Comment The childcare market is growing each quarter with 3 newly registered childminders in quarter 4. 2 of these childminders have already signed up to offer EYE funding with the third due to sign up next quarter. The EYE childminder market has brought 11 new childminders into the sector.

Comment: There is currently a short fall of spaces in the East Cowes area, this has been historical. In August 2017 with the implementation of the 30 hours coming in September 2017 the Isle of Wight Council applied for 3 Capital funded grants from the Department for Education (DfE) for the following area – Newport, East Cowes and Shalfleet. The Isle of Wight Council were unlucky in their bids and did not receive any awards, thus increasing the pressure within these areas. There have been ongoing discussions with Isle of Wight Council and Barnardo’s who run the local family centres with a view of using one of their buildings to create a 40 place setting to elevate the pressure in the East Cowes area. Consultations with the public and professional groups have taken place and been supported. The application is

now with the planning department and should be finalised by the end of June 2018. The project should then last around 16 weeks. There is a possible new owner coming in to St Helens area, with a view of taking on an existing established business in the new academic year.
A2YO – two year old offer
In December 2017, Isle of Wight take up of the entitlement to early learning for two year olds was 17% or 384 children.
Within the South East region the average take up was 76%, placing Isle of Wight 5 out of 19.
With statistical neighbours the average take up was 76%, placing the Isle of Wight 8 out of 11.
Nationally the average take up was 76%, placing the Isle of Wight 63 out of 152.

Early Help hubs – pre-marketing – DWP list Barnardo’s are commissioned by the Isle of Wight Council and run eight Early Help family centre hubs across the Isle of Wight three localities. A data sharing agreement is in place for Barnardo’s to market potential eligible parents from the Government’s SWP lists provided to Local Authorities.

In total 101 families have been contacted and advised they may be entitled to a two year old place. Barnardo’s will follow up and monitor take up of the two year old offer. Note: Headcount data on the Isle of Wight is collected each funding period, during the half term and processed during the second half of the funding period. There is no interim collection, therefore setting claims for the whole of a funding period for all children on their roll up to the date of submission. Children who commence the provision after the headcount date has passed are claimed for on the next funding period headcount form. There continues to be ongoing work by the Childcare Development and Business Officer to monitor take up and increase the capacity within localities where anticipated growth of demand is likely.

Comment Ofsted is the regulatory body and is the arbiter of quality to ensure that Providers and Childminders meet the quality of delivery expected. It is noticed that inspections continue to slow across the Island and there remain settings who have not had an inspection for some time. Childminders make up just over a third of the Islands childcare market at 44%. Early Years Education (EYE) childminders are on the increase. There are 50 childminders registered with Ofsted, of these 27 (54%) are approved to claim EYE funding. Work continues to find ways of engaging those childminders who have a Good or Outstanding Ofsted outcome to become EYE providers.

Development of provision for Special Educational Needs. The Isle of Wight Council in partnership with Hampshire County Council are committed to ensuring that all eligible children are able to attend an early years or childcare setting , irrespective of any disability or additional support needed. The Early Years Special Education Needs (SEN) advisors are working at full capacity and have a steady increase of referrals for Core Portage (development delays), Portage Plus (challenging behaviours), Outreach Support (in Early Years settings only) and CARS assessments.
No CARS have been completed this quarter.
65 individual children with development concerns have been supported in their Early Years Settings. These children are in addition to those receiving Portage support (Supported NE = 62%, WC = 25% & S = 14% Portage NE = 21%, WC = 45% & S = 34%).
Both the Early Years Learning and Development Advisory Team and the SEN Advisors are supporting settings on inclusive practice. Provider networks are held regularly and a comprehensive training programme is in place. The training events for this quarter included:
