We are excited about your acceptance and look forward to your continued work within the City of Cincinnati effective December 10, 2015. This position is unclassified and you will be required to sign the enclosed Understanding of UnclassifIed Appointment form prior to the effective date of your employment. In addition, you must be a resident of the City of Cincinnati within six months of your effective date of employment. The compensation package will be as follows: Annual salary of $162,000.00, contingent upon City Council’s approval of the revised compensation range for the position of Police Chief. Vacation accrual of 9.0 hours per pay period based upon years of service. Sick leave annual accrual of 104 hours. 80/20 health care plan participation, plus dental and vision in accordance with City Policy for Division 5 members. Up to $500 per year Deferred Compensation match. Consistent with the past practice of the City, eligible for payment as outlined in the FOP Union Contract Section 32. Assistant Police Chief. Continued participation in OP&F in accordance with Cincinnati Retirement provisions associated with Sworn Police and Fire as attached. Reimbursement for actual relocation expenses from 11291 Logenberry Circle, Cincinnati, Ohio to a residence within the City of Cincinnati as listed within the attached Relocation Expense sheet. The position of Police Chief is an unclassified position. Employees accepting employment in

unclassified positions serve at the pleasure of the appointing authority and can be dismissed from

employment without cause at any time. In addition, unclassified employees are not recognized

under the Civil Service system and are, therefore, not afforded civil service protections and/or

hearings granted to classified employees. In accepting unclassified appointments, employees

forfeit the right to seek other employment via lateral transfers and the opportunity to take

competitive, promotional exams.

accepting, is an unclassified position and that I have read and understand the explanation of

New City Employees Required to Participate in the Cincinnati Retirement SystemIn general, all newly hired and rehired City employees are required to participate in CRS. Thefollowing groups are excluded from participation in CRS: Mayor and Members of City Council;Sworn Police & Fire; Police Recruits; and Rehired OP&F Retirees. This nolicy is effectivebeginning with pay period #5 that begins on February 5th, 2012.

City employees who currently participate in the Ohio Public Employees Retirement System(OPERS) are not impacted and can maintain this arrangement. However if they leave Cityemployment and are later rehired, they will be required to participate in CRS.

Required Public Pension Plan Participation in OhioOhio State law requires that all Ohio public employees be enrolled in a public pension planrecognized by the State of Ohio. There are five statewide public pension plans and one municipalpension plan. These are as follow:

• Ohio Public Employees Retirement System (OPERS)• State Teachers Retirement System (STRS)• School Employees Retirement System (SERS)• Ohio Police and Fire (OP&F)• Ohio State Highway Patrol (OSHP)• Cincinnati Retirement System (CR5)

Transferring Service Between Ohio Public Pension PlansCR5 has agreements with all other Ohio public pension plans that allow members to transferservice credit from one plan to another due to changes in employment.
