International Public Telecommunication Numbering Plan (ITU-T Recommendation E.164 assigned Country Codes (02/2005))

Note from TSB

Upon the advice of Study Group 2, the Director of TSB has assigned to the United Nations Office of the Coordinator for Humanitarian Affairs (OCHA) the E.164 geographic country code “888” for the purpose of facilitating the provision of an international system of naming and addressing for terminals involved in disaster relief activities in an area of a country that has been cut off from the national telecommunications system of that country. This separate, alternate naming and addressing system will continue in operation until such time as normal telecommunications can be restored and the disaster location is once more part of the national telecommunications infrastructure. The use of any numbering resource will therefore be relatively short lived and the resource may be re-used at a later date for another location. Subsequent digits of the codes (for example, identification codes under the E.164 code) will be allocated and administered by OCHA. The numbering resources are assigned solely for the use of UN emergency responders and not for other purposes. The commercial aspects of the use of the numbering resource will be negotiated between OCHA and the appropriate operators and service providers.

The E.164 country code “999”, previously reserved for possible future use within the Telecommunications for Disaster Relief (TDR) concept, is returned to spare.

Mobile Country or Geographical Area Codes (ITU-T Recommendation E.212)

Note from TSB*

The Administration of the United States has announced that it relinquishes the Mobile Country Code (MCC) E.212 = 534, which was allocated to the Northern Mariana Islands. The MCC = 534 is returned to spare in the list of Mobile Country or Geographical Area Codes E.212. ____________

Uganda (country code +256)

Communication of 14.V.2007:

The Uganda Communications Commission (UCC), Kampala, announces number changes for Uganda’s National Numbering Plan (NNP). In 2005 (September and December), the UCC communicated changes to its national numbering plan relating to the length of the National (Significant) Number (N(S)N), as indicated in Table 1 below. The essence of the changes was a standardization of the National (Significant) Number in the country (for both fixed and mobile subscribers) to consist of nine (9) digits.

Table 1 – Changes under level “3” and “7”, effected 2 February 2006

The above-mentioned notifications have been implemented. This was achieved in existing numbers by inserting the digit “2” before the Subscriber Number (SN) under the 3X and 7X access codes, and as many digit “4” as are necessary before the subscriber number under the 4X access code.

All subscriber numbers now have seven (7) digits instead of 4, 5 or 6.

For existing customers, this was achieved by using Z=4.

If the old subscriber number had less than six (6) digits, a corresponding number of “4” was inserted before the subscriber number to ensure the N(S)N is nine (9) digits long.

Some parts of the country have a three-digit area code. In such cases, the old subscriber number had less than six (6) digits. The nine (9) digits of the N(S)N were achieved by adding as many digit “4” as necessary before the old subscriber number.
