Preface

With economies beginning to recover from the financial crash of 2009 we again saw the worldwide demand for oil and gas begin to rise. The result of this was that oil companies announced higher investments and slowly started to issue new tenders for major projects. The Dutch suppliers to the oil and gas industry were, in general, able to take advantage of this upturn in the market.

It is expected that this trend will grow further in the second half of 2011 with an increase in new orders. The resulting possible shortfall in skilled labour provides great opportunities and a promising future in the coming year for the supply and service industry.

An update of the market survey held by Ernst & Young in December 2010 among Dutch oil and gas suppliers confirmed this picture. Most companies are positive about the future and many expect further recovery to take place in the next year. Subsequently their focus will be on new opportunities, such as acquisitions, alliances and new markets.

For the executive office of the association it was another busy and successful year. As in previous years, high priority was given to the external communication with the members of the association. Eight member-get-together meetings (LOL meetings), three public meetings, the annual general meeting as well as three seminars and workshops again were a successful formula to strengthen the network between the members.

A newly appointed coordinator for the joint NOGEPA/IRO employment and education project joined the office team in May.

The IRO Well Services Group, the IRO Offshore Wind Energy Group, the IRO Export Group, the IRO Safety and Training Group, the IRO Gas Group and the IRO Personnel Services Group all had another busy year with numerous activities and a continuing growth in membership. The new IRO Decommissioning Group had one successful meeting during the year.

The oil and gas training courses continued to be successful with six courses over the year. All courses were fully booked.

IRO’s participation in eight trade exhibitions, five trade missions and two foreign matchmaking events contributed to the further strengthening of our international ties and export activities.

By the end of 2010, the association had grown to a total membership of 401 companies and organizations, compared to 386 by yearend 2009. Altogether the association and its members have good reasons for a continued positive outlook to the forthcoming years.

Since its foundation in 1971 IRO has promoted the interests of the Dutch supply and service companies in the upstream oil and gas industry. Members cover all activities involved in the supply industry, such as engineering, field development, pipeline installation, maintenance, manufacturing and material & equipment supply, onshore as well as offshore.

Innovative Technology

Innovation is crucial for the oil and gas industry as the new finds of oil and gas are often at difficult locations such as deep offshore and arctic areas. Bringing down the ever growing costs of exploration and production is also an important issue together with improving and increasing the production from existing fields.

Minimizing the carbon footprint for environmental considerations is crucial. Good reason for IRO to stress the importance of innovation and for IRO to promote a number of innovation programmes offered by the Dutch government.

Maritime Innovation ProgrammeWithin the frame work of the ‘Maritime Innovation Programme’ the Dutch offshore supply industry has been working to develop new innovations to secure the future oil and gas demand. The programme started mid 2007 with a budget of 39.5 million Euro allocated by the Ministry of Economic affairs. As the programme is in its final stage, a new innovation agenda for the maritime industry was presented in November 2010 to the Dutch political world. Copies of the agenda are available at IRO. One of the activities of the MIP that was supported by IRO was a workshop on composite materials.

IRO SME innovation consultantDue to lack of results, IRO decided mid 2010 to end the cooperation with the IRO SME innovation consultant who was allocated to IRO under the Maritime Innovation Programme (MIP). Though IRO recognized that the activities of the IRO SME innovation consultant contributed to the promotion of the Maritime Innovation Programme to IRO members, the main reason for cancelling the cooperation was that the SME consultant did not succeed in realizing concrete projects. The limited scope of the MIP (deep offshore and the LNG supply chain) and other conditions to qualify for support under the programme were seen as the main reasons for the failure.

Maritime Innovation ForumIn 2010 IRO regularly attended the Dutch Maritime Board (NML) Maritime Innovation Forum (MIF) meetings. IRO was granted a support by MIF for organizing a decommissioning seminar with ITF and Decom North Sea. However, as it proved not possible to agree on a date the seminar was postponed to 2011.

Underwater noise studyOn 23 April 2010 IRO organized a meeting on the need for financing a study on the effects of offshore underwater noise on marine life. This study is important as new legislation, that intends to forbid offshore piling because of the negative effect on marine life, is in preparation. However, in reality the effects of offshore piling on marine life are not determined and there is no standard for underwater noise. The outcome of the study might be an important lobby argument to prevent the introduction of the legislation that forbids offshore piling. At the meeting the researchers who will carry out the study explained the scope of the project. Total cost of the study is € 845.000 of which the government and NOGEPA are willing to finance € 645.000. The supply industry has been requested to finance € 200.000 of this study to be divided over four years. The outcome of the meeting was that four IRO members that have interest in offshore pile driving have agreed to contribute a total amount of € 120.000 which proved to be enough to give the study a go ahead.


Export promotion

Export promotion remains an important IRO activity. In 2010 a large number of activities were organized. Participation in oil and gas exhibitions, outgoing trade missions and other export promotional activities were held. Some of these export promotion activities were organized by IRO. In other cases the lead was taken by organizations like FME, HME, EVD, other (foreign) associations, embassies etc.

Exhibitions 2010The IRO exhibition programme is selected upon experience, interest shown by the member companies (during meetings, visits, the annual exhibition survey and so on) and advice of the Committee on Commercial and Financial Affairs, which reviews the programme. In 2010 IRO participated in the following exhibitions:

Offshore Technology Conference - Houston, USAAttendance at the 2010 Offshore Technology Conference (OTC) reached 72,900 as offshore energy industry experts from around the world came together to share technological advances and innovative approaches at the world’s largest event for offshore resources development. OTC was held 3-6 May at Reliant Park in Houston.Attendance surpassed the 2009 total of 67,700, and the sold-out exhibition was the largest in 28 years, totalling more than 568,000 square feet, up from 557,000 square feet in 2009. OTC’s expanded exhibition in Reliant Arena in addition to Reliant Center, enabled the exhibition’s growth. Although this was a record year for OTC, the drilling accident in the Gulf of Mexico affected the mood and the tone of the event. The Dutch pavilion had the same size and concept as in 2009, however the Holland branding has been changed for the next 3 years. In total there were 44 exhibitors in the Dutch pavilion.

Neftegaz - Moscow, RussiaUnder the 2g@there programme Russia, IRO organized a small Dutch information booth at the Neftegaz exhibition from 21-25 June 2010. Seven companies were represented in the booth. The exhibition was not a success. Official figures, such as the number of visitors, are unknown. IRO has no plans to participate in the 2012 edition of this show.

Offshore Northern Seas - Stavanger, NorwayAttendance at the 2010 Offshore Northern Seas (ONS) conference and exhibition set a new record, according to the official statistics. A total of 49,735 visitors were attracted to this major industry event in Stavanger from 24-27 August, an increase compared to the 41,906 people that visited the previous exhibition in 2008. For the second time the pavilion was located in Hall J. In total there were 32 companies represented in the pavilion.

Rio Oil & Gas - Rio de Janeiro, BrasilUnder the 2g@there programme Brasil, IRO organized a Dutch Pavilion at the Rio Oil & Gas show. The 15th edition of Rio Oil & Gas ended on 16 September breaking several records. At the end of the event, more than 53,000 visitors from 51 countries had walked through the exhibition and conference hallways. This was 33% higher than the attendance of 39,000 people from the last edition in 2008. In total there were 12 companies represented in the Dutch Pavilion. IRO has again booked exhibition space for the 2012 edition.

ADIPEC - Abu Dhabi, UAEUnder the 2g@there programme Middle East, IRO organized a Dutch Pavilion at this exhibition for the third time. The exhibition was held in the brand new ADNEC exhibiton complex. Again there was a growth in both visitors and exhibitors. In total there were 45,597 visitors. A growth of 18% compared to the 2008 edition. In total there were 29 exhibitors in the 420 sqm Dutch Pavilion. IRO has again booked exhibition space for the 2012 edition.

Trade missions

Oil and gas mission to Malaysia and IndonesiaFrom 13 to 17 March IRO in cooperation with EVD International Agentschap NL, the Malaysian Dutch Business Council (MDBC) and The Malaysian Oil and Gas Services Council organized an oil and gas mission to Malaysia. As Malaysia has a well developed oil and gas supply industry there are only opportunities for products and services with added value. In order to do business in the Malaysian upstream oil and gas industry it is necessary to have a Bumi Putra agent and a Petronas licence. Malaysia is also a good base for doing business in the booming oil and gas industry in other Asian countries. The mission to Malaysia was made possible with the support of EVD International Agentschap NL under the CPA programme.

The programme in Malaysia consisted of visits to and/or presentations of: Hexagon Distributors, MMC AMEC, Sapura Crest Petroleum Bhd, Ranhill Worley Parsons Sdn Bhd, Shell, Bumi Armada and Tanjong Agas. A visit to the Offshore Asia Exhibition and a networking cocktail reception in the Malaysian Petroleum club with members of the MOGSC, OSFAM, MOGEC and MGA was also part of the programme. Oil and gas production in Indonesia has diminished in the past years consequently Indonesia has changed from a net exporter into a net importer of oil. Conditions to invest in the Indonesian oil and gas industry have improved with the result that interest of foreign oil companies to invest in Indonesia is also growing. A very good reason for IRO to combine the oil and gas mission to Malaysia with a short visit to Indonesia. The IRO oil and gas mission to Indonesia was made possible by financial support of the Dutch Maritime Network (NML). The short visit to Indonesia consisted of visits to Pertamina and BP Migas. Furthermore a very well attended individual matchmaking event was organized. The programme in Indonesia was very professionally organized by the Netherlands Indonesian Association (INA) in cooperation with the Netherlands Embassy in Jakarta. Follow up activities for both Malaysia and Indonesia are planned.

IRO oil and gas mission to Aberdeen 19-23 September 2010From 19-23 September IRO, in cooperation with the Netherlands British Chamber of Commerce, organized its biennial oil and gas mission to Aberdeen in the UK. 12 companies participated in this mission. Oil companies and EPC contractors that joined the mission were Technip, Woodgroup, Aker Solutions, Amec, Shell, Apache North Sea and Taqa. The programme further consisted of a number of individual appointments and a network event with the North Scotland Industries Group.

The UK is the 15th gas and the 18th oil producer of the world. Though production has diminished over the years the UK is still an important oil and gas producer. In 2009 the production was 2.4 million BOEPD and the reserves are estimated at 24 billion BOE. Aberdeen is by far the most important oil and gas centre in the UK. Challenges of the UK oil and gas industry are: - Control of CAPEX and OPEX massive increase in costs - Maintain integrity of ageing infrastructure - Sustain production levels by developing new technologies - Create an indigenous decommissioning supply chain capability which is however complicated by an uncertainty of timing.

Other interesting developments are offshore wind energy and the renewed interest in nuclear energy. The trade mission was made possible by generous support from the Dutch Maritime Network.

Incoming missions

United Kingdom delegationFrom 6-8 October 2010 NOF Energy, the business development organisation for the oil, gas, nuclear and offshore wind sectors in the UK, organized a visit to the Netherlands.The programme included a meeting with Centrica Energy Netherlands BV in Hoofddorp and a visit to the Offshore Energy exhibition in Den Helder. IRO supported NOF in arranging individual matchmaking appointments for NOF.

Visit of Korean delegationOn 26 October 2010 a Korean Plant Industry Association (KOPIA) and Education Institute of Construction (CON) delegation interested in IRO training activities visited the association. Members of Kopia are for the most part all large companies like Daewoo, Hyundai, Samsung and Hanjin, however there are also many SME companies. PetroChina delegationOn 10 November 2010 a PetroChina delegation visited IRO. As the delegation was especially interested in shale gas, Mr. Sander Bouw of EBN was invited to give a presentation on this subject. Furthermore the delegation also visited Shell and TNO Built Environment and Geosciences (sustainable geo-energy).

Swedish delegationOn 25 November 2010 the Swedish Trade Council in the Netherlands organized a subsea offshore seminar at Holland Gateway at Schiphol airport. The objective of this one day seminar was to connect the Dutch offshore industry with several Swedish sub suppliers. Mr. Hans de Boer, Managing Director IRO, gave a presentation on the Dutch oil and gas industry and also gave insight into what the Dutch oil and gas supply industry has to offer.


Export promotional activities

Euronet meeting ParisEuronet is the informal group of the following European oil and gas suppliers’ organizations: AGORIA Carbon Energy Club (Belgium), DMOG (Denmark), EIC (UK), GEP (France), ITF (UK), Norskindustri (Norway), Decom North Sea and IRO. On 27 January 2010 there was a Euronet meeting in Paris at the Technip office. Companies were also invited to participate at this meeting. The programme consisted of presentations on the developments in the oil and gas industry in the various Euronet member countries and a matchmaking event. Two IRO members participated in the event.

Dutch Energy Solutions (DES) activitiesThe IRO and FME CWM 2@there Gulf States programme has been given the name of ‘Dutch Energy Solutions’. Dutch Energy Solutions is a three year export promotion programme funded by NL Agency (EVD) under a 2@there programme. The budget for this programme is 1,5 million. The DES programme for 2010 consisted of the following activities: - 14 January 2010, workshop managing of agents and distributors in the Gulf States - 6-11 February 2010, oil and gas mission to KSA and Abu Dhabi. 15 companies participated in this mission. Mission leader was Hans de Boer, Managing Director IRO - 14-15 September 2011: visits to EPC contractors in London active in the Gulf region.

Presentations on Australia and IraqAs a preparation on trade missions in 2011, IRO organized presentations on Australia and Iraq in October and December 2010 respectively. In a break with normal practice, these presentations were given at members meetings, as the expectation was that the presentation by itself would not draw sufficient participants. The Australia presentation was given by Mrs. Kerry Sanderson, Agent General, Government of Western Australia in London, at the IRO members meeting at TOS on 27 October 2010 in Rotterdam. The presentation on Iraq was given by Mr. Peter van Leeuwen, Dutch Ambassador to Bagdad, Iraq, at the members meeting on 8 December 2010 at Multimetaal in Den Helder.

Support for export promotion

The IRO application for funding for a Holland pavilion at Australasian Oil & Gas Conference and Exhibition (23-25 February 2011) under the CPA programme was honored by NL EVD International. However, applications for support for a trade mission to Iraq in March 2011, a Holland pavilion at Oil & Gas Malaysia (1-3 June 2011) and a Holland pavilion at the World Petroleum Conference (4-8 December) in Qatar were rejected. Support from the Dutch Maritime Network was given for an oil and gas mission to Aberdeen, Scotland from 19-23 September 2010. In 2010 IRO also asked the Dutch Maritime Network for support for a Holland pavilion at the 2011 Asian Oil & Gas exhibition in Kuala Lumpur, Malaysia; an oil and gas mission to France and a Holland pavilion at Oil & Gas Indonesia Exhibition (21-24 September 2011). However, only the application for France was successful.

Third party export promotional activities

ArkhangelskAs a follow up of the visit of the Minister of Foreign Trade, Frank Heemskerk, with an oil and gas mission to Murmansk from 6-9 July 2009, a presentation on the Shtokman project was held in Arkhangelsk on 16 and 17 February 2010. 18 Dutch companies attended this presentation among which 7 were IRO members.

Deloitte Oil & Gas ConferenceOn 27 May 2010 Deloitte organized its annual Dutch Oil & Gas conference in Rotterdam. The Deloitte Oil & Gas conference is well established in the Dutch energy community. This year’s theme was ‘The developments in the global gas markets - in particular in North-West Europe - and the implications for the Netherlands’. Speakers were asked to reflect on the developments and especially on how these might play out in North- West Europe and for the Netherlands. Besides key note speeches a panel discussion was also held. The presentations given at the conference can be downloaded from: www.deloitte.nl/oilandgas. The conference was well attended by IRO members.

EIConnectAt EIConnect international oil companies and EPC contractors were invited to give a presentation on their activities and projects. This two day event organized by IRO’s UK sister organization EIC on 24 and 25 November 2010 in Manchester, UK, was a good occasion to collect a wealth of information. About 10 IRO members attended the event.

Dutch exhibitions

On & Offshore GorinchemIn 2010 IRO supported several Dutch oil, gas and offshore related exhibitions. From 30 March-1 April Evenementenhal Gorinchem organized the On & Offshore Gorinchem trade fair, which focuses on the oil, gas, petrochemical and dredging industry. Almost 180 exhibitors and 5029 visitors were present at the second edition of this event. IRO was a supporting partner for On & Offshore for the 2009 and 2010 edition and will be again in 2011.

Offshore EnergyNavingo, organizer of Offshore Energy 2010, welcomed 4026 visitors (1800 more than last year) from the Netherlands and abroad in Den Helder on 7 October. As many as 231 companies presented their products and services at this event, aimed at the (inter)national offshore and (wind) energy sector. As in previous years, IRO supported this event and was present with an information booth (together with NOGEPA) to promote the oil and gas industry.

Deep Offshore TechnologyFrom 30 November-2 December 2010 the Deep Offshore Technology conference was held in the RAI, Amsterdam. More than 1000 visitors came to the conference. On the exhibition floor 60 companies from around the world were present with a booth. IRO was also present with an information stand. Unfortunately, the number of visitors to the show was not very high, partly because of the snow and closed airports in Great Britain. Several enthusiastic students of Delft University of Technology, Offshore Engineering Department, visited the conference and exhibition. IRO believes it is important to bring young people in contact with the oil and gas industry and therefore sponsored their entry tickets. On Wednesday 1 December 2010 IRO organized an exclusive network dinner cruise on the canals of Amsterdam for the IRO members that were present with a stand. They were given the opportunity to invite their business relations.

Network events

Several times a year IRO organizes meetings with and for members. The main goal of these meetings is that members meet other members and have the opportunity of using the vast network of the association. In general the host company gives a presentation about itself followed by an excursion. For the host company this is a great opportunity to give greater insight into the business it is in. To create a larger network, IRO also organizes meetings where non-members are invited.

IRO New Year’s ReceptionOne of the returning and most successful events every year is the New Year’s reception in January. In 2010 the reception at the ‘Hulstkamgebouw’ in Rotterdam was very well attended by over 250 guests. IRO chairman Gert-Jan Kramer and Managing Director Hans de Boer welcomed the guests and toasted on a happy and successful business year. Besides IRO members there were also a number of special guests, including representatives of oil companies and ambassadors of prominent oil countries.

Oil & Gas Industry Forecast 2010This year’s Gulf Oil & Gas Industry Forecast Meeting was held in the STC building in Rotterdam with a beautiful view on the city and the Maas river. After a short introduction by Hans de Boer, Managing Director IRO, and John Royall, President Gulf Publishing Company, publisher Bill Wageneck talked about the findings of his magazine Hydrocarbon Processing. The development of the oil price in the past and his expectations for 2010 and further were brought to the attention of those present. After that Ron Higgins, publisher of World Oil, spoke about the situation of production of oil and gas in the United States and the rest of the world. Quantities and size of oil wells and platforms, growth in the future and further expectations by World Oil extended an interesting perspective on the industry. Peter Spaans from sponsor Ernst & Young presented the results of the Oil & Gas Survey which was executed by E&Y. Main goal of this survey was to gain insight into the developments and expectations of Dutch suppliers in the oil and gas industry. The survey shows for example that there has been learned much from the credit crisis and that there is room for research and innovation. After Peter, Managing director Crispian McCredie from Petroleum Economist started a story about the joys and sorrows of the electric car. A number of exceptional comparisons, wonderful jokes and an interesting prediction assured the 230 attendees that aside from the other presentations there was enough to talk about during the network drinks afterwards.

Members meeting at NAMOn 16 February IRO organized a members meeting at the NAM headquarters in Assen. Ante Frens, Asset manager Offshore, talked about the emergence of, search for and production of natural gas. The latest NAM developments were also discussed. One of the main topics was the Small Fields Policy where all small gasfields are used for production first and the large Groningen field is used only to satisfy on peak demand. Michael Lander, project leader Schoonebeek Redevelopment, spoke about the reopening of the Schoonebeek oilfield. New technology (steam injection) makes it possible to produce oil again. By re-opening the oilfield, the Dutch total oil reserves will increase by 50%. The participants had a guided tour past the NAMfitheatre, the Core centre and the Calamity room. At the NAMfitheatre a 3D-graphic of the seismic subsurface of the Schoonebeek area was shown. A geologist explained where in the graphic the oil is exactly. The NAM Core centre is the largest storage facility of core slabs in Europe. Stored here are core samples from the entire Dutch Continental Shelf and abroad. At the facility, research on the exploration sites of oil or gas is conducted and there are advanced study possibilities for universities. In the Calamity room it was explained how NAM copes with possible calamities. NAM uses an advanced and well trained Crisis Management Team. Using an imaginary case NAM explained what would happen and what actions are undertaken at the moment an accident happens at a gas production plant.


Members meeting IRO/CEDA on Offshore WindThis successful combined members meeting organized on 9 March 2010 by IRO and the Central Dredging Association (CEDA) discussed the mutual activity of both associations: Offshore Wind. 175 participants were present. Daniel Rudolph, Senior Hydraulic Engineer at Deltares, gave a presentation on ‘Soil protection - challenges, innovations and new knowledge’. Foundations of offshore wind turbines are usually protected from earth removal (scour). A traditional soil consists of 2 layers of stones: a filter and a top layer (armor). Because of the costs there is a need for optimization and research is being conducted into alternative protections. Klaasjaap Buijs, Engineering Manager at Van Oord Dredging and Marine Contractors, gave a presentation on the ‘Belwind Offshore Wind Farm’. During the presentation the production of the foundations, transition pieces and monopiles was explained. Main contractor on the Belwind Project, Van Oord, is responsible for the manufacturing of the foundation, the electrical design of the park and the connection to the grid. Ernst van Zuijlen, Project leader FLOW at Evelop, gave a presentation on ‘FLOW – Far and Large Offshore Wind’. The Dutch industry and knowledge institutions started an innovative research and demonstration wind farm 75 kilometres off the coast of Callantsoog in 30-35 meter water depth. At the moment there are no wind farms in the world at that depth and distance from the coast. The FLOW (Far and Large Offshore Wind) programme allows businesses in a leadership position in the Netherlands to take on the international market for offshore wind farms. The programme was launched by RWE, TenneT, Ballast Nedam, Van Oord, IHC Merwede, 2-B Energy, XEMC Darwind, ECN, Eneco and TU Delft.

Members meeting at Siemens Industrial TurbomachineryOn Wednesday 7 April 2010, IRO organized a meeting at Siemens Industrial Turbomachinery in Hengelo. Siemens Industrial Turbomachinery supplies compressor installations and related services for the oil and gas industry worldwide. The compressor portfolio is completed by gas turbines, steam turbines and electric engines. During the tour through the factory the core activities of Siemens were explained, such as revision and repairs, new building, assembly and testing of the compressors. The meeting in Hengelo was well visited by both IRO members and non-IRO members. In total Siemens Industrial Turbomachinery welcomed 92 participants.

Members meeting IRO/ Agoria Carbon Energy ClubOn 19 May 2010 IRO, in cooperation with the Agoria Carbon Energy Club (CEC), organized a members meeting at Iemants NV in Arendonk, Belgium. Raf Iemants, General Manager at Iemants NV talked about the Smulders Group in general and Willems and Iemants, both subsidiaries of the Smulders Group. After this presentation, Gerrit-Jan Schepman, business development manager at GustoMSC gave a presentation on the design and engineering activities of GustoMSC, a part of SBM Offshore. After the presentations the participants were given a guided tour through the factory. More than eighty Belgian and Dutch members of CEC and IRO participated. Both associations agree that a joint meeting for all members is successful and worth repeating.

Members meeting at EconostoOn 23 June 2010, a members meeting was held at Econosto Nederland, in Capelle a/d IJssel. Peter van den Bent, Managing Director of Econosto, welcomed the participants and showed the activities of Econosto and the links it has with the oil and gas industry. Econosto’s project management, the importance of steam, and Straub (a coupling technology which is very maintenance and space efficient, compared to flanges) were discussed. The final presentation was about the legionella bacteria, and how Econosto uses different methods to reduce the risk of infections on board of ships, offshore platforms and other types of buildings. During the guided tour a demonstration on the Straub Technology was given and it was explained to participants how legionella in offshore installations can be avoided using a special installation. The networking drinks afterwards were again greatly appreciated. A total of over 50 participants visited this last IRO members meeting before the summer.

Members meeting at Van BeestOn Tuesday 5 October 2010 an interesting members meeting took place at Van Beest in Sliedrecht. Van Beest is a manufacturer of top end quality fittings for rope and chain, such as shackles, hooks, turnbuckles that are sold under the trade names Green Pin® and Excel®. Green Pin and Excel products are used in various lifting and lashing applications. Their main markets are oil & gas, industry, mining, fishing and shipping. During the tour in the factory, the IRO members were shown the process of how the Green Pin® shackles are made from beginning to end. The Van Beest factory is a combination of pure hand craft and automated machinery.

Members meeting at TOS OffshoreAnother successful members meeting took place at T.O.S. - Transport & Offshore Services in Rotterdam on Wednesday 27 October 2010. Kees Wagenaar, Managing Director of T.O.S., gave an interesting presentation on the services and activities of T.O.S. as a worldwide supplier of nautical and technical personnel active in the areas of shipping, offshore, dredging, inland shipping and shore based jobs. Besides crewing T.O.S. is specialized in ship deliveries on own keel: sailing any ship to an agreed destination, with a complete T.O.S. crew and under T.O.S. management. Besides branch offices in Poland, Ukraine and the Czech Republic and agencies in the Philippines and Indonesia, T.O.S. recently started a joint venture in Brazil (TIM). Other IRO members were also given the opportunity to give a short company presentation: Stemar Engineering, Temporary Works Design, Niron Staal, Hatenboer-Water. IRO also invited Mrs. Kerry Sanderson, Agent General of the European Office of the Government of Western Australia to give a presentation on the business opportunities for the oil & gas industry in Western Australia as preparation for the trade mission to Perth in February 2011.

Members meeting at MultimetaalOn Wednesday 8 December 2010 a members meeting was organized at Multimetaal in Den Helder. Multimetaal was established in 1975 to provide construction design, prefabrication, in-house testing and certification, offshore support services and IRM (Inspection Research and Maintenance) to the oil and gas, petrochemical, energy, water and power industries. Arthur Hulsebos, Managing Director of Multimetaal, gave an introduction to the company of Multimetaal, which opened doors of its new building in June 2009. Hans Knijn, Sales Manager, gave a presentation on valve care and the importance of maintenance and its market. Marja Doedens, Managing Director of Maritime Campus Netherlands was invited by Multimetaal to give a presentation. The Netherlands Maritime Campus is a partnership between research institutions,

educational institutions, entrepreneurs and governments with the objective to sustainably increase and strengthen the economic infrastructure in North Holland. Kees Visser, Alderman of the Municipality of Den Helder was invited to present the developments and business opportunities in Den Helder. Mr. Peter van Leeuwen, Ambassador of the Kingdom of the Netherlands to Baghdad was invited by IRO to give a presentation on business opportunities in the oil and gas industry in Iraq. His presentation showed that despite the negative image the country has due to safety issues, Iraq has a lot of potential. After the presentations, the participants were guided through the newly built company and construction site.

Annual General Meeting at HSMOn Tuesday 16 November 2010 the IRO Annual General Meeting took place at HSM in Schiedam. HSM Offshore and HSM Steel Structures are both operating companies of the ANDUS Group. Since the early seventies HSM Offshore has completed numerous projects for the oil & gas industry and, more recently several projects for the offshore wind energy. Currently the satellite platform and jacket for the Chevron B13 field are under construction. The project started in November 2009 and will be completed in the summer of 2011. The scope of supply for HSM exists of the engineering, procurement, construction, installation and offshore hookup and commissioning. The current status of the project was shown during a site tour of the yard. The main items on the agenda for the Annual General Meeting were the finances of the association. The financial result for 2009 was again positive. The 2009 annual accounts were approved. Expected is that 2010 will also be closed within budget. The budget for 2011 was approved, and it was decided that the membership fees remain unchanged. The (re)appointments of Board members were also discussed during the meeting. Members have approved the appointment of new, incoming board member Peter de Bruijne of Noble Drilling. The Annual General Meeting was very well visited by 150 participants.


Cooperation with otherorganizations

Over the year much attention was again paid to cooperation with other organizations and associations in order to exchange information and to share common areas of interest.

In the field of export promotion, a number of activities and events was organized jointly or with the support of the Netherlands Foreign Trade Agency (Agentschap NL / EVD), Netherlands embassies and consulates abroad, the Dutch Maritime Network (NML) and FME-CWM. Exchange of professional information took place with the Netherlands Diving Centre (NDC), the Royal Institution of Engineers (KIVI NIRIA), the Central Dredging Association (CEDA), FME-CWM and various NML partners. Several joint activities like technical seminars and presentations were organized during the year. IRO likes to thank these organizations for their generous co-operation.

On a national level IRO maintained its close ties with NOGEPA and a frequent exchange of views took place on a number of subjects of mutual interest. The joint IRO/NOGEPA project on education and employment was further extended during the year and will be continued in 2011. In May a new project coordinator - Ms. Helma Cruts - was appointed.

Initiated by NOGEPA in 2009 to improve safety conditions, harmonization and cooperation in the industry, the joint ‘Industry Day’ project held its second seminar in October. IRO, IADC and NVDO are the other partners in this project. With around 175 participants the initiative proved to be another great success. The project will be further continued in 2011.

IRO also participated again in the regular consultation meetings with the State Supervision of Mines (SodM), NOGEPA and IADC. These meetings have proven to be a very successful medium to exchange information and to agree on common stands regarding topics like legislation, HSE issues and labour conditions.

On an international level, the useful and pleasant co-operation with our European sister organizations was maintained through the informal EURONET network. The first of two joint meetings and industry seminars was held in Paris in January organized and hosted by GEP. The second meeting was held in Oslo in November and hosted by Norsk Industri.During the year Decom North Sea was welcomed as a new member. EURONET now consists of the national associations of the United Kingdom (EIC, ITF, Decom North Sea), Norway (Norsk Industri), Denmark (DMOG), Belgium (Agoria CEC), France (GEP) and the Netherlands (IRO).

Successful Industry Day: ‘A Thriving Industry in 2020’

Together with NOGEPA, IADC and NVDO, IRO organized the second edition of the Industry Day on 29 October 2010 with the theme ‘A Thriving Industry in 2020’. The 160 attendees were divided into four different clusters that were created in 2009:- Operations & Maintenance- Projects, Engineering & Construction- Drilling & Wells- Logistics

Where some clusters could really show their achievements over the last year, for others it was a bit more complicated. Logistics and Drilling & Wells did very well, but Projects, Engineering & Construction as well as Operations & Maintenance have been struggling. It shows that there is much more work to be done and that it is necessary to continue the main topic; joining forces as an industry. Employment & Education

With the employment of a new coordinator for employment and education, IRO, together with NOGEPA, continued efforts to attract more qualified young staff into the oil and gas industry. Most of 2010 was used to identify existing efforts in this area as well as finding ways to strengthen the cooperation between IRO and NOGEPA.

EducationTo IRO it is important to maintain good contacts with all relevant education and training institutes in the Netherlands at the different levels. Many IRO members are already involved with different programmes.

In 2010, the third year of Avans Hogeschool Den Bosch’s Minor ‘Offshore Engineering & Automation’ was run with 40 students. Many lectures and excursions are arranged by IRO members and this practical way of learning is very well received by the students. More and more participants in this Minor originate from schools other than Avans, and see this as a great opportunity to start a career in the offshore industry.

Since September 2007 Van Hall Larenstein University in Leeuwarden has been running their Bachelor course Petrochemicals and Offshore. The set-up is targeted towards competency based learning with many projects, excursions and internships. In 2010 this proved to be a successful formula and the first graduates have already found jobs.

ROC Kop van Noord-Holland started a ‘kopklas’ Petrochemistry and Offshore in September 2009. This unique course is meant as an addition to ‘MBO-4’ level, specializing in oil and gas installations and production technology. The course takes a year which means that in 2010 the first students graduated and have already found their way into the business. Also a second ‘kopklas’ was started besides the normal MBO-4 programme that this ROC is running.

The MIWB, (Maritime Institute Willem Barentsz), is a school specialized in maritime operations, including a specialization in Offshore. Just as in the two preceding years, in 2010 the course was voted one of the best in the Netherlands in a research conducted by ‘keuzegids hoger onderwijs’.

Together with three other branch organizations (HISWA, Scheepsbouw Nederland and the ‘Vereniging van Waterbouwers’) IRO supports the efforts that are undertaken to launch a number of study programmes in Maritime Technology. One of the specializations will be maritime offshore studies. In the North of the Netherlands a Bachelor’s programme is being set up at NHL in Leeuwarden while an MBO programme is getting off the ground at ROC Friese Poort in Sneek. An agreement has also been reached on expanding the programmes in the West of the country. STC (Shipping and Transport College) in Rotterdam is investigating the options to offer both a Bachelor as well as an MBO level course. These will be implemented in cooperation with the above mentioned schools in the North of the Netherlands.

Apart from the typical offshore / oil & gas related studies there are several MBO, HBO and Academical studies in more general fields such as Mechanical, Electrical, Instrumentation, Process, Operations, Maintenance, Civil Engineering etc. IRO realizes that these studies are also very important for inflow to the industry. When needed, IRO mediates / coordinates for traineeships, graduating projects and site visits.

EventsOn 28 April 2010 the fourth Navingo Maritime & Offshore Career event was held. This busy event has grown to be one of the biggest career events in the Netherlands and is well visited by students and representatives from the maritime industry. IRO manned a stand together with NOGEPA to inform participants of the opportunities in the oil and gas industry.

Avans Hogeschool in cooperation with KIVI NIRIA organized an offshore seminar on 25 November 2010. Besides various speakers from the industry the students also presented their project works leading to interesting discussions.

With sponsoring from IRO, 60 Msc students Offshore Technology, attended the Deep Offshore Technology Conference organized in the RAI Amsterdam from 30 November- 2 December. They were very enthusiastic about the opportunity to see the latest developments in deep offshore technology.


Dutch Maritime NetworkAn important task of IRO is to promote the upstream oil and gas industry with the younger public. To do this, IRO is involved in the Taskforce Jongeren, a task group within the Stichting Nederland Maritiem Land (NML). The taskforce aims to reach youngsters between 10 and 18 years old via educational material like ‘Gave Haven’ and ‘Work@Water’. At the end of 2009, new material was released targeting group 7/8 of primary schools in the form of a board game called ‘Schip in zicht’.

Also the ‘Spetters gezocht’ campaign continued with participation in career events, publication of newsletters and brochures. Special efforts were made in 2010 to target scouting groups; the taskforce was present at the JubJam100 event, the celebration of 100 years of scouting in the Netherlands.

A successful, annually returning project is the ‘Vlettenproject’. In 2010 two different projects were run and IRO was proud to sponsor a boat in each of them.

The project in South-Holland, called ‘Vletten op de Maas’ was held for the fourth time in 2010. In May, during Dordt in Stoom, the participants raced their boats and handed them over to the scouting groups. In this IRO sponsored the Willem de Zwijger College in Alblasserwaard. The new project in North Holland called ‘Vette Vletten’ was finalized with a spectacular race during Sail Amsterdam and IRO sponsored the young but very enthusiastic group from the Regius College in Schagen.

Training course ‘Oil and gas well sourced’This non-technical course is meant for people who (start to) work in the industry and would benefit from gaining some general understanding of how oil and gas came into being, how it is found, how it is produced, what technology is used and how the industry is organized. The training is also useful for people who provide products and services to the sector. The course combines presentations with a tour around the Keppel Verolme yard where the different offshore ships and installations can be discussed while looking at examples. In 2010 the training course was given six times, of which two were in English. One in-house training course was held for Van Oord. In an in-house course the programme can be adjusted to the specific needs of the company and a greater number of participants are able to attend.

‘Vette vletten’ race during SAIL 2010

On 21 August 2010, the Vlettenrace was held at the SAILsation area in Amsterdam. Enthusiastic students of ten VMBO schools in the Province of North Holland built twelve boats over the past six months with support of Scouting groups.

During this project the boats were officially launched in Edam and tested during a canal tour in Amsterdam where the students were welcomed in the City Hall of Amsterdam by Ms. Carolien Gehrels.

The closing event of this project was on 21 August during Sail 2010 in which the schools competed against each other in an exciting boat race which was witnessed by the Queen’s Commissioner, Johan Remkes. The Triade Atlas College Edam won the prize for ‘Fastest boat’, ROC Amsterdam was the ‘Best boat building school’, PCC Alkmaar had the ‘Best built boat’ and BIM Bakenesser Group of Haarlem was the ‘Best scouting group’. IRO sponsored the Regius College in Schagen, unfortunately they did not win a prize, but of course we are very proud of the boys!

Committees and Working Groups

IRO attaches great importance to the opinion of its members. Therefore IRO has called into being several committees and working groups that deal with important issues and focus on specific areas.

CommitteesIRO has three committees that focus on specific areas of the association; Commercial & Financial Affairs; Public Relations and Technical & Regulatory Affairs. The committees have a policy advisory role and also serve as a sounding board for the association. They are chaired by a member of the Executive Board of the association. In order to create a good link between the Board, committees, the association and its members, all committee members are IRO members. The committees are a reflection of the companies that IRO represents as an association.

Committee on Public RelationsThis committee advises the Board on communication with the members and other parties. Means of communication are evaluated and new means introduced. The CPR met four times in 2010.

Offshore HollandAn alternative was sought for the IRO Newsletter and was found in a new international magazine that will promote the Dutch suppliers in the oil and gas industry abroad, called Offshore Holland. This joint initiative by Navingo and Practica (Offshore Visie) will meet the lack of interest with international media for the qualities and capabilities of, in particular, medium and small Dutch offshore suppliers. IRO supports this initiative and the members of the CPR were asked to give their opinions on this new magazine and the profiling of IRO in it. Offshore Holland will be published twice per year, around large international exhibitions, like OTC, ONS and Offshore Europe. The first edition will be launched at the OTC in May 2011.

Member surveyIn Spring 2010 IRO conducted a survey amongst its members. The Committee on Public Relations was asked to give input for the questionnaire. Over 100 persons of the addressed members have filled out the online questionnaire. The survey treated the means of communications such as IRO News, the Netherlands Oil and Gas Catalogue and the website. The Members meetings, Exhibitions and Trade missions were also discussed. Other IRO activities including the IRO Working Groups and Employment & Education were valued as well. Suggestions and recommendations given by IRO members and Committee members were taken into account.

IRO’s 40th AnniversaryIn November 2011 IRO will celebrate its 40th Anniversary. Preparations are in full swing and the CPR was asked to give input on the programme of this special event. On this day the Award of Excellence will be awarded for the third time and a competition between universities will take place in order to encourage younger people to work in the oil and gas industry.

Committee on Commercial and Financial Affairs (CCFZ)Only one CCFZ meeting was held in 2010. The main subject was the IRO export promotion plan for 2011. Discussed were activities on the following countries: China, Egypt, Indonesia, Korea, Malaysia, Qatar, Russia and Singapore and West Australia. As a result of the suggestions and advice of the CCFZ the following export promotional activities are planned for 2011: A Holland pavilion at the Australasian Oil and Gas (23-25 February 2011) in combination with an oil and gas mission. An offshore oil and gas mission to Egypt during Intergas (10-12 May 2011) that will be organized in cooperation with NCH (postponed due to political unrest). In addition Holland pavilions at Oil and Gas Asia (1-3 June 2011, Kuala Lumpur, Malaysia) and in cooperation with Shell at the World Petroleum Congress in Qatar (4-8 December 2011).

Committee on Technical and Regulatory AffairsDue to lack of attendance no meeting was organized in 2011. All CTR members were informed on the IRO technical and regulatory affairs by an annual overview of activities. By e-mail the CTR members were also given the opportunity to comment on the draft programme for the IRO Innovation seminar in 2011.

On 23 December 2010 a law was passed which states that mandatory coverage of national insurance, health insurance and an employee insurance scheme shall apply to all employees working on the Dutch part of the continental shelf. With the introduction of this law, foreign employees (who do not live in the Netherlands) working on the Dutch continental shelf, regardless of the duration of the working period, are covered by Dutch social security legislation the same way as foreign employees who work on land in the Netherlands but do not live in the Netherlands. In the preparation of this law, IRO pointed out the particularities of the oil and gas industry to the Ministry of Social Affairs at several meetings. However it was decided not to take the particularities of the oil and gas industry into account. For 1800 foreign employees the introduction of this new law means that they will have to pay premiums for social security and must have a compulsory health insurance (zorgverzekering) even if they work only a few days a year on the Dutch Continental Shelf and even if they are already insured in another country. Another problem is that although foreign workers on the Dutch Continental Shelf have to pay premiums, they are not always entitled to social security payments. To be entitled for payments you must live in the Netherlands. IRO fears that this new law will result in a shortage of labour as foreign workers will not be willing to work on the Dutch Continental Shelf anymore and that the law will increase the labour costs and administrative burden for employers. A positive point is that the ‘Vreemdelingenwet’ will not be applicable to employees working on the Dutch Continental Shelf. As a result a working permit is not necessary. The date of commencement of this new law has been set at 1 January 2012.


Working GroupsOne of the ways for IRO to promote the interests of its members is by providing a platform with the IRO Working Groups. Companies that are active in a specific sector can exchange experiences and knowledge and form a collective group towards the government. The joint promotion and gathering of information are important activities of the working groups.

IRO Export Group (IEG)The first IRO Export Group meeting in 2010 was held on 14 April 2010 at Van Dam in Heijningen. This IRO Export Group was partly combined with a meeting of the IRO Committee on Commercial and Financial Affairs as the IRO export promotion plan for 2011 was on the agenda and this will be relevant to both the CCFZ and IEG. On 29 September 2010 a second IRO Export Group meeting was held at Hertel in Rotterdam. 17 companies were member of the IEG in 2010.

IRO Gas Group (IGG)On 16 June 2010 an IGG meeting was held at IRO. Mr. Romke Bijker of ACRB BV gave a presentation on the maintenance project of the Balgzand Bacton Pipeline (BBL). Furthermore, he also gave a short insight into the North Stream project.In 2011 Gastech will be held from 21-24 March 2011 in Amsterdam. A show case of Dutch gas technology will also be presented here in the form of a photo/video presentation. On 28 October 2010 a IGG was held at TNO in Delft where Wouter Meiring, Manager LNG Design of Shell, gave a presentation of the first ever to be build FLNG ship. In addition, TNO gave presentations on the small scale LNG projects and the Offshore LNG Test and Technology Centre realized with support from the Maritime Innovation Programme (MIP).

IRO Offshore Wind Energy Group (IOWG)The First IOWG meeting of 2010 was held on 9 March 2010 at de Van der Valk Hotel in Wassenaar and was partially combined with a CEDA meeting as offshore wind was the theme of this CEDA meeting. (See chapter ‘Network events for details of the presentations). Main topics of this IOWG meeting were export promotional events and the new restrictive measurements on offshore pile driving. IRO presented a plan to study the effects of underwater noise on marine life and asked companies to participate in this project, as the study could be a good vehicle to counter the plans of the government to limit offshore pile driving. The second IOWG of the year was held at Ballast Nedam in Nieuwegein on 29 June 2010. Presentations were given by Ballast Nedam on its offshore wind projects and its drilled concrete foundation system; by Mr. Dirk Kramer on the final report of the task force offshore wind energy; by Marja Doedens on the maritime campus offshore wind energy. Other subjects were: FLOW, the demonstration and research & development programme for far and large offshore wind projects (www.flow-windpark.nl). In view of the fact that the next European Offshore Wind Conference & Exhibition will be held in Amsterdam from 29 November-2 December 2011, a show case of Dutch offshore wind technology will be organized. On 18 November an IOWG meeting was held at Jumbo Offshore. Jumbo Offshore gave a presentation on the installation of transition pieces for the Greater Gabbart offshore wind park, whereby a floating ship was used instead of a jack-up. As a ship can make the transfers with 9 transition pieces at one time from the port to the installation site much faster, the 130 transition pieces were installed in only 30 days.

IRO Personnel Services Group (IPSG)The IPSG only came together once in 2010 on 14 October at VMW Taxand. At this meeting VMW Taxand gave a presentation on ‘general terms and conditions for the supply of personnel’.

IRO Safety and Training Group (ISTG)Two ISTG meetings were held in 2010. On 20 March 2010 and 4 November 2010. The main subjects of the ISTG meeting were adaptations in the NOGEPA training manual; E- learning; training of offshore wind personnel; the Industry day and falling objects.

IRO Well Services Group (IWSG)The First IWSG meeting was held on 21 April 2010 at Baker Hughes in Den Helder. Main subjects dealt with in this meeting were the ‘Schietmeester’ course; Industry Bridging Document and Subcontractor management. A second IRO Well Services Group was hosted by Atlas Services Group on 9 December 2010 in the boardroom of the AZ soccer stadium in Alkmaar. The participants of the IRO NOGEPA Industry Day cluster ‘Drilling and Wells’ were also present at this IWSG meeting. Presentations were given by Kees Tinga of Atlas Services Group; by Dave McKellar of Dana Petroleum on the Medway project marginal field; by Jan de Jong of State Supervision of Mines on measures taken in the Netherlands after the Deepwater Horizon blow-out in the Gulf of Mexico. Finally George Galloway, the IWSG chairman, gave an update on the Industry Day 2010 follow up activities.

IRO decommissioning seminarsOn 22 April 2010 an IRO decommissioning seminar was held. Though not a formal IRO Working Group, IRO regularly organizes seminars on decommissioning as it is expected this will be a multi billion Euro business in the near future. It is stipulated by law that all idle offshore oil and gas facilities have to be removed. The seminar focused on Decom North Sea, a Scottish initiative to unite forces to tackle the huge North Sea decommissioning challenge. The programme consisted of a presentation by Heerema Marine Contractors Nederland, who gave an update on their decommissioning activities. Another presentation was given by Allseas on the Pieter Schelte, a vessel for single-lift installation and removal of large offshore oil and gas platforms, and installation of oil and gas pipelines. About 60 IRO members attended the seminar. In 2010 IRO exchanged memberships with Decom North Sea in order to foster cooperation with regard to decommissioning. IRO attended two Decom North Sea activities in 2010. To get more Dutch companies involved, Decom North Sea events will be organized in the Netherlands in 2011. IRO also endorsed a decommissioning conference organized in Aberdeen by Eye for Energy on 16 and 17 November 2010.


Information and documentation

The gathering of information which is of interest to IRO members is an ongoing process.

Documents on file include:- operator fact sheets- general country information- annual reports- operator presentations- other documents of general interest.

Companies and students are always welcome to use the IRO Documentation and Information Center to gather information about companies, trends, figures etc. The Documentation and Information Center has a vast collection of magazines and other interesting publications and reports which give access to specific information. Also, information about countries and regions is gathered and available. The IRO library has subscriptions to many oil and gas magazines and newspapers which keep the information up to date.

EnquiriesThe vast majority of the enquiries in 2010 referred to newsletters and articles that IRO offers in IRO News every month. Next to that there were the regular questions on contacts, doing business in other parts of the world, IRO activities and publications.As there were changes made in the Social Security regulations, IRO also received some enquiries on that subject. In most of the cases people could be provided with answers or be guided in the right direction.

Netherlands Oil & Gas CatalogueEvery year around 7000 copies of the Netherlands Oil and Gas Catalogue are sent to embassies and international parties all over the world and are handed out at exhibitions, members meetings, training courses, career events etc. The catalogue provides a good overview of the activities, products and services of Dutch suppliers to the oil and gas industry and is an important tool for companies to present themselves. The number of advertisers (IRO members and non-members) reached 150 of which 91% were IRO members. The online version of the catalogue can be found at www.iro-noc.nl.

Offshore VisieOffshore Visie is a publication for the oil, gas and petrochemical industry published by Uitgeverij Tridens in IJmuiden, The Netherlands. It is a bimonthly magazine in which IRO contributes with editorial pages. Every IRO member receives a free copy of Offshore Visie. Since 2009 the online version of the magazine is also published online at www.offshorevisie.nl.

Offshore HollandThe purpose of this magazine is to inform the international oil and gas industry on the service of Dutch companies that are related to the offshore industry. In addition, technological developments will be made known and the magazine will contribute to a positive image and positioning of the Netherlands as an innovative and resourceful partner country. The first issue will be published in May 2011 during the Offshore Technology Conference in Houston, Texas.

IRO - The Association of Dutch Suppliers in the Oil & Gas Industry

Since its foundation in 1971 IRO has promoted the interests of Dutch supply and service companies in

the upstream oil and gas industry. Members cover all activities involved in the supply industry, such as

engineering, field development, pipeline installation, maintenance, manufacturing and material & equipment

supply, onshore as well as offshore. To promote the qualities of Dutch suppliers in the oil and gas industry,

IRO cooperates with national and international organizations with similar interests and spreads information

via publications, internet and meetings. IRO also organizes trade missions, seminars, workshops, member

meetings and participation in oil and gas exhibitions worldwide.
