Historical Account of Brazil participation in FP-7 in the ICT area

• 2004 – 19 jan – EU – Brazil Agreement of S&T Cooperation; aproved by Brazilian National Congress on 22/11/2006;

• 2007 – 10 mai – Presidential Decree forwarding Agreement

• 2007 – 7 ago – put in force for a 5 year period.

Principles of the Agreement

(a) Mutual benefit based on an overall balance of advantages;

(b) Reciprocal Access to the activities of RTD undertaken by each party;

(c) Timely exchange of information which may affect cooperative activities;

(d) Appropriate protection of IPR .

THEMATIC AREAS

The Agreement highlights 12 technology oriented thematic areas: - biotechnology ; - information and communication technology ; - bioinformatics; - space; - micro- and e nanotechnologies; - materials research; - clean technologies; - management and sustainable use of environmental resources; - biosafety; - health and medicine; - aeronautics; - metrology, standardisation and conformity assessment ;

+ human sciences.

Main areas of work were:

• Food

• Agriculture

COORDINATED CALLS (BILATERAL) – FP-7

it happened only for ICT and biofuels

1 for biofuels – in 2008: 2 projects – €4Mill

2 for ICT – in 2010 : 5 projects – €5Mill

The first calls in ICT and biofuels had very positive assessment

• Firstly (2007) MRE advocates begining the Accord with biofuels alone.

• Minister Sérgio Rezende demands participation of ICT and assigns SEPIN to coordinate this action.

• A. Gadelha, Marylin Peixoto, Antenor e Michael Stanton goes to meet ISTAG in Brussels, in June 2009, to show capacity of Brazil to participate in FP-7 in the ICT area.

• Workshop na USP/São Paulo in September 2009 – definition of areas for the first Coordinated Call in FP-7, with great participation of researchers from Brazil and EU.

4 areas defined: Future of Internet; Microeletronics and Micro-Systems; Embedded Systems; E-Infrastructures (EU wished to focus only on IoT)
