Performance measurement frameworks need to be balanced, multidimensional, comprehensive and integrated into the organizational performance measurement framework.
The selection process of a performance measure is crucial. It requires explicit communication about performance priorities and the relationships between the priorities to reveal hidden differences in the state of mind of stakeholders
Measures also need to be agile and developed while being clear who is responsible for the measure and what actions are taken on the results of the measure.
