The Floyd County Sheriff has engaged FEH Design, Marv Wilson, and KCL Engineering to study their current facilities and to study the possibility of a joint partnership with other community entities and evaluate the costs of various options for housing Floyd County inmates.Goals for success have been generated for this study by the core planning committee. The goals address why this project is being undertaken and how success will be measured after the project is complete.

• A financially sustainable evaluation with cost savings for the Sheriff’s Office and Police Department.

• Nonmonetary, quality of life issues shall be considered.• Safety and security for public, staff and prisoners.

To appropriately study and evaluate these options it is necessary to compare budget opinions to the costs of updating the existing facilities for code, maintenance and ADA issues along with space needs. This condition assessment will be utilized for that comparison.

ARCHITECTURAL REVIEWSite visits were made by the team on June, 22nd 2015 (Architectural), August, 6th 2015 (MEP), and August, 11th 2015 (Architectural and Jail Consultant).

OVERVIEW OF THE FACILITYThe Floyd County Sheriff’s Office and Jail are located in the Floyd County Courthouse on the fourth floor with storage space, sally port, and an interview room in the basement. The Courthouse is located at 101 S Main St in Charles City, IA. 50616. The space that is occupied by the county sheriff and jail is 6,332 SF. The building was originally built in 1940 and has gone through renovations to the fourth floor including turning a sheriff’s apartment into office and kitchen space.

CEILINGThe ceilings are made of a 1’X1’ acoustical tiles and gypsum board. There is some evidence of water damage on the ceiling tiles. Though it does not look to be recent the presence of mold is possible.

There are some locations on the gypsum board ceiling where walls have been removed resulting in patches and caps. Come small holes and gauges also existing in the ceiling which could impact the thermal insulation value of the space as well as allow any contaminants to enter the space through the attic.

• Replace ceilings and mitigate any issues - $8,000

WALLSThe walls in fourth floor space are plaster on lathe and the walls in the basement are brick masonry. There is evidence of water damage near a pipe where the scratch coat is exposed. Cracks and bubbling can be seen throughout the fourth floor. On the upper corners of the windows, diagonal cracks can be seen. On the back wall of the magistrate court room. There is a large crack that runs through the middle of the wall. Other locations, especially near large pipes show indications of water damage.

• Provide exterior tuck-pointing

• Provide a crystalline breathable sealer on exterior masonry to stop moisture and

vapor penetration once walls are dry

• Repair plaster spalling on building interior - $50,000

WINDOWSThe windows are double hung and appear to have been replaced at some point. The original taller windows were replaced with standard height windows and framed into the existing rough openings.

There is one window where a window air conditioner has been installed. This window is showing signs of deterioration on the interior woodwork most likely from constant air circulation over a concentrated location or condensation or the condensate not draining properly.

There is another window where there is a ventilation tube is installed into the framing portion above the window. This installation does not form a weather tight seal and may cause thermal transfer or water to enter the building.

• Replace fourth floor windows, not including courtroom. 25 Total - $62,500

DOORSThere are a multitude of different sizes and materials of doors. The main issues with the doors, especially on the fourth floor are the hardware sets and the sizes of the doors. ADA requires lever hardware and 36” wide minimum on all doors used by the public. The smaller doors would be difficult to replace with larger doors and would require moving walls to create full ADA and code compliance for door clearances and hall widths.

There are also specialty doors present. One is a double acting door and another is a Dutch door.

The west stairwell exit door is secured with a padlock. It is opened when the magistrate court is in session. This is a building and fire code violation.

FLOORSThe floor materials are VCT and carpet. Both materials show wear where they are located on the fourth floor and, if allowed to deteriorate further, may become more of a life safety issue.

The major issue with the floors are the level changes that happen into the entrance of the restroom and the magistrate courtroom platform. These are not ADA accessible and pose a threat to the safety of the employees and visitors.

There is also a location where a wall has been removed and the carpeting has not been replaced where the half wall was located in the magistrate courtroom. This poses a tripping hazard and the flooring will need to be replaced.

• Replace courtroom carpet - $1,900

FIRE SAFETYThere are no sprinklers in the building, but emergency evacuation routes, exit signs, and fire extinguishers are marked and located on maps around the floor.

GARAGE / SALLY PORTThe garage, which would ideally function as a sally port for secure transfer of prisoners, is used for maintenance storage. It houses tools, gasoline and other dangerous items that pose a problem for use as prisoner transfer. Storing gasoline and other flammables inside the building, not in a fire proof storage cabinet is a fire hazard.

CODE REVIEW The building is not sprinklered, but there are two exits of the correct distance apart from each other. Emergency evacuation plans and fire extinguishers are clearly labeled and accessible.

ADA REVIEW Door widths, door handles, restrooms, and floor elevations present the largest architectural issues with ADA compliance.

The doors need to be a minimum width of 36”. Lever hardware is also required instead of knob hardware. Both of these items must be fixed for the public areas in order to gain ADA compliance.

Floor elevation transitions not only present an issue with ADA compliance, it may cause health and life safety hazards for the employees and visitors to the office and restrooms.

SCOPEOn Thursday, August 6, 2015 Jordan Vos and Mike Salmon of KCL Engineering met with representatives from Floyd County Sheriff’s Department to review and report on conditions of the mechanical and electrical systems. The fourth floor of the County Courthouse building was reviewed.

The following report is intended to relay information based on findings observed during our site visit as they pertain to potential scope of work items for the City and County. The Floyd County Sherriff’s Department occupies the fourth floor of the County Courthouse. There is a garage on first floor utilized for prisoner transfer. The entire building shares one small elevator that is very slow.

EXISTING MECHANICAL CONDITIONSThe building is heated by a single steam boiler located in a mechanical room on the first floor. Steam and condensate piping rise in several locations around the building, which appears to be original to the building. Steam radiators are utilized in the perimeter rooms for heating. Some of the radiators have developed leaks. Some of the piping is not insulated.

The building control system is pneumatic and original to the building. While the control system appears to have been maintained over the life of the building, there is little or no control over the radiators. Offices get too warm during the winter months and windows have to be opened to keep the spaces comfortable. This contributes to wasted energy for the building.

Window air conditioning units are utilized in the summer. Floor and ceiling fans are used to help adjacent spaces wherever possible. Due to noise many of these units have to be turned off for the Sherriff’s Department personnel to be able to perform their work. There is no operational ventilation system for this area of the building. Operable windows are the only method of providing ventilation.

There is a furnace in the attic coupled with a ground mounted condensing units that provides some heating and cooling to interior spaces. There is no means of providing air flow in the cell areas for heating, cooling or ventilation. These ventilation issues are a code issue that needs to be addressed for the health of the occupants of the fourth floor.

MEP REVIEW

There is a bathroom with a watercloset, lavatory and tub/shower for the space. The shower does not get used. There is poorwater pressure on the fourth floor, which has been problematic. The kitchen area has had issues with the sanitary sewer backing up. A large amount of the domestic water piping is the original galvanized piping.

There is no fire sprinkler system installed in the building.

EXISTING ELECTRICAL CONDITIONSThe building is served from a 208/120 Volt – 3Phase service rated at 600 amps. This service feeds the entire building including the fourth floor. Emergency power is fed from a 205kW Caterpillar generator rated at 600 amps. There is a single main transfer switch for this emergency connection. This equipment is exercised regularly and is operating, however the transfer switch was creating a buzz while on site and should be investigated. The generator and main equipment are located in the lower level sally port directly next to the secured entry to the Sherriff’s Department. There are numerous security issues with this equipment being accessible.

The fourth floor electrical system is served primarily from branch panels located throughout the floor. Most of these branch panels are original Frank Adams style panel boards which are obsolete and parts are not readily available. In addition, many of these panels are located in public and accessible areas creating numerous security issues. At least one branch panel has been upgraded and replaced, but is located in a public location.

Interior lighting has been recently replaced in most office and staff areas. The replacement fixtures are T8 fluorescent surface mounted wraps. Controls are manual switches in almost all areas. Security grade fixtures appeared to all be original incandescent fixtures with manual controls. Other areas back of house and storage also appeared to be original incandescent.

Limited fire alarm exists throughout the fourth floor, and is connected from the main building system. It appeared that fire alarm detection and notification did not meet current NFPA standards in many areas.The fourth floor Sherriff’s Department shares phone and data systems with the building wide network system. Connections are made to locations that have been made over time, and most are open or surface mounted cabling.

The current security camera system in being replaced by the Sherriff’s Department for their use in the building.

B. FACILITY DESCRIPTION

The Floyd County Jail is located in the Floyd County Courthouse, 101 South Main Street, Charles City, Iowa. The jail was constructed along with the courthouse in 1941 and is located on the fourth floor of the courthouse. The Floyd County Jail is a county jail as described in chapter 356, Code of Iowa and falls under the Iowa Administrative Code, Chapter 201.50, pre-existing jails. The facility houses both pre-trial and sentenced inmates, as well as inmates who have weekend sentences and those on work release. Juvenile offenders are not housed at the jail. The jail services three municipal police departments, the Floyd County Sheriff’s Office, Iowa State Patrol, Iowa Department of Transportation and the Iowa Department of Natural Resources. The jail is located on the fourth floor of the Floyd County Courhouse along with the Floyd County Sheriff’s Office. The Sheriff’s Office occupies the old Sheriff’s apartment that was a part of the original courthouse construction. Entrance into the jail is by stairs or elevator that takes you to the fourth floor. Access to the jail is by proper identification and business. The degree of cleanliness and sanitation is appreciated, and is accomplished by a dedicated jail staff. The jail has many problems, but it is evident that jail staff works very hard on a daily basis to keep it inhabitable. There were no foul odors anywhere in the facility.

• Inmate Housing Units Inmates are housed in multi-occupancy housing units. There is a four-bed housing unit for female inmates. A camera monitors the housing unit; the housing unit has a shower, lavatory and a toilet, a small dayroom with a table and chairs. Each housing unit has a telephone and television. There are two windows that provide access to natural light. There is a holding unit that has two bunks, a toilet and a lavatory. This unit does not have a shower. A skylight provides access to natural light to this housing unit. All housing units at the Floyd County Jail have an emergency notification button to gain quick access to jail staff. There is only one exit door from these two cells that leads to the jail corridor. There are two multi-housing units that are identical in size and occupancy. The units have a bunk area where there are 5 bunk beds, totaling 10 beds. There is a small day room next to the bunk area where there are table and chairs, along with a toilet, shower and lavatory. The housing units have access to natural light via two windows. Access into the two housing units and the ability to lock inmates into the bunk area from the dayroom is accomplished by the original 1941 rolling block locking system. Jail personnel have been advised that there are no longer parts for repair of this type of system. In the event of a malfunction or emergency, the fire department would have to be summoned to cut the door open.

• Administrative and Service Areas Meals are prepared in the jail kitchen that was originally the kitchen for the Sheriff’s apartment. The kitchen has a dishwasher, microwave, refrigeration, residential stove, with a residential range hood. All inmate meals originate from the jail kitchen. The kitchen range hood exhaust does not have an extinguisher system.

There is a room designated as the Intoxilyzer room, where those arrested for operating while intoxicated are processed. The room has many other functions such as: medication storage, facility forms, and a check in point for inmate visitation. The door access from this point into the main housing units do not lock properly because of settlement of the building and the lock mechanism not functioning. Another small closet is utilized for inmate commissary items. The jail office is located across the corridor from the housing units. The jail office contains the jails video monitors, it acts as the intake room for fresh arrests and where fingerprinting is accomplished, inmate property is kept unsecured in this area as well as inmate supplies. Visiting is conducted inside the jail, outside the housing unit by means of a small window and a telephone type of intercom system. This process allows for a breach of security, as you have people (visitors) in the jail. Housing unit doors cannot be opened when visitors are in the jail. At the end of the corridor of the jail and main housing units is the magistrate’s courtroom. The public can access hearings in the courtroom, as per Iowa Court Rules. The public gains access via a stairway to the fourth floor. The door to the stairway is locked by means of a padlock; the jail staff has the key. There is a magistrate office associated with the courtroom. Also connected to the courtroom is another room that functions as the inmate exercise room and library. Connected to the exercise room is the laundry room. The laundry room also contains jail supplies and freezers. The laundry room door is a wood door secured with a padlock. The Floyd County Jail has limited storage areas for inmate supplies and laundry equipment. Basement Level of the Courthouse There is a drive-in garage for arresting officers to bring their prisoner into the jail. After they enter the courthouse, they take the prisoner to the fourth floor by elevator where they enter the jail. The garage is rarely used as it is also the main storage area for courthouse maintenance that includes tools, power tools and gasoline. A generator for the courthouse is also located in the garage area. Also on the basement level a room has been set up by the Sheriff’s Office to provide space that is used as an interview room, and a room to clean firearms. In the old vault area of the courthouse is the Sheriff ‘s Office property room and evidence storage.

C. ASSESSMENT MEETING

The assessor met on August 11, 2015, in Charles City, Iowa, to discuss the information provided by the Sheriff’s Office, and discussed the purpose of the assessment.

D. THE ASSESSMENT PROCESS

1. Entrance Interview

The assessor proceeded to the office of Sheriff Rick Lynch, Floyd County Sheriff. The assessor expressed the appreciation for the opportunity to be involved with the Floyd County Jail assessment.

It was explained that the goal of the assessor was to be as helpful and non-intrusive as possible during the conduct of the assessment. The assessment will be based on the Iowa Jail Standards and Chapter 356, Code of Iowa, Core Standards for Local Adult Detention Facilities, as promulgated by the American Correctional Association, observation of good correctional practices based on the security, custody and control of inmates, and the quality of life for both the inmate population and staff.

3. Facility Tour

The assessor interviews were conducted between 10:00 a.m. to 12:00 p.m. and toured the jail from 2:00 p.m. to 4:00 p.m. Mr. Kevin J. Eipperle, of FEH Design was also a part of the tour. The following persons accompanied the assessor on the tour and responded to the assessor’s questions concerning jail operations:

4. Conditions of Confinement/Quality of Life

During the tour, the assessor evaluated the conditions of confinement at the jail. The following narrative description of the relevant programmatic services and functional areas summarizes the findings regarding the quality of life for both inmates and employees. Security The Floyd County Jail employs an array of security systems for the custody of offenders and the safety and welfare of staff and the public. Perimeters are secured by video surveillance and locked entrances. The jail does not have outdoor exercise/recreation. All entrances and means of egress are controlled and monitored by staff. Visitors are required to have appropriate identification and must register prior to gaining entry to the jail. A critical issue for the jail is allowing visitors into the secured portion of the jail for purposes of inmate visitation and attending magistrate court. Staff is equipped with the means of summoning assistance at all times with portable radios, and an emergency button is available to inmates to summon assistance if needed. The facility is monitored by an extensive camera system both inside and outside the courthouse. Inmate movement is supervised by staff members. All transportation outside the facility is accomplished by Sheriff’s Office Staff. Staff supervises all inmate activities and housing units. In reviewing appropriate documents the team observed that there have been no escapes from the facility within the past year. Environmental Conditions The facility has good sanitation, with excellent inmate/staff relations. Seasonal temperatures in the housing areas and throughout the jail are difficult to control by using the courthouse heating plant and window air conditioners. All of the housing areas were clean and orderly. It is evident that the staff works very hard, because of the age and condition of the jail, in maintaining a clean jail, which is essential to maintain the day to day operations. Television viewing is available in all dayrooms or cells. An indoor recreational area is available for inmates that is located adjacent to the magistrate courtroom. The exercise/recreation room also provides access into the laundry and supply room. Inmates eat their meals in their in their day rooms. Noise levels were within standard guidelines. The housing units have access to natural light (windows). The intake housing unit has natural light provided by a skylight. Shower ratios meet standards. There are dayrooms, which are used for leisure time activities and meals. Other dayroom activities include television viewing, as well as board and table games. Telephones for inmate use are also available. The booking room has the necessary equipment to properly process one inmate at a time. The facility books in 861 inmates each year. The jail does not have an adequate system to provide circulated air from an outside source or a system to provide a return air system. Without a proper ventilation system, there is a propensity for airborne infectious contagious diseases to staff, inmates and visitors. National standards provide for a ventilation system that supplies at least 15 cubic feet per minute of circulated air per occupant with a minimum of five cubic feet per minute of outside air. Sanitation The level of sanitation observed by the assessor was good. The staff is to be complimented for their effort in maintaining the cleanliness and state of repair at this facility. The jail staff provides sanitation services, inmates are required to clean their own particular housing unit. Fire Safety Smoke detectors and fire extinguishers provide fire protection at the jail. The jail does not have a sprinkler system, or an automated smoke evacuation system. Fire prevention is essential for all occupants of the Floyd County Courthouse, if a fire would break out on any of the floor, smoke would rise therefore involving the jail which is on the fourth floor. There are two stairwells that lead to the fourth floor that would be used in the event of an evacuation. Emergency exit signs were appropriately posted, as were evacuation plans. Fire prevention regulations and practices include a provision for fire protection service from the Charles City Fire Department, and a schedule of fire inspections by the Iowa Fire Marshal. Staff interviewed was knowledgeable of the system and procedures to be followed in the event of an emergency. Response time from the local fire department was reported to be less than four minutes. Food Service

The food service of the facility is prepared by the staff of the jail. The menu is approved by a licensed dietician. Special diets, including religious or medical are facilitated by the jail staff. The team observed that inmates have more than ample time to consume meals. Health Care The health care service of the facility is provided by a local clinic, which is available during normal business hours with emergencies and after hour needs going to the local Hospital.

Control of medications is secure. Dental care is provided by a local dental clinic. Mental health care is provided by video to a provider in Mason City. The Floyd County jail staff is all certified as medication managers, so they can administer prescribed medications.

Recreation The Floyd County Jail does not provide outdoor recreation. The indoor recreation room is located next to the magistrate courtroom and next to the laundry room. The outdoor exercise is monitored by an officer and by camera. The exercise room has a three station exercise machine. Table games such as chess, checkers, board games and cards are available in the dayrooms. Televisions are available for watching in the dayrooms or cells. Visitation All visits are non-contact except attorney visits. In order for visiting to occur, visitors access the secured portion of the jail. Visiting is conducted through the cell doors, or specific areas with small windows and a telephone/intercom to be able to listen to conversation. Because of the physical layout of the jail, visiting is very restrictive for the inmate and visitor, with conversation being very difficult to see and hear. Library Services

Library Services are provided to the inmates through paperback books. Donated books are received and reviewed for content and made available to the inmate population. Inmates who request legal materials may do so by asking their lawyer or the jail staff will look up material for them. Laundry Laundry services are provided by jail staff. Uniforms are exchanged for clean ones twice a week and bedding once a week. The laundry room is in a room adjoining the inmate exercise room. The door that secures the room is a wood door with a padlock to secure it.

E. EXAMINATION OF RECORDS

Following the facility tour, the assessor proceeded to the jail office to review the documents and evaluate compliance levels of state jail standards and other observations. 1. Litigation

Over the past year, the facility had no consent decrees, class action lawsuits or adverse judgments and no inmate deaths.

2. Iowa Jail Inspection Unit.

The staff of the Floyd County Sheriff’s Office provided their last State Jail Inspection dated September 19, 2014. The inspector wrote, “that the Floyd County Jail is an older facility that does not meet the needs of the staff or public.” “The staff is doing a tremendous job in an outdated facility.” “Documentation was completed and readily available for inspection.” Issues identified during the April 14, 2014 inspection, see Attachment B

3. Iowa Fire Marshal Inspections.

The inspection of the Floyd County Jail by the State Fire Marshal was conducted on November 12, 2014. The inspector noted that the jail is required to seal the penetrations in the ceiling around the communication wires in the cell area. This needs sealed with an approved project, and a plan of action be sent within 15 days of the inspection report to comply. The jail is current with their fire alarm detection test. Fire drills are completed and documented. Fire

extinguisher and generator tests are up to date and documented. 4. Floyd County Board of Health

The Floyd County Jail was inspected on August 29, 2014. The inspector found that “food was stored properly with proper hot and cold holding”. “The floors, counter tops, stove and microwave were all very clean”. There were no deficiencies found.

5. Employee Training Status

The Floyd County Jail staff is up-to-date on employee training as confirmed at the last Jail Inspection that includes: Basic and Annual In-Service Jailer Training, medication management, first aid and cardio pulmonary resuscitation, fire extinguisher, hazardous material, blood borne pathogens, fire drills and restraint chair use.

6. Floyd County Jail Operating Budget

The operating budget for the Floyd County Jail totals, $296,374. This includes staff, benefits, food provisions and other essential jail functions. The budget does not appear to take into account those expenses related to medical visits and procedures, dental procedures and mental health encounters. Transportation of inmates to and from court by deputies does not appear to be broke out from other expenses.

SYNOPSIS OF SAFETY, SECURTIY AND CUSTODY ISSUES

• Fire Sprinkler System. The facility does not have a sprinkler system. Remedy: Installation of a sprinkler system that would adhere to current code requirements.

• Emergency Egress from all housing units. 201.50.9(4)(7)

The primary emergency egress passage is by stairway. There is an elevator that runs through all floors of the courthouse, but in an emergency situation the elevator would not be used. A stairway on the secured side of the jail, next to the magistrate courtroom is secured with a padlock on the door on the inside. Padlocks should never be used as a security control device. If the primary access is blocked because of smoke and fire, it would be nearly impossible to gain access to the inmate housing units, even with self-contained breathing apparatus. Remedy: Install a commercial locking system that would comply with fire regulations (NFPA) Because the jail is on the fourth floor of the courthouse if the two floors between the first floor and the fourth floor is involved in a fire, there is no way to evacuate staff or inmates from the jail. The only remedy for this situation would involve a new jail that would be constructed outside the courthouse.

• Inmate Visitation 50.13(2)(4) Inmate visitation is conducted by the visitor going to the secured portion of the jail to visit with the inmate through a small window and phone communications. Visitors should not be allowed into the secured portion of the jail. The current means of visiting restricts the inmate and visitor from having a meaningful visit to maintain family ties and family business, and a serious security issue. Remedy: Install a video visitation system, with the visitor’s link to the system on the basement level of the courthouse or other location.

• Unencumbered Space The current jail has floor space for inmates that are housed in multi-occupancy cells that meet the Iowa Jail Standards that are applicable for existing facilities. Once any remodeling or new construction begins, the facility will fall under the Iowa Jail Standards that are effective for such jails after December 28, 2005. Current jail standards and national standards would require inmate housing, dayrooms and exercise areas that would approximately double in size. Remedy: New construction at a different site.

• No Program Space (Basic Correctional Practice) The jail does not have space for programs. If a religious service, alcoholic or narcotics anonymous, or any other type of program were to be conducted at the jail, there would be limited, safe space for volunteers to conduct such programs. The facility currently has an Alcoholics Anonymous program. Remedy: Provide space at the current jail that can be monitored and supervised by staff. The magistrates court room could be utilized as well as the exercise room, if it is not being used for that purpose.

• Separation by Classification 201.50.13(1) The facility does not have cells to separate freshly arrested inmates from inmates who are in general population, especially when there is both male and female intoxicated inmates who require more supervision. It is also difficult for inmates to be separated by charge such as felons from misdemeanors. Inmates who are scheduled to serve sentences on weekends and those on work release are housed with general population inmates. Separation of these inmates is essential to prevent contraband and provide a safe environment for inmates and staff. Remedy: Because of housing space available, only new construction would facilitate a classification that is necessary to operate a safe and secure jail.

• Ventilation – Air Exchange for Fresh Air and Return Air The current facility does not have air ventilation. National standards provide for a ventilation system that supplies at least 15 cubic feet per minute of circulated air per occupant with a minimum of five cubic feet per minute of outside air. Remedy: A complete new system that includes a smoke evacuation system would need to be installed.

• Plumbing

Plumbing problems at the jail continues to be an ongoing event. The 1941 plumbing and fixtures are always under repair and/or being replaced. Remedy: In order to achieve a system that would not have on-going costs for repair and maintenance, a new system would have to be installed.

• Security Lock System The locking system on the two larger multi-occupancy cells is a mechanical system that was used widely in the 1940’s. Mechanical parts for this system are no long available. If the system fails and inmates are locked down, access would have to be gained by cutting the door. Remedy: A entire new security system would need to be installed.

• Magistrate Court visitors have access to the secured portion of the jail In order to allow access to magistrate court to the public, they are allowed to use a stairwell to the fourth floor, where there is a door secured with a padlock that leads to the courtroom. Once the public exists onto the fourth floor, they are on the secured side of the jail. Remedy: Utilize video court for initial appearances and/or use a court room in the courthouse. FLOYD COUNTY JAIL HOUSING UNIT MEASUREMENTS

Iowa Jail Standards for a pre-existing building: 50.5(3) Multiple occupancy cells shall provide 40 square feet of floor space for the first prisoner and an additional 20 square feet for each additional prisoner provided that no prisoner is required to spend more than 16 hours in the cell during any 24- hour period. 50.5(8) Each dayroom shall have a minimum floor area of 30 square feet. There shall be an additional 15 square feet for each prisoner beyond one. Iowa Jail Standards for new and remodeled facilities after December 28, 2005: 50.8(1)a. Single occupancy cells shall provide a minimum of 35 square feet of unencumbered space. When confinement exceeds 10 hours per day, except during administrative segregation or emergencies there shall be at least 70 square feet of total floor space. 50.8(1)b. Multiple occupancy cells shall provide a minimum of 25 square feet of unencumbered floor space for each prisoner. 50.8(1)c. Dormitory units shall provide a minimum of 60 square feet of floor space for each prisoner, exclusive of lavatories, showers, and toilets. 50.8(1)d. A dayroom, which provides a minimum floor area of 35 square feet of space per prisoner (exclusive of lavatories, showers and toilets) for the maximum number of prisoners who use the dayroom at one time. No dayroom shall encompass less than 100 square feet of space. CONCLUSIONSColumn A, the existing situation, is no longer an optionAt a 40 year total cost comparison, it is slightly less costly to house prisoners in a facility in Floyd County than in Mitchell County.At at 20 year total cost comparison it is much less expensive to house prisoners in Mitchell county.The annual cost of housing prisoners in a facility in Floyd County is more than $100,000 less expensive than transporting to Mitchell County.The lowest annual cost operating budget is option H14.1, a combined Law Enforcement Center with City Hall in the Courthouse.The lowest cost options are hi-lited in each category.The break even point between a new law enforcement center with city hall (column B) and sending prisoners to mitchell county and renovating for sheriff and municipal (column E & F) is about 27 years.Removing costs from H14.1 of the riverfront development ($200,000) would make the solution even more cost effective in the short term

The existing Middle School building should be reused as an event

All or a portion of the block between Grand and Harwood Street

should be acquired and converted to parking to support the parking

above mentioned would be willing to put in all that money. We need to make a recreation center close to the new

MS/HS location for safety purposes of students wanting to go to a rec. center after school.

4 No housing in this building. Can't certain elementary grades use this facility. Retail would be nice, and offices. I think

break ins to the business's would be widely prominent if housing was in there too. Can't they use 1/2 of school for

classrooms and other 1/2 for retail, offices, or would that also conflict with breakin's? It is a possibility anywhere I am

sure. I feel they would get more HUD people in to just fill their pockets. Perhaps, a big business would be interested in

relocating, hiring here and surrounding cities.

If it is determined that County jail prisoners should be kept in Floyd

County then a joint City Police/County Jail and Sheriff's Office should

be planned in a building adjacent to the Floyd County Courthouse.

A new YMCA should be considered at the High School in

partnership with the School District. This facility should have an

indoor walking path, swimming pools and possibly a fieldhouse. A

plan for the reuse of the existing YMCA should be developed.

The School District, business community and NIACC leadership

should continue to develop synergies that will provide necessary

education and training giving local and area people and business the

tools to succeed.

An outdoor sports complex should be developed in the community

providing ball diamonds, soccer fields, basketball courts, tennis

courts, playgrounds, restrooms and adequate parking and a

connection to the hike/bike trail.

The current City Hall/Police Station site should be marketed as a

recreation, retail or commercial facility that better supports the

riverfront location. Long term expansion for the Public Library should

also be considered on the site.

A Fire Station annex should be provided on the north side of the

river and railroad tracks in an appropriate location to support safety

for residents and service to local commercial development.

the TLC community child care facility should remain in its current

location and be allowed to expand into the area currently housing

the AEA office if and when space is needed.

Cultural and environmental community assets should be recognized,

enhanced and leveraged to promote the pride of place, Charles City

culture and improve the quality of life for area residents.

The Senior Center is an under used community asset. The facility

and organization needs to promote themselves and their programs to

attract new and younger participants. A name change would be a

great first step in that endeavor.

The permeable brick paved streets program should continue to be

implemented in areas where it is allowed, such as non-truck routes

that will be attractions to visitors to the community such as

suggested Community Event Center.

historic building. In addition to that there are better options that could be looked at as far as joining the jail and police

department.

1 The YMCA needs to stay where it is at and add to their building, there is the space for addition and improvements. The

YMCA now if highly outdated as far as walking track and space. Also since the school district has went to grade alike it

would be a good decision to add another space the their building for the Y's Guys and just make it an option to shuttle

from there to Washington or Lincoln. That way if the Middle School becomes a community center then the Y is within

walking distance instead of driving all the way to the High School.

2 The Ymca had a great deal of money. They can make improvements if they desire. I'd prefer a community center like

Nashua, Osage, or New Hampton have. Its okay to have competition in our town. Multi millions were spent on a white

water course than brings in very little revenue. A community wellness center would bring in more funds from a well run

vb or bb tournament than a few white water boaters.
