Innerve Model United Nations, 2019 at MVN Sector - 17, Faridabad. The enviable quality
of debate and incisive arguments put forward by the various delegates from different
schools always add verve to the intellectual discussions in such conferences and it is in these
delegates that we repose great hope for a better, cleaner and greener tomorrow.
‘Peace can’t be kept by force, it can only be achieved through common endeavour.’ The
raison d'être for Innerve MUN has been to provide one such platform to the young leaders
and global citizens of tomorrow to engage in a professional, friendly and collaborative
environment that reinforces the message of personal responsibility. By proactively engaging
in this intellectually challenging simulation of world politics and shifting power dynamics
among nations, students get a chance to hone their debating and deliberating skills. We
hope to create and provide a space where students can engage in conflict resolution. The
objective is to provide just, equitable and lasting solutions to world problems so as to give
peace and humanity a chance.

view.

I feel extremely honoured and privileged to announce the two
day second edition of INNERVE Model United Nations to be
held on MAY 24-25, 2019. It’s a delightful and enriching
experience to organise MUN as each conference provides an
opportunity to learn the act of negotiation, arbitration,
conciliation and appeasement. Through the medium of Model
United Nations, we at MVN tend to inculcate all these skills
and more.
Our focus has always been on propagating the benefits of this
academic activity and in the process, trying to affect the
personal conduct of all the lives that we touch. This year we

unique blend of five gleaming committees which shall comprehend
captious affairs and issues faced by the world.
Modern Vidya Niketan, as a renowned educational institution, has made
agile strides right from its outset, making a name for itself in academic
leadership. The school has not only shown its eminence in academics
but has also aced in all other areas. Model United Nations are an ideal
and prominent source of raising voice for reforms in order to embrace a

AGENDA: Human rights violation of civilians and non-combatants in
conflict zones
The United Nations General Assembly is one of the six principal organs of the
United Nations (UN), the only one in which all member nations have equal
representation, and the main deliberative, policy-making and representative organ of the UN. Its powers are to oversee the budget of the UN, appoint the
non-permanent members to the Security Council, appoint the Secretary-
General of the United Nations, receive reports from other organs of the UN and make recommendations in the form of General Assembly Resolutions.

AGENDA: The effect of armed conflicts on International
Agreements, Treaties and Conventions
The Security Council has primary responsibility for the maintenance of
international peace and security. It has 5 permanent members and 10 non-
permanent members while each member has one vote but only 5 permanent members enjoy the power of VETO. Under the Charter of the United Nations,
all member States are obligated to comply with Council decisions. The Security
Council takes the lead in determining the existence of a threat to the peace or act of aggression. It calls upon the parties to a dispute, to settle it by peaceful
means and recommends methods of adjustment or terms of settlement. In some
cases, the Security Council can resort to imposing sanctions.

gender equality
The Commission on the Status of Women (CSW) is the principal global inter
governmental body exclusively dedicated to the promotion of gender equality
and the empowerment of women. A functional commission of the Economic and Social Council (ECOSOC), it was established by Council resolution 11(II)
of 21 June 1946.The Commission on the Status of Women (CSW), established
in 1947, was initially comprised of fifteen women representatives of governments under the United Nations Economic and Social Council
(ECOSOC).

AGENDA: Discussion on the Transgender Bill 2018
The All India Political Parties Meet is a forum for unrestricted political debate, discussion and deliberation, free from the legislative functions of the
parliament. Moving over from a one party dominance of the Congress in the
initial years of establishing a democracy, to two party, multi-party and finally, coalition politics, the politics of the nation has been constantly evolving. The
AIPPM provides a platform where diverse political perspectives and
personalities come together to make decisions on issues of national importance.

It is a continuous crisis committee. A crisis yields fast paced decisions and a
need for a faster decision making than in any other form of Model UN simulation. While it is more challenging it can also be more rewarding. The
crisis committee offers the delegates an opportunity to step beyond the
boundaries of regular Model United Nations and step into the shoes of leaders of the world. We know of the tragedy, the brutality and the savagery of war
and the weathering of time may once again bring the world into crossroads of
war.

Everyone has the right to freedom of opinion and expression: This right holds
freedom to opinions without interference and to seek, receive and impart
information through any media regardless of any opinions.
It is an unparalleled medium for members to explore creativity and innovation
while learning effective teamwork skills, and discovering the importance of
expressing their valuable opinions on world issues through various mediums of
art, editorials, articles, photographs and videos.
It is rightly said, “The press should be not only a collective propagandist or a
collective agitator, but also creative organization of the masses.” Clinging onto
the quoted text the International Press wishes to change the outlook while
delivering.
We look forward to exemplary and consummate IP delegates who are ready to

MODEL UN RULES OF PROCEDURE
As Model U.N. conferences have lengthy agendas and many students are
interested in speaking,it is essential that order is maintained by deciding who
speaks, on what, and when. Therefore,rules of procedure are formalized by
most Model U.N. conferences.
Conference procedures are divided into two types of discussions:
formal and informal debate
Formal Debate:
During formal debate, the staff maintains a speakers list and delegates speak
in the order they are listed. At this time, delegates have an opportunity to
share their views with the entire committee.
Delegates make speeches, answer questions, and introduce and debate
resolutions and amendments. Formal debate is important to the committee’s
work. By not knowing the rules of procedure, delegates slow down the debate
and hold back their committee’s progress.
Moderated Caucus:
During a caucus, which is a temporary recess, the rules of procedure are
suspended. To go to a moderated caucus, a delegate makes a motion to
suspend debate and the committee votes. Caucusing helps to facilitate
discussion, especially when there is a long speakers list. A moderated caucus
is a mixture of both formal and informal debate. Anyone may speak if they
raise their placard and are called on by the Chair.
Unmoderated Caucus:
In an unmoderated caucus, delegates meet informally with one another in the
committee to discuss and negotiate draft resolutions, amendments and other
issues.
MOTION DESCRIPTION TO PASS, the vote required
Motion to set speakers time
This is a motion to set or change the speaker’s time. It is a procedural motion,
which requires two (2) delegates speaking for the amount of time motioned for, and
two (2) delegates speaking against.

Motion to open and close the
speakers
At some Model U.N. conferences, once the speakers list is closed it is closed, for
the remainder of the session or topic. However, at most Model U.N. conferences
the speakers list can be opened and closed multiple times. Once the speakers
list is exhausted, it means no one else wishes to speak, debate is over, and the
committee then moves into voting procedure. This motion requires an
immediate vote.

Motion to
suspend meeting
This motion is made to suspend the meeting for the purpose of a regular
caucus or a moderated caucus, but its use also depends upon the conference you are
attending. When moving to suspend the meeting, the delegate should specify a certain amount of time and the purpose. This motion requires an immediate vote.

Motion to adjourn meeting
This motion is made to end the committee session until the next session, which at times is until next year. This motion is
most commonly made to end committee session for the purpose of lunch or dinner. This motion requires an immediate vote.

Motion to adjourn debate
This motion must not be confused with the motion to adjourn the meeting. Motion to adjourn debates a tactic to put all of the
work that the committee has completed on the topic in which they are discussing on hold and to table it. At most Model U.N.
conferences, once you adjourn debate on a topic, the topic is considered tabled and
cannot be discussed any more. This motion requires two (2) delegates

the adjournment of debate.

MOTION DESCRIPTION TO PASS, the vote required
Motion to close debate
This motion is made in order for the
committee to move into voting procedure. Once a delegate feels as if they have
made their country’s position clear, there are enough draft resolutions on the floor, and everyone is ready, a delegate makes a motion to move into voting procedure by
moving for the closure of debate. This motion requires only two (2) delegates speaking against the closure of debate.

Point of order
During the discussion of any matter, A representative may rise a point of order, and the chairperson in accordance with the rules of procedure shall immediately
decide the point of order. A delegate may appeal against the ruling of the
chairperson (noted below). The appeal shall be put to a vote, and the
chairperson's ruling shall stand unless overruled by a two-thirds majority of the members present and voting. A delegate
rising to a point of order may not speak on the substance of the matter under
discussion.
Point of injury
When the floor is open, a delegate may move for a point of inquiry, in order to ask the chairperson questions regarding the
rules of procedure.
Point of personal
privilege
A delegate may raise a point of personal privilege in order to inform the chairperson
of a physical discomfort s/he is experiencing, such as inability to hear
another delegates speech.
Point of
information
If a delegate has a question to put to another delegate, the delegate should
present it by raising a placard and saying that he has a point of information.
Appeal to the
Chair’s decision
Delegate, if feels that the decision made by the chairperson is incorrect/inappropriate, he/she may challenge the decision by formally raising

the Motion to appeal against the chairperson's decision. This motion may be made verbally or in writing. The opposing delegate speaks and the chairperson defends him or herself before the vote.
IDENTITY CARDS
All participants and Teacher Advisors will be provided with identity cards. It is mandatory to wear these ID Cards during the conference. The following
information should be mentioned on the I-Card:
a) Name of the Delegate/Teacher Advisor
b) Name of the School c) Committee of the Delegate
The Delegates are required to wear formal business attire or Indian tradition attire. They can also opt for the national costume of the country assigned.
Dress code is mandatory and casual wear is strictly not allowed.
AWARDS AND CERTIFICATES
Judgement to awards will be based on the following criteria:
1. ln-depth knowledge and thorough understanding of country’s policy.
2. Exhibition of excellent diplomatic and negotiating skills.
3. Willingness to work for the benefit of the committee.
4. Appropriate use of the rules of procedure.
5. Genuine and authentic presentation of facts and information.
