CAREER OPPORTUNITY Jamaica Civil Aviation Authority invites applications from suitably qualified candidates for the following position: QUALITY ASSURANCE MANAGER (SAFETY & COMPLIANCE) JOB SUMMARY Reporting to the Director, Safety & Compliance, the incumbent has the overall responsibility for designing, implementing, monitoring and managing the Air Navigation Services’ Quality Management System and for ensuring that services provided are done in conformance with the Standards and/or Recommended Practices of the International Civil Aviation Organization and in compliance with the Civil Aviation Regulations of Jamaica. Functions include monitoring the operations of all quality impacting aspects of the various ANS Departments, as well as specific areas of organizations that are charged, under memoranda of understanding, to provide service on behalf of the JCAA’s Air Navigation Services. QUALIFICATIONS & EXPERIENCE Bachelor’s Degree in Management Studies or equivalent qualifications. Ten (10) years’ experience in one or more air navigation service discipline. Two (2) years’ experience as a Watch Supervisor would be an asset. Holder of an air traffic controller licence with an aerodrome, approach radar and/or area radar ratings. Holder of a certificate in Quality Management System from a recognized aviation training institution. Holder of a Lead Auditor certificate from a recognized aviation institution. KEY TECHNICAL/OCCUPATIONAL COMPETENCIES Sound knowledge of the Civil Aviation Regulations and the related Annexes of the International Civil Aviation Organization, regarding the provision of Air Navigation Services. Sound knowledge of the role and functions of International Civil Aviation Organization and other International Civil Aviation Agencies. Sound knowledge of budget preparation and control. Sound knowledge of current ISO 9001 Quality Management System. Working knowledge of Industrial Relations best practices. Working knowledge of aerodrome operations. Working knowledge of ICAO’s Global Air Navigation Plan. Sound knowledge of auditing procedures. Sound knowledge of the Air Navigation Services various Departments, their roles and functions. KEY NON-TECHNICAL COMPETENCIES Excellent editorial, written and oral communication skills. Excellent analytical and investigative skills. Sound conflict resolution skills. Ability to lead and motivate staff.
