Message from the General ChairsOn behalf of the Organizing Committee, it is our pleasure to welcome you to the 2013 ACM/IEEE International Symposium on Low Power Electronics and Design (ISLPED 2013), which is held in Beijing, China, on September 4-6, 2013. As the capital city of China, Beijing is a city rich in history and offering many tourist attractions. Its proximity to world-renown universities and research laboratories will also attract a diverse group of attendees. Early September is the best season to visit Beijing, and we hope you enjoy your stay.

ISLPED remains the premier international conference on all aspects of low-power design of electronic components and systems, and this year we have kept up the tradition of having outstanding contributions from the low-power design community. The Technical Program Chairs, Professor Yuan Xie (Pennsylvania State University and AMD) and Dr. Tanay Karnik (Intel), have worked hard to put together an excellent Technical Program. Many thanks go to the Technical Program Committee comprising of leading researchers in the area of low-power design, who have generously volunteered their time for the review process to uphold the high quality of the papers. Another ISLPED tradition that has been kept this year is the Low Power Design Contest, chaired by Professors Mingoo Seok and Yiran Chen, and we hope this will inspire more students to showcase the best of their design abilities.

The program committee accepted 60 papers, including 39 for full-length presentations, and 21 for poster presentations. They cover a variety of topics, including next-generation technology, architecture, analog and MEMS, design tools, methodology, and optimization techniques for low-power design. We thank the authors for providing the content of the program. We are grateful to the program committee members, who volunteered their valuable time and hard work in reviewing papers, attending the in-person review meeting, and providing feedback for authors. We hope that these proceedings will serve as a valuable reference for researchers and developers on low power electronic design topics.

This year’s program features three keynote speakers over three days. On the first day,

Dr. Feng Zhao (Microsoft Research Asia) will present “Energy Efficient Computing: from milliwatt to megawatt”. There will be a keynote from Dr. Yongjoo Jeon (Samsung Semiconductor RD) on the second day. On the third day, Professor Cheng-Wen Wu (ITRI / NTHU) will introduce a “Holistic Approach to Low-Power System Design”. In addition, the program includes special sessions on industrial low-power design exper iences , emerging technologies achieving low power, energy-efficient computing paradigm above the horizontal line, and an embedded tutorial on beyond charge-based computing.

It is our utmost pleasure to bring ISLPED for the first time to Beijing, the city of “patriotism, innovation, inclusiveness and morality”. We hope that you will find this program forward-looking and thought- provoking and that the symposium will provide you with a valuable opportunity to share ideas with other researchers and practitioners from institutions around the world.
