The Egyptian IT sector serves as a catalyst for societal change and a locomotive for economic development. The Information Technology Industry Development Agency, ITIDA, acts as the main proponent of the sector with unwavering commitment to help the local IT companies grow through increasing and sharpening their competitive advantages and opening new markets for Egyptian IT exports.

ITIDA’s mandate encompasses creating the right and proper environment within which local players can thrive, multinational companies can utilize the competitive advantages of the country and better serve their global clients, the huge talent pool of the country can be equipped with the right set of skills needed to work in this vibrant sector and have a well defined career path.

ITIDA undertakes the mission of positioning Egypt as one of the top outsourcing destinations and through its vast and capable resources, the organization managed to put the Egyptian outsourcing capabilities on the global map. Numerous global

benchmarking organizations have ranked Egypt amongst the top five outsourcing destinations in the world.

Managing ITIDA is a source of pride as I have contributed with my colleagues to the process of transforming a governmental entity into a world-class organization that values collaboration, eyes development, and strives for excellence.

The best practices we have adopted and the vision we adhere to, resulted in achievements we are very keen to share. The challenges we faced were tough but we considered them as opportunities and this exactly how we managed to better serve the Egyptian IT sector and successfully contribute to the overall economy.

Internally, ITIDA is an organization that is built around the concept of valuing its employees and enabling them to have a well defined career path that is very much consistent with the overall strategy of the entity. The vision, mission, and core values of ITIDA have been all put in place as a direct result of a process that witnessed the engagement of all employees through workshops, surveys, and consensus. In 2012, ITIDA was the first governmental entity to produce core values and code of ethics. The ongoing process of transforming ITIDA to a world-class organization means that all the views should be taken on board and each employee should feel that he/she is an invaluable asset to the organization.

VisionSince its establishment more than 7 years ago ITIDA’s core ideology was: “Spearheading the development of Egypt`s ICT industry to increase its global competitiveness, which will make it a key contributor to the country economic growth”.

MissionThe above mentioned philosophy reflected on the orientation of ITIDA to play a whole new role in the Egyptian IT sector development through: “identifying the needs of the IT local industry and addressing them with well designed programs, policy advice, promoting trade in local and international markets, and being a strategic advisor to local and international companies”.

Core Values

Located at the heart of a modern business environment in the Smart Village, the Information Technology Industry Development Agency, ITIDA, was founded in 2004 to spearhead the process of developing the Egyptian IT industry.ITIDA resorts to public-private partnership as the main module of conducting business with local and international companies and organizations.

ITIDA works with entrepreneurial and collaborative spirit to serve public and private bodies, industry players and associations, universities, and individuals to help grow the Egyptian IT industry develop as much and as far as possible.

ITIDA strives to further develop Egypt`s competitive advantages as one-stop-shop for foreign direct investors seeking to enhance their global offering and providing the Egyptian IT industry with the right tools to increase IT/ ITES exports.

It also devised Egypt’s Branding Campaign, Egypt On, to position the country as one of the leading outsourcing locations, providing services for countries as diverse as the USA, UK, mainland Europe, and the Middle East. Throughout the campaign, ITIDA

managed to interact with international journalists, analysts, and consultancy firms to raise the awareness of Egypt’s competitive advantages as a unique outsourcing location. The Egypt On campaign resulted in international awards and recognition manifested by ranking Egypt as the No. 4 global outsourcing destination by AT. Kearney.

ITIDA offers a wide range of services that helps building the capacities of the local IT companies, attracting and servicing multinational IT companies. ITIDA also helps to expand IT businesses by offering a unique access to numerous markets through sponsoring and participating in the local, regional and international tradeshows.

As the Egyptians are well-known for their fluent and accent-free English, in addition to their multilingual addiction, ITIDA leaves no stone unturned to ensure sustainable talent supply and great innovations.

ITIDA believes that capacity building is the backbone of its overall strategy and the guarantor of sustainable development of the ICT sector in Egypt. ITIDA has a number of programs that have been designed and devised with a focus on developing the skills of the ICT workforce for individuals and companies. These programs focus on providing the needed skill sets, either technical or managerial, to undergraduates, entry level employees, middle managers and chief executives.

GROW IT

As part of its Enterprise Capacity Building Programs, ITIDA launched Grow IT program in September 2008 in cooperation with Atos Consortium (Atos Origin, Hewitt, Arthur D. Little, QAI and CID) to increase the international competitiveness of 100 Egyptian IT companies that are existing exporters, or who have export potential.

ITIDA has announced the embarkation of the second phase for the Grow IT program “Grow IT for Micro and Small Enterprises”. The program started in December 2012, with a pilot of 10 MSEs and will extend to include 45 Egyptian companies by the end of 2013.

ITIDA celebrated in November 20th, 2012, the graduation of 38 medium and large IT companies from Grow IT program.-----------------------------------------------------------------------Up to 75 highly qualified consultants were involved in the process; 45 of them were international and the other 30 were local.-----------------------------------------------------------------------Implementing more than 130 best practices for the companies based on the SOFT (Strategy, Operations and Finance Transformation) model. -----------------------------------------------------------------------Several KPIs have been implemented to monitor the advancement of the program performance. These KPIs are designed to be SMART: Specific, Measurable, Achievable, Realistic and Timely.

SECC launched Express Agile Adoption Service. The service includes training, coaching, assessment and certification.-------------------------------------------------------------------------------------------------------------------SECC experts provided technical evaluation, program management and testing services to 205 companies in different product sectors within the Micro and Small Enterprises Support Program, MSEs’ Program.-------------------------------------------------------------------------------------------------------------------SECC appraised 6 Egyptian companies to the internationally recognized model CMMI® for Maturity, Levels 2 and 3 for both services and development models.-------------------------------------------------------------------------------------------------------------------SECC experts appraised 2 Syrian companies to CMMI® for Development Maturity Levels 2 and 3 despite the current political situation in Syria, to be the first Syrian CMMI® appraised companies. ------------------------------------------------------------------------------------------------------------------SECC trained around 1730 IT professionals on twelve technology lines. SECC also certified 588 IT professionals in ISTQB, ITIL and Agile. -------------------------------------------------------------------------------------------------------------------Customer Operations Performance Center (COPC) program helped Wasla Contact Center to obtain COPC CSP Standard Certification.

Software Engineering Competence Center (SECC)

The Software Engineering Competence Center (SECC) was inaugurated as part of the efforts sponsored by the Ministry of Communications and Information Technology (MCIT) in June, 2001, to promote and support the development of software industry in Egypt through improving the software engineering practices to the higher maturity level.

SECC Research and Development engineers participated at staff exchange programs with the aim of reinforcing SECC’s capacity in European research programs and joined the embedded ubiquitous computing projects.

SECC organized SPIN event on Test Automation which tackled test efficiency and quality improvement.

SECC organized Egypt-SPIN which is a group of Egyptian software professionals interested in Software Process Improvement (SPI) to provide a leadership forum for exchange of SPI experiences for SMEs. SECC participated with Tecnalia of Spain, University of Nebraska-Lincoln of USA and Harman International of Germany in organizing the 3rd International Workshop on Knowledge Oriented Software Product Line Engineering, held in conjunction with the Software Product Line Conference (SPLC) on September 3rd, 2012.

EDUEgypt Partners

Highlights

Education Development Program for Egyptian Universities (EDUEgypt)

EDUEgypt is the ideal result of close collaboration between ITIDA, universities, leading companies involved in BPO training and multinational clients. The program which is currently running in 13 universities and 43 faculties around

Egypt provides undergraduate training using soft skills, language abilities, and technical competences to enhance the skills of Egyptian university graduates thus preparing them for local and global marketplaces.

In 2012 and in Phase V, EDUEgypt has successfully finished the training of 5493 undergraduates of the 3rd and 4th years in Egyptian universities.-----------------------------------------------------------------------The ITO Program has also finished the training of 1455 trainees alongside Governorates Program that produced 1055 trainees.-----------------------------------------------------------------------EDUEgypt international partners have designed and implemented Train the Master Trainer training course by 20 international master trainers. Another 70 new BPO EDUEgypt trainers were enrolled, trained and certified during this phase by the Egyptian Master Trainers. -----------------------------------------------------------------------EDUEgypt Phase V has also witnessed a special experience in training 30 students from Ain Shams University whom are visually impaired to increase their employablility.-----------------------------------------------------------------------The program targets the training of 10,600 students through EDUEgypt English Program in Phase VI in 2013.

Management Development Programs

Management Development Programs aim at preparing managers at the start of their managerial careers to deal with higher levels of management responsibilities based on the latest techniques and international standards and focus on building the capacity of SMEs through providing the ICT calibers with the managerial skills, knowledge and the best practices of international companies.

One of these programs is ITIDA Middle Management Program that is designed to provide world-class Middle Management tracks for ITO and BPO companies’ middle managers working in Egypt and offer them cost effective, high quality and industry relevant management training. The program is in its final design phase and expected to roll-out by early 2013 to deliver world-class content and delivery methodologies by leading global providers.

A total of 120 first line managers from 64 ICT companies have completed the 4 intakes of RITI Advanced Management Program (RAMP) Phase I which started in November, 2007 and ended in February, 2009.-----------------------------------------------------------------------The 8 intakes of RAMP Phase II which rolled from December, 2009 to May, 2011 witnessed the graduation of 237 first line managers from 122 ICT companies.-----------------------------------------------------------------------ITIDA is planning to develop a number of training programs in 2013 to provide small, medium and large companies with a variety of training courses. A total of 923 professional trainees from different management levels will join these programs within the coming 2 years. These courses will be targeting the overall management spectrum including Top-Level, Mid-Level, First-Level Management and Junior Staff Members. -----------------------------------------------------------------------ITIDA in accordance with its partners are working on establishing a Middle Management Training Academy.

ITIDA aims to increase the opportunities for small businesses to obtain finance from banks, guarantee providers and various financial institutions. ITIDA is spurring focus on competitive advantages of ICT Small and Medium Enterprises as the engine of growth.

Access to Finance, which is a part of financial inclusion business model, is substantial for funding investment, ensuring businesses reach their full growth potential, and facilitating new business start-ups.

ITIDA has set a number of strategic Finance IT Programs to provide small and medium businesses with a variety of financial services packages. In this respect, ITIDA has announced ITIDA/Banking Partnership Programs in cooperation with various financial institutions i.e. the National Bank of Egypt, NBE and the United Bank, UB, in addition to ITIDA/SFD Partnership Program with the Social Development Fund, SFD which mainly focuses on micro and small enterprises.

In the year 2011/2012 ITIDA introduced the first Access to Finance program in cooperation with the Social Fund for Development (SFD). The project was the first flagship project for availing finance to ICT SMEs.-------------------------------------------------------------------ITIDA signed a cooperation agreement with the National Bank of Egypt (NBE), and the United Bank. Both banks will avail EGP 300 million over three years and different lines of credit, for the ICT small and medium enterprises.-------------------------------------------------------------------ITIDA and EGX signed an MoU on supporting the Egyptian ICT companies to maximize the market value of capitals of the listed companies. ITIDA/EGX Partnership Program provides opportunities for ICT SMEs to raise their capital within a regulatory environment designed specifically to meet their needs.

Access to FinanceNon-Governmental Organizations Support

ITIDA adopts a public-private partnership model that aims at maximizing benefits and creating an environment of collaboration based on win-win formula. ITIDA works closely with ICT NGOs as part of its continuous efforts to define and address the needs of IT companies.

ITIDA offers NGOs a number of financial incentives in the areas of institutional development, market research, local and international marketing, awareness campaigns, training and certification as well as projects in line with its objectives to satisfy the interests of its member companies.

In October, 2012, ITIDA supported a trade mission to Abu Dhabi of 30 Egyptian ICT companies affiliated to the Chamber of Information and Communication Technology (CIT) to explore business opportunities with their Emirati counterparts.-----------------------------------------------------------------------In January, 2013, another business trip targeted Jeddah witnessed the participation of 19 Egyptian ICT companies met with their counterparts in a successful match making event.-----------------------------------------------------------------------From the 21st to 24th January, 2013, ITIDA supported another business trip organized by CIT to Libya in order to participate in “Teqania” exhibition. 19 Egyptian companies visited the exhibition and held a trade mission as a side activity. -----------------------------------------------------------------------In February, 2012, ITIDA signed a number of three one-year joint cooperation protocols with NGOs to provide managerial and technical support for companies working in ICT field. Providing end-to-end support for foreign direct investors seeking to enhance their global offerings using Egypt`s competitive advantages, ITIDA helps overseas investors explore and apply for incentives covering all verticals of the IT industry and especially in the BPO/ITO field.

ITIDA’s full fledge support to investors includes supporting all the due diligence activities required by investor including information gathering, site visits, case studies...etc, facilitating the set-up and establishment procedures in Egypt, in addition to providing incentives that support the company’s business needs. In the years 2011/ 2012, ITIDA has managed to support existing outsourcing

and offshoring centers to grow their operations in Egypt, in addition to attracting new investors to establish in the country. Export-IT Rebate Program

Export IT program is an integral part of ITIDA strategy to encourage and promote the exports of the ICT companies and support them in penetrating key markets.The program was designed by ITIDA in coordination with the Egyptian NGOs as representatives of the IT industry.By virtue of this program, eligible approved companies receive direct cash rebate on the collected proceeds of their value-added exports during a specific time frame.

One of the main strengths of this program is to develop statistics covering the Egyptian ICT exports in terms of export revenues, destinations, types of service exported and business verticals served. ITIDA analyzes all mentioned data and takes them into consideration while developing IT strategies.

The year 2012 witnessed the announcement of the program’s Phase III in which ITIDA allocated 8 million USD to stimulate IT exports.-------------------------------------------------------------------In February, 2012, ITIDA cashed the financial aid, in an unprecedented step, as one shot for the companies benefiting from the program.-------------------------------------------------------------------76 companies benefited from the program, withan increase of 33% compared to Phase I where only 57 companies were able to contribute. -------------------------------------------------------------------In September, 2012 and as per the Egyptian ICT companies’ request, ITIDA has extended the registration and submission deadline for the companies till the end of September.-------------------------------------------------------------------ITIDA’s support will help these companies realize the goal of exporting products worth more than2 billion USD by the end of 2013.

Egypt On is the name of the campaign launched by ITIDA to highlight Egypt’s business outsourcing potential and increase awareness among key outsourcing decision makers about its competitiveness. The total number of participants in exhibitions, single interventions and business trips increased to 349 in 2012 compared to 154 in 2011. Considering the ongoing support to develop local IT firms capacities conjointly increase their IT exports, ITIDA launched Go to GCC program in cooperation with International Data Corporation (IDC), the leading global provider of market intelligence and advisory services for the information technology and telecommunications markets, in 2010. ITIDA designated the program to support Egyptian IT firms in penetrating the GCC market through providing a platform for partnerships with leading system integrators and channel partners in the GCC region. The program provides local companies with various forms of support including networking events, marketing intelligence and continuous interaction throughout the entire program’s stages.

During 2012, several researches were conducted to identify the potential opportunities in Africa to launch a similar program targeting the African market, namely; Go to Africa. Extensive

researches included ‘Results of Export IT Program’ that analyzed the top 15 countries in terms of revenues, customer base and number of service providers were conducted to serve the aim of the program.

ITIDA collaborates with the Egyptian ICT Chambers to support Go to Market activities they offer to their member companies. In this respect, ITIDA signed a Memorandum of Understanding with the Chamber of Information Technology (CIT) of Egypt through which an amount of 1.1 million EGP was allocated to support the chamber member companies in penetrating key markets.

The agency also finances the hardware and manufacturing industry as ITIDA cooperated with the IT Division of the Federation of Egyptian Chamber to support its members to participate in 6 major business trips to USA, China, Taiwan and Hong Kong.

Cairo Technology Park share in Infrastructure Readiness

Cairo Technology Park in Maadi

Cairo Technology Park, Egypt’s first specialized investment zone, is a collaborative project between several governmental bodies including the Ministry of Communications and Information Technology (MCIT), the Ministry of Investment and Cairo Governorate.

The park is being developed to capture the growth potential of the Contact Center industry through creating a dynamic community that will enable local and international players to operate globally.

In 2012, ITIDA assumed the responsibility of supervising Maadi Park that includes managing the whole process of rebranding the park, providing guidance and support, and preparing incentives package that aims at attracting investors to set up and develop their business in the park.-------------------------------------------------------------------The work is going on in full swing to deliver 8 buildings by early 2014 that will provide about 8,000 direct job opportunities, and 19,000 indirect job opportunities.-------------------------------------------------------------------It is planned to complete the investment phases and finalize establishing 27 new buildings to reach a total of 38 buildings, according to the set plan to get the park working with full capacity in 2017.-------------------------------------------------------------------This investment zone is arranged to provide, once its phases are completed, 40,000 direct job opportunities, in addition to 100,000 indirect job opportunities.

Inar, the Egyptian Tablet

Inar is not just the first tablet to be designed and manufactured in the Middle East and Africa, it is more of an initiative to introduce and instill knowledge, open new markets, create new opportunities for the hardware industry in Egypt and the region, and

above all, make a significant contribution to the global content industry. ITIDA initiated Inar, a brand owned by the entity, to be distributed among university students, university staff, and government officials during the first phase of the project.

In April, 2012, the idea was put in place when ITIDA signed a cooperation protocol with the Supreme Council of Universities that encompasses launching a pilot project to provide 10 thousand tablet computers for the students of Egyptian governmental universities.-------------------------------------------------------------------In May, 2012, ITIDA’s BOD approved to allocate a budget of 10 Million EGP for the signed protocol which strongly contributes to the development of local industry for tablet computers and software.-------------------------------------------------------------------ITIDA exerted great effort in the branding process of Inar, starting from analyzing and comparing products and similar initiatives in different countries.

ITIDA’s Role in the Egyptian E-signature Infrastructure

E-Signature Competency Center and Root CA

As a key component in efforts to stimulate e-commerce, e-government and support an export-oriented IT sector, ITIDA announced the launch of the Egyptian Center of Excellence for e-Signature and Information Security in October, 2011 during GITEX Dubai. The center provides services related to building infrastructure centers for e-signature and related applications. It also aims to develop coherence and integration between various software packages and improve systems designed to protect user confidentiality. In addition, as one of its primary roles and as a supervisory body for electronic

signature, ITIDA operates the Egyptian Root Certificate Authority (Root CA) according to the highest security standards offering a continuous 24/7 operation (based on the means of a second hot-standby Trust Center).

The national Root CA is the trust anchor for all relying parties within that domain. Furthermore, the national Root CA is the legal and national base upon which all IT applications; e-commerce and e-business transactions will be affected. It also provides cross recognition across Egypt and to other Root CAs in different nations.

As the sole center in MENA providing such services in Arabic language, ITIDA’s E-Signature Competency Center has placed rules governing its basic functions as a center of excellence in providing e-signature/PKI services yet committed to international standards of quality and expertise transfer to clients.-----------------------------------------------------------------------In June, 2012, ITIDA announced the launch of e-signature deployment plan which is divided into 2 stages in which the agency has successfully completed Gov-CA Infrastructure and ensured the readiness of the CSPs.-----------------------------------------------------------------------The center is implementing e-signature pilot projects in several governmental and private sectors; MCIT affiliated bodies, GAFI, Shoura Council, Gov-CA (Ministry of Finance), Civil State Organization, and Ministry of State for Administrative Development, as well as Leveraging e-trade and e-banking in the financial sector.

The office has conducted several advanced training courses for 1960 judges representing various courts around the country as well as 1013 general prosecutors to familiarize all the stakeholders with sound procedures that guarantee law enforcement.-------------------------------------------------------------------------------------------------------------------Additionally courses for about 258 law enforcement officers from all over Egypt in order to ensure knowledge transfer of the technical aspects related to law enforcement.-------------------------------------------------------------------------------------------------------------------The office in 2012, in cooperation with the World Intellectual Property Organization (WIPO), conducted a survey as a part of a National Study in Egypt to measure the economic impact of intellectual property assets on the ICT small and medium enterprises (SMEs).

Intellectual Property Rights Office (IPR)

ITIDA’s Intellectual Property Rights Office aims at raising awareness of intellectual property rights and the negative consequences of piracy and hacking on both society and the economy, in order to protect innovators, businesses, consumers and society at large. The IPR Office was established to reinforce these changes and to administer a national copyright system.

Since its establishment, there has been an increase in the number of seminars, workshops, and training sessions carried out, signifying a shift in the approach of dealing with intellectual property in the country. As a result, Egypt managed to reduce its level of software piracy to 59% in 2009 according to the seventh annual BSA and IDC Global Software Piracy Study.

During 2012, IPR Office finished depositing and registering of 223 computer works, issuance of 322 licenses for enterprises, issuance of 200 licenses for copying, selling and trading. Additionally, the office prepared a number of 1251 technical expert reports concerning cases of intellectual property violation.-------------------------------------------------------------------------IPR employees attended a number of training programs, organized by the International Academy of WIPO and the International Law Institute in Italy.

Supporting MSEs in ICT

ITIDA adopts diverse supporting initiatives to revive and boost Micro and Small Enterprises. The agency aims at arming such enterprises with the prerequisite tools enabling them to compete and penetrate new markets as well as honing working processes and increase IT exports. An integral part of the national development strategy that ITIDA fosters, is to develop MSEs by injecting them with direct and indirect financial support through a set of programs.

ITIDA launched the MSE project which allocated EGP 30 Millions to support MSEs.

To further capitalize on the project’s results, ITIDA is planning to organize a marketing event in 2013 to market MSEs’ products and services developed and funded in 2012. ITIDA with NGOs and the involved companies will invite stakeholders from different governmental entities to take part in the event. The event will be a perfect opportunity to highlight the importance of MSEs and market their products and services locally.

In 2012, two projects were designed to fund MSEs aspiring activation of their role in the local and international markets as well as increasing their ICT exports.-------------------------------------------------------------------In 2012, ITIDA allocated a budget of 20 million EGP to underpin the development of the ICT products and services of MSEs. In addition to 10 Million EGP were allocated to support the market outreach of MSEs.-------------------------------------------------------------------Requested fund was 22,554,222 EGP of which 19,774,672 went for development and 2,779,550 EGP went for marketing.-------------------------------------------------------------------82% of the accepted companies are from Cairo and Giza and 18% from other governorates while 65% of them are small and 35% are micro.

The Technology Innovation and Entrepreneurship Center (TIEC)

The Technology Innovation and Entrepreneurship Center (TIEC) aims to drive innovation and entrepreneurship in ICT for the benefit of national economy. Launched at Smart Village in September 2010, the overarching goal of the center is to stimulate an innovation-based economy through strategizing, facilitating, and promoting innovation, entrepreneurship, and the creation of intellectual property in ICT and its applications.

In addition to hosting and sponsoring a range of international forums, conferences and workshops in 2012, the center has launched and organized a number of competitions such as Ibtiecar, Hayiy, Idea2prototype Competition, and Young Innovators Competition that aim mainly at promoting the entrepreneurial spirit, fostering innovation culture in the coming generations, and supporting innovative ideas commercialization.

In 2012, ITIDA assumed the responsibility of supervising the center’s activities to manage, and coordinate the various programs and initiatives derived from the innovation and entrepreneurship strategy jointly with the different stakeholders.-----------------------------------------------------------------------The center has become the first Egyptian center to be a member in the European Business Network (EBN) which opens up opportunities for local businesses to link up through TIEC with organizations and facilities across the world, to develop their services, products and markets.-----------------------------------------------------------------------In 2012, TIEC has managed to sign a number of MoUs with various academic and industrial entities like the French University in Egypt, Arab Academy for Science, Technology and Maritime Transport (AAST), Ain-Shams University and Nokia Corporation that aim mainly at spreading innovation and entrepreneurship and creating technology incubators.

Information Technology Academia Collaboration (ITAC) Program

ITIDA’s Information Technology Academia Collaboration (ITAC) encourages collaboration between the IT industry and universities. To this end, a number of ITAC programs link academic research to the industry and market needs. Collaborative research programs aim at bringing value to IT companies, universities, researchers, and the technology community. In addition, ITAC helps create opportunities within IT companies for undergraduates, graduates, master students and PhD students, so they can further develop their skills and experience.

ITAC continuously works on developing its portfolio through reaching out to more companies, promoting awareness by different mechanisms, and collaborating with similar programs to maximize the benefit to companies, integrate the efforts, and harmonize the evaluation and funding process.

In 2012, ITAC defined specific areas for submitted Collaborative Research Projects. Egypt Nanotechnology Center

The Nanotechnology Research Center was launched in 2008 as a partnership between IBM, Cairo University, Nile University, and is funded by ITIDA and the Science and Technology Development Fund (STDF). The research areas of the center focus on alternative energy and energy recovery for desalination, simulation and modeling software.

Through investment in people, support for innovation, and development of strategic partnerships, Egypt Nanotechnology Center will actively lead the nation in conducting globally recognized scientific research and producing practical innovations that have a significant impact on the national economy.

Egypt’s Nanotechnology Research Center is the first of its kind in North Africa. The center aims at building and strengthening Egypt’s capability in applied and industrial research.-----------------------------------------------------------------------Egyptian scientists working in the center are back to Egypt after spending 2 years working side-by-side with IBM scientists and engineers on advanced nanoscience and nanotechnology projects in IBM Research labs in Zurich, Switzerland and Yorktown Heights, USA. -----------------------------------------------------------------------Researchers of the center produced more than 37 patents and 16 scientific research papers in high profile journals.-----------------------------------------------------------------------The center is funding three projects which are Solar Energy System Design using Advanced Learning Aids (SOLEDA), Inkjet Printing of Electonic and Optoelectronic Devices and development of a postgraduate program in Integrated Water Technologies (IWaTec) for Egyptian students.

Transformational Momentum in the IT Industry:

1.Talent Supply & Industry Capacity Engine:

1.1.Building the Talent Infrastructure:ITIDA has developed a new holistic talent development framework which covers a process that starts by creating the talent, mapping their skills, building sufficient qualified talent, availing jobs, and tracking their success. Accordingly, new plans are under development such as tapping alternate talent pools (i.e. graduates from private higher institutes), in addition to solving Middle Management shortage by partnering with the industry and training providers to launch various Middle Management programs (i.e. RITI, and training academy). Moreover, a need for an assessment framework is indispensable, hence ITIDA will work on launching a national assessment framework catered to the IT-BPO industry.

1.2. Propel the Industry Capacity Engine: ITIDA aspires to transform more than 50 Egyptian IT companies to reach international maturity and compete in global markets. Building on the success of Grow IT Phase I, ITIDA plans to launch a second phase catered to Micro & Small Enterprises. ITIDA also intends to create and build a National Champion that will become a regional leader and global competitor. Availing and promoting attainment of quality standardization and certification to the industry such as COPC, CMMI, SPIG, etc with the aim to make 20% of companies certified and

aligned with international standards. ITIDA plans to build the capabilities of the Egyptian Electronics Design & Manufacturing companies, help them acquire best practices and export their products internationally, thereby creating an innovation and manufacturing hub in the MEA region.

2.Demand Stimulation:

2.1.Invigorate Local Demand of Outsourced Technology and Business Services:In order to build a vibrant industry and a progressive nation, ITIDA realizes the importance of the local market as there are vastly untapped demand and lack of knowledge and interest in utilizing outsourced services. Accordingly, ITIDA decided to collaborate with the government and private sector to drive awareness and adoption of outsourcing services in the public and private sector; creating a forum acting as a platform to educate different sectors on benefits of outsourcing also to exchange ideas and learning on what to outsource in each sector. Moreover, ITIDA and industry providers should work collaboratively to encourage IT penetration in SMEs with effective adoption of cloud computing services.

ITIDA aspires to build momentum in the IT industry, by making Egypt one of the top global hubs for technology and business services, and to transform the nation through the IT industry, by diffusing IT in core services such as education, healthcare, and public services.ITIDA’s strategy focuses on 7 key pillars to enable the Egyptian IT industry achieve its future aspirations…

2.2.Proliferate Foreign Direct Investment Inflows:ITIDA plans to attract among the top 20 outsourcing and offshoring Third Party Service Providers (3PSPs) to establish their branches and centers in Egypt, in addition to targeting Fortune 1000 companies to establish their shared service centers. As in accordance with future global trends, ITIDA intends to promote Egypt to SMBs in developed markets such as the U.S. and Western Europe. Approaching established MNCs in Egypt that are not utilizing outsourcing / offshoring services is also imperative as they already experienced prosperity through the Egyptian value proposition. ITIDA also plans to intensify its Go To Market activities especially targeting Africa, GCC, U.S and Western Europe. More importantly, ITIDA intends to work on building international linkages by signing MoUs with leading IT Industry Associations across the globe to ease knowledge transfer and trade with key markets.

3.Brand Egypt:

ITIDA will continue to act as the global Ambassador for Egypt in the international arena for offshored technology and business services. In the coming phase, ITIDA intends to intensify its global branding activities for Egypt by implementing multiple channel campaigns, creating a new value proposition tailored for each geography, segment and vertical. ITIDA will collaborate with analysts to prepare white papers about Egypt, and to work with a global PR and marketing firm to strengthen Egypt’s possition on the global O&O map. ITIDA plans to organize and lead Road shows and Trade Missions to key geographies and markets such as the U.S, UK, Western Europe and potentially the Philippines.

4.World Class Connectivity & Infrastructure:

4.1.Develop a World Class Infrastructure:ITIDA plans to assist Cairo Technology Park in Maadi in scaling up the required spaces with a plan to utilize 40% of the park, ensuring that the supply meets the demand, promoting the new brand internationally and locally, and attracting real estate developers to build offices to be offered at competitive prices. ITIDA will also liaison and promote the establishment of a technology park in Alexandria and the development of Integrated Townships such as the Sinai Technology Valley.

4.2.Increase Telecom Connectivity Competitiveness:Itida is continuesly benchmarking the telecom rates and services levels with competing countries such as India, Philippines and Poland to ensure Egypt’s price competitiveness. Realizing the great potential in the GCC market, ITIDA will liaison with the Ministry of Communication and Information Technology and Telecom Egypt to decrease telecom rates between Egypt and GCC region. In addition, liaison with Telecom Egypt to lay out fiber cables in key locations (Tier 1 and Tier 2 cities). ITIDA also plans to collaborate with Industry Players and Telecom Egypt to develop a Crisis Management plan to avoid risks of business interruptions and address the single point of failure issue.

5.Transform Business, Regulatory and Legal Ecosystem:

ITIDA plans to actively work with concerned stakeholders from the government to ensure passing of the data protection law after assembly of the parliament. Also, ITIDA intends to liaison with Ministry of Investment and Ministry of Finance to create “Special Free Zones” for the IT sector, and also to levy custom duties of imported goods by companies working in offshored technology and business services. Enhancement of the Labor Law to suit the requirements of the outsourcing industry is very crucial, and working on the facilitation of entrance of foreign experts to country. ITIDA’s E-Signature Unit intends to

develop PKI security solutions in different government entities. Moreover, ITIDA will work on raising awareness of Intellectual Property Rights and improve Egypt’s ranking in Piracy.

6.Availing Access to Financial Capital:

ITIDA plans to continue expanding its efforts in availing finance to Egyptian Companies, with a special focus on Micro & Small Enterprises, Entrepreneurs, and high-end product design, manufacturing and R&D services. As part of ITIDA’s aspiration to build a National Champion, there will be schemes to collaborate with Development Banks to fund or co-fund the champion. In addition to the champion, ITIDA intends to work with Banks and International Donors, such as the European Development Bank and the World Bank, to fund major development projects, including those in telecom, real estate or railways/transportation; in addition to working on developing more A2F programs, disbursement of funds to SMEs and Entrepreneurs.

7.Fostering Innovation and Entrepreneurship:

ITIDA will work closely with the Technology Innovation and Entrepreneurship Center (TIEC) to further develop and foster the Innovation and Entrepreneurship culture and promote Egypt to become a regional hub for innovation. Enhancing the business ecosystem such as creating special labor laws and levy corporate taxation and any imported goods for the use of R&D. In addition, a need to develop technology specific clusters and deployment of fully-fledged incubation centers is indispensable, offering end-to-end support. ITIDA and TIEC plan to encourage the creation and exchange of Intellectual Property (IP) by Egyptian Local innovators and Multinational-Local partnerships, whereby addressing any challenges faced such as funding and commercialization of the IPs. In addition to attracting more MNCs to establish their centers of excellence and innovation in Egypt, and also designing intervention programs from school levels to university.

Building Momentum From Within:

1.Increasing Organizational Capacity:

In order to accommodate to a dynamically growing IT industry, ITIDA will accordingly grow its portfolio of services and initiatives considering effectiveness and efficiency. ITIDA plans to learn and adopt international best practices in development of IT industries, in addition to widening its international networks and relationships with its counterparts in other countries. ITIDA will adopt a “knowledge transfer” technique from within the organization and from external entities such as experts from the industry and consultants. ITIDA intends to increase the outreach of its services and initiatives across Egypt and even other countries.

2.Build Human Capability:

ITIDA plans to build the capabilities and develop its human capital as they

ultimately are the ones creating the impact within the industry. ITIDA will send more employees in “knowledge exchange programs” to acquire expertise of developed countries. In addition, ITIDA will encourage its employees to attain professional certifications in various areas such as Public Administration, ITIL, Project Management, etc.

3.Cost Efficiency:

ITIDA intends to deliver its programs with cost efficient measures while ensuring same quality of delivery. ITIDA will work to design or redesign its programs to be revenue generative or become self sustainable. Moreover, ITIDA plans to intensify its collaboration with International Donors and Grant-Making Foundations to fund or co-fund and provide technical assistance to some of its developmental programs.

HR and Internal Communications Practices

ITIDA in the past 2 years was seeking to build world-class organizational and Human Resource practices within the organization. Through restructuring its business processes, ITIDA was able to deliver more agile and efficient services to the industry. Through applying smart budgeting techniques, ITIDA managed to provide a wider number of

beneficiaries with quality services while reducing the overall cost of operation. Through a number of HR practices that ITIDA applied in the past 2 years, the organization has managed to help employees unleash their full potential through ongoing training and career development.

While understanding that the entity success depends on employees’ commitment, engagement and satisfaction, the HR department carried out an employee satisfaction survey with a specialized consulting firm. All outcomes were circulated among ITIDA staff and a corporate action plan has been developed to address areas of greatest concern.-------------------------------------------------------------------------------------------------------------------During 2012, ITIDA introduced skills and competencies assessments and identification tools while investing in staff with high potential by helping them with their career planning and development.-------------------------------------------------------------------------------------------------------------------ITIDA conducts several activities to enhance internal communications. One of these key activities is the monthly staff meeting headed by ITIDA’s CEO in order to keep employees up to date with ITIDA’s strategies, internal policies, achievements as well as IT sector updates.

ITIDA’s Human Resources department is primarily concerned with introducing effective policies, implementing sound procedures, and people-friendly guidelines.
