A. Community Overview
Briefly describe the community, it’s history and development
Yanji Xincun Community was established in 1984. It is in the central area of
Yangpu District. It is bounded on the east by Antu Road, Dunhua Road and Neijiang
Road, next to Changbai Xincun Community; on the south by Zhoujiazui Road, next to
Daqiao Community and Dinghai Community; on the west by Shuangyang Road, next
to Kongjiang Community; on the north by Zoumatang River, with Wujiaochang Com-
munity across the river. It has 2.05 square kilometers in area, and a population of
over 87,000 people. There are 17 neighborhood committees and 49 Residence
Neighborhoods (Xiao Qu) inside community. Yanji Xincun Community is a typical res-
idential community.
In October 1987, Mr. Jiang Zemin, then mayor of Shanghai, visited Yanji Xincun
Community himself and wrote an inscription: “Build a well-equipped, convenient res-
idential area with beautiful environment, improve the living conditions for the
people in Shanghai.”
Yangpu Park and Yanchun Park are in Yanji Xincun Community with a total green
area of 558,316 square meters (or 6.49 square meters’ green area per capita). Trans-
portation is convenient in Yanji Xincun Community with 20 bus routes and 41 bus
stops, as well as Metro Line 8. There are rich cultural and educational resources such
as colleges, schools and cultural activity facilities: School of Medical Devices and Pub-
lishing and Printing College of Shanghai University of Techonology, 3 secondary
schools, a vocational school, 4 primary schools, 1 special schools, 9 kindergartens and
nurseries, Yangpu District Science and Technology Museum, Yangpu District Youth
Science Station, Yangpu District Sports Activity center, and Yanji library.
B. Describe the Safe Community work so far
What are the political visions on safety?
Yanji Xincun Community upholds the "people-oriented" concept, implements the
principle of "everyone has the right to enjoy safety and health", popularizes safety
and health knowledge, and enhances the public safety awareness and prevention
capability. Yanji Xincun Community is trying hard to form an everyone-build-particip-

ate-share atmosphere, and is aiming to become an international, intelligent, ecolo-
gical, and comfortable Safe Community.
Why is the community interested in being a member of the International Safe Com-
munity network?
By unifying government departments, enterprises, social organizations and res-
idents, Yanji Xincun Community aims to strengthen its community injury monitoring
system, prevent and control all kinds of injury inside the community, and reduce the
incidence of various types of injuries.
Are there any unique injury prevention effort/s in the community? If so describe
them briefly.
Since the beginning of the construction of Safe Community in 2009, Yanji Xincun
Community has implemented more than 30 safety intervention projects. In the past
five years, there are 21 ongoing and newly launched projects as below:
1. The maintenance staff safety promotion project of "Flat slope" roof water
tank of multi-storey residential buildings
2. Fire safety promotion project for public housing older than 15 years
3. Traffic Safety Promotion project in accident-prone section
4. Traffic safety promotion project at the crossings in motorways, pedestrian
lanes and mixed lanes
5. Community housebreaking burglary prevention project
6. Safety Promotion Project for mentally disabled
7. Community Neighborhood Center Safety Promotion Project
8. Yangpu Park public safety promotion project
9. Anti-slip intervention for the places providing services to the elderly
10. Home anti-slip safety intervention for the elderly

Advantages already found as a result of the Safe Community work
In March 2009, under the guidance of the municipal and district Administration
of Work Safety, Yanji Xincun Community started the construction of Safe Community
and set up a cross-sector Safe Community Construction working organization and
working network.
On October 20, 2011, experts from Beijing, Dalian and Shanxi led by China Occu-
pational Safety and Health Association conducted on-site assessment of Yanji Xincun
Community Construction. In December 2011, Yanji Xincun Community was officially
rated as "National Security Community." In May 2012, it was certified by the Interna-
tional Safe Community expert group and joined the International Safe Community
Network as a network member.
Since 2012, Yanji Xincun Community has successively won the honorary titles of
Shanghai Anti-drug Demonstration Community, Advanced Shanghai Anti-drug Unit,
Advanced Shanghai Social Security Management Unit, International Safe Community,
Advanced Anti-Cult Community, Shanghai Ping An Demonstration Community,
Shanghai Xinhang Service Station - Yangpu District Branch - Yanji work point judicial
administrative system third-class award.
How much staff and monetary resources are used for this Safe Community pro-

For a long time, Yanji Xincun Community has attached great importance to the
construction of Safe Community. It established a working mechanism to ensure the
sound operation of Safe Community construction, formulated a set of working sys-
tem for Safe Community Promotion Committee including regular meeting system, as-
sessment system for various safety project teams, injury monitoring and statistics
system, contingency plans system, file management system. To ensure the imple-

mentation of all the arrangement regarding Safe Community, Yanji Safe Community
Promotion Committee is staffed with two members. To effectively put the Safe Com-
munity work in practice, Yanji Xincun Community set up a special fund with average
annual investment of RMB 2 million for the Safe Community Promotion Committee’s
daily operation.
C. Basics/Fundaments about the Safe Community work at the Executive level
Injury risk overview in the community
From 2012 to 2016, various safety interventions have been put into effect in Yanji Xin-
cun Community. The general results are as follows:

From 2012 to 2016, 2,115 injuries were collected in Yanji Xincun Community, showing a
declining trend. In 2012, in addition to the original injury monitoring system, we included the
new method of in-home tracking of injuries by neighborhood committee staff. This new
method includes the accidents where the people with injuries do not receive on-time medi-
cal treatment. Thus, the coverage and accuracy of our database is largely improved.
1. By Gender
As can be seen from the table below, the injury numbers of women are far more than
the ones of men with the ratio 1.87:1. The average age is 65 years old with minimum age at 4
and maximum at 96. Elderly women are the focus of safety intervention.

Injuries are concentrated among the elderly population with their age over 60, account-
ing for more than 90% of the monitoring data each year. Elderly population over 60 years old
is therefore the focus of safety intervention.

3. By Injury Type
Considering the injury type, falling injuries is the major cause of the injuries (almost
70%), followed by mechanical injuries by objects and appliances, and traffic injuries.

Retired people are the most (93.57%) in the population receiving medical treatment,
followed by staff and related personnel, and then unemployed personnel.

5.Detailed injury distribution for elderly over 60 years old
In 2012 and 2013, elderly over 60 account for 90% of total injuries. Among them, falling
injury is the most common type.
The three top locations of elderly injuries are at home, street, and the public area.
Among them, the fall at home is about 60 to 70%.

6. Comprehensive analysis on injury monitoring
After a analyzing 2012 and 2013 injury monitoring data, the following conclusions can
be drawn:
(1) Injury intervention should focus on the elderly population, especially the female el-
derly.
(2) The most frequent cause of injuries is falling with aged people over 60 accounting for
nearly 70%. Extensive safety promotion programs related to falling prevention should be car-
ried out for the elderly.
(3) Top 3 locations of elderly injuries are at home, on the street, and at public area. Fall-
ing injury intervention at home should be carried out. Besides, falling injury prevention pro-
paganda at public space and on the street should also be strengthened.
(4) The second reason for elderly injury is the mechanical injuries caused by the objects
and appliances. 90% of such injuries are cut and stab wounds during house cleaning. There-
fore, education regarding wound prevention should be further strengthened.
By the end of 2016, the number of injuries has been steadily declining, especially in fall-
ing injuries at public areas and on the streets. However, the geographic regions of injury oc-
currence, type of injury occurrence and people easily got hurt are not changed significantly.
This indicates that safety prevention measures have positive effect. However, further inter-
vention still need to take palace, particularly aiming to reduce the injuries at home. This is a
safety intervention focus during next step Safe Community construction.
In 2016, there was a significant increase in falling injuries. The primary reason is the
strengthened monitoring methods by neighborhood committees since last year, where a
large proportion of mild falling injuries were not recorded before.

1. Work Safety Accidents
From the statistics of work safety accidents, there’s 1 accident of work safety in Yanji

Xincun Community. There’s no accident regarding of hazardous chemicals nor special equip-
ment.

One fatal accident occurred in 2012. This death was caused by electric shock when the
electrician of the water tank was performing single-person operation without cutting-off
electric power. After the accident, every employee of this property management company
received training on electricity safety. And property management companies were required
to develop a rectification measures and to modify original electricity safety operation stan-
dards: There must be at least 3 person for each single electricity operations, one stays down-
stairs for handling emergency, the other two work on the electricity operation. No single-per-
son operation is allowed.
2. Construction Site Situation
As of 2016, the overall construction site situation is good. In the past five years, no
safety accidents occurred. Community Administration of Work Safety implements standard-
ized supervision, and the situation is quite stable.
3. Hazardous Chemicals Organization Situation
There are four hazardous chemicals organizations in Yanji Xincun Community: two gas
stations of gasoline and diesel, one gas station of CNG, one repair plant for facilities and
equipment. As of year-end 2015, no safety accidents caused by using hazardous chemicals
occurred. Routine supervision on hazardous chemicals will be continued going forward.
4. Thorough research on crowded place
The crowded places in Yanji Xincun community are mainly four Neighborhood Center,
and Yangpu Park. Yangpu Park opened for a long time under experienced and mature opera-
tion. There are multiple exercise points and two reasonably located entrance / exits estab-

lished by Part administration to divert traffic. As a result, no injuries occurred caused by
crowding. Most of Neighborhood Center are renovated from the old buildings in Yanji Xincun
Community. There are only 1 entrance and 1 exit close to each other. Many interior facilities
and equipment have not been taken appropriate protective measures before 2011. At the
same time, the daily average maximum flow in each center can reach more than 1,500 per-
son-times. It is easy for people to rush into each other and cause injuries.

1. Overall Situation
Fire accidents showed a downward trend year by year at Yanji Xincun Community. A de-
tailed analysis is under fire safety session. There’s one fire accident occurred in 2012 due to
the following reasons:
The injured person who lived in the upper stories of a tall building, thrown a matchstick
into the trash can, resulting in a fire. He did not escape in time and was injured with a small
area burning. The tall resident building was an old public house with no sprinkler facilities in-
stalled. Tall building is the key focus and risk area of fire safety.

1. Overall Situation
Judging from the general situation of injuries, the number of traffic accidents in Yanji
Xincun Community showed a steady downward trend. By the end of 2016, the number of
traffic accidents decreased by 44.4%.
(1)Motor vehicle vs. Motor vehicle
In 2012, motor vehicle accidents accounted for nearly 50%. Safety interventions had
taken place. As can be seen from the data in 2016, the number and proportion of motor ve-
hicle accidents dropped implying that safety interventions have been effective.
(2)Motor vehicle vs. non-motor vehicle
The number showed a downward trend. However, the drop was less than that of motor
vehicles and there was also a rebound in 2014. Further strengthening of safety interventions
should take place towards for motor vehicle vs. non-motor vehicle motor vehicles
(3)Motor vehicle / Non-motor vehicle vs. pedestrian
According to injury inspection record, the number of injuries showed a downward
trend. However pedestrian injury was rather unstable and fluctuating. According to the anal-
ysis by the Traffic Safety Working Group, lots of pedestrians walk randomly at street intersec-
tions and between roads and residents’ neighborhoods without obeying traffic rules. There
behaviors cause collisions with motor vehicles and non-motor vehicles as well as injuries.
From the analysis above, it can be concluded that traffic safety intervention should be
implemented especially in the key regions, including using of hardware to reduce the risk of
accidents. In the meantime, increasing publicity of traffic safety and physical isolation should
also be done in the community to reduce injury occurrence.

Overall speaking, public security has been steadily improved. However, due to the com-
plexity of community personnel and the inadequate provision of safety facilities in old resi-
dential neighborhoods, the number of cases involving various types of infringement (bur-
glary, theft of bicycles and motor-bicycles, and in-car theft) is still quite high. Details as be-
low:

Since 2012, number of cases regarding burglary, theft of bicycles and motor-bicycles,
and in-car theft stays at high level, accounting for 90% of the total public security cases. The
main reasons are the following:
1. Residential buildings are old in general in Yanji Xincun Community, while in their origi-
nal planning, tech-based prevention and hardware defense facilities were very weak. Most of
residential buildings and neighborhoods don’t have real-time monitoring, nor alarm system.
2. Property management of old residential neighborhoods not in place, lots of floating
population, complexity of community personnel

3. Residents do not have strong sense of safety. Weak awareness on crowd-based safety
prevention and intervention.
Compared with theft of bicycles and motor-bicycles and in-car theft, losses of burglary
are relatively large with a worse impact in all aspects of residents’ life. Burglary also has a
greater damage to the overall community safety. It is suggested to carry out public security
interventions in burglary..
Community questionnaire analysis and related recommendations
Since 2012, we hired 3rd party professional agencies to carry out community satisfac-
tion survey each year, with random household survey as the major method. There were 1837
valid questionnaires out of total 2000 questionnaires. After summarizing and analyzing, the
result is reported to Yanji Safe Community Promotion Committee. The situation is as follows:
1. Residents' overall satisfaction score on community, percentage of “very satisfied” and
“satisfied” was 93.5%. However, “very satisfied” is only 34.7%. This shows that residents are
not entirely satisfied with the overall community safety.
2. On the safety items to be improve, the top three are: fire safety 14.70%, elderly
safety 12.70%, and social security 11.40%.
3. On whether residents ever received relevant publicity materials of community safety,
76.30% of the residents said they have received, 23.70% of residents said they have not re-
ceived.
4. Residents’ advice:
(1) Entrance roads of resident neighborhoods is too narrow with frequent express deliv-
ery and take-out food delivery personnel coming in and out riding non-motor vehicle. This
situation makes residents feel dangerous;
(2) Too many entrances and exits of resident neighborhoods. When residents often
heard their neighbors encounter burglary, they feel panic;
(3) Motor vehicles blocked roads inside resident neighborhoods at night. Residents wor-
ried about fire rescue;
(4) Fall accidents are often seen in the public, residents hope for more protective facili-
ties in public places;

(5) Residents hope that schools can draw more attention to students’ safety, especially
during school rush hours and during physical education classes. Teachers should strengthen
the management and care on students.
Analysis of information received from other channels
Safe Community Promotion Committee staff visit neighborhood committees from time
to time to communicate with property management, apartment owners committee, neigh-
borhood committees and to understand potential dangers in the community on a real-time
basis:
1. In November 2012 during the visit to neighborhood committees, Safe Community
Promotion Committee staff learnt that there was a clear rise in theft cases, and residents
hope Yanji Xincun Community could strengthen public security interventions together with
the police.
2. In 2012, many neighborhood committees indicated that Haikui Typhoon had a huge
impact causing road waterlogging and numerous household waterlogging. Residents hope to
Yanji Xincun Community could further reconstruct old residential areas, enhance the safety
level on disaster prevention, flood prevention and typhoon prevention.
Describe continuous improvement after certification (only for re-certification commu-nities)
Since 2012, according to the WHO "Seven Indicators on Safe Community Construction",
Yanji Xincun Community Promotion Committee has assigned professional working teams to
take the lead on cross-sector cooperation to continuously improve the Safe Community
work:
For a long time, the Party committees and Jie Dao Ban have been keeping the concept
of “government-led, social participation, cross-sector cooperation and continuous improve-
ment” in mind to further integrate resources and innovate working mechanisms, and to put
various continuous improvement task into practice. We have formed a comprehensive Safe
Community working system with all-party participation, cross-sector cooperation and all-cov-
ered process. Thus, we ensure the construction of Safe Community. Yanji Xincun Community
established a working mechanism to ensure the sound operation of the Safe Community, for-
mulated the regular meeting system of Safe Community Promotion Committees, assessment

standards for each safety project team, injury monitoring and statistics analysis system, con-
tingency plan system, and the file management system. To make sure all Safe Community
work put into practice, the Yanji Xincun Community Safety Promotion Committee is staffed
two members. And to effectively promote all the Safe Community work, Yanji Xincun set up
special funds with average annual investment of 2million RMB for safe community construc-
tion.
1. Adjust some of the professional working groups
Remove media propaganda working group and injury monitoring working group, and
have Safe Community Promotion Committee coordinate and carry out related work. Merge
sports safety team into other safety working groups such as fire safety, work safety, public se-
curity, home safety and school safety. At the same time, add disability safety working group
and the disaster prevention working group have been newly added. At present, there are 12
working groups.
2. Sort out and plan for new projects
Based on the characteristics of Yanji Xincun Community, all safety promotion project
teams promoted 21 projects based on injury investigation, injury monitoring and risk investi-
gation. Among them, 6 safety promotion projects were new added to ensure the continuous
improvement and development of Safe Community construction.
3. Formulate a new round work plan and related standards.
From 2012 to 2016, Yanji Xincun Community held Safe Community promotion meeting
every year. In December 2011, "Yanji Xincun Safe Community Construction Plan (2012-2016)"
was issued in the name of Yanji Xincun Community Office to deploy the Safe Community con-
struction workforce. Besides, a variety of standards and contingency plans regarding fire
safety, disaster prevention, food safety were also issued in the name of Yanji Xincun Commu-
nity Office.
4. Supports and Incentive for Safe Community Construction
Since the establishment Yanji Xincun Safe Community in 2009, offices and office equip-
ment have been provided, particularly for safety promotion projects. Rewards are also pro-
vided for outstanding units or individuals. Shanghai Safe Community Promotion Committee,
Yangpu District Word Safety Administration and other related government departments pro-

vide support and guidance for Yanji Xincun Safe Community construction. At the same time,
Shanghai Occupational Safety and Health Association examines the construction work of
Yanji Xincun Safe Community at the end of each year to intensifies the post-certification
management efforts.

H. Indicator 5 “Programs that document the frequency and causes of
injuries”
The identification of major accidents and injuries
1. Statistical analysis of Injury monitoring
Through the community health service centers, we collect the injury monitoring report
card filled in by the residents in their first registration, obtain the injury data of the commu-
nity residents in medical treatments, and conduct statistical analysis.
2. Statistical analysis of functional department accidents
Through traffic, firefighting, social security, natural disasters and other functional de-
partments’ summary statistics, we get access to accident injury data and conduct statistical
analysis.
3. Investigation and injury statistics from other security authorities
Statistical analysis on work-related accidents was conducted by the work safety supervi-
sion and administration department. Fire-fighting departments conducted statistical analyzes
on fire-hazard data and hidden fire hazards in communities. Traffic management depart-
ments conducted statistical analyzes on injuries caused by road traffic accidents in communi-
ties.
4. Community survey
Through the Community Center of Safe Community Promotion and professional third
party venders, we conduct surveys to analyze community awareness and satisfaction of com-
munity Safe Community construction projects.
5. Safe Community forum
Through visits to various functional departments, neighborhood committees and vari-
ous front-line personnel related to the construction of safety communities, various types of
problems, needs, opinions and suggestions in the process of constructing safety communities

1. Core monitoring points: medical institutions (district disease control centers, commu-
nity health centers)
For the core monitoring sites, such as community health centers, pass on the hospital
door, emergency case of injury promptly fill in the injury report card, the passive collection of

2. The Community Health Service Center is responsible for analyzing the accident and
injury information and proposing the harm intervention. The professional working groups ap-
ply the results of the injury analysis to the project feasibility assessment, the project process
assessment, the project effectiveness and the performance evaluation to adjust the plan and
the project.
3. Each function department is responsible for the related accident/injury information
collection and collation; each department is responsible for its own graded duty; the reten-
tion periods are decided by each functional departments’ file management systems.

I. Indicator 6 “Evaluation measures to assess their programs, processes and
the effects of change”
Internal assessment (Self assessment of the project team)
Self-assessments by the security promotion project team are conducted in accordance
with the project's planned objectives; the progress of the assessments is reported to the
Center of Safe Community Promotion at the end of the year; this enables the committee and
community to assess the construction progress of the safe community.
1. Workplace safety:1 deaths in 2012 and no other accident occurs;
2. Traffic safety: From 2012 to 2016, there were 3 traffic accidents, but the number of
simple accidents and general accidents has decreased; the decline is obvious (nearly 50%).
3. Social Security and safety:In the past 5 years, because of our various measures, the
number of burglaries has dropped significantly, and the declining ratio is more than 20%; the
residents’ sense of satisfaction in safety increased significantly.
4. Fire Safety: In the past 5 years, the number of accidents related to fire has decreased
steadily, especially the number of fires; the number of fire alarm is relatively stable.
5. Safety of the elderly: from the data of the community health service center, the num-
ber of accident injuries of the elderly remains stable with a little fall. However, there is an in-
crease in the number of injuries in 2016; this is because of the improved statistics on com-
munity residents.
6. Gas Safety: In the past 5 years, there has not been a single lethal accident related to
gas safety; however, the average annual number of gas-related accidents is 1. Therefore, fur-
ther publicity education is still needed.
7. Children's safety: In the past 5 years, there has not been an injury accident in the
kindergartens, and the overall safety situation is good.
8. School Safety: Through continuous safety intervention, the number of various acci-
dents in primary/secondary schools, Yangfan schools declines significantly (more than 40%).
In the next stage, we need to continue to work hard to promote school safety.
9. Public venue safety: through the survey performed by Lingdian Company, the annual

score of the residents’ sense of safety satisfaction is more than the average of the city and
the district since 2012. The score shows a good safety condition.
10. Food safety: the mobile dining venders during the daytime have disappeared. We
need to further strengthen the management in night time and improve the food safety level.
Questionnaire evaluation (external evaluation)
At the end of 2016, a questionnaire survey on the Safe Community satisfaction was car-
ried out. This survey included the level of improvement in safety status, of the level of sup-
port in safe community work, of the work in safety project and of the suggestions in improve-
ment, etc. 2,000 questionnaires were distributed to 17 neighbourhood committees in the
community, and 1,891 copies of the effective questionnaires were collected. According to the
survey, 36.22% of the residents were satisfied with the security community, 62.98% of the
residents felt "basically satisfied" and 0.79% of the residents were "dissatisfied".
1. More than 90% per cent of the population received fire safety promotional materi-
als;however, the publicity materials on sports safety/disaster prevention and mitigation in-
formation still lack. Such material fails to cover 50% of the surveyed residents
2. Close to 40% of the respondents express that these materials are very helpful; more
than 60% feel that these materials are helpful. It is clear that the safety working groups have
demonstrated pertinence and effectiveness in the distribution of the materials.
3. More than 90% of the respondents believed that the work in constructing a Safe
Community in the past 5 years improved the community safety. However, there are still less
than 10% of the people who had experienced accidents or injuries. Therefore, further inter-
vention is still needed.
4. The neighbourhood centers host various kinds activities and enjoy high participation.
Among them, security drills and lectures are especially popular. 40% of the population partic-
ipated; and these events receive good recognition.
5. The deployment of fire-fighting facilities in residential buildings has increased, and
90% residents have expressed recognition in the renovation of non-motorized car sheds.
6. There are still many traffic violations by the residents, especially jaywalking, red light
running and other pedestrian behaviours. This situation needs further intervention in the

background of “civilized traveling”.
7. Schools, kindergartens and various service places for the elderly receive high degree
of satisfaction, and they have been favoured by community residents.
8. The work in flood and typhoon prevention has improved significantly. 90% of the resi-
dents say that their homes are free from leakage in floods seasons. Gas safety checks in the
spot tests also get the full coverage.
For the areas that need to be strengthened in building a safe community, the residents
believe that the most needed are "the good community facilities" and "the spreading of
safety knowledges."
Residents have also made some suggestions in the construction of safe communities.
For example, we may host safety knowledge lectures to enhance safety awareness; we may
increase the number of technical and preventive facilities, especially the full-time and real-
time monitoring probes in residential areas (and also the later maintenance); we may solve
the parking problems in old districts; we may further upgrade and maintain the high-rise ele-
vators. We may solve the problem of the corridor heap issue and eliminate the hidden fire
dangers.
