EXECUTIVE SUMMARY

Department of Social Welfare and Development Information Systems Strategic Plan [ISSP] CY 2009-2012

“Better, Faster and Smarter, Together with Information & Communications Technology” [BFaST with ICT]

The DSWD ISSP for CY 2009-2011 carries the theme “Better, Faster and Smarter, Together with Information and Communications Technology” or “BFaST with ICT.” It is designed to provide support to the four identified DSWD reform areas aimed at strengthening the department’s leadership role in social protection and social welfare and development. The four reform areas include 1] Leading and engaging the sector in establishing results-oriented policies; 2] Better and faster programs and services; 3] Smarter financing; and 4] Improving Capacities. To support these reform areas the DSWD ISSP focuses on the development of information systems under the following ICT project themes:

1. DSWD BFaST with ICT for REFORM AREA 1: Establishing Strategic and Results-Oriented Policies in Social Protection Utilizing Information and Communications Technology. The project aims to establish the following information systems that will provide objective and transparent targeting system, support advocacy work for the promotion and protection of the rights of the vulnerable sectors and enhance processes for results-based policy-making and development of programs and social technologies.

• National Household Targeting System for Poverty Reduction [NHTSPR]

• Pantawid Pamilyang Pilipino Program [4Ps] Information System

• Social Welfare and Development [SWD] Geographic Information System [GIS]

• Knowledge Management System [KMS]

• DSWD Portal and other websites related to program/project implementation, networking, advocacy, and information sharing.

2. DSWD BFaST with ICT for REFORM AREA 2: Harnessing Information and Communications Technology for Better and Faster Social Protection Programs and Services. The project intends to enhance/establish the following information systems that capture and provide reliable data and information on social protection and social welfare and development programs, projects and services.

• DSWD eServices [Online Transaction Systems for Travel Clearance for Minors; Registration, Licensing and Accreditation of Social Welfare and Development Agencies; Accreditation of Day Care Centers, other ECCD Centers and Service Providers; Domestic Adoption, Public Solicitation and Duty-Free Entry of Foreign Donations]

• Volunteer Information and Mobilization System

• Early Childhood Care and Development [ECCD] Information System

• Children in Need of Special Protection [CNSP] Information System

• Case Management System for Center and Residential Care Services

• Case Management System for Community-Based Services

• Crisis Intervention Information System

• Disaster Response Monitoring System

• Capability Building-Technical Assistance and Resource Augmentation Information System

• Registration, Licensing and Accreditation of Social Workers Handling Court-Related Cases.

3. DSWD BFaST with ICT for REFORM AREA 3: Strengthening Resource Management and Strategic Support Services through Information and Communications Technology. The project aims to enhance/establish the following information systems for strategic support services that would capture and provide reliable data and information on funds for core DSWD function, resource augmentation to LGUs, strategic allocation of DSWD budgetary and extra-budgetary resources. The project will also include information systems for strategic administrative support services.

• Financial Management Information Systems: New Government Accounting System or eNGAS [Awaiting New Version from COA]; Cashiering System: Cash Allocation and Utilization Management System [CAUMS] [Existing]; and Budgeting System [Proposed].

• Human Resource Management Information System [HRMIS] [On-going].

• Administrative Services Information Systems: Records Management Information System [Existing]; Document Tracking System [for enhancement & scale-up]; Property Management Information System [On-going]; Proposed: Legal Services Information System; Supplies Management Information System; Electronic Procurement Transactions Monitoring System; Transportation Services Management System; Integrated Communication Services Management System; Basic Utilities Management Information System; Maintenance Services Management System.

4. DSWD BFaST with ICT for REFORM AREA 4: Improving Delivery Systems and Capacities through Information and Communications Technology. The project intends to improve knowledge management system in the department that includes monitoring and evaluation and management information systems. It aims to improve the information and communication system of the agency and provide easy access to its partners and other development workers and improve organizational capacities and competencies.

INTRODUCTION

Department of Social Welfare and Development Information Systems Strategic Plan [ISSP] CY 2009-2012

“Better, Faster and Smarter, Together with Information & Communications Technology” [BFaST with ICT]

The Department of Social Welfare and Development (DSWD) is a government agency mandated to provide assistance to local government units, non-government organizations, other national government agencies, people’s organizations, and other members of civil society in effectively implementing programs, projects and services that will alleviate poverty and empower disadvantaged individuals, families and communities for an improved quality of life. The department’s vision is to have a society where the poor, vulnerable and disadvantaged families and communities are empowered for an improved quality of life. Its mission is to provide social protection and promote the rights and welfare of the poor, vulnerable and the disadvantaged individual, family and community to contribute to poverty alleviation and empowerment through social welfare and development policies, programs, projects and services implemented with or through LGUs, NGOs, POs, other GOs and other members of civil society. In the performance of its mission, the DSWD takes a pro-active stance in the following goals: 1] formulation and advocacy of a just and responsive SWD legislative agenda, policies and plans as well as ensuring their effective implementation; 2] identification, development and marketing of technologies for building up social capital; 3] setting up and enforcement of social welfare and development standards to protect the rights of the poor and the disadvantaged to quality services; 4] provision of technical assistance and resource augmentation to intermediaries in the implementation of social welfare and development programs and services; and 5] provision of preventive, protective, rehabilitative and developmental programs and services. The DSWD works to ensure the welfare and protection of the poor, vulnerable and disadvantaged individuals and families through its retained community-based programs and services, special projects and the operation of residential and non-residential centers and institutions. It continues to implement the national and statutory programs for the vulnerable sectors such as children in need of special protection, youth with special needs, women in especially difficult circumstances, persons with disability, older persons, disadvantaged families and communities at risk. The internal assessment conducted in the Department through the National Sector Support for Social Welfare and Development Reform Project (NSSSWDRP) in 2008 have identified the challenges and responses needed to build capacities and synergies and enable the department to lead and steer amidst varying demands in social protection and social welfare and development. The challenges identified included the outdated and unreliable data in the department; gap in monitoring the progress of implementation of local social welfare and development programs and services; lack of well-defined monitoring and evaluation system; and weak ICT that is necessary to facilitate linkages with intermediaries, partners and stakeholders.

As a strategic response, the department crafted the DSWD Reform Agenda which defined the four areas of reform namely: 1] Leading and engaging the sector in establishing results-oriented policies; 2] Better and faster programs and services; 3] Smarter financing; and 4] Improving Capacities. The DSWD Reform Agenda identified management information system as one critical factor that will provide support services towards the attainment of the department’s goal for better, faster and smarter service delivery systems and capacities as lead agency in social protection and social welfare and development. This emphasis strengthened the department’s commitment to maximize the use of ICT resources and solutions to enhance its programs, projects and services and reinforce its leadership role in social welfare and development. The DSWD ISSP for CY 2009-2011 is designed to provide support to the four identified reform areas with the theme “Better, Faster and Smarter, Together with Information and Communications Technology” or “BFaST with ICT.”

• BFaST with ICT for Reform Area 1 intends to utilize ICT tools and establish information systems that will provide objective and transparent targeting system, support advocacy work for the promotion and protection of the rights of the vulnerable sectors and enhance processes for results-based policy-making and development of programs and social technologies.

• BFaST with ICT for Reform Area 2 intends to establish information systems that will support the DSWD set of core or flagship programs aimed at ensuring that the very poor and vulnerable are provided for by the central government. The information systems will be designed to capture and provide reliable data and information on the implementation of these core and flagship social protection and social welfare and development programs, projects and services.

• BFaST with ICT for Reform Area 3 intends to establish information systems for strategic support services that would capture and provide reliable data and information on funds for core DSWD function, resource augmentation to LGUs, and strategic allocation of DSWD budgetary and extra-budgetary resources. The project will also include information systems for strategic administrative support services.

• BFaST with ICT for Reform Area 4 intends to improve internal and institutional capacities in the department that includes institutional development and capacity building system, monitoring and evaluation system, performance management systems and ICT service management system. It aims to improve the information and communication system of the agency and provide easy access to its partners and other development workers and improve organizational capacities and competencies.

The DSWD ISSP CY 2009-2011 outlines the department’s e-Governance policy that strategically supports the department’s social protection and poverty alleviation strategies for improved quality of life.

A. DEPARTMENT/AGENCY VISION/MISSION STATEMENT

A.1. Mandate:

“To provide assistance to local government units, non-government organizations, other national government agencies, people’s organizations, and other members of civil society in effectively implementing programs, projects and services that will alleviate poverty and empower disadvantaged individuals, families and communities for an improved quality of life.” � Legal Basis:

� Republic Act No. 7160 otherwise known as the Local Government Code of 1991 [Devolution of implementing functions, programs and services, direct service workers, assets and liabilities and budget corresponding to the salary and funds of devolved staff and programs;

� Executive Order No. 503 – “Providing for the rules and regulations implementing the transfer of personnel and assets, liabilities and records of National Government Agencies whose functions are to be devolved to the Local Government Units and for other related purposes.”;

� Executive Order No. 15 [1998] – “Redirecting the Functions and Operations of the Department of Social Welfare and Development,” Amended by Executive Order No. 221 which magnified the Department’s role as leader in SWD performing two roles that of “steering” and “rowing.” The Executive Order mandated the DSWD to “provide Assistance to Local Government Units [LGUs], Non-Government Organizations [NGOs], other National Government Agencies [NGAs], People’s Organizations [POs] and other members of civil society in effectively implementing programs, projects and services that will alleviate poverty ad empower disadvantaged individuals, families and communities for an improved quality of life as well as implement statutory and specialized programs which are directly lodged with the Department and/or not yet devolved to the LGUs.”

� Major Final Outputs: Services relating to the formulation and advocacy of policies, plans and programs; Standards setting, licensing and accreditation services; provision of support services and technical assistance to intermediaries; and Provision of services for community and center-based clients.

� Key Strategies: Advocacy and Social Mobilization; Convergence; Total Family Approach; and Multi-Sectoral Approach to Deliver Basic Social Services to the Poor; Capacity Building.

D. PRESENT ICT SITUATION (STRATEGIC CHALLENGES)

Present ICT Situation in the Department of Social Welfare and Development The internal assessment conducted in the Department through the National Sector Support for Social Welfare and Development Reform Project (NSSSWDRP) has identified the challenges and responses needed to build capacities and synergies and enable the department to lead and steer amidst varying demands in social protection and social welfare and development. The challenges identified included the outdated and unreliable data in the department; gap in monitoring the progress of implementation of local social welfare and development programs and services; lack of well-defined monitoring and evaluation system; and weak ICT that is necessary to facilitate linkages with intermediaries, partners and stakeholders. As a strategic response, management information system has been identified as one critical factor that will provide support services towards the attainment of the department’s goal for better, faster and smarter service delivery systems. Other critical challenges include the required fund support for upgrading of infrastructure and provision of hardware to support the department’s operations. Equally critical is the need to intensify the development of competencies among the department’s officials and employees to further improve work performance. Manpower support at the central and field office levels is also a factor that should be strengthened for the department to respond efficiently to the demands of the service. For ICT service management, the current use of multi-platform is envisioned to graduate to a single platform.

The current level of computerization of the agency can be described in terms of the following: On Mission Critical/Frontline Services. The department has developed its Online Transaction Systems for Frontline Services [OTSFS] which is also known as the DSWD eServices. In a survey conducted by the MISS, these online applications were found to have low public patronage evidenced by the minimal system utilization shown by the actual receipt of applications through the online transactions recorded at the DSWD Field Offices. It is necessary to revisit the business requirements and initiate appropriate revisions and enhancements on the systems to effectively respond to the needs of the public. The DSWD eServices include the following applications: 1. Travel Clearance for Minors – online processing of applications for clearance of minors traveling abroad. [Priority for enhancement] 2. Registration, Licensing and Accreditation of Social Welfare and Development Agencies – online processing of applications for registration, licensing and

accreditation of non-government organizations and independent people’s organizations. [Priority for enhancement] 3. Registration, Licensing and Accreditation of Day Care Centers, other Early Childhood Care and Development [ECCD] Centers and Service Providers – online

processing of application for the registration, licensing and accreditation of day care center, ECCD centers and their service providers. 4. Public Solicitation Permits – online processing of applications for permits for regional or national public solicitations. 5. Duty-Free Entry – online processing of applications for duty-free entry of foreign donations. 6. Domestic Adoption – online processing of applications for local adoption of children. 7. Volunteer Registry – online registry of volunteers for disaster risk management and response.

Continuation… PRESENT ICT SITUATION (STRATEGIC CHALLENGES) On Office Automation. The department is also currently working on the automation of its administrative transactions which includes the customization of the Records Management Information System [RMIS], Property Management Information Systems [PMIS], and the Human Resource Management Information System [HRMIS]. A Document Tracking System [DTS] utilizing a bar coding system is now being tested at the central office. Support systems that are significant to the operations of the department are also being developed such as the Electronic Procurement Transaction Monitoring System [EPTMS] that provides the public information on the department’s procurement process and transactions and the Planning and Monitoring Information System [PMIS] a system for reporting. A Knowledge Management System is being proposed to consolidate the vital information and knowledge products that will be developed and generated by the department. On Web presence. The department established its web presence in 1995 with its website – http://www.dswd.gov.ph. The DSWD website has a regular page for the Secretary’s message; information on the department’s history, vision, mission and mandate, organizational structure and functions, field offices and attached agencies, its programs, projects and services, press releases and advisories, social welfare and development laws, rules and regulations, internal rules, statistics, publication of job vacancies and bid bulletins, directory of officials and residential centers, links and a systems that allows the public to directly communicate with the department online. The DSWD website also serves as host to other sites created to promote the department’s other programs and activities, special projects and services such as the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services: Kapangyarihan at Kaunlaran sa Barangay [KALAHI-CIDSS:KKB], Pantawid Pamilyang Pilipino Program [4Ps], National Household Targeting System [NHTS], Access to Justice for the Poor Project; National Coordinating and Monitoring Board [NCMB], DSWD Integrity Development Committee, DSWD eMail, Bayanihang Bayan Volunteer Registry, eServices, Job Opportunities, List of NGOs, Disaster Monitoring, Support to the Reproductive Health Bill [RHB], feature stories, special reports, social welfare and development calendar of events and a host of other information for the public. The DSWD website is currently undergoing improvement to provide for dynamic and interactive features that will further enhance and support transactions on social protection and social welfare and development with clients, partners, stakeholders and the public. Extent of ICT use within the organization. In general, ICT use in the department is focused on office applications or productivity tools; internet access; web mail services; networking and e-groups for project management; websites for the central and field offices and processing of online transactions for frontline services. Computer ratio/density. The department has an estimated computer to user ratio of 1:1 for the Technical Staff and 1:2 for the Administrative Staff. Interoperability or the department’s ability for diverse systems and organizations to work together or inter-operate, is currently being studied by the department. An initial move done by the agency is the development of the policy on data sharing which outlines the capability of different programs to exchange data via a common set of exchange formats, to read and write the same file formats and to use the same protocols. The department is also paying attention to the need for standardization of systems design and development considering the requirements of interoperability. Issues on interoperability will be given more attention as the department completes the national household targeting system and intensifies data sharing and partnership with other agencies and organizations to further improve delivery of social protection and social welfare and development programs and services.

ICT service management in the department echoes the standards and principles of the popular Information Technology Infrastructure Library [ITIL] Framework. Based on the ITIL Framework the department developed its ICT service management framework which includes six main components, namely: 1. ICT policy and plan formulation – includes the development of internal rules and regulations on ICT service management and the department’s information systems

strategic plan including the operational plans, related activities and required enhancements. In planning to implement service management, the department examines the issues and tasks involved in planning, implementing and improving service management processes within an organization. The process also addresses cultural and organizational change, the development of vision and strategy and the most appropriate method of approach. The ICT policy and plan component considers the business perspective and provides advise and guidance to help IT personnel understand how they can contribute to the business objectives and how their roles and services can be better aligned and exploited to maximize that contribution.

2. ICT Infrastructure management – covers aspects of infrastructure management from the identification of business requirements to the procurement process, testing,

installation, deployment, operation and optimization of the ICT components and IT services. 3. ICT application management – describes how to manage applications from the initial business need, through all stages in the application lifecycle [requirements,

design, development, deployment, implementation, enhancement, up to and including retirement]. It places emphasis on ensuring that IT projects and strategies are tightly aligned with those of the business throughout the application lifecycle, to ensure that the business obtains best values from its investment.

4. ICT competency development – covers the ICT training programs and activities implemented by the department to further enhance the ICT competencies of its

officials and employees. Competency development and training are regular features in application development. These training programs are conducted in coordination with the department’s Social Welfare Institutional Development Bureau [SWIDB].

5. ICT security management – details the process of planning and managing a defined level of security for information and IT services, including all aspects associated

with reaction to security incidents. It also includes the assessment and management of risks and vulnerabilities, and the implementation of cost justifiable countermeasures.

6. ICT strategic service delivery and service support – covers the processes required for the planning and delivery of quality IT services - the long term processes

associated with improving the quality of IT services delivered on one hand - and the processes associated with the day-to-day support and maintenance activities related to the provision of IT services.

On ICT Policies and Plans. The department has formulated the following policies that helped promote the enhancement of information and communications technology in the agency: 1. Department Order No. 06, s. 1998: Management Information Systems Guidelines – one of the first office orders issued by the department prescribing MIS guidelines on hardware

and software standards and requirements. The use of licensed software, gradual phase out of outdated hardware, technical assistance from IT Officers and Assistants, use of anti-virus and strict utilization of computers for their intended purpose. Technical assistance is provided by the Department’s MISS in identifying standard specifications that serves as reference for users, the Bids and Awards Committee and other concerned units in the execution of procurement transactions and documents.

2. Administrative Order No. 192, s. 2002: Guidelines on the Proper Use and Maintenance of Equipment - provides guidelines on the promotion of cost-saving measures and implementation of operation and maintenance program for DSWD equipment for greater efficiency and effectiveness in the delivery of services.

3. Memorandum Circular No. 30, s, 2003: The Management and Information Systems Service [MISS] – defines the general and specific functions and placement of MISS in the organizational structure of the department. The general function of the MISS states that it shall ensure the appropriate, timely and cost-effective utilization and application of information and communications technology to support the Department’s mandate, vision, mission and goals.

4. Memorandum Circular No. 22, s. 2003: Implementing Rules on the Rationalization, Acquisition, Use and Maintenance of Information and Communications Technology [ICT] Devices – reiterates and strengthens the department’s policies on hardware and software and regulatory policies on the Local Area Network and Internet Connections.

5. Memorandum Circular No. 26, s. 2004: Information Technology [IT] Usage and Network Security Policy – provides policies on the use of IT resources, computer system components, network components, security requirements, internet connections and email accounts, virus prevention, prohibited usage and disciplinary actions and enforcement procedures.

6. Memorandum Circular No. 01, s. 2005: Information Systems Development Guidelines – established standards and procedures in developing and/or acquiring information system, ensuring functionality and cost effectiveness of developed and acquired systems, definition of the roles of different stakeholders in the development/acquisition, implementation and maintenance of system.

7. Memorandum Circular No. 4, s. 2005: DSWD Information Systems Strategic Framework – provides the philosophical framework, strategic information systems planning, DSWD information framework, methodology, components, information resource management and organizational structure.

8. Memorandum Circular No. 40, s.2004: Website Development and Maintenance Guidelines – provides the legal bases, scope, guidelines and organization of web content management team.

9. Memorandum Circular No. 18, s. 2006: Guidelines on Software License Management – provides the legal bases, scope, methodology and implementation strategy monitoring and enforcement to ensure sustainable and cost-effective management of software licenses and enhancing economic austerity measures through focused and deliberate acquisition of adaptive technology.

10. Memorandum Circular No. 08, s. 2007: Policy Guidelines on Linking Databases and Sharing of Information with Partner Agencies, Intermediaries and other Social Welfare and Development Stakeholders – provides policies on the sharing of data and information with external parties.

*Review and enhancement of these policies will be undertaken to further strengthen support to the department’s leadership in social protection as defined under the four [4] reform areas of the DSWD reform agenda.

Strategic Challenges Guided by its Major Final Outputs [MFOs], the development objectives and the specific activities that it hopes to achieve as indicated in the department’s thrusts and priorities for 2009, ICT service management in the department face the following strategic challenges: On ICT Policies. The department needs to review and update its ICT policies to ensure that ICT service management and the technology itself effectively responds to the need of the organization. Though the enhancement of policies, the department must ensure that IT management would be more integrated with the overall needs of the business management and processes and less focused on technology. It must be emphasized that in planning for IT service management, the business perspective must be given the main consideration. The strategic challenge is to ensure that business management processes are emphasized. On Infrastructure Management. Technological advancement and the growing realization of its strategic advantages is steadily increasing the demand for ICT in the department. Hardware and software support must meet the growing need of the department. At present the department is upgrading its infrastructure. Acquisition of additional hardware and software, implementation of the structured cabling, improvement of the central office and field office data centers, and acquisition of related ICT services are being initiated to improve infrastructure management. On Application Management. The department needs to focus on enhancement of the most responsive online transactions such as the issuance of travel clearance to minors traveling abroad and the registration, licensing and accreditation of social welfare agencies. The customization of various information systems that support the administrative transactions such as human resource management, property management and records management must be pursued. It is also imperative that the department continuously educate and train its people on the application lifecycle giving emphasis on the fact that the requirements of the business owners and the service is the paramount concern. Applications or information systems are built, deployed, implemented and enhanced to support the business process and the delivery of social welfare and development programs, projects and services. To uphold its leadership in social protection, the Department is now developing the National Household Targeting System for Poverty Reduction which will provide reliable data for targeting beneficiaries of social services. On Service Delivery and Service Support. Service delivery in the long term and service support for the day-to-day requirements of the department is one area of concern that should be improved and sustained by the department with the end view of total quality service and client satisfaction. The challenge is to be able to provide the department’s officials and employees with quality service at the time they need it. For this purpose the MISS is currently utilizing an automated transaction system for service delivery and service support [ticketing system] and it has initiated the use of other tools, equipment and inputs to enhance collaboration for the improvement of service support at the Central and Field Office. On ICT Training. Improving ICT capacity of the department’s officials and employees is one huge challenge. The strategic challenge includes, enhancement of ICT skills of MISS staff to further enhance their capability of providing technical assistance to the department’s officials and employees, ensuring training programs for MIS Unit staff at the field office to further enhance their competencies and identifying training programs for other non-MISS workers particularly those involved in managing applications. On Security. While we highlight security through the effective management of hardware and software, the department needs to emphasize that the best security and protection still rests upon the business owners and users in the department. Hardware and software management must go hand-in-hand with educating the department’s officials and employees on how they can contribute best to security.

E. STRATEGIC CONCERNS FOR ICT USE E.1 NARRATIVE DESCRIPTION Consistent with the Medium Term Philippine Development Plan [MTPDP] 2004-2010, the Department's thrusts and priorities for 2009 are anchored on the following major final outputs [MFOs]: A. Services related to the formulation and advocacy of policies, plans and programs; B. Standards setting and accreditation services; C. Provision of support services and technical assistance to intermediaries; and D. Provision of services for community and center-based clients. Along with these MFOs, the Department has taken steps to respond to the new challenges it faces. This will lead towards social policy and institutional reforms to better fit the department in implementing its steering role. The recent Social Development Forum and Visioning Workshop paved the way for the department to identify strategic directions to undertake its new mandate from direct service provider to a leader in policy and program development in the social welfare and development sector. The MFOs, the new challenges and the identified strategic directions as leader in policy and program development in the social welfare and development sector, are the main concerns of the department that requires the strategic use of information and communication technology. With the strategic support of ICT, the department will undertake various processes and activities to attain the following development objectives: 1) Improve the delivery of basic social welfare and development services and reduce vulnerability of the poorest and marginalized groups; 2) Reform the administration and delivery of basic social services including social protection services through integrated reforms at the national and local levels; 3) build capacity of the DSWD and associated agencies in performance-oriented budgeting and management. Guided by these objectives, the department has identified four major areas of concern where the strategic support of ICT needs to be emphasized. On Services related to the formulation and advocacy of policies, plans and programs, the department will focus on policy development, social technology development, enhancement of standards and compliance monitoring and the provision of services for community and center-based clients. On Research, the department shall conduct research and development studies on social welfare and development issues, such as the roles and contributions of social workers in he restorative justice process, proposed interventions to cybersex through policy and program, state policy on mendicancy and vagrancy, social and development safeguards plan for the marginalized sectors and social technologies for the different sectors. On Institutional Development and Strengthening Through Capability Building, the Department will focus on the development of organic staff, stakeholders and intermediaries skills through the provision of training programs, monitoring and impact evaluation, networking for continuing education, capability building and enhancement of competencies of internal staff. On Strategic Support Services, the Department will improve its social marketing plan, install data and information systems, improve website service and online transactions, enhance the ICT capability of all offices in the department, update its compliance to integrity development actions plans and ensure the full operation of its institutional development framework. These requirements were further articulated in the National Sector Support for Social Welfare and Development Project conducted in 2008 which established the challenges and responses needed to build capacities and synergies and enable the department to lead and steer amidst varying demands in social protection and social welfare and development. DSWD’s role in the social protection sector is to provide leadership. DSWD, as chair of the sub-working group on social protection under the working group on the Millennium Development Goals and Social Progress of the Philippine Development Forum, can on the task of providing direction and leadership in this area. DSWD has the most experience and programs in center and community-based responses and is heavily involved in two major social protection components: social welfare and social safety nets. Its long history of being in the forefront of dealing with community based responses to the current social risks confronted by the country today provides it with the experience and expertise in these areas. In the 8 major ones identified, DSWD is involved in almost all. It is heavily involved in two major social protection components: social welfare and social safety nets. Its continuing focus in these two major components to is recommended.. As the task of social protection is a huge task DSWD has to promote and ensure that other agencies more capable and mandated will address the other components, i.e., labor market interventions and social insurance. Its services and programs for the poor and vulnerable groups (in all sectors, making use of the total family approach) and disaster (both natural and man-made) will continue as part its work of providing social welfare and social safety nets. It would be wise and efficient if DSWD builds on its successful programs and approaches particularly on convergent community based social protection strategy as the flagship program of a national social protection strategy. To effectively lead the social protection sector, the DSWD has identified four reform areas, as follows: REFORM AREA 1: Engaging and leading the sector in establishing strategic and results-oriented policies in social protection. DSWD has to lead and engage its partners in the social protection sector in order to achieve the reforms it has set for itself and the sector. As such the DSWD needs to: 1. Consolidate the sector and stakeholders efforts through shared goals and delineated roles by coming up with a national policy framework for social protection. 2. Address the needs of the poor and vulnerable by establishing an objective and transparent targeting system for social protection programs. 3. Continue DSWD’s advocacy work for the promotion and protection of the rights of the vulnerable sectors such as children, youth, women, persons with disabilities, older persons, families and

communities in crises through the introduction of social legislations 4. Enhance results-based policy-making REFORM AREA 2: Providing faster and better social protection programs.

DSWD has to maintain a set of core programs or flagship programs that will ensure that the very poor and vulnerable are provided for by the central government: 1. Through Improved and Appropriate Models and Programs the DSWD needs to develop, improve, build on and scale-up service delivery models; develop an integrating framework for all the different

models; develop an action plan on improving the effectiveness and efficiency of center-based services; and develop a handbook on social protection that will guide DSWD, its partners and intermediaries on the different models and programs on social protection.

E. STRATEGIC CONCERNS FOR ICT USE Continuation [The DSWD Reform Agenda] 2. Through Improved Governance, DSWD needs to empower the LGUs through capacity-building, technical assistance and resource augmentation; undertake a systematic diagnosis of the different LGUs

to assess their capacities and come up with a classification system that can be a basis for program interventions; scale-up convergence approach among stakeholders through joint projects including co-financing; and design a performance-based system for devolving programs and resources [an incentive system will be introduced to encourage a performance-based approach to the “devolution” and management of resources].

3. Through Improved Standards and Regulations, DSWD needs to develop an electronic compendium of all policies and procedures of DSWD (issuances); strengthen regulatory functions for the sector to ensure standards and quality assurance through the formulation of clear standards for quality implementation for social protection programs and services; develop a harmonized system of accreditation/certification/ registration and system for exchange and sharing of monitoring findings; design an incentive system (“seal of excellence”) for good LGUs/NGOs.

REFORM AREA 3: Introducing Financial Reforms to Sustain the Reform Process The advancement of the core reform area hinges on the mobilization and generation of resources. Simply stated, the reform agenda will only move if the following resources are available to DSWD: knowledge and information, internal and external reform workers and funds. For this purpose the DSWD needs to: 1. Secure more predictable funding for core DSWD function 2. Rationalize resource augmentation of LGUs and other partners 3. Allocate DSWD budgetary and extra-budgetary resources in a strategic manner 4. DSWD has to lobby for more resources in both national and local levels to significantly increase budget for SP

REFORM AREA 4: Improving Delivery Systems and Capacities Under this reform agenda, the DSWD needs to: 1. Improve Knowledge management system: M&E and MIS 2. REFORM AREA 1: Engaging and leading the sector in establishing strategic and results-oriented policies in social protection. Reform Area 1 provides the context of the reform agenda. DSWD has to lead and engage its partners in the social protection sector in order to achieve the reforms it has set for itself and the sector. It would require the collaboration and joint efforts with other government agencies, local governments units, NGOs, basic sectors and other social protection service providers to muster the resources, energies and intellectual capacities to make a dent in its goal of improving the lives of the poor and vulnerable. A conducive environment is necessary for DSWD to deliver on its reform agenda. This would require a policy environment that will define roles of DSWD and other stakeholders of the sector, the recognition of DSWD’s role as the agency for identifying the poor and the management of the expectations of its various publics.

ICT STRATEGY FOR PUBLIC ACCESS Context The emergence of the information age is characterized by the use of sophisticated technologies which enable the rapid transfer of information and offer enhanced access to knowledge. These technologies are not only transforming economic activity but also the way we interact as individuals and as societies. With the utilization of information and communication technologies (ICTs) identified as a key driver of service delivery and community development, a skilled and innovative workforce with the flexibility to meet the demands of the service is vital to the social welfare and development sector. However, participation in the information age goes beyond having a skilled workforce or service providers. It is a basic right for all members of the community. We cannot have a skilled workforce and service providers and maintain an unskilled community. Fundamental to achieving these goals is the development of a lifelong learning culture. In developing this strategy, the Department has identified three major themes relating to social welfare and development services and the ICT skill issues: Providing an ICT skilled workforce and service providers of the department. The department and the social welfare and development sector needs to address the demand for ICT skills formation. The need for ICT competency enhancement among the department’s executives, technical staff and workers in the frontline provides the impetus for a review of the department’s institutional development and capacity building role for its internal staff on ICT skills formation. Retraining and encouraging participation of employees is included in this strategy. The opportunity will allow the development of a wider vision of the contribution to the department’s growing contribution to the social welfare and development sector’s to reach out to the community in line with the whole of government’s push to support this effort. Importantly, this strategy will proactively contribute to meeting the needs for ICT by the department’s workforce and improvement of their performance and delivery of social welfare and development services. Responding to the computer literacy/fluency needs of intermediaries, people’s organizations and the community It is estimated that most of the poor and marginalized sectors in the country lack basic computer literacy skills. Research indicates that older people, the unemployed, those with disabilities, other groups on low incomes and people with lower levels of educational attainment are most at risk of being left behind in the transformation to the world of ICT-inspired services delivery. It is widely recognized that there is a strong correlation between the digital divide and existing economic disparities in the community. Market research on the barriers and motivators associated with groups within the community attaining computer literacy skills clearly indicates that many individuals will not undertake training at a large institution. People in identified target groups are most likely to undertake training in small groups comprised of similar people and in locations that they are comfortable with.

Continuation … Preferred training locations include cultural meeting places and local government facilities such as community centers. The Department’s ICT public access strategy must focus on communities. A number of additional factors that impact on the development of strategies to meet computer literacy needs include: self-paced modularized training is preferred; promotion of computer literacy must focus on applications benefits; poor literacy and numeracy skills are a barrier to attaining computer literacy skills; and primary barriers to using ICT’s include: limited interest or understanding of the benefits that can be derived, time constraints, no home computer and a lack of skills. Learning opportunities need to be extended to all members of the community and increasingly, the establishment of learning communities is seen as the way to involve more people in the learning process. Learning communities refer to small groups of people who come together to learn. The traditional learning environment of instruction in a class setting is not attractive to many people. Rather, many people prefer self-paced learning that is not focused on individual achievement and that takes place in an environment in which they are comfortable. The encouragement and support of the learning group provides motivation. Along this thought, the department needs to incorporate in its training programs, ICT related components that would introduce its intermediaries and clients to the use of technology in the delivery of social welfare and development services. The provision of on-line transaction systems and other social welfare and development sector related services The Department aims to sustain the development of its on-line capacity. This will be achieved by providing leadership and support in the development of online transactions to support frontline social welfare and development services. With regard to automated transactions, the Department has established its Online Transaction Systems for Frontline Services or the DSWD eServices which supports the transition to digital transaction system that hastens service delivery and maintains quality. Providing on-line services to clients and partners is a high priority for the Department. These services not only offer convenience to clients by providing ready access to valuable information, they also enable non-government organizations to conduct streamlined business transactions with the Department. The Department aims to support non-government organizations make the transition to the on-line environment. To support this strategy, the department maintains its web presence through its website that provides information on its programs, projects and services. The development of websites as a tool to support social marketing strategies for distinct activities such as the department’s livelihood programs and conduct of training programs and activities along its institutional development and capacity building functions is part of this strategy. The establishment of kiosk and the campaign for LGUs to provide internet access to the public for them to avail of web-based services and transactions is also considered.

Integrating ICT concerns in policy, plans and programs developed by the Department The Department shall ensure that the use of ICT is integrated in all social welfare and development policies, plans and programs as strategic support to implementation and management. In formulating social welfare and development policies and internal rules and regulations, the strategic use of information and communications technology shall be emphasized particularly along policy enforcement monitoring and evaluation. In formulating social welfare and development plans, the strategic use of ICT resources must be included to respond to the requirements of ICT service management. Along this line, the department shall focus on the management of its infrastructure, the existing applications and the development of new information systems, security, ICT service delivery and service support. A.4.2 EXISTING ICT ORGANIZATIONAL STRUCTURE The current ICT organizational structure in the department has the Management Information Systems Service [MISS] is headed by a Director III. It has two main divisions namely the Information Systems Development Division [ISDD] and the Systems Administration and Integration Division [SAID] and an administrative group that takes on the various administrative transactions in its operations. The MISS also provides technical supervision and support to the Regional Management Information Systems [RMIS] Unit of the DSWD Field Offices. The departments’ present organizational structure has the MISS under the Operations and Capacity Building Group.

A.4.3 PROPOSED ICT ORGANIZATIONAL STRUCTURE Under the DSWD Reform Program, the proposed organizational re-clustering indicated that the MISS will move to the Policy and Programs Group [PPG]. The shift aims to enable the MISS to maximize its role as the leader in ICT Service Management in the Department. Corollary to this the MISS has proposed to change its title to Information and Communications Technology Management Service [ICTMS] which appropriately reflects its role in ICT policy development, competency development, application management, infrastructure management, security management and service support.
