MEETING

The Ross County Board of Commissioners met on this day, April 27, 2020 in regular session.

Mr. Corcoran opened the meeting by leading the Pledge of Allegiance.

Mr. R. Douglas Corcoran, President, called the meeting to order at 9: 05 a. m., with Vice President Stephen Neal and Commissioner

Dwight A. Garrett in attendance.

Mr. Neal moved, Mr. Garrett seconded, that the minutes of the previous meeting of the Ross County Board of Commissioners, ofApril 20 & 22, 2020, be approved as submitted.

2020 OUTREACH SPECIALISTS' ACTIVITY REPORT APPROVE - ROSS COUNTY

RECYCLING OUTREACH

Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners, by its President R. Douglas Corcoran, approvethe 2020 Outreach Specialists' Activity Report, to receive payment in the amount of$ 9, 250. 00, from the Solid Waste District, for the 2ndquarter; and, activity reported for the 1st quarter by the Outreach Specialist.

PAYMENT REQUEST FORM APPROVED - OHIO WATER POLLUTION CONTROL

LOAN FUND

Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners, by its President, R. Douglas Corcoran, approvea Home Sewage Treatment System Request Form for two (2) soil evaluations under the Ohio Water Pollution Control Loan Fund, in the

amount of$ 800. 00, to be submitted to the Ohio EPA.

Mr. Garrett moved, Mr. Neal seconded, that Jessica Williams, Ross County Chief Probation Officer, be re- appointed as a member of theSTAR Community Justice Center Judicial Advisory Board, Facility Governing Board( FGB), for a three- year term, from April 27, 2020,

through April 30, 2023.

CONTRACT MODIFICATION # 3 APPROVED - ROSS COUNTY/CHILLICOTHE LAW

ENFORCEMENT COMPLEX AND JAIL UPGRADE DESIGN AND CONSTRUCTION

Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners, by its president R. Douglas Corcoran, enter intoa Contract Modification 43 agreement, by and between DLZ Architecture, Inc., for the Modification hourly breakdown prepared by theArchitect as outlined in Appendix B, and, 50% of Architect' s Pre- Effective Date Un- Invoiced Charges, as full and finale payment, in the

amount of$ 35, 012. 00, to be paid from account code 4557- 01- 00- 7103, Contract Services, Ross County/ Chillicothe Law EnforcementComplex and Jail Upgrade and Renovation Project Fund.

PAYMENT AUTHORIZED - LEGAL SERVICES FOR ROSS COUNTY JAIL

RENOVATION PROJECT

Mr. Neal moved, Mr. Garrett seconded, that payment in the amount of$ 33, 187. 10 be made from General Fund account code # 100- 01-

00- 7123, Legal Services, to Bricker & Eckler LLP, for the legal services, in the matter of the Ross County Jail Renovation Project.
