Course Description

The recent tragedy at Marjory Stoneman Douglas High School is only the latest event resulting in significant loss of life in our schools, something that has become all too frequent. Everyone agrees that this needs to change, but there is no real consensus on how to achieve that goal. Do we install metal detectors? Do we remove windows from our schools? Do we add additional security officers? Do we arm teachers? Do we revoke the Second Amendment?

Incremental changes to school design have proven inadequate to stop or even slow shooting episodes in our schools. Major changes are necessary, and this will impact how we design, construct, operate, and secure schools. Implementation of a successful strategy will be multi-faceted and will require stages of development.

There are lessons learned from implementing changes in other facility types that inform how we need to move forward with changes to our new and existing school facilities.

Learning Objectives

At the end of this course participants will:• Explore and understand how historic events have directly

impacted the design, construction, and operation of publicly used facilities after experiencing significant disruptive events using specific case studies.

• Understand how a holistic approach to assessing the vulnerability of facilities and campuses is necessary to confront and counter the ever-growing number of threats that continue to impact educational staff, students, and visitors in order to improve the safety and welfare of all.

• Identify the key team members and the process necessary to create an analytical framework for a comprehensive assessment to meet the goals of the different stakeholders with respect to how staff, students, and visitors can feel safe again.

• Learn about the challenges of modifying existing facilities vs. designing new ones especially given budget limitations, and discuss realistic expectations with respect to strategies currently being proposed, and how they can be phased in their implementation.
