1 PURPOSE AND FIELD OF APPLICATION

The present document defines the general qualification requirements for the competence evaluation and the qualification criteria for personnel involved in the assessment process of organizations against the Friend of the Sea Certification Scheme.

4 IDENTIFICATION OF OPTIONS TO THE FOS CERTIFICATION SCHEME

The options of the FoS Certification Scheme, described in the following table, shall be used:

a) to identify the activity of the organization and the applicable FoS option;

b) to select a suitably qualified audit team.

The following competences can be concentrated in a single auditor or be divided among the member of the Audit Team.

In addition to the expected requirements, in order to obtain the qualification as Lead Auditor, it is necessary carrying out at least 1 audit as Lead Auditor on in training under the supervision of a Lead Auditor already qualified in the specific standard in which the qualification is sought. (So it means for example that to take the qualification as Lead Auditor in FOS-AQUA, it’s needed at least 1 audit as Lead Auditor in training in a FOS-AQUA audit, the same for the other areas). Evidence of auditing activities as Lead Auditor for other Management System can substitute the above requirements, upon verification by CCPLS.

5.4 DECISION MAKER

The DM shall be a FoS Lead Auditor, with competence in the specific area (FoS Wild, Aqua, Proc, CoC) according to the specific area qualification obtained as FoS Lead Auditor. , shown through at least one audit in the area or one year working experience in the wild catch, or aquaculture, or fish oil, fish feed, omega 3 production sector, or a related degree, or an adequate post graduate training.

5.5 TECHNICAL EXPERT

The technical expert shall have 1 year of work experience or consultancy in the specific field of interest. In particular:

- for FOS AQUA is requested work experience or consultancy in fish farm / aquaculture sector;

- for FOS WILD is requested work experience or consultancy in Technical or Production Department of a company of fishing or fish processing;

- for FOS COC or FOS PROC is requested work experience or consultancy in production processing, fish industries.

6 EVALUATION COMPETENCE PROCESS

The Scheme Leader verifies the candidate skills by:

CV analysis;

Analysis of registrations and evidences;

Positive performance evaluation (carried out by the Lead Auditor).

If the Scheme Leader believes that the candidate owns the proper competences, he/she prepares the competence evaluation form with the requested attached and forward it to the technical secretary for archive and approval through New Age.

7 MONITORING ACTIVITIES

Every auditor is monitored on-site at least once every three years. The monitoring activity can be performed by another auditor with the same qualification of the ones under monitoring.

The scheme manager maintains a three years monitoring plan that can be reviewed according to the effective availability of the FOS audits and in any case is updated every year according to the effective on site witnessing audit performed.

The eventual negative feedback coming from the monitoring activities will be evaluated by the scheme manager that will decide proper corrective actions, one of which could be the suspension or the revoke of the qualification.

The other FOS roles involved inside the FOS certification iter (AR, DM, PR) are evaluated during the sampling of the FOS files.

The monitoring of the FOS files is performed every 2 months and involved a sampling of 3% of the total amount of FOS files. The number of files sampled must be distributed proportionally among the RINA Offices/Countries according to the number of the certificates issued per each Office/Country.

The percentage of the sampling could be increased up to 5% against negative feedback received in connection to the files managed by a specific office/Country. The feedback can come from external audits performed by Accreditation Body, by FOS or by internal audits and also by the monitoring activities themselves.

The check is made with the aim to check the completeness of the files and their contents according to FOS requirements.

In order to maintain the FOS qualification is important that all the personnel involved in the FOS certification participate to the updating FOS training courses.
