
A thermal fogging operation was also done in the Gandhi Nagar, Gole Market
area.
During these programmes Commissioner JMC appealed the public in general to
cooperate with Jammu Municipal Corporation in keeping Jammu Clean & Green and
also not to use polythene carry bags. He requested general public to use dustbins /
containers installed in their localities for throwing garbage.

the first swachhta week was which commenced from 25th Sept. to 02nd Oct 2016 a
no. of cleanliness drives and other programmes were organized in Educational
Institutions and Tourist Places.
Today the drive was launched by Sh. R. S. Jamwal (KAS) Joint
Commissioner (A) JMC. Sh. Neeraj Gupta, (KAS) Chief Accounts Officer , Sh. Ranjit
Singh (KAS), Secretary, Dr. Anita Salgotra, Health Officer, JMC and other staff of
health and sanitation wing of JMC. The residents of the area were also present during

maintain our parks surroundings clean and green. The parks have been selected
during this week for the cleanliness drives as number of people gathered in these
parks during morning and evening.

and Higher Secondary School area to assess the problems faced by the people who have been migrated from borders due to firing by Pakistan Army
Today Commissioner, Jammu Municipal Corporation, Dr. Manmohan Singh
(KAS) alongwith R.S. Jamwal (KAS), Joint Commissioner, Dr. Anita Salgotra, Health
Officer, Talat Mehmood Khan, Chief Transport Officer alongwih other staff visited
Muthi and Higher Secondary School area to assess the problems being faced by the
people who have been migrated from borders due to firing by Pakistan Army. The
Commissioner, JMC gave on spot directions to the Health and Sanitation Staff of
JMC to provide proper sanitation to the area so that there could no chances of
health hazards to the migrated people.
The people so migrated from border areas appreciated the role of Jammu
Municipal Corporation for extending timely help in this emergent situation arise out
of border situation and thanks the Commissioner, JMC for visiting the area and
mitigating their sufferings. The Commissioner, JMC assures them JMC would
extend every possible help the migrated people.
The Deputy Commissioner, Jammu alongwith Commissioner, JMC also visited
M.A.M. Stadium and G.G.M. Science College to see the arrangements being made
for Inter school games and gave on spot directions to the field staff to provide any
sort of help required by the Stadium Staff.

Bhagat Singh Park at Krishna Nagar, Jammu.
Extending the Swachh Bharat Week Programmes for another span of one week.
The Jammu Municipal Corporation launched cleanliness drive at Shaheed Bhagat
Singh Park at Krishna Nagar ward no. 12 Jammu. The Joint Commissioner (A) visited
whole area of Krishna Nagar and gave on spot directions to the Health Officer to
modify the existing collection point and de-silting of drains.. During the first of week
of Swachh Bharat Week major cleanliness drives were launched within the limits of
Jammu Municipal Corporation. The people was also made aware about the
importance of Swachh Bharat Mission, as this is only way to keep our surroundings
neat and clean.The drive was launched by Sh. R. S. Jamwal (KAS), Joint
Commissioner (A), JMC Sh. Neeraj Gupta, (KAS) Chief Accounts Officer (Nodal Officer
SBM), Dr. Anita Salgotra, Health Officer, JMC and other filed staff of health and
sanitation wing of JMC. The residents of the area were also present during the drives
who appreciated the role of JMC and also assured that they shall extend their helping
hands to JMC to make cleanliness drives a major success. The motive of the drive was

IHHL constructed by Jammu Municipal Corporation under
Swachh Bharat Mission.
Sh. Shamsher Singh Manhas Hon’ble Member Parliament Rajya Sabha and Dr.
Manmohan Singh Commissioner Jammu Municipal Corporation handed over the keys
of 07 Individual House Hold Latrine Units (IHHL) to the beneficiaries at an impressive
function held at Paloura Mohalla Khajurian ward no. 59. The IHHL constructed by
Jammu Municipal Corporation under Swachh Bharat Mission.
Hon’ble M.P. visited the three sites of units. These units inaugurated and
handed over to the beneficiaries by the Hon’ble M.P. He also appreciated the
construction work of these units. While speaking on the occasion Hon’ble M.P.
highlighted the progress of IHHL unit which are under construction. He also stressed
to the beneficiaries to maintain and use these units which are recently being handed
over today. He appealed the gathering that we people should cooperate with Jammu
Municipal Corporation to make the Jammu Clean and Green. He also stressed for
proper utilization of electricity & water.
Commissioner Jammu Municipal Corporation welcomed the Hon’ble M.P and
highlighted the work being done by the Jammu Municipal Corporation under Swachh
Bharat Mission.

Enforcement staff demolished the on going unothorized construction of extending shops at Nai Basti Satwari
On the instructions of Dr. Manmohan Singh (KAS) Commissioner, Jammu
Municipal Corporation Jammu and under the supervision of Sh. R.S. Jamwal (KAS)
Joint Commissioner (Administration), the Enforcement staff demolished the on going
unothorized construction of extending shops at Nai Basti Satwari which were being
raised by Pawan Singh , The demolation operation has been conducted with the help
of Police Force. The said illegal construction seriously effects the planned development
of Jammu City and contravenes the zoning regulation.
The Jammu Municipal Corporation appeals to the General Public to refrain from
making encroachments and unauthorized constructions/Conversion in violation of
land use otherwise strict action as admissible under rule leading to
demolition/sealing will be taken.

Sterilization / spaying of stray dogs
On the directions of Dr. Manmohan Singh (KAS), Commissioner, Municipal
Corporation Jammu, and Sh. R.S. Jamwal (KAS), Joint Commissioner(A), JMC,
Sterilization / spaying of stray dogs have been started at Municipal Animal Care
Centre, Roop Nagar Jammu under the supervision of Dr. Jaswant Singh, Municipal
Veterinary Officer, JMC. Giving detail about the programme Dr. Jaswant Singh,
Municipal Veterinary Officer said that JMC has invited tenders from registered
agencies / NGOs to carry out the work of ABC / ARV of stray dogs in all the 71 wards
of Jammu Municipal Corporation for a period of 2 years but due to poor response
from the tenderers the programme could not be started.
As Jammu Municipal Corporation is receiving lot of complaints regarding the
nuisance created by the stray dogs in all 71 wards of JMC and to handle this
situation Jammu Municipal Corporation itself have started the Sterilization / spaying
programme for stray dogs under which 10-15 stray dogs are being sterilized per day
and approximately 50 dogs have been sterilized in last 4-5 days.
As per the guidelines issued by Animal Welfare Board of India and Hon’ble
Supreme Court of India killing of Stray Dogs and there relocation from one place to
another location is totally prohibited / banned, so abid ing by the guidelines, after
catching, sterilization and providing post operative care for 3-4 days, dogs are
vaccinated against Anti Rabies Vaccine (ARV) and are relocated to their respective
areas from where they are lifted up.
Sterilization of dogs is being done by Dr. Vikas and his team which includes
trained Paravets and dog catchers under the overall supervision of Municipal
Veterinary Office, JMC. This programme will continue till retendering / outsourcing of
ABC programme is done. Municipal Veterinary Officer, JMC said that stray dogs will
be lifted on complaint basis and priority will be given to sensitive areas like Hospitals,
Educational institutions and religious places etc.

SVEEP (Systematic Voter’s Education and Electoral Participation)
SVEEP (Systematic Voter’s Education and Electoral Participation), the Jammu
Municipal Corporation organized two days awareness camp on 17th and 18th oct,
2016 at NSM College of Education , Bohri and Town Hall Premises where students of
NSM College and MIER college of Education , B.C. Road including staff of both
colleges, Election Supervisors and Booth level officers participated the Programme on
SVEEP to encourage the participation of youth in democratic process under the
supervision of Electoral Registration Officers (EROs) of 72- Jammu East and 73-
Jammu West in collaboration with Election Department, J&K.
The aim of SVEEP Awareness is to formulates policies, lays down the
frameworks, plans interventions and monitors implementations besides carrying out
continuous discourse with voting publics, civil society groups and media and mainly
voters awareness and Education aimed towards improving Electoral Participation in
the country. Sh. Ashwani Sudan , Revenue Officer JMC welcomed all the dignitaries
and the participants.
The Dy. Chief Electoral Officer Sh. Krishan Lal briefed all the participants
about the SVEEP activity and active participation of youth in Democratic setup. Sh.
R.S. Jamwal (KAS) Joint Commissioner (Adm.) JMC -ERO of 72- Jammu East and Sh.
Ranjit Singh (KAS) Secretary, JMC- ERO of 73- West Constituency gave a detailed
description about the NVSP portal for online registration of any person whose name
is not included in the Electoral Roll of a Constituency may apply to the ERO, AERO,
BLO for the registration of his/her name in the Electoral Roll by filling of Form no. 6
(addition), Form no 7 (deletion), Form no 8 (Correction) and Form No 8A
(Transposition). She/he is not less than 18 years of age on the qualified date. Special
Summary Revision camp 2016 is going to be held on 22.10.2016.
Later the vote of thanks was presented by AERO’s of both the constituency and
Election Naib Tehsildar JMC to all the dignitaries along with college students and staff
for their participation in the SVEEP activity.

Anti encroachment drive is conducted throughout the whole city to clear traffic
congestion caused due to encroachments.
In pursuance to the directions of Hon;ble High Court, Jammu in the case titled
All India Taxi Sumo Union vs State & ors, an anti encroachment drive is conducted
throughout the whole city to clear traffic congestion caused due to encroachments.
In compliance to instructions issued Jammu Municipal Corporation had started
a public awareness campaign by publication/distribution of appeal pamphlets and
made announcements through loud speakers in the city well before conducting the
anti encroachment drive. Besides, JMC also served notices to all the shopkeepers for
removing their encroachments especially from footpaths/pavements.
The objective of the campaign is to aware general public about sanitation,
encroachments of footpaths/pavements, illegal constructions & lanes/drains/nallahs
etc.
Dr. Manmohan Singh (KAS), Municipal Commissioner called a meeting with all
the members of market Association regarding encroachment made by the shopkeepers
on the footpaths/pavements. A brief discussion was held with the members on the
issue and they assured JMC that they will give their full cooperation while conducting
anti encroachment drive against defaulters. They also stressed upon that such drives
should be taken vigorously in future because some offenders in market are habitual to
encroach the footpaths causing obstruction to vehicular traffic as well as pedestrians.
Today on 21.10.2016 on the directions of Dr. Manmohan Singh (KAS),
Commissioner Jammu Municipal Corporation the Enforcement & Health wing of JMC
launched an extensive anti encroachment drive under the supervision of Joint
Commissioner (Adm), R.S. Jamwal (KAS) with the assistance of SP, Traffic, Rohit,
SDPO City, Vivek Shekhar, SHO city, Shakti Devi and police force in the areas of Veer
Marg, Gurudwara Sunder Singh Road , JP Chowk, Vinayak Bazar, Dogra chowk etc.
During the drive 4 truck loads of material has been seized from shopkeepers
who has encroached footpaths/pavements by installing/displaying their articles

outside the premises of shop causing hindrance to pedestrians and also causing
heavy traffic vehicular traffic congestion. The encroachments over the
footpaths/pavements also causing insanitation condition due to coverage of drains.
During the drive team interacted with general public and law abiding
shopkeepers who has praised the JMC for such initiatives and extended their
full cooperation in conduct of drive for making city neat and clean.
Among others who have accompanied R.S. Jamwal (KAS), Joint Commissioner
(Adm), JMC are Chief Enforcement Officers, Rajesh Gupta & Kamini Kesar, Health
Officer, Dr. Anita Salgotra Asstt. Enforcement Officers, Enforcement Inspectors and
other staff members of the Corporation.
During the drive R.S.Jamwal (KAS), Joint Commissioner (Adm), JMC make
fervent appeals to all the shopkeepers to avoid encroaching footpaths/pavements
which is meant to be used by the pedestrians and not for their articles, if the
shopkeeprs do not desist this practice action under Municipal Act shall be initiated
against defaulter like seizing of material/demolition of encroachment & sealing of
premises.

Municipal Corporation’s office Town Hall Jammu for door to door garbage collection
On the Directions of Dr. Manmohan Singh, Commissioner, Jammu Municipal
Corporation, Sh. R.S. Jamwal (KAS) Joint Commissioner (A), Sh. Neeraj Gupta, (KAS)
Chief Accounts Officer, Sh. Ranjit Singh, Secretary Dr. Anita Salgotra, Health Officer,
JMC flagged off wooden wheel barrows alongwith covered dustbins from Jammu
Municipal Corporation’s office Town Hall Jammu for door to door garbage collection in
Gandhi Nagar area. The dustbins have been issued so that the garbage can be
collected in covered manner and so that it does not create nuisance while shifting to
main collection containers. This initiative has been taken for the success of Swachh
Bharat Mission.
Further, the directions were issued in the meeting held on 22.10.2016 under
the chairmanship of Hon’ble Deputy Chief Minister regarding smart city proposal for
holding a meeting of all the Nodal Officers nominated by different departments for
coordinating with the Consultants engaged for preparation of smart city proposal on
regular basis in the Conference Hall of JMC.
Following the directions, a meeting of all the Nodal Officers was held under the
chairmanship of Sh. R.S. Jamwal (KAS), Joint Commissioner (A), JMC on 26.10.2016
in the Conference Hall of JMC wherein thorough discussion regarding smart city
proposal was held with the Consultants. The meeting of all the Nodal Officers shall be
held on regular basis so that more and more suggestions/opinions can be sought for
preparation of smart city proposal.

Jammu Municipal Corporation organized “Run For Unity”
On the Birth Anniversary of Sardar Vallabhbhai Patel which is celebrated as
Rashtriya Ekta Diwas (National Unity Day) on this occasion, Jammu Municipal
Corporation today on 31/10/2016 organized “Run For Unity” from Mubarak Mandi to
Parade Ground Jammu. Dr. Nirmal Singh, Dy. Chief Minister, J&K State Flagged off
Run for Unity. Mrs. Priya Sethi Hon'ble Minister of State for Education, Technical
Education, Culture, Tourism, Department of Horticulture, Floriculture and Parks. Mr.
Yudh Veer Sethi Sr. Leader BJP were accompanied the Dy. Chief Minister. Dr.
Manmohan Singh, Commissioner, Jammu Municipal Corporation, Sh. R.S. Jamwal
(KAS) Joint Commissioner (A), Sh. Neeraj Gupta, (KAS) Chief Accounts Officer, Sh.
Ranjit Singh, Secretary Dr. Anita Salgotra, Health Officer, Sh. Talat Mehmood Khan,
Chief Transport Officer, JMC and other officers and staff of JMC and general public
was also present. Dy. Chief Minister sworn in and administer The Rashtriya Ekta
Diwas Pledge to the officers, staff and the general public who were present in the
function. Speaking on this occasion Dy. Chief Minister highlighted the role of Sardar
Vallabhbhai Patel for unification of India.
