Increased Visibility of the EALS Increased visibility of the EALS, as reflected by the

numerous press and media mentions. Biennial Awards Re-introduced the EALS biennial awards, the last of which

were given out at the AGM in Mombasa in 2013. Specialized Membership Services In line with offering specialized membership services,

started the Leading Law Firms Forum and the Young Lawyers Forum. Under the Young Lawyers Forum, we invited and fully paid for 12 young lawyers to come to Arusha and acclimatize themselves with the EAC, African Court, ICTR, and EALS; as well as organizing Young Lawyer focused CEL trainings with the national Law Societies.

Public Interest Litigation Oversaw a very vibrant public interest litigation team at the EACJ, that

returned a number of favourable references at the EACJ to influence regional laws and policies.

Consistency : Was able to convene all scheduled EALS Council meetings, as well as EALS committee meetings which speaks to consistent policy guidance and oversight of the secretariat’s programs.   

A Move towards increasing Equity Worked towards increasing equity and parity at the EALS, with RBA, BBA

and the ZLS now having an additional council member to make three. Of course, more work has to be done to ensure parity.

Borderless Practice within the EALS Oversaw the development of the draft MRA for legal professionals in East

Africa, which was presented to the last EALS AGM in Kigali. The MRA was deferred for further consultation by ULS, BBA and TLS, and is expected to be tabled before the next AGM in Zanzibar this November.

record to give you a peek. Financial Stability of the EALS Oversaw the increased financial stability and sustainability of the EALS,

 with increased membership subscriptions that can now cater for all the administrative and running costs of the secretariat.

Protection and Defence of the Independence of the Bar Offered technical support to defend the independence of the bar, as well

as support the national law societies in times of persecution by the government. This includes appearing as amicus when the LSK Chairperson was summoned by the Supreme Court for making comments relating to the elections in Kenya, and the disbarment of the Batonnier of the RBA for which the EALS went to the EACJ and obtained a judgement that declared the disbarment contrary to due process and the proper rule of law.

Strategic Partnerships Increased partnerships with international and global actors, in the areas

of governance, legal professionalism and human rights protection. At present, the IBA has partnered with the EALS and sponsors sessions on legal practice skills at each of the EALS AGMs; we conducted a training on accessing international human rights protections mechanisms with the UN Human Rights Office in Addis Ababa for all Bar Association CEOs, Presidents and CEL Officers, and most recently partnered with the UN to conduct a training for UN Judicial and Legal Officers on the rule of law in October 2014 in Dar es Salaam.

My Projects• Mr. James Aggrey Mwamu has left a mark in several projects

towards developing legal practice and the Rule of Law both nationally and regionally.He was involved in developing the five years strategic plan for the Law Society of Kenya (LSK) 2005 to 2010.

• Mr. Mwamu has delivered legal and research paper work on Constitutional Review in several Law Society seminars and seminars organized by United Nations Development Programme.

• Participated in research work and reforms on the Disciplinary Committee of the Law Society of Kenya sponsored by World Bank in Lagos Nigeria in 2008 for 10 days in partnership with Nigeria Bar Association.

• He was also involved in drafting Rules for Extension of Jurisdiction of African Human Rights and Peoples Court in Malawi in March 2011.

• He was among the team that prepared the EAC Protocol for Standards of Admission of Foreign Professionals in July 2012

• His passion to mentor both up coming and newly admitted advocates is not only in Kenya but regionally.

My Projects• He was deeply involved in training young lawyers on

the EAC integration process in August 2012 in Nairobi.

• Mr. Mwamu who was involved in EAC, IFC and World Bank Seminars for Harmonizing the Commercial Laws within EAC, opportunities and Implementation Challenges says regional integration is important for the growth of the legal profession.

• Mr. Mwamu who has been a member of the Committee Reviewing the East African Law Society Constitution 2012 played a huge role in the run up to the adoption of the Constitution of Kenya.

• Mr. Mwamu who trained on Judicial Independence in the Sub Sahara Africa in Entebbe Uganda for four days in 2008 assisted the Waki Commission in collecting evidence of the post election violence in the Western Region.
