ISU COUNCIL The ISU Council met on February 14, 17 and 20, 2014 in Sochi / Russia and allotted the ISU Grand Prix of Figure Skating Final (junior & senior) to the Spanish Ice Sports Federation, to be held on December 11-14, 2014 in Barcelona, Spain. Based on proposals received from Members, the Council agreed upon a number of topics for the Forum to be held during the ISU Congress on June 9, 2014 which include; the on-going activities of the ISU Sport disci-plines and ISU Elections 2016/2018.Mindful that the ISU support towards the ISU Grand Prix of Figure Skating is restricted to a limited group of organizing Members, to a limited number of skaters and to a limited number of Officials, the ISU Council agreed to financially support a group of identified Mem-bers traditionally staging International Figure Skating Competitions starting with the season 2014/15. This ISU support has the objective to ensure the proper and consistent organization and conduct of the identified International Competitions, to give adequate opportunities for all skaters to compete at the international senior level and earn World Standing points and to increase the opportunity for Officials to officiate at an international level. Full details of this ISU support and related conditions are available in ISU Communication 1858.The ISU Council agreed to meet again on June 8, 14 and 15, 2014 in Dublin, Republic of Ireland, on October 17-19, 2014 in Geneva, Switzerland and on March 23 - 24, 2015 in Shanghai, China. SPORTS DIRECTORATEIn the Figure Skating Branch, the Team Event was successfully included into the Sochi 2014 Olympic Winter Games program. Following the Games the ISU World Junior and World Figure Skating Championships along with the ISU World Synchronized Skating Champion-ships took place and put an end to the busy Olympic Season. Preparation for the new season is under way and the proposals for the ISU Congress are being discussed. Develop-ment Seminars are being prepared along with the Global Seminar in Frankfurt which will take place in July.In the Speed Skating Branch, the World Short Track Championships in Montreal (CAN) showed a very high level of performance and

International Sport Federations which were constituted a long time ago are generally proud of their long history. However there is something that is not truly positive for them, i.e. their Statutes were written many years ago and since the world of sport has modified its approach over the years, they are now confronted with necessary changes.

The ISU, founded in 1892 in Scheveningen, The Netherlands, is among those federations. One of the first pieces of evi-dence is the issue of natural ice-rinks. In the past they were more available in Nordic countries and the best skaters started in the first groups since the ice conditions were more favorable (this is particularly true in Speed Skating).

Progress, technology and industry made the artificial ice-rinks available and the ISU proposed to the ISU Congress, which has the power to change the rules, to modify that imposition, so that the best skaters were to progressively compete in the last groups. Except for Technical Rules, to pass an amendment at Congress, which is the highest body of the ISU, it was and still is necessary to obtain a two-third majority. It must be noted that based on the number of ISU Members, there is a maximum of 115 votes in 2014 and therefore a two-third majority means 77 votes are required to confirm that a new proposal is accepted. But the procedure also requires that the proposal be included in the Congress Agenda months in advance, otherwise it must be presented as an Urgent Matter (Art. 29, para 5) in order to be included in the Congress Agenda. Urgent Matters need a 4 / 5 majority i.e. 92 out of 115 votes in favor.

In order to continue to be attractive, at present a sport needs to receive consensus from the entities who are most involved in the sport area, namely sponsors, television-media and spectators (TV viewers and individuals attending the event). But as pointed out, to adapt a sport discipline to the requirements of the sport’s entities it is necessary to compose a constructive solution and in particular to respect the procedure of democracy existing in each International Sport Federation. After that, the involved entities need to be persuaded that the new package is better than the one they used to offer to the final “consumer” for many years.

Now, since an International Sport Federation is working with the cooperation of elected and appointed people and the ISU is very attentive to respect the ISU Statutes, it is neces-sary that the large mass of individuals in the ISU, defined as ISU Office Holders, supports the message and actually helps to form the rules with the aim to improve the situation. When this does not happen, it is clear that everything remains linked to the existing rules, therefore the sport disciplines remain as they have been for many years. In the past this was accepted however today and in the future the consequence might be that sport disciplines are no longer considered attractive enough.

Here a point comes to surface, i.e. is it correct that the ISU Office Holders, normally considered as experts, that are elected by the Congress or appointed by the Council (the two major ISU bodies) accept a much different direction since this was the Congress orientation?One can note that important rules may be changed, but yet again the matter shall be submitted to the Congress which has to reach a two-thirds majority as described above.

ISU NEWSA demonstration by a professional Japanese dance company of next season’s requirement, the Spanish Dances was organized with the help of the Japan Skating Federation. Proposed rule changes for the ISU Congress and the requirements for next season were presented by the IDTC. An Educational DVD with “live examples” and “exercise examples” of Required Pattern Dance Key Points for the upcoming season for Junior and Senior Short Dance will be available to order on the ISU website. Finally an ISU Judges and Referees Seminar was held in Las Vegas (USA) at the end of April.

Synchronized SkatingThe Synchronized Skating Technical Commit-tee (SySTC) has been busy with preparations for the Junior World Challenge Cup, ISU World Synchronized Skating Championships and the ISU Congress as well as prepar-ing the requirements for next season. At the same time, the SySTC members have published the Element Requirements for next season and issued the proposals for the up-coming ISU Congress. An annual Trial Judg-ing seminar was held in Rouen (FRA) during the 20th Anniversary edition of the French Cup. The ISU World Synchronized Skating Championships were held in Courmayeur (ITA) and marked the end of the ISU Championships season. An IOC representative attended the World Championships as an observer. The SySTC now concentrates on preparing for the ISU Congress as well as finalizing the Techni-cal Requirements for the 2014/15 season.

Speed SkatingThe Speed Skating Technical Committee (SSTC) had technical representatives at four ISU Championships, two Essent ISU World Cups and three ISU Junior World Cups. The SSTC managed the qualification process and facili-tated the event entry process at the Olympic Winter Games. SSTC meetings were held in Sochi and on the occasion of the Essent ISU World Allround Championships last March. The annual season review meeting with Coaches took place prior to the World Cup final. The Committee reviewed the proposals for Speed Skating Rule changes announced in the provisory agenda for the ISU Congress and adjusted some of its own proposals based on further feedback. The SSTC has worked in close cooperation with the ISU

in Speed Skating the Allround Championships took place in front of over 20000 spectators. The proposals for the upcoming ISU Congress are discussed in collaboration with the respec-tive Technical Committees. In depth evaluation is under way in both disciplines in order to improve them and standardized the calendar for the 2014/15 season.A number of inspection visits for the 2015 Championships are scheduled to take place in the coming months. Finally a successful TV Workshop was held in Saitama (JPN) to discuss, offer and propose new ideas to improve the presentation of Figure Skating on television.

ISU TECHNICAL COMMITTEES

Single and Pair SkatingThe Technical Committee members acted as Referees and Technical Controllers at the Sochi 2014 Olympic Winter Games and at ISU Championships. Two Committee meetings were held during the Olympics and during the Worlds Championships in Saitama, Japan. The Committee evaluated the content and quality of almost 100 Referees and Technical Controllers Reports which also contained a number of suggestions relating to the ISU Judging System. These suggestions along with proposals made by ISU Members and Technical Committee members, ISU Rule change proposals for the ISU Congress 2014, preparation of the annual ISU Communication with changes for the season 2014/15 and amendments to the current Technical Panel Handbooks for the next season were the bulk of the Committee’s work. At the end of April the Technical Committee Members acted as Moderators at two Judges Seminars: ISU Sponsored Pair Judges Seminar in Berlin, Germany and Recognized Judges Seminar in Las Vegas, USA.

Ice DanceMembers of the Ice Dance Technical Commit-tee (IDTC) acted as Referees and Technical Controllers at the Olympic Winter Games and ISU Championships. The IDTC Members conducted meetings with Coaches at all ISU Championships in order to receive feedback in particular on suggestions of technical requirements for the coming seasons. The Annual IDTC meeting with Coaches, Officials and Skaters was organized in Tokyo (JPN).

Speed Skating Vice President and Sports Director on the structure and the details of the ISU Speed Skating calendar for the next seasons, taking into account the new stand-ardized calendar for ISU Championships that will be implemented as from 2014/15.

Short TrackThe Short Track Speed Skating Technical Committee (STSSTC) was busy with the Sochi 2014 Olympic Winter Games where they held a number of meetings. Two weeks after the Olympics the ISU Championships continued. Turkey hosted their first ISU Short Track Championships from March 7-9 with the World Junior Championships in Erzurum. The ISU World Short Track Speed Skating Championships took place in Montreal (CAN) in a sold out venue. The STSSTC also held meetings in Montreal to discuss and prepare the proposals for changes to the Short Track Speed Skating Special Regulations and Technical Rules which will be submitted at the forthcoming ISU Congress in Dublin (IRL). The Technical Committee also scheduled the next Seminar for Short Track Speed Skating Officials which will be held in Frankfurt (GER) September 3-7, 2014.

BRIAN WESTOVERIt is with deep sorrow that the ISU learned of the death of Brian Westover in April 2014. Mr. Westover was an ISU Short Track Competitors Steward and considered by many as one of the best in his field. The ISU pays homage to Mr. Westover’s contribution to Short Track and will remember him withfondness.

ISU MEDICAL COMMISSIONDr. David Mitchell retires after 26 years on the ISU Medical Commission. Dr. Mitchell was appointed in 1988 and was the Chief Medical Officer for the National Ice Skating Association from 1985 to 2000. He was also involved with Anti-Doping UK and had a 30 year career as a General Practitioner. The ISU thanks Dr. Mitchell for his dedication and contribution to the sports and wishes him much success in the future.

OLYMPIC WINTER GAMES The Figure Skating competition in the Iceberg venue was one of the most popular events at the Olympic Winter Games. The inaugural team competition was a big success. Led by Tatiana Volosozhar/Maxim Trankov and Evgeni Plushenko, Team Russia easily took the gold medal. Team Canada, headlined by Tessa Virtue/Scott Moir and Patrick Chan claimed the silver medal and the bronze went to Team USA featuring Meryl Davis/Charlie White and Ashley Wagner. Volosozhar/Trankov went on to earn the gold medal in the individual event ahead of surprise silver medalists Ksenia Stolbova/Fedor Klimov (RUS) and Aliona Savchenko/Robin Szolkowy (GER). Qing Pang/Jian Tong (CHN) placed fourth ahead of Kirsten Moore-Towers/Dylan Moscovitch (CAN).Yuzuru Hanyu (JPN) became the first Japanese man to win Olympic Gold and at 19 years old, he is also the youngest Olympic Men’s Champion in 68 years. Patrick Chan (CAN) took home the silver medal and Denis Ten (KAZ) surged from 9th place after the Short Program to capture the bronze. Ten is also the first Figure Skater from Kazakhstan to earn an Olympic medal. Javier Fernandez (ESP) was narrowly edged out of the podium to finish fourth, ahead of Tatsuki Machida (JPN). Davis/White made history by taking the first Ice Dance gold for the USA. Defending champions Virtue/Moir earned the silver medal. Elena Ilinykh/Nikita Katsalapov (RUS) danced to the bronze medal. Nathalie Pechalat/Fabian Bourzat (FRA) ranked fourth and Ekaterina Bobrova/Dmitri Soloviev (RUS) finished fifth.In the Ladies event, Adelina Sotnikova (RUS) edged out defending champion Yuna Kim (KOR) to strike gold. Carolina Kostner (ITA) skated to the bronze medal. Gracie Gold (USA) was fourth, followed by Julia Lipnitskaia (RUS).

EUROPEAN CHAMPIONSHIPSThe ISU European Figure Skating Champion-ships returned to Budapest (HUN) January 14 -19 for the first time in ten years. It was the 106th edition of the event. Javier Fernandez (ESP) defended his European title ahead of first-time medalists Sergei Voronov (RUS) and Konstantin Menshov (RUS). Menshov rose from 11th in the Short Program to clinch the bronze, edging out Michal Brezina (CZE) by less than one point.

FIGURE SKATINGMaxim Kovtun (RUS) finished fifth. 15-year-old Julia Lipnitskaia (RUS) struck gold in her debut at the ISU European Figure Skating Championships. Her teammate Adelina Sotnikova repeated as silver medalist while defending champion Carolina Kostner (ITA) settled for the bronze. Alena Leonova (RUS) came fourth ahead of Mae-Berenice Meite (FRA).Tatiana Volosozhar/Maxim Trankov led a Russian sweep in the Pair Skating event followed by Ksenia Stolbova/Fedor Klimov and Vera Bazarova/Yuri Larionov. Stefania Berton/Ondrej Hotarek (ITA) placed fourth and Vanessa James/Morgan Cipres (FRA) came fifth. Four-time European Champions Aliona Savchenko/Robin Szolkowy (GER) withdrew

due to illness before the Free Skating. In the Ice Dance event, Anna Cappellini/Luca Lanotte (ITA) danced to their first European title. Elena Ilinykh/Nikita Katsalapov (RUS) claimed the silver medal and the bronze went to Penny Coomes/Nicholas Buckland (GBR). 2012 World Junior Champions Victoria Sinitsina/Ruslan Zhiganshin (RUS) placed fourth in their debut at the European Champi-onships, followed by teammates Ekaterina Riazanova/Ilia Tkachenko (RUS).

FOUR CONTINENTS CHAMPIONSHIPSThe 16th edition of the ISU Four Continents Figure Skating Championships took place in Taipei City (TPE) from January 22-26. Takahito

Mura skated to his first ISU Championship title and led the Japanese men to a one-two finish. Takahiko Kozuka earned the silver medal and Nan Song (CHN) took the bronze. Denis Ten (KAZ) placed fourth and Richard Dornbush (USA) was fifth. Kanako Murakami (JPN) won the Ladies event followed by her teammate Satoko Miyahara and Zijun Li (CHN). Haruka Imai (JPN) completed a strong showing of the Japanese ladies in fourth place and Courtney Hicks (USA) placed fifth. Wenjing Sui/Cong Han (CHN) recaptured the title they had won back in 2012. Silver medalists Tarah Kayne/Daniel O’Shea (USA) and bronze medalists Alexa Scimeca/Chris Knierim (USA) won their first medal at an ISU Championship.

Yuzuru Hanyu (JPN)

In what was a North American ice dance duel, Madison Hubbell/Zachary Donohue (USA) beat Piper Gilles/Paul Poirier (CAN) for the gold medal. Two-time World Junior bronze medalists Alexandra Aldridge/Daniel Eaton (USA) claimed the bronze in their debut at the event.

WORLD JUNIOR CHAMPIONSHIPSThe Junior season 2013/14 cumulated with the ISU World Junior Figure Skating Champi-onships in Sofia (BUL) March 12-16. Nam Nguyen (CAN) won the Junior Men’s title. Adian Pitkeev (RUS) earned the silver medal and the bronze went to Nathan Chen (USA). Alexander Petrov (RUS) was fourth and Shoma Uno (JPN) was fifth. Led by Elena Radionova, the Russian Junior Ladies swept the podium as they had in 2013. Radionova became the first lady to defend the World Junior title. Serafima Sakhanovich and Evgenia Medvedeva were the silver and bronze medalists. Satoko Miyahara (JPN) finished fourth, Alaine Chartrand (CAN) came fifth. Xiaoyu Yu/Yang Jin (CHN) continued the success of the Chinese pairs and won their first World Junior title. Evgenia Tarasova/Vladimir Morozov (RUS) and Maria Vigalova/ Egor Zakroev (RUS) claimed silver and bronze, their first medals at this event. Vasilisa Davankova/Andrei Deputat (RUS) placed fourth, followed by Madeline Aaron/Max Settlage (USA).Kaitlin Hawayek/Jean-Luc Baker (USA) upset favorites Anna Yanovskaya/Sergey Mozgov (RUS) in the Ice Dance event. Madeline Edwards/Zhao Kai Pang (CAN) moved from fifth to snatch the bronze medal. Lorraine McNamara/Quinn Carpenter (USA) ranked fourth and Alexandra Nazarova/Maxim Nikitin (UKR) came fifth.

WORLD CHAMPIONSHIPSThe 104th edition of the ISU World Figure Skating Championships took place in Saitama (JPN) March 26 to 30. Japan was selected to host the World Championships in 2011, but the event had to be moved to Moscow (RUS) following the earthquake and tsunami catastrophe. 177 skaters from 38 ISU members participated in the event. The twelve medals went to seven ISU members. Japan got two gold medals and one silver. Italy had one gold and one bronze. One gold went to

Aliona Savchenko/Robin Szolkowy (GER) concluded their successful career with their fifth World title. Ksenia Stolbova/Fedor Klimov (RUS) confirmed their results from Budapest and Sochi by taking the silver medal. Meagan Duhamel/Eric Radford (CAN) picked up the bronze like they had last year. Kirsten Moore-Towers/Dylan Moscovitch (CAN) came fourth and Cheng Peng/Hao Zhang (CHN) were fifth. Mao Asada (JPN) skated off with her third world title. Julia Lipnitskaia (RUS) claimed the silver in her debut at the World Championship and the bronze went to Carolina Kostner (ITA). Anna Pogorilaya (RUS), another newcomer, placed fourth and Gracie Gold (USA) was ranked fifth. Yuzuru Hanyu (JPN) capped off a great season by earning his first World title. Teammate Tatsuki Machida won the silver medal in his debut at the World Championship. Javier Fernandez (ESP) repeated as bronze medalist. Maxim Kovtun (RUS) and Jeremy Abbott (USA) finished fourth and fifth respectively. Anna Cappellini/Luca Lanotte (ITA) came out on top in an extremely tight Ice Dance competition. Kaitlyn Weaver/Andrew Poje (CAN) finished just 0.02 points behind in second place and bronze medalists Nathalie Pechalat/Fabian Bourzat (FRA) trailed the champions by just 0.06 points. Elena Ilinykh/Nikita Katsalapov (RUS) won the Free Dance but were too far behind after an error in the Short Dance and came fourth. Madison Chock/Evan Bates (USA) finished fifth.

WORLD SYNCHRONIZED SKATING CHAMPIONSHIPSThe 15th edition of the ISU World Synchro-nized Skating Championships took place in Courmayeur (ITA) April 4-5. Italy hosted the event for the first time. 23 teams from 18 ISU members competed in the Championships. Team Finland 1 (Marigold Ice Unity) struck gold, giving Finland its eight world title in the discipline. Team Canada 1 (Nexxice) edged out Team Finland 2 (Rockettes) for the silver medal. The Rockettes took bronze. Team Russia 1 (Paradise) came fourth followed by Sweden 1 (Team Surprise).

Martina Sablikova (CZE)

OLYMPIC WINTER GAMESThe Speed Skating events took place in the Adler Arena where 36 medals were up for grabs and 43 Men and 32 Ladies set new national records and five Olympic records were broken. The Dutch swept four podiums and won a total of 23 medals, Russia and Poland won three medals, Korea, Canada and Czech Republic all got two medals and China clenched one medal.The first Dutch podium sweep was the 5000 m where Sven Kramer (NED) bettered his own Olympic record, successfully defended his Olympic title and topped the podium followed by Jan Blokhuijsen and Jorrit Bergsma. Since the 2010 Olympics Kramer won most races in this distance and the last time there was a sweep was at the 1964 Olympics with Norway.In the Ladies’ 3000m, Dutch star and 2006 gold medalist Ireen Wüst managed to regain her title ahead of the reigning Olympic Champion Martina Sáblíková (CZE). Olga Graf won the bronze medal on home ice and also skated a new national record (she also achieved a new national record in the 5000 m).In the Men’s 500 m although the Dutch had never won gold in this distance they triumphed with their second sweep of the Games. Michel Mulder won 0.012 ahead of Jan Smeekens. Ronald Mulder skated a track record in his second race, which brought him from sixth to third place.Reigning 500 m Olympic Champion Sang-Hwa Lee (KOR) kept her title and Olga Fatkulina (RUS) clenched the silver while Margot Boer won the first Dutch Olympic medal in this distance.In the Men’s 1000 m Stefan Groothuis (NED) won the gold and Michel Mulder the bronze. Denny Morrison was the second Canadian in history to medal in the 1000 m after Gaétan Boucher (in 1980 and 1984). He was not qualified for this distance but his teammate Gilmore Junio gave up his spot when realizing that Morrison’s chances of winning a medal was higher than his own. China came to center stage in the Ladies’ 1000 m when Hong Zhang won the title. Two Dutch skaters followed with Wüst in second and Boer taking the bronze.The Men’s 1500 m was the tightest race in Olympic history, with two skaters finishing in 1:45.00. A study of the 1000ths of a second brought Poland its first ever Olympic Speed Skating gold medal. Zbigniew Bródka beat

Dutchman Koen Verweij with only 0.003 second. Morrison took his second medal with a bronze. Jorien ter Mors was the first lady to compete in both Speed Skating and Short Track at the Olympic Winter Games, she set a new Olympic record of 1:53.51 and led the 1500 m Ladies podium which was also a clean Dutch sweep. Defending champion Wüst clenched the silver while Lotte van Beek got bronze.The final Dutch sweep was in the Men’s 10000 m. Kramer was hungry for victory fol-lowing his disqualifying mistake in Vancouver. However Jorrit Bergsma set an Olympic record of 12:44.45 and took the title. Kramer got the silver while 2006 Olympic champion Bob de Jong won his fourth medal in this distance becoming the most decorated long distance skater. 2010 Olympic Ladies’ 5000 m Champion Martina Sáblíková retained her title and for the first time in history, the German ladies did not make it to the podium. Wüst won silver, her fourth medal at these Games, and 35-year-old Carien Kleibeuker (NED) won bronze, bringing the total of individual medals for the

Netherlands to 21. In the Team Pursuit the Dutch teams set new Olympic records, the men 3:37.71 and the la-dies in 2:58.05. The Polish teams also did well with a silver medal in the Ladies and bronze for the Men. The Russian Ladies took the bronze while the Korean Men took the silver medals. A number of skaters have announced their retirement which marks the beginning of a new Olympic cycle which will peak at the next Olympic Winter Games in 2018.

WORLD CUPIn this Olympic season, the World Cup circuit was spread over six weekends. The Series started last November in Calgary (CAN) then moved to Salt Lake City (USA). On December 1 the series went to Astana (KAZ) then Berlin (GER). The next World Cup took place three months later in Inzell (GER), two weeks after the Olympic Games. The follow-ing week the Essent ISU World Cup Speed Skating Final took place in Heerenveen (NED) where Americans Shani Davis and Heather Richardson won the Grand World Cup.

Zbigniew Brodka (POL)

SPEED SKATINGIn the ladies 500 m, Sang-Hwa Lee dominated most of the season and brought the World Record down to 36.36 however she did not compete after the Olympics giving other con-tenders the opportunity to win the Cup. Finally Olga Fatkulina (RUS) took the Cup, Heather Richardson was second and Jenny Wolf (GER) finished her career ranked third. Richardson took the 1000m title followed by teammate Britanny Bowe and then by Fatkulina. Bowe won the Salt Lake City race in a world record time of 1:12.58. Ireen Wüst (NED) won the 1500 m ahead of Lotte van Beek (NED) and Bowe. Martina Sáblíková won the long distance World Cup for the 8th successive time, ahead of Claudia Pechstein (GER) and Yvonne Nauta (NED) who had her international break-through this sea-son. Francesca Lollobrigida brought Italy suc-cess by winning the Mass Start ahead of Dutch Ladies Irene Schouten and Janneke Ensink. The Dutch ladies dominated the Team Pursuit, with Poland and Japan following.In the men’s 500 m, twin brothers Michel and Ronald Mulder battled for the victory however Ronald was the most stable taking the Cup while Michel finished in second. Last year’s winner Jan Smeekens completed the podium. Tae-Bum Mo (KOR) led throughout the season, but did not compete after the Olympics there-fore he did not finish in the top three ranking. Shani Davis won the 1000 m for the sixth time and now has the most victories than anyone in this distance. Denny Morrison (CAN) and Kjeld Nuis (NED) followed. The 1500 m had five different winners; although only Denis Yuskov (RUS) won two races, he ranked overall second behind Koen Verweij and Davis came in third. Jorrit Bergsma (NED) won the long distance, winning the last three races. Sven Kramer (NED) won the first three, but then finished his World Cup season after the Olympics and finished third, passed in the ranking by Patrick Beckert (GER).Bob de Vries (NED) won the mass start, Arjan Stroetinga (NED) and Bart Swings (BEL) fol-lowed. The Dutch men dominated the Team Pursuit, USA and Norway finished second and third.

EUROPEAN CHAMPIONSHIPS For the third time Ireen Wüst won the European title at the Essent ISU European Speed Skating Championships in Hamar (NOR). Silver went to Yvonne Nauta (NED) and bronze to Martina

Sáblíková (CZE). Six time European Champion Sven Kramer did not defend his titles this season leaving the way for Jan Blokhuijsen who was crowned the new European cham-pion, while Koen Verweij (NED) won the silver medal. Håvard Bøkko (NOR) took the bronze in his home country.

WORLD SPRINT CHAMPIONSHIPSJing Yu (CHN) and Michel Mulder won the Essent ISU World Sprint Championships in Nagano (JPN), three weeks before the Olympic Games started. Yu had won back in 2012 and team mate Hong Zhang took the silver medal. 2013 Sprint Champion Heather Richardson (USA) had to contend with bronze. Mulder won his second consecutive title and 2009 Sprint Champion Shani Davis won silver. By finishing third Daniel Greig became the first Australian Speed Skater to win a medal at an ISU Event.

WORLD ALLROUND CHAMPIONSHIPSThe Essent ISU World Allround Speed Skating Championships were held in Heerenveen (NED)

where Ireen Wüst won the World title for the third consecutive. Olga Graf (RUS) won silver and Yvonne Nauta took the bronze. In the Men the 2014 European silver medalist Koen Verweij (NED) won the World title ahead of team mate Jan Blokhuijsen and Russian Denis Yuskov.

WORLD JUNIOR CHAMPIONSHIPSThe ISU World Junior Championships were held last March in Bjugn (NOR). Antoinette de Jong and Patrick Roest became Ladies’ and Men’s World Junior Champions. De Jong also took the 1000 m and 3000 m distance titles while Vanessa Bittner (AUT) won the title in the 500 m and Melissa Wijfje (NED) the 1500 m. The Dutch ladies also won the team pursuit followed by Korea and Japan. Although Roest did not win a distance title he did win the 3000 m in the allround and was often on the podium. Kai Verbij (NED) on the other hand won the 500 and 1000 m, Fan Yang (CHN) the 1500 m and Nils van der Poel (SWE) the 5000 m. The Asian skaters dominated the Team Pursuit: The Korean men won the title ahead of Japan and China.

Victor An (RUS)

Maltais (CAN) earned the bronze medal. On the Men’s side, Victor An (RUS) took the overall title, while JR Celski (USA) finished in second and Charles Hamelin (CAN) finished in third. Suk-Hee Shim (KOR) won the Ladies’ 1500 m title followed by teammates Alang Kim and Olympic Champion Seung-Hi Park. 1500 m Olympic Champion Charles Hamelin (CAN) won gold on home ice in a sold out venue. In close second place Tianyu Han (CHN) and third-place finisher was Se-Yeong Park (KOR).Seung-Hi Park (KOR) won the 500 m gold medal followed by Brit Elise Christie and Kexin Fan from China. Wu Dajing (CHN) was crowned new 500 m World Champion, ahead of JR Celski (USA) and Charles Hamelin. The Olympic Champion in this distance Victor An (RUS) finished fourth. In the Ladies’ 1000 m event Suk-Hee Shim (KOR) took the title followed by Seung-Hi Park (KOR) and Valérie Maltais (CAN). The final individual event was the Men’s 1000 m, the Olympic Champion Victor An (RUS) clenched the World title, Olympic bronze medalist Sjinkie Knegt (NED) bettered his performance by winning the World silver medal and Se Yeong Park (KOR) took the bronze. In the Ladies’ Relay China took the gold, Canada silver and Italy bronze and finally the Men’s Relay saw the Netherlands crowned new World Champions, then Korea and Great Britain followed.

SHORT TRACKOLYMPIC WINTER GAMESThe Short Track Speed Skating competition took place in the Iceberg Skating Palace and was considered by many as one of the most exciting events in Sochi. 24 medals were up for grabs and China won the most with six, Russia and Korea took five medals, Canada and Italy claimed three medals while the Netherlands and the USA got one medal each.Charles Hamelin (CAN) won the first Short Track Speed Skating medal of the Sochi 2014 Olympic Winter Games in the Men’s 1500 m. China’s Tianyu Han was the surprise of the race by taking silver while Victor An (RUS) brought Russia the first medal in Short Track Skating history with his bronze medal. In the Ladies’ 500 m Jianrou Li (CHN) took the title followed by Arianna Fontana (ITA) who had won bronze in Vancouver in the same distance. Seung-Hi Park (KOR) got the bronze medal. Zhou Yang (CHN) won the ladies 1500 m for the second consecutive time, Shim Suk-Hee (KOR) finished in second place and Arianna Fontana (ITA) won bronze. In the Men’s 1000 m and to the delight of the home crowd Victor An and Vladimir Grigorev clenched the gold and silver medal respec-tively and Sjinkie Knegt finished third, winning the first medal in Short Track Speed Skating for the Netherlands. In the Ladies’ 3000 m Relay race and four years after their disqualification team Korea regained their title. Referees disqualified China for imped-ing, promoting Canada to silver and Italy to bronze. In the Men 500 m event Russia’s Victor An out skated his competition to win his third medal and second Olympic title. Dajing Wu (CHN) took silver and Charle Cournoyer (CAN) bronze. Park Seung Hi (KOR) won the Ladies’ 1000m title followed by Kexin Fan (CHN) and Suk Hee SHIM (KOR). Russia won their first Relay title in the Men’s 5000 m Relay race followed by USA and China.

EUROPEAN CHAMPIONSHIPSFrom January 17-19 the ISU European Short Track Championships took place in Dresden, (GER) Jorien Ter Mors won the first individual European Championships title for a Dutch female Short Track skater. Elise Christie got the silver medal for a second consecutive year and 2013 European Champion, Arianna Fontana (ITA) was awarded with bronze. An (RUS) won his first European title three weeks before the Olympic Winter Games. Teammate Semen Elistratov took the silver medal and Niels Kerstholt (NED) followed with bronze. Russia also took the Relay gold medal, then Netherlands got their second consecutive silver medal and Germany got bronze.

JUNIOR WORLD CHAMPIONSHIPSISU World Junior Short Track Speed Skating Championships were held in Erzurum (TUR) 7-9 March 2014. Do Hee Noh (KOR) won her second consecutive title and lead a Korean clean sweep. Se Jung Ahn finished second and Minjeong Choi got the bronze medal. Since the beginning of the Championships Korea has swept the podium eleven times. Team Korea also won the Ladies’ Relay followed by Canada and China. In the Men’s category Munhyeon Lee (KOR) clinched the overall title followed by teammate Hyo Been Lee and Sandor Liu Shaolin won the first individual medal for Hungary at a World Junior Championships. China won the Relay, Hungary took silver and Japan finished third.

ISU CONGRESS PREVIEWThe International Skating Union travels to Dublin (IRE) for the 55th ISU Ordinary Congress on June 9 - 13, 2014. Delegates will meet in the Convention Centre Dublin. Over 350 participants are expected, including ISU Office Holders and delegations from Member Federations. Every Congress sees major decisions about the future and direction of the ISU. In 2014 over 400 proposals have been submitted. The Congress begins on June 9 with a debate on the Constitution and General Regulations. Joint Members for Figure Skating and Speed Skating have two votes on each proposal whereas Members for Figure Skating or Speed Skating alone are entitled to one vote. Workshops and the first ever Forum are planned for the Monday. Tuesday, Wednesday and Thursday will be dedicated to full Congress then parallel Figure Skating and Speed Skating sessions. To conclude a plenary session will take place on Friday June 13. Proposals require a two thirds majority of Members in favor in order to be accepted.

THE PROPOSALSSome of the most important proposals from the ISU Council, Sports Directorate and Techni-cal Committees are summarized briefly below. The full agenda has been published in ISU Communication 1863 on www.isu.org.

GeneralISU Membership – Better define the minimum requirement for Members activities and to open ISU membership to countries not having an operating ice rink under the condition that the Council may apply special conditions to those Members.

Short Track Speed Skating – To change the official name of the discipline to Short Track instead.

Sport Directorate – Following the 2012 Congress decision to discontinue the Sports Directorate as a body effective before the 2014 Congress, a proposal is made for a transition period between the 2014 and 2016 Congresses whereby the position of a Sports Manager Figure Skating would be filled by the current Chair of the Sports Directorate to ensure the proper training of an efficient Figure Skating Event Coordination team among other tasks.

Speed SkatingIntroduction of races and standardization of ISU Events – A proposal is made to include Mass Start and Team Sprint races in more Championships and to adjust the scheduling in order to accommodate these changes. A recommendation is also made to reduce the number of 500 m races to one per event.

Adjust the qualification process for World Championships – For World Single Distances Championships it is proposed to apply the same system as for Olympic Winter Games. As for the World Sprint and World Allround Championships country quota places will be allotted by a combination of results from the preceding Championships and designated World Cup competitions.

Olympic Winter Games entries – A proposal to adjust the entry rules for the Olympic Winter Games and to introduce Mass Start races if accepted by the IOC.

Short TrackStandardization of ISU Championships – It is proposed that all ISU Championships start with a qualification day, then days two and three would be split into morning ranking races and afternoon medal races.

False Start – In the case of a second false start committed by a skater, the concerned skater will get a penalty.

Single & Pair Skating and Ice DanceSame duration for all Free Programs – To standardize the duration to four minutes for the Seniors and three and a half minutes for Juniors. Consequently the Men’s Free Skating will have seven jump elements instead of eight and there will be no Choreographic Sequence in the Pair Skating Free Skating Programs.

Reverse starting order – At all ISU Champion-ships and International Competitions, all competitors will skate their Free Skating/Dance in the reverse order of their places in the Short Program.

Ice Dance factors - Factors of all Program Components will be given equal weight. The sum of the factors of the Program Components remains the same (4.0 for Short Dance and 6.0 for Free Dance)

Synchronized SkatingHarmonization – the main proposal is to harmonize the Special Regulations and Technical Rules with other Figure Skating Disciplines.

Introduction of Option Groups – this would facilitate a greater variety in the structuring of Programs.

Elements – to provide more freedom in Synchronized Skating elements that are currently considered restrictive which will give more options for coaches and teams in the choreography of their programs.

Brian Orser first discovered success as a Figure Skater at the age of 16 when he became the Canadian novice champion. Orser went on to earn many medals and titles during his skating career including two time Olympic silver medalist, eight time Canadian Champion, 1987 World Champion and was the first man to land a triple axel at an Olympic Winter Games. In 2006, after a long career as a competitive skater, Orser turned his attention to coaching. Since 2009 he coaches at the Toronto Cricket Skating and Curling Club where he trained some of the best achieving skaters including 2010 Olympic Winter Games Gold medalist Yuna Kim (KOR), Javier Fernández (ESP) 2013 and 2014 European Champion, 2014 Olympic and World Champion Yuzuru Hanyu (JPN) and Nam Nguyen (CAN) 2014 World Junior Champion. In 1985 he was made a Member of the Order of Canada and was promoted to Officer in 1988. In 1990 he won an Emmy Award for his performance in Carmen on Ice. He was inducted into the Canadian Sports Hall of Fame in 1989, the Canadian Olympic Hall of Fame in 1995 and the World Figure Skating Hall of Fame in 2009.
