Dunkerton & Tunley Regrettably, the instruction has been issued to keep all churches closed, so it will not be possible to go into the church for the time being. This is a very difficult time for everyone - some are going to be trapped at home with little to do, others working harder than ever before. Whatever our individual circumstances, we can all look forward to the time when we can meet up again, in church or out of it; in the meantime, keep praying and keep safe!

Dear Friends,

As I write this, we are at the beginning of an

existential crisis that is worldwide, caused

by COVID-19 – the coronavirus. We are all

affected by this situation, which is turning

normal, everyday life upside down, the long-

term effect of which cannot be predicted

with any real accuracy. The only sure thing

is that we are all in this together, and we

need to work together and help one another

through this unprecedented time. Well, I say

unprecedented, but it has occurred to me

that that might not be true.

For those of us of a certain age, we lived

through a period when the whole world was

threatened with imminent destruction. This

came to a head in October 1962 when, for

thirteen days, the world was on the brink of

all-out nuclear war as the U.S.A. and The

Soviet Union faced off in the Cuban Missile

Crisis. An American friend, who was at high

school in Pittsburgh at the time, told us that

he and his classmates spent a whole day

digging trenches on the school’s playing

field in which to shelter once the bombs

started falling. Those of us living in the UK

at that time probably weren’t doing that, but

many were very aware that we stood on the

brink of something that was out of our

control and which affected everything,

including life itself.

It was in the context of all of this, that I

received an article from someone in the

U.S.A. It’s based on an essay written by

C.S. Lewis, an Oxford don (he was the one

who wrote the Narnia stories, which include

“The Lion, the Witch and the Wardrobe”).

Lewis was a prolific author, and, during the

1940s, 50s and 60s, wrote many books in

defence of the Christian faith. He wrote the

essay in question during a period that was

known as the “Cold War”: a time when the

world was gripped with fear and uncertainty

- a time like ours. I pray that what you read

below helps you to put our current plight in a

proper, godly perspective, and brings you

hope.

The following is the transcript of the article I

received: C.S. Lewis once said that we

should read three old books for every new

one. I think we should read three C.S. Lewis

books for every new one. He never faced

the coronavirus, of course, but in the late

1940s, the world was coming to grips with

another threat: nuclear annihilation. The

bomb was only a few years old, and in the

hands of sworn national enemies. The

uncertainty of what exactly could happen,

not to mention what might happen, was

palpable. In that context, C.S. Lewis wrote

an essay entitled “On Living in an Atomic

Age.”. Whenever you hear “atomic bomb” in

this essay, think “coronavirus.”

“We think a great deal too much of the

atomic bomb,” Lewis begins. To those who

wonder how it’s possible to go on in the face

of such a threat, Lewis recalls that theirs

was not the first generation to live under a

threatening shadow. In fact, if we’re honest,

we all live under a sentence of death, and

for some of us, that death could even be

“unpleasant.”

The important question, says Lewis, is not

whether or how we will die but if in the

meantime we will be doing “sensible” and

“human” things like “praying, working,

reading, listening to music, bathing the

children?”

Lewis asks his readers to consider the

important but unsettling truth that “Nature

does not, in the long run, favour life.” It’s an

ominous observation that points to an

essential worldview truth: “If Nature is all

that exists—in other words, if there is no

God and no life of some quite different sort

somewhere outside of Nature—then all

stories “will end in the same way: in a

universe from which all life is banished

without the hope of return.”

So, how do we respond to this unsettling

truth? It led Lewis to this conclusion: “We

must simply accept that we are spirits, free

and rational beings, at present inhabiting an

irrational universe, and must draw the

conclusion that we are not derived from it.”

In other words, we must reject naturalism

and embrace “a much earlier view:” biblical

theism. It’s the only grounds on which we

can avoid the despair brought on by the

knowing that we are under a “sentence of

death,” whatever form that death takes.

Lewis’ words are just as relevant today as

they were seventy years ago. For people

who believe there is a God, doing the

“sensible” and “human” things is possible

because we have hope. For those who don’t

have that hope, no amount of toilet paper or

cans of food stacked in the garage can

make anyone truly safe, much less solve the

ultimate question of meaning that haunts us

all.

Today as yesterday, the world is still in

God’s hands. Nothing has changed.

Whatever the next chapter of this

coronavirus story might be, the same

questions remain to us: Will we trust God?

And then, will we love our neighbours? And

finally, how then shall we live today in the

light of eternity?

Coronavirus Precautions.

In the interests of the health and wellbeing of

our local community, and in line with government

advice the management trustees of the TRC

have taken the decision to close the recreation

centre with effect from 22nd March until

further notice. Local residents are welcome to

continue walking in the TRC grounds and

children are welcome to use the play area

equipment at their parents own risk.

Future Events at the TRC.

We will be using this enforced break to plan a

series of new events at the TRC starting as

soon as it is safe to reopen. We look forward to

welcoming all our supporters and regular users

back to the TRC post coronavirus. In the

meantime keep well everyone.

Tunley Village Spring Clean.

TRC volunteers gathered together on Sunday

morning 15th March and braved the wet

weather. We collected some 14 bags of rubbish

as we picked litter throughout the village. The

many messages from local residents thanking

our volunteers for their efforts have been very

much appreciated.

LITTER CLEAR UP IN DUNKERTON It has been suggested that anybody who would like

to volunteer could do a litter pick around the

village! This could be when you are walking out in

the village and fields to take a bag and gloves and

pick up litter. OR to meet, keeping 2metres (6 feet

apart), on Friday April 3rd at 11.00, on the bridge.

Dunkerton WI

Since our last meeting in February, Dunkerton WI has been active in several fields. Following the defeat in the County Federation skittles league, a social skittles evening was held at Peasedown Cricket Club which led to some fiercely contested bowling. The craft group has been busy knitting jumpers for children in a village in Thailand, which is supported by a local resident who will be taking them with him next time he visits. It is good to know that this project is being done for a specific purpose. Business matters were discussed including arrangements for future events and not content with just singing Jerusalem, a rendition of Happy Birthday was sung to the three people celebrating their birthdays this month. Our speaker was Frances Keneally from Children's Hospice South West, in particular the work being done at Charlton Farm at Wraxall which was opened in 2007. The first children's hospice was opened in Devon in 1995 and a third in Cornwall in 2012. Frances gave an illustrated talk on the facilities offered and the people who are able to benefit and explained about the amount of charitable work that is undertaken to fund this valuable facility. All meetings are sadly cancelled until further notice but members are communicating with each other encouragingly by email in the interim.

General alterations to existing building (Resubmission). The parish council unanimously supported this revised application with its relatively minor amendments. This approval is subject to the single storey extension’s roof top balustrade retaining a full height frosted glass finish to the west elevation of the glazed balustrade. This is in order to maintain the privacy of the adjacent property over its patio and rear garden. REF 19/04865/FUL Lower Tunley Farm Stoneage Lane Tunley Erection of new farm building. The parish council unanimously voted to support this application in the light of comments made by a planning inspector in his appeal decision regarding a previous barn on the farm. In addition with the changes made to the materials used and the relocation of the intended screening further away from the building to increase its effectiveness this revised application now complies with policies GB1, CP8, D2, D5 and D6 of the core strategy and placemaking plan. REF 20/00468/VAR Swans Way Fosseway Dunkerton Variation of condition 2 (plans list) of application 19/03937/FUL (Erection of first floor extension and reinstatement of front bay window stone mullions and hipped slate roof.) The parish council voted unanimously to support this relatively straightforward variation of condition 2 as it doesn’t affect in any way the application’s conformity to the core strategy and placemaking plan policies.

CLIMATE CHANGE The parish council would see if anyone who feels passionate about climate change would volunteer to lead on this issue in the parish, with a view to advising the parish council how best to respond to the various items of correspondence and invitations it is receiving on this matter from B&NES. Website Accessibility: Revised February

2020

Update to the Original Statement Subsequent to the original statement (repeated below), the parish council has received information from the trade body for local council clerks about a deal that they have negotiated with a preferred supplier for an implementation package for local councils. The implementation of the changes required to meet the new accessibility regulations under this deal would be at least £840. This would use up more than 10% of the current precept and would put the parish council into deficit at year end. It would also require an additional 8% increase in the precept in the year 2020-2021 above that already agreed to cover this cost.

The original statement has been well publicised on

the parish council website, in the Batch and on

Facebook and to date the parish council has not

received any objection to it. Therefore, in light of

the expected cost and the response received from

parishioners the parish council will take no further

action in light of these regulations because they

are considered a disproportionate burden on the

parish council.

Original Statement

From September of next year new Government Data

Service rules come into force seeking to ensure that

people with disabilities can fully access online public

services. All public bodies, regardless of size and

services offered, will have to comply with the new

“Website Accessibility Regulations” unless it can be

demonstrated that implementing the new regulations

represents a disproportionate burden on the public

body in question.

Dunkerton & Tunley Parish Council has considered how

it should respond to the introduction of the new rules.

While the parish council understands and fully

supports the intention behind them, we believe that

complying with these new regulations would be a

disproportionate burden on the parish council. The

parish council is therefore not planning to amend the

current parish website or Facebook page.

We plan to take no action for the following reasons:

- The parish council doesn’t provide any online services. - The parish website was developed with some external help using voluntary community-based expertise funded by grants. All updates to the site are done in-house. It uses a popular tool called Wordpress: we have not created some strange, awkward thing only used in this parish. We should not expect to find accessibility issues that have not previously been resolved over many years of widespread use of the Wordpress tool. - Government advice is that smaller public bodies should complete a “Basic Accessibility Check”. That sounds helpful. However, here is an example of such a “Basic” requirement, copied from the www.gov.uk website (and note this is just one part, within one stage, of a 7 stage “Basic” check):

“The way a [website] page looks is controlled by

something called a ‘stylesheet’. It defines things like

the way a page is laid out and any font colours. Your content should still be usable even if stylesheets are

disabled, or are not loading properly……you’ll need to

check your sample pages are still usable when stylesheets are disabled. Test this by copying a URL

from your website and pasting it into the WAVE tool.

Once you’ve done that, select ‘no styles’ from the panel on the left-hand side of the tool. This should give you a

much more basic view of the page.” The parish council’s conclusion is that neither the Clerk nor any of the Councillors has the technical expertise to implement such guidance with any degree of confidence. Even less does any one of us have the spare time to complete all 7 stages of the “Basic” check for every page of the website. - Therefore the parish council would have to employ an external supplier to undertake this work. As we don’t have any budget for such work we would, next year, have to increase the precept (ie the local element of your Council Tax bill) above and beyond the normal yearly inflation increase to fund it. This is assuming that we could find a supplier willing to help; we have already been told that some local councils have been ditched by their website provider in light of these new regulations! As we raised the precept this year to fund additional work associated with the protection of rural bus services, we do not believe we should now ask for yet more funding to pay for consultancy work of unproven real value to parishioners. - The parish council is happy to provide the

information posted on the parish website in an

alternative format at a reasonable cost to any

parishioner who suffers difficulty accessing it

through the website.

All that being said, if anyone, either on their part or on behalf of any parishioner who may suffer accessibility issues, believes we should be doing more they should in the first instance contact the clerk or the chairman (contact details below) to register their concern. Additionally, if we have a resident specialist in the parish prepared to carry out the “Basic Accessibility Check” for us on a voluntary basis then please contact us. We would be very pleased to hear from you. In this as in many other matters, the parish council is working with the Avon Local Councils Association (ALCA) to seek the advice and guidance of the National Association of Local Councils (NALC) about how Government regulations are best implemented. This ensures consistency of approach across the region and the country. In this particular instance, we are expecting further detailed advice, hopefully before the end of the year. If that advice when it arrives

"Finally, remember to have compassion and look out for one another, especially those who are more vulnerable. We stand stronger when we support each other. We face this challenge together. Stay safe.
