Iris Public Event – status after ESA CMIN-12
Salzburg, 4 February 2013
Evolutions in air traffic management procedures
Towards 4D trajectory management: Ø Objective: sustain the air traffic growth with an increased level of automation and
progressive delegation of separation tasks to the pilot Ø Pre-requisite: new air-ground datalinks for safety communications, very reliable and
able to guarantee high performance while remaining affordable for airspace users

1. ICAO progress in introducing oceanic safety services via satcom for the north-Atlantic airspace (NAT) with better performance:
Ø RCP 240, based on ICAO GOLD document (initially developed by FAA)
Ø Services: satcom voice and ACARS
2. Creation of Aireon by Iridium: a service provider certified for the provision of ADS-B surveillance services, using ADS-B receiver payloads on IridiumNEXT by 2017
Competitive landscape for satcom aero safety: what has happened during 2012?
NB: In continental Europe, the datalink Implementing Rule leads to deployment of CPDLC services using VDL2 networks based on terrestrial networks.
ESA UNCLASSIFIED – Releasable to the public
• Evolution towards datalink services led to reconsider the level of performance for the THAUMAS concept based on Inmarsat’s SwiftBroadband => Precursor service to Iris, at horizon 2017
Ø Level of performance lower than COCR Ø Service based on Inmarsat SBB system (with additions) Ø Service provider to be certified
Iris Solution (Full 4D)
Oceanic airspace reqs
Requirements based on
CPDLC/VDL2 for 2017-2025 Iris precursor solution (i4D)
+ SESAR requirements (COCR)

- SBB Non-safety reqs
SBB -Oceanic
Iris adapted to include 2 requirements levels: Precursor for i4D and solution for Full 4D services

Iris Programme objectives - updated
Iris is implemented in close collaboration with the Single European Sky ATM Research programme (SESAR) and is driven by its schedule & requirements. Iris objective: supply a validated satellite-based communication solution for the European Air Traffic Management System Ø Develop a new communication system & validate end-to-end performance Ø Subject to agreement with SESAR/European Commission and a future
Operating Entity, develop the validation infrastructure
NEW additional objective: add the Iris Precursor service (= ARTES 10 Sub-element 1), to contribute to the longer-term objectives of SESAR
ESA UNCLASSIFIED – Releasable to the public
Iris Programme: outcome of CMIN-12
• Iris subscriptions were not re-opened (decision postponed to CMIN-14)
Ø On-going technical activities (esp. ANTARES Ph.B2) are funded and continue to 1Q2014
Ø Some additional funding is expected during 2013 from several Participating States
Ø Development of testbeds is postponed to 2014 IRELAND
