The second phase of international executive development training
programmes of the National Institute for Micro, Small and Medium
Enterprises (ni-msme) for training year 2012-13 was inaugurated at the
Institute campus on the 5 Sept 12. This phase is comprised of a set of
three programmes, each of eight weeks duration (3 Sept to 26 Oct 12).
The three programmes of the set are: Intellectual Property Rights (IPRs)
and Implications for SMEs (IPRIS), Directed by Dr. N. Srilakshmi;

G.P. Vallabh Reddy; and, Capacity Building for Providing Alternative

Dr. S.V. Prabhath, IAS (Retd.), former Chief Secretary to the Govt. of
Chattisgarh and Director General of the Institute was the Chief Guest of
the event. The faculty and staff of the Institute, and the participants of
the on-going international programmes (of Phase-I) at the campus had

The head of an organisation is its pillar of strength. In order to bear
the burden of growth, enormous capacity is vested in the pillar. If the
head of a historically important organisation, besides being capable,
is also a visionary, he can lead the organisation to unprecedented
peaks. When at a later date he visits the organisation,
the joy of the people would overflow the bounds.

Dr. Prabhath had, at the outset, expressed joy at a visit back to the Institute, as the Chief Guest of animportant event. Further, he had recalled wistfully many incidents that had occurred during his tenure atthe Institute. He observed that the Institute has several distinctions, of which the three in their order ofimportance are: the pioneer institution that has evolved and nurtured the first-ever entrepreneurshipdevelopment model; the first Institute in the country to launch an international training programme, making
it a platform for sharing out the Indian experience; broad-basingthe knowledge spectrum by expanding the programme portfolioand establishing the SENDOC for information dissemination. Itis the Knowledge Institute of the 21st century, where theknowledge is experience based. Further he had stated that adynamic organisation keeps going through phases of success andpangs of challenges, which writes its DNA composition, theimprint of which stands out in the ethos of its culture and helpsit travel along the continuum of change. He had pointed out thatthe developed countries wish to share their technologies with the
developing countries wherever they (the developed countries) can gain, thereby exploiting the latter anddisadvantaging them. This situation can be successfully countered only by mutual cooperation among thedeveloping countries. Organisations like ni-msme are the appropriate instruments for this. In closing the address,he called on the delegates to keep in touch after returning to their work-places, and advised them to derive fullbenefit of the knowledge, experience and expertise offered to them. Later, he had also activated the curtain raiserto the Institute’s Golden Jubilee celebrations, and set in motion the chain of activities concerned with it.
Earlier, Dr. C. Rani, Director, School of Enterprise Extension welcomed the Chief Guest, the Director Generalof ni-msme, and the house. Thereafter the country-wise introduction of the delegates followed. Then anoverview of the programmes being inaugurated was presented by the respective programme directors.
Mr. M. Chandrasekhar Reddy, Director General, addressing the house, had observed that ni-msme owes itspresent glory largely to Dr. Prabhath’s efforts during his tenure of six and half years as head of the Institute.Dr. Prabhath was the chief architect of the Institute’s new, post-Millennium face. The current picture ofthe Institute is a result of Dr. Prabhath’s vision. In this Golden Jubilee year of the Institute, it is fit to notethat since the first initiative in 1967, the Institute has been continuously offering international trainingprogrammes meeting the changing needs of the MSMEs of the developing world, without a single break. And it makes me happy to state that this is the only Institute with such credit. All the programmes offeredare directly or indirectly related to MSME sector, a theme highly relevant to the developing countries.
The event concluded with Mr. P. Udaya Shanker, Director, School of Enterprise Management (SEM) proposingthe vote of thanks.

From the Director General’s DeskFrom the Director General’s DeskThe reach of the ‘eighties
M. Chandrasekhar Reddy
The term ‘history’ is often used as an ornate concept to add a gilt-edged aura to the
related thought presentation. But in fact, history is the taproot, the foundation, the
pillar of strength that bears the brunt of the kinetics of transactions in the fields of
present, standing ready to take the pylons of the future. The quality of the present,
whether it is teetering and collapsing or is conducting itself in an acceptable manner,
depends upon the quality of the history to a great extent. As the wheel of time at
ni-msme rolls towards the Golden Jubilee celebrations of the Institute, my thoughts
dip into the history of the Institute more and more.
After the propagation of entrepreneurship concept through EDP model and expanding the Institute’s
activities into the developing countries through international training programmes during the 1960s and the
’70s, during the 1980s, the focus was on giving breadth to training, first and foremost.
It was during this period that the concept of Programme Evaluation and Review Technique/ Critical Path
Method (PERT/CPM) caught the imagination of the intellectual community, and NISIET had launched
regular series of PERT/CPM programmes. The programmes were immensely popular, particularly among
the echelons of technically highly educated professionals and technocrats. Their momentum sustained well
into the next decade. Programmes on Work Study were another stream that was quite popular during that
period. But the orientation programme on SSI development for the IAS officers was considered the most
prestigious training programme of the decade.
Innovative zeal among the faculty was given a big berth then, which led to the development of computerised
software for simulation exercises for small industry management. That is to say, the Institute was thinking
so far ahead of its times that it had already undertaken the production of computerised instruction materials
as far back as the 1980s.
Another innovative idea took the shape of audio-visual case studies (case studies on film) of successful and
unsuccessful entrepreneurs. This was a project sponsored by the central Despartment of Science and
Technology. The cases were filmed in three states: Andhra Pradesh, Orissa and West Bengal. The case
studies were also done simultaneously in print, in a precisely structured format.
The spirit of creativity was ruling so strong that immediately, on the heels of the announcement of INSAT-
IA launching, SIET had prepared a huge satellite-based project, like the SITE. Had that launching been
successful, SIET energies would have been flowing in a new direction opening up unending opportunities even
before the invasion of the now ubiquitous information technology.
During the two decades of 1970s and the ’80s, NISIET was virtually riding the golden crest. Especially
around the middle of the 1980s. Its eminence had reached in different directions and brought laurels. Towards
the tether end of the 1980s decade the University of Hyderabad had recognised the Institute as a Centre for
Advanced Studies and Research in SSI. Around the middle of the decade, the Institute was conferred the
national status, following which, the organisation that was SIET Institute until then was transformed into
NISIET. Also about that time, NISIET was recognised as one of its Centres of Excellence by the UNIDO.
Research was also given prominence during this decade, with a huge stock of the Institute’s intellectual
energy flowing into the study of policy research especially during the second half of the decade.
Development of physical infrastructure was also given considerable importance in this period. It was during
the 1980s that new hostel annexes and residential quarters for the head of the Institute as well as the
essential staff were constructed, as also additional office space for computers and staff activities were created.
In this decade too, the most used section of the internal road network was macadamised, and attractive
street lights erected along the main arteries.
Looking back now, I see 1980s as a period of exploration in terms of intellectual activity and developmental
expansion in terms of physical amenities. It was a continuation of the golden period that began towards the
end of the 1970s. A glorious interval in the Institute’s history, reminiscing about which I grow wistful.

School of Enterprise Development (SED)Capacity Building Programme for Principals...A significant part of the unemployment problem emanates from the mis-match between the skill
requirement of employers and skill base of the job seekers. This mis-match is likely to become more
acute in the process of rapid structural changes in the economy. It is therefore, necessary to orient
the educational and vocational training systems towards improving their capability to supply the
requisite skills for the mid and long term requirements.
It is in this context that India’s National Skill Development Policy (2009) aims to create a workforce
of 500 million skilled persons by 2022. The principal objectives of this initiative are to empower all
individuals through enhanced skills and knowledge, to ensure access to decent employment, and to
strengthen India’s competitiveness in the global market. The Government’s multi year strategy
emphasis on skills envisage a key role for the network of
Industrial Training Institutes (ITIs) spread across the country.
Keeping these requirements in view, the Director General of
Employment and Training (DGE&T) under the Ministry of
Labour and Employment. Govt. of India issued guidelines to
the principals and senior faculty members of ITIs to under go
specially designed Capacity Building programmes by ni-msme.

he stated the important role played by the ITIs in good olden days. He highlighted the example of

also advised them to introduce new programmes which are relevant to the present situation / skills
required by the industrial clientele.
Dr. G.P. Vallabh Reddy, Programme Director highlighted the scheme and also explained a few
important findings of mid-term evaluation of the scheme conducted by V.V. Giri National Labour Institute.
The validiction of programmes was held by the Director General, ni-msme. Mr. Ramesh Babu, Assistant
Director (DGE&T), New Delhi also was present during the valedictories to ascertain the views and feedback
on programmes. Ms. Indira Kandra, consultant, SED associated with the programmes.
