EXECUTIVE SUMMARY The Jamaica Development Infrastructure Programme (JDIP) is the umbrella programme under

which the island’s road infrastructure will be rehabilitated and restored over the next five years.

The Jamaica Development Infrastructure Programme (JDIP) is the outcome of a Preferential

Buyer’s Credit (PBC) facility from the Government of China through the China Export-Import

Bank and the programme of works is being executed by the Contractor, China Harbour

Engineering Company (CHEC) Limited. The first year works are being implemented by the

National Works Agency (NWA) on behalf of the Ministry of Transport and Works (MTW).

The programme will address the identified problems of the road and drainage network of the

entire island which has reached a critical stage of deterioration. This deterioration is largely due

to a barrage of intense named weather systems such as Hurricanes Ivan (2004), Dean (2005),

Gustav (2008) and Nicole (2010).

The more than 10,000-km of parochial/community/farm roads which are in severely deteriorated

condition is also being addressed by this programme. It is well known that this deterioration is

due in part to the lack of rationalized periodic maintenance over a long period of time, improper

roadway elevations as well as the need for good, sustainable drainage systems.

In addition the constant risk of damage to the properly maintained infrastructure by natural

events such as flooding caused by sustained heavy rains over periods lasting between two and

seven days at a time is always a cause for concern while human factors such as the overloading

of trucks and other vehicles continue to severely damage our road infrastructure with impunity.

The hilly terrain, delays and other challenges in land acquisition and the inadequacy in

construction standards often due to economic constraints, also render the parochial roads and/or

arterial national highways vulnerable and susceptible to the following problems:

The hidden defects caused by inconsistency and difference in road design standard;

The unfavourable horizontal and vertical linear index, poor traffic condition and low traffic

capacity;

Too many grade intersections or crossings which retard the speed of safe traffic movements;

Too densely-distributed traffic conflict points at grade intersections causing vehicles to

spend a too much time in allowing the other road users required safe access (“giving way”

frequently);

The locations of many of the highways along the coast are low in elevation so traffic is

liable to be interrupted by hurricanes and floods. (This applies mainly to our Class A main

roads);

Most roadway and pavement of the highways along the foot of mountain lack

appropriate/adequate gutters or other drainage system and become spillways in the rainy

season, usually causing roadway to be transversely washed away leading to serious damage

to the highway, and the pavement is often severely scoured or even completely destroyed.

The defect or damage of road network caused by the factors outlined has had observed negative

impacts on economic growth, the commercial livelihood of the populace, personal life and

property, transport, traffic and tourism. The fact is that most roads now need to be widened,

reconstructed or substantially rehabilitated to meet the needs of the island adequately.

Although the problems are well known and are documented, due to the lack of sufficient

financial support from the Capital A Budget of the Government of Jamaica, the reconstruction

and periodic maintenance of the existing road network fall behind and the road condition become

progressively worse.

To address this critical problem which hampers economic progress and to end the ever-

increasing damage to the roads, the Jamaican Government has established a package of programs

by levying a given portion of fuel surcharge for Reconstruction, rehabilitation, maintenance and

development of road network.

The roads slated for maintenance and rehabilitation under the JDIP are included in the main and

parochial network and are all essential for the movement of goods and services throughout the

island. As was previously stated, the further deterioration of these roads and infrastructure will

continue to have even more adverse effects the economy of the communities along the affected

corridors if the problems are not addressed urgently.

The NWA and CHEC have agreed on the Master list of projects from which works will be

designed, priced and awarded upon the approval of the MTW over the next five years based on

the priority assigned. The selection of Projects will take into account the priorities of the

National Transport Policy, the Road Sector Maintenance Master Plan and consultation with

stakeholders including the elected representatives. Local subcontractors have been nominated for

most of the rehabilitation works, while CHEC will focus on the design and implementation of the

larger projects. The NWA will also work closely with the Parish Councils during

implementation.

The year 1 and 2 works have now started in earnest and the public is excited as the signs are

erected to herald the upcoming works.

The identified works for Year 1 and 2 can be classified in the following main categories:

A. Rehabilitation of parochial and housing scheme roads

B. Rehabilitation of main roads

C. Construction of retaining walls

D. Purchase and construction of bridges

E. River training works

F. Traffic Management

G. Institutional Strengthening

Rehabilitation of Parochial and Housing Scheme Roads

As was noted before, The National Works Agency collaborated with the Department of Local

Government to identify a number of projects to be considered for implementation within the

USD-400-million loan framework to facilitate the improvement and general rehabilitation of the

existing municipal road system, including a number of housing scheme roads which require

urgent attention. Works have already begun in the residential community of Havendale, St.

Andrew and Karlston Glades in Clarendon and Fairview Community Roads in St. Catherine.

Housing Scheme Roads

Over the years numerous Housing Developments have suffered from the problem of poor road

condition usually caused by inadequate drainage.

Under the JDIP, Housing Scheme Roads were prioritised based on size (population), strategic

location, traffic volume and urgency of condition. Fairview Housing Scheme in St. Catherine for

example, faces flooding during heavy rains and several residents had to abandon their homes.

Rehabilitation of Main Roads

According to the requirements of the National Works Agency as well as site visits made by

CHEC, the projects within the USD-400-million loan framework consists of the improvement of

arterial national highways as well as the general rehabilitation of existing municipal road system,

especially the urban roads which are mostly distributed in downtown area of Kingston, the

capital of Jamaica and the arterial roads to be reconstructed are dispersed in all areas of the

entire island, as listed below:

This programme will also address roads with critical routine and periodic maintenance needs.

Construction of Bridges

The construction of the bridges to facilitate the movement of people and goods between

communities as well as to address the safety concerns of the public has thankfully started. These

represent a few of the most critical bridges that are in need of urgent repairs and also the areas

where bridges need to be constructed over fords on major thoroughfare.

Work has now been initiated on the following bridges:

Eden Bridge, St. Mary

The existing bridge is a very narrow double span, concrete deck on steel

girders bridge. Located in the parish of St. Mary it crosses the Oracabessa

River. The bridge’s sole intermediate pier support is settling, as its foundation

has been undermined by scour. The bridge is located at a bend in the river and

protective river bank protection is necessary to contain the river within its

banks and to prevent damage to the new bridge. The proposed bridge has

been designed, with bridge components currently in NWA Storage.

Bull Bay Compact 200 Bridges

Two communities in the Bull Bay area are currently cut off from Main road

access. Citizens are forced to traverse the river in high run off periods. The

existing bridges are to be retrofitted and river training installed to contain the

river.

11 Miles Box Culverts, St Thomas

The 11 Miles Fords represents a safety issue during high rainfall events.

Motorists are at risk and St. Thomas is at risk of being cut off from Kingston

at these locations. Two box culverts are proposed to address this issue.

Port Maria Pedestrian Bridge, St Mary

A compact 200 modular pedestrian bridge is proposed to replaced the

collapsed structure and restore access for residents of Port Maria between the

main business area (east) and west bank.

The impacted communities welcome these works as they anticipate the expected benefits.

River Training Works

This component aims to carry out works to prevent excessive scouring and damage to properties.

It will also help protect our infrastructure assets.

The works include;

- Provision of Gabion Baskets

- Rock Revetment

- Sea Defence

- Bunding

- Desilting of channels

- Realignment of channels

Gabion baskets are currently being established at Llandewey in St. Thomas to sure up the areas

which are prone to breakaways.

Traffic Management

This aims to ease Traffic Congestion and resulting delays in several urban centres across the

island. Work will involve:

- Widening of intersections

- Provision of new Traffic Signals

- Rehabilitation of new Traffic Signals

The Cross Roads Traffic Improvement project is one of the first beneficiaries of this programme.

The Year 1 and 2 JDIP Programme

The JDIP programme is now fully in progress and Figure 1 demonstrates the relative distribution

of the projects which have now been approved for each parish.

We should again remind the public that some of these projects proposed in the list provided may

be reorganized as the impact of the TS Nicole damage has affected the prioritization of the

interventions which were previously proposed. This will definitely not reduce the amount of

work to be done in each parish under the programme but specific roads may be dropped as others

are included or the scope of activities may be increased or reduced based on the current

state/condition of the road section.

Currently there are some sixteen (16) subcontractors undertaking about fifty-eight (58) projects

to address issues on over two hundred (200) road sections island wide. These activities are not

just improving the roads and the road conditions but are also providing valuable jobs and are

serving as catalysts to economic development in the areas where they are done.

Two (2) major projects, Christiana Development Road in Manchester and the Rio Grande Bridge

in Portland are being done under the direct supervision of the Contractor (CHEC). These projects

are expected to provide not just first class access to the communities they serve, but also to

stimulate economic development in the surrounding areas.

Conclusion

As the implementation of this programme which is a major undertaking by the Government of

Jamaica progresses, we anticipate that the benefits which will enhance the quality of life of the

citizens of Jamaica. We welcome the ability of this programme to stimulate economic growth

and development and we await the positive effects which will be brought by it.

This five year programme has been established by selecting areas and roads where the most

urgently needed interventions are to be implemented, but we are mindful that the country’s

current weather patterns has the potential to derail our most carefully planned activities. It

therefore means that the selection criteria used for the inclusion of roads and other components

will be applied on a continuous basis in order to address the most critical and pressing

infrastructure need in the most timely manner possible

Major Projects

Rio Grande Bridge

This bridge will guarantee access to and from Port Antonio for residents, businesses and visitors.

PROJECT OBJECTIVE

The pavement will have a design life of 20yrs

Road Works

The 450m approach road will match the just concluded North Coast Highway.

Bridge

Construction of a 210m length, 4-span, 2-lane bridge across the Rio Grande River. The bridge is

designed to accommodate the 50 year return flood.

Project Cost: US$28.8M

Christiana Development Road

The intended purpose of the project is to reduce congestion in the town of

Christiana while improving travel times along the Manchester to Trelawny main road. An expected benefit from this project is also an increase in commercial activity.

SCOPE OF WORKS

The proposed development road will be approximately 1 km long and runs west of

Christiana town centre. It includes the construction of a typical 2 lane urban carriageway with

hard shoulders, drainage infrastructure, traffic signals, etc.

Queens Borough and Cassia Park Bridges

The project is intended to improve the safety and efficiency of traffic transit in the Queens-

borough and Cassia Park community and environs.

The proposed works comprise of plate girder superstructures with a 2 lane roadway, sidewalks

railings and approaches, spanning approximately 38 & 30 meters respectively between

abutments. The works to be carried out will also include repairs to the existing waterway

Fern Gully Restoration and Rehabilitation Project-Stages 11&111

The project is intended to improve the safety and efficiency of traffic transit through the Fern

Gully and reduce the impact of flooding in the Ocho Rios community and environs.

Project Objective

The reconstruction of approximately 1.6km of the existing roadway through Fern Gully using

Rigid Pavement construction with ancillary roadside drainage. The pavement structure consists

of a Jointed Plain Concrete Pavement slab, with tied concrete shoulders; supported by a 150mm

cement stabilized aggregate base and a 150 mm granular sub-base on sub-grade.

Project Scope - Stage II

The construction of approximately 1km of reinforced concrete storm water ‘U’-drain including

the supporting infrastructure of box culverts, pedestrian sidewalk, and protective handrails along

the length of the proposed drain adjacent to the existing carriageway upon approach to Ocho

Rios. This drain will replace the existing open channel earthen drain.
