2. Action Note

Locality Youth Forum Update This item would be considered as part of the main Agenda.

Community Learning and Development Strategic Plan The Locality Partnership noted that consideration would not now be given to a separate Community Learning and Development Plan as the Locality Partnership’s own Plan now incorporates part of the CLD Strategic Plan.

Street Naming This item had been deferred from the last meeting and will be picked up in the New Year with consideration to be given to the principle of street naming.

3. Locality Plan

A draft Irvine Locality partnership plan was circulated which listed the 5 priorities as follows:-

• Improve opportunities for Employment and the Economy;• Deliver a range of early and effective interventions that help improve

Mental Health and Well-being;• Increase residents sense of being able to influence and control the

decisions that matter to them and their community;• Address a number of local issues regarding Parking, Traffic and Public

Transport (not for consideration at today’s meeting); and• CLD Strategic Learning Foundation Plan (Statutory Requirement which

will be in all LP Plans)

The draft plan highlighted links with the Health and Social Care priorities, partnership working, potential improvement projects, timescales and funding opportunities. The Locality Partnership considered the first 3 priorities and discussed ways to progress key issues.

It was agreed that the following 3 Working Groups be established to prioritise projects, including participation from the wider community into these groups, with membership as follows:-

4. Locality Co-ordinator Introduction and Update

Jim McHarg introduced Elaine Baxter, Community Education Worker, who will be the Locality Co-ordinator, and outlined Elaine’s role in delivering the Locality Plan.

5. Community Investment Fund

Jim McHarg reported on the funding of £754,000 available to support the delivery of local priorities in Irvine.

The report outlined the criteria and process for submitting any proposal, grant eligibility and assessment of projects.

It was acknowledged that the Action Plan required to be finalised in order to identify proposals.

It was agreed that Jim McHarg and Elaine Baxter will meet with the Lead Officers of the 3 Locality Plan Working Groups to go through the process in terms of any proposal prior to the first meeting of the Locality Partnership of the New Year.

6. Grants

Jim McHarg reported on grant applications received in respect of the Nurturing Excellence in Communities Fund and the Irvine Common Good Fund. Councillor Easdale declared an interest in the grant application from Irvine and District Pipe Band.

7. HSCP Locality Forum Update

Fiona Thomson provided an update on the priorities and actions identified by the HSCP Locality Planning Forum, which included information on:-

• Elaine Baxter joining the group;• Developing community plans with the CPP;• Information about the ‘What Matters To You Day’;• A talk from Allister Reid, Allied Health Professional within the HSCP; and• A talk from a Carers Representative which had resulted in Libraries no

longer charging Carers if they have their books.

Fiona advised that arrangements could be made for a talk on Mental Health to be provided to the Working Group if required.

8. Locality Youth Forum Update

Elaine Baxter reported on the work being done by the Irvine Neighbourhood Youth Forum including:-

• Creation of a Youth Forum toolkit which is due for completion in March2018;

• Work with partners on the Year of the Young People Youth Festival 2018to attract funding for locality activities;

• Campaign Trail update;• Redburn Management Committee award of £1000 from North Ayrshire

Councillor Clarkson requested that an update be provided on what is happening in terms of the young people moving over to the Redburn Centre.

The journey so far

Irvine Locality Partnership action plan update:

Computer classes for 40 places being provided within Towerlands Community Centre and Fullarton Community Hub. 68 people have engaged adult learning team for support CV writing, job applications, interview skills, universal credit updates etc. Computing for employment class/confidence building being delivered within employability hub. Locality mapping exercise – range of learning opportunities available across locality – working document. Vineburgh Community Engagement event – 21.03.18 information will be used to review and amend locality plan Learner Voice meeting arranged for March – locality coordinator will feedback to ILP.

Employment and the

economy

Update Fullarton Employability Hub open Monday, Wednesday and Friday. Irvine Job Club operates Monday 12-2pm, Tuesday 1-3pm and Thursday 10.30-12.30am. Activity Agreement participants attending employability hub each Friday. Computing for employment class 05.02.18 – 19.03.18 = 15 participants Confidence building for employment class 06.02.18 – 27.02.18 = 10 participants ECDL class 04.01.18 – 29.03.18 = 11 participants Highlights 93 engagements have received information and support with Job searches, universal credit applications, one-to-one support CV and applications and classes. ILP Employability Sub Group met on 21.02.18 Risks Not inclusive for everyone within Irvine locality due to location and transport cost

Mental Health

Update Mind your health toolkit launched in November 2017. Packs have been distributed into schools and a range of services. Toolkit being delivered in youth groups across locality encouraging positive health and well-being.

Highlights ILP Mental health sub group met on Monday 26th February 2018.

Influence and sense of control

Update Locality Coordinator in partnership with NAC Planning department facilitated LDP2 using place standards. Consultation took place with Irvine Community Council on areas for new housing development in Irvine. Budget mandate exercise carried out to local groups within Irvine locality during December and feedback provided to Engagement & Participation Officer. ILP has 2 community rep vacancies – 1 community rep and 1 interim community rep deadline has been extended for another week. Vineburgh Community Centre hosting a community engagement event on Wednesday 21st March. Place standards being used on the day, conversation café, volunteer opportunities and digital engagement. Information from the day will be shared with ILP as this was one of the community centre’s identified within ILP action plan. Survey monkey “What matters to you in Vineburgh has been distributed on social media. CLD staff to support community PB event promoting around locality in April commencing Tuesday 17th April. Utilising mobile youth centre within Irvine Town Centre. Drop in sessions suggested for Irvine Libraries and within Irvine Mall.

Highlights Locality coordinator attended Fairer Food reference group and ideas sought for Irvine locality weekend food provision. Bruce McMaster – Food Development Worker engaging with a range of partners. Meet regularly with ILP Chair to discuss best way forward to support sub groups moving forward. YPB – voting took place from 02.02.18 – 08.02.18. Support was provided to local community, schools and services within the locality. 15 groups received funding from Irvine YPB and a total of £14,358.00. 1835 valid votes, with 4998 candidate preferences.

Subject: New residential development at Crompton Way, North Newmoor, Irvine

Purpose: Decide Street Names for the new development.

Background

The developer of the above site has contacted this department requesting new street names for the development.

The Council has a statutory obligation under the Civic Government (Scotland) Act 1982 to give a name to each new street built within the Council area, and this name, along with street numbers, becomes the postal addresses.

An outline plan of the development is available as an appendix.

At this stage, the development requires 4 new street names.

Locality Partnership: Irvine

Date: 19 March 2018

Subject: Street Naming

Purpose: To Create a Bank of Potential Future Street Names

Background

The Locality Partnership is periodically asked to propose and agree new street names. The timing of these requests can tie in with the Locality Partnership meeting schedule so allowing discussion at the Locality Partnership meeting. However they can also arise between quarterly meetings. When this happens consultation takes place by email, outwith the meeting structure.

There are time pressures associated with this process as an agreed street name is needed before the Royal Mail can allocate a postcode, and consequent services be put in place.

North Ayrshire Council Planning check all suggestions for suitability, including avoiding using a street name more than once across North Ayrshire and grouping similar sounding names to the same general area. They will look favourably on street names that have a connection with the local area, wider area or North Ayrshire as a whole. Streets can be named after local prominent figures, historically important events or features relating to the development area.

Key Points for Locality Partnership

It is proposed that the Locality Partnership devises a list of potential street names for future use. These could be names for use anywhere within Irvine, or specific to an area. This list could be drawn upon when a street naming request arises, and would help streamline the street naming process.

Locality Partnership members could consult more widely to input to this list, potentially considering local heritage that they would like to recognise.

Once devised it would be shared first with NAC Planning to check for suitability and then Locality Partnership members for comment.

The Locality Partnership is asked to agree this proposal, engage with the local community over potential street names and feedback suggestions to the Community Planning Team ([email protected]).
