    INTEROFFICE MEMORANDUM

    Date: August 8, 2014

    To: Public Works Commission

    From: Neal Oldemeyer

    Subject: Alternative Analysis

    ISSUE

The Alternatives Analysis (AA) process will engage the community, develop purpose, needs andgoals, and evaluate alignments and modes resulting in a locally preferred alternative (LPA)recommended by the steering committee on which the Mayor and City Council members willhave final approval.

    BACKGROUND

In 2011, the Federal Transit Administration (FTA) awarded an AA grant for the DowntownBoise Circulator study in the amount of $375,000. The City, along with Capital CityDevelopment Corporation (CCDC), each made a local match of $62,500. These matches alongwith the FTA grant provided a total of $500,000 to complete the AA. The City recently expandedthe study area that resulted in a project budget increase, which now totals $563,000.

The following presentation will provide detail on the alternatives analysis, review progress to

date and identify the next steps of the analysis.

    Most Repeated Responses

This is a great idea, I strongly support this project

Even though there were many more comments insupport of a circulator, there were numerous

comments that a circulator is not needed

Concern about the cost and how the circulator will befunded

A stable, reliable regional transit system needs to bein place before a downtown circulator is built or

    needed
