33rd MEETING OF TECHNICAL COORDINATION SUB-COMMITTEE

&

37th MEETING OF NORTHERN REGIONAL POWER COMMITTEE

The 33rd meeting of Technical Coordination Sub-Committee (TCC) and 37th meeting of Northern Regional Power Committee (NRPC) were held on 21st and 22nd March, 2016 respectively at Greater Noida, Uttar Pradesh. The list of participants in the TCC and NRPC meetings is enclosed at Annexure- I & II respectively.

Shri Satish Jindal, Director & CEO, JSWEL welcomed Members of Technical Coordination Sub-Committee and other delegates.

Shri P.S. Mhaske, Member Secretary, NRPC welcomed the members of Technical Coordination Sub-Committee and other delegates. Giving overview of operation of Northern Grid, he stated that power supply position of Northern Region during December 2015 to February 2016 was satisfactory. The region as a whole faced peak power shortage in the range of 3.2 to 4.6% and energy shortage in the range of 4.3 to 4.9%. Peak and energy shortages were as usual high in J&K and in Uttar Pradesh.

Member Secretary, NRPC further stated that during summer and monsoon months most of the states as well as Region as a w hole meets highest demand due t o paddy and weather beating loads. To meet the increased demand, the states should assess the transfer capability and plan import from the grid accordingly. He stressed for ensuring the healthiness of defence mechanism and s ystem protection schemes. He further stated that during summer months, thunder / dust storms cause load crash and many time tower failures. Therefore, based on weather prediction by IMD proper advance planning of load and generation and pre-summer maintenance of transmission lines should be done.

He further stated that the issue of large frequency excursions at hourly boundaries was a matter of concern. This issue was being highlighted and

deliberated in various OCC and TCC/NRPC meetings. NRLDC had already taken up the issue at highest level in the State. However, frequency excursion at hourly boundary and i ts impact on grid operation was being experienced daily. He requested the States to take immediate measures to avoid such frequency excursions.

Member Secretary, NRPC further informed that as decided in the 35th NRPC meeting, SPS scheme for Gwalior-Agra 765 kV line between NR and WR was revised and was approved in the last NRPC meeting. However, it was matter of concern that some of the states had not informed load details for inclusion in the scheme. He requested these states to submit this information at the earliest so that POWERGRID could take up implementation of the scheme. He stated that lack of load relief on existing SPS of Gwalior-Agra link was a cause of concern.

He informed that large number of agenda items have been listed for deliberation covering various operational and commercial issues including preparedness for ensuing summer season. He hoped that deliberations in the meeting would be fruitful and members would be able to recommend to NRPC the solution to the various issues for endorsement.

In the end Shri P.S. Mhaske thanked Shri Satish Jindal and his team of officers of JSWEL for hosting this meeting and making excellent arrangements for comfortable stay of the participants.

Shri R.K.Sharma, Director (Technical), HPSEBL and Chairman, TCC welcomed the delegates. He appreciated the achievement with regard to containing the impact of fog on grid operation during winter months. He informed that for last couple of years, we had been able to restrict the impact of fog to few isolated trippings and no m ajor grid event had taken place. He gave credit to all the transmission utilities in Northern Region and NRPC Sectt. He informed that Transmission utilities had made all out efforts to replace porcelain insulators with polymer insulators. However, he expressed that we should not be satisfied with what we had achieved. There were still some stretches in fog prone area, where conventional insulators need replacement. We should use off-peak season till April and further from October-November to identify such stretches and carry out replacement on it. He further stated that next challenge before us is to meet peak and energy requirement in ensuing summer and paddy season. He stressed on reducing import from other regions by maximizing generation within the region, even if it requires bit of economic sacrifice, because safety and reliability of grid should always be given more weightage than cost.

He expressed concern on non-availability and non-reliable telemetry. OPGW on Central and State sector transmission lines would immensely help in this direction. He requested POWERGRID to expedite the work.

He further informed that somewhat connected issue is difference in actual drawal from the grid as seen through SCADA and as reflected in energy accounts using Interface Meters. B ased on the recommendations of TeST sub-committee, in the last meeting, NRPC had decided that detailed analysis of SCADA and Interface Meter data would be carried out by SLDCs in the form of weekly reports. Issues detected and unresolved issues may be brought in the TeST sub-committee meeting. He expressed concern that this decision of NRPC had also not been implemented. He request members to immediately take action for such analysis and r eporting, as correctness of SCADA data impacts many operational decisions having commercial consequences.

He also stated that the issue of procurement of Emergency Restoration Systems was being deliberated in TCC/NRPC meetings for quite some time. CEA had also issued guidelines on this issue. However, the progress in various states was slow. He requested all transmission utilities to expedite action for procurement of ERS immediately.

In the end, Shri R.K.Sharma, Director (Technical), HPSEBL and chairman, TCC expressed gratitude to JEW Energy Limited for making excellent arrangement for the meeting.

Shri Satish Jindal made a presentation giving overview of the achievements and activities of JSWEL.

A.1 Minutes of 32nd meeting of TCC

Minutes of 32nd meeting of TCC & 36th meeting of NRPC held on 23rd and 24th December, 2015 respectively, circulated vide letter No. NRPC/Comml/ 209/RPC (36th)/2016/1577-1665 dated 17th Feb, 2016 were confirmed.

Shri Satish Jindal, JSWEL, welcomed members of NRPC and other senior officers on behalf of JSWEL. He highlighted various working areas of JSW like Steel, Mining and Power etc.

Shri P.S. Mhaske, Member Secretary, NRPC welcomed the members of NRPC & TCC and senior officers from various power utilities. He informed that in the TCC meeting held on the previous day, numbers of operational and commercial items were discussed. On many issues detailed deliberation took

place. Most of the issues were resolved and referred to NRPC for consideration.

He thanked Shri Satish Jindal and their team of officers of JSWEL for hosting this meeting and for making the arrangements for comfortable stay of the participants.

Shri Sanjeev Singh, MD, DTL Chairing, NRPC meeting welcomed the members of the Northern Regional Power Committee and other delegates. Giving overview of the Northern Grid he stated that during the period of December 2015 to February 2016, the power supply position in Northern Region was satisfactory. The region faced moderate shortages in terms of peak power as well as energy. However, as per usual trend, J&K and Uttar Pradesh faced higher shortages. He stated that Northern Region meets its maximum demand during summer and p addy season. He requested the utilities to explore options to maximize generation within region rather than depending too much on import from other regions during the ensuing summer season. This would reduce pressure on inter-regional corridor and thereby obviating difficulties due to SPS operation.

He expressed satisfaction as there was no major grid event in Northern Region due to fog. This had been possible due to efforts made by all transmission utilities in replacement of porcelain insulators with polymer insulators and t imely cleaning of porcelain insulators. Close monitoring done at NRPC level had also contributed to reduction in fog related trippings. He requested utilities to analyse fog related trippings during this winter and take timely remedial action before next winter.

He expressed gratitude to Shri Major Singh, Member (GO&D), CEA who will be superannuating in the month of April, 2016. He stated that Shri Major Singh was a guiding force for this forum and ha d contributed on several issues deliberated at NRPC level.

In the end Shri Sanjeev Singh thanked Shri Satish Jindal and other officers of JSWEL for the efforts put in by them in hosting this meeting and for excellent arrangements for the comfortable stay of the participants.

Shri Major Singh, Member (GO&D), CEA, welcomed the members of the Northern Regional Power Committee and other delegates. He expressed great satisfaction over the compliance of issues which were deliberated / discussed in 36th NRPC. He appreciated NRPC on the progress made on PSS tuning and rectifications of defects which were observed during the protection audit. He complimented NRPC Secretariat & constituents for taking action in this regard. He informed that one separate Division, National Power Committee, had been created in CEA to look after the common issues related to RPCs. He stated that the initiative taken by NRPC with regard to procedure for PSS tuning and self certification of UFR relay settings was remarkable. In the National Power Committee meeting held in Dec 2015 other RPCs were

requested to take up this issue in their respective RPC forums. He stated that an area of concern was procurement of ERS by the state transmission utilities. In view of the difficulties experienced in restoration of transmission system / power supply due to crisis situation, CEA had prepared some guidelines for procurement of ERS by each state. He strongly urged the states to take immediate action in this regard, so that whenever crisis situation arises power supply could be restored in a minimum time.

He expressed his concern over utilization of PSDF. He said that in spite of persuasion, very few proposals were received form utilities even though guidelines for the PSDF utilization are very clear. He urged utilities to submit proposals so that effective utilization of PSDF can be ensured. To monitor the progress of ongoing schemes, a committee has been constituted under the Member (GO&D), CEA which will review the progress and RPCs have very key role in monitoring the schemes.

In the end Shri Major Singh thanked Shri Satish Jindal and his team of officers of JSWEL for excellent arrangements for the meeting work to organize meeting on short notice.

Shri S.D. Dubey, Member (Power System), CEA welcomed the members of the Northern Regional Power Committee and other distinguished participants of 37th NRPC Meeting. Giving an overview of initiatives of NRPC forum he stated that this forum had been deliberating on the issues of grid operation, protection audit and other commercial issues among all the constituent utilities of Northern Region. This is important forum to have in-depth discussion of all the problems by collective wisdom arriving at the most optimum solution for facilitating integrated operation of grid.

A.2 Minutes of 36th meeting of NRPC

Minutes of 32nd meeting of TCC & 36th meeting of NRPC held on 23rd and 24th December, 2015 respectively, circulated vide letter No. NRPC/Comml/209/RPC (36th)/2016/1577-1665 dated 17th Feb, 2016 were confirmed with following modifications in para D.1.4 of the minutes:

“Representative of CEA expressed the opinion that while technical approval for the transmission system has been given by Standing Committee on Planning, the proposal put up to RPC for approval should contain estimated cost of the project. It will reflect the likely impact of transmission tariff to be borne by beneficiaries. In addition to this, impact of proposed transmission schemes on system losses, as pointed out many times by POSOCO too, should also be given. The impact of new transmission scheme on power flows on already existing State/Central transmission system should also be given

like whether the proposed WR-NR strengthening scheme under D.1.4 would affect utilization of Champa - Kurukshetra HVDC line under execution. STU of Rajasthan and Uttar Pradesh expressed similar concerns.”

O P E R A T I O N A L I S S U E S

B.1 Fiber Optic based communication system in Northern region

TCC Deliberation

B.1.1 Giving a brief background, Member Secretary, NRPC stated that a project for implementation of Fiber Optic based communication system in Northern Region to connect central sector substations and power plants was approved in the 18th NRPC meeting held on 27th November, 2010. He mentioned that in 36th NRPC meeting held on 24th December, 2015 POWERGRID had informed that for central sector portion 4469 kms (about 91 %) out of total 4941 kms had been completed. Balance work would be c ompleted by March, 2016 except for lines which were under construction. Further, LoA for State sector portion was placed in May, 2015 with a completion schedule of 18 months. POWERGRID had also informed that LOA for communication related equipment was likely to be placed by 31.12.2015. It was agreed in 36th NRPC meeting that states would provide the relevant data and same would be discussed in a separate meeting convened by POWERGRID for this purpose.

B.1.2 Member Secretary further stated that in the 36th NRPC meeting POWERGRID had confirmed that OPGW laying had b een completed in NHPC power stations except about 14 k ms due to ROW issue and the same would be operationalized at NHPC power stations by Feb/March 2016. However, NHPC had intimated that OPGW connectivity had not been operationalized at any NHPC power station.

B.1.3 Member Secretary also stated that in 36th NRPC meeting it was decided that POWERGRID would to explore possibility of organizing training programme for technicians of STUs. He requested POWERGRID to brief the members about progress made in the matter including on the issues raised by NHPC.

B.1.4 Representative of POWERGRID informed that OPGW link for Chamera-I, Chamera-II, Chamera-III, Tanakpur and Dhuauliganga and Tanakpur would be operationalized by 31.03.2016. He further added that Kishenpur-Dulhasti link involves ROW issue and was expected to be commissioned by June, 2016. He intimated that majority of the links of central sector including NHPC and BBMB would be oper ationalized by 31.03.2016. The maximum portion would be executed by June 2016 and entire work is likely to be completed by October 2016. With regard to the State sector portion he informed that the same would be commissioned by March, 2017.

B.1.5 Members of TCC expressed concern about the slow progress of the work related to OPGW. Representative of POWERGRID informed that there are limited nos. of vendors in the country for laying of OPGW and the working season is also limited due to seasonal variation, terrain etc. He added that POWERGRID had taken some initiative such as decentralized monitoring to expedite the work.

B.1.6 TCC was of the opinion that there was a need to expedite the commissioning of the OPGW for which continuous monitoring would be required. POWERGRID was requested to submit line-wise schedule for the commissioning of the fibre optic based communication system to NRPC Sectt. within two weeks. States would also submit the list of their lines which are part of OPGW work along with the priority of commissioning. It was also agreed that a meeting would be held in NRPC Sectt. to discuss in detail the progress of installation and commissioning of OPGW.

B.1.7 TCC requested POWERGRID to conduct training on the skill development for maintenance aspects of OPGW at their training Centre at Manesar under the aegis of NRPC. TCC also recommended that training expenses may be met from NRPC Fund.

NRPC noted the deliberations of TCC meeting and approved the proposal of meeting the expenses for training on the skill development for maintenance aspects of OPGW from NRPC fund.

B.2 Additional OPGW connectivity in Northern Region under fiber optic expansion project

TCC Deliberations

B.2.1 Member Secretary stated that in the 28th NRPC meeting held in April, 2013, additional OPWG connectivity for around 2285 Kms with the initial estimated cost of approximately Rs 55 Crs. was approved. He stated that this additional requirement was proposed to be awarded separately and t he completion period was 24 m onths after award of contract. POWERGRID had informed that LoA for additional OPGW of 731 kms and 2992 kms had been placed on 10.08.2015 and 30.09.2015 respectively. Further the survey of 731 kms had already been completed. Some of the inputs like tower design data were required from the states. It was agreed that by 15.01.2016, POWERGRID would provide the format for inputs to be s ubmitted by the states. POWERGRID had further informed that for communication related equipment, the scope had been split in two packages and LoA for both the packages was to be placed by 31.01.2016. He requested POWERGRID to brief the members about latest progress.

B.2.2 Representative of POWERGRID intimated that LoA for both the packages of communication related equipments would be pl aced by 30.04.2016. He confirmed that all relevant information such as tower design and sag data have been submitted by the states. It was agreed that POWERGRID would submit the list of lines along with plan for installation of Additional OPGW to NRPC secretariat. Modalities to expedite the commissioning would be discussed in a separate meeting to be held in NRPC sectt. as decided in item B.2.

B.3 Special Protection Schemes

B.3.1 Review of SPS for 765 kV Agra-Gwalior line

TCC Deliberation B.3.1.1 Member Secretary NRPC informed that it was agreed in 31st TCC/35th

NRPC meeting held on 08th /09th July, 2015 t hat a g roup would be constituted to review the existing SPS for 765 k V Agra-Gwalior without affecting the primary objective of the scheme. He stated that taking into consideration the changed system configuration a revised SPS for 765 kV Agra-Gwalior was approved in 35th NRPC meeting held on 09th July, 2015 Further, in the 115th OCC meeting held on 16th Sept., 2015 it was decide that the group constituted pursuant to decision taken in the 35th NRPC meeting would also facilitate the implementation of revised SPS for 765 kV Agra-Gwalior. Based on deliberation of the group, certain decisions were taken by NRPC in the 36th NRPC meeting held in December 2015. In this meeting, States of Delhi, U.P., Rajasthan, Haryana and P unjab had agreed to submit the feeder’s details for additional load shedding of 200 MW by 31.12.2015. He informed that Delhi, Haryana and U.P. had provided the details of the feeders for additional load shedding of 200 MW but information was awaited from Punjab and Rajasthan.

B.3.1.2 Member Secretary further stated that NRLDC has submitted the document outlining the roles and responsibilities of various entities in installation, maintenance and mock testing of various SPS. In 120th OCC meeting, utilities were requested to give their comments/suggestions on the draft document by 15.03.2016 which would further be deliberated and discussed in the 121st OCC meeting.

B.3.1.3 TCC expressed concern over the delay in commissioning of the revised scheme as the states were not submitting the details of feeders for load shedding even after committing for the same in various fora of NRPC. Representative of Punjab stated that they were not able to identify feeders of the requisite quantum of load due to large seasonal variation of load in

Punjab. POWERGRID informed that it would take 06 months after the feeders details are obtained from all the states which are a par t of the revised scheme.

B.3.1.4 It was decided that Punjab and Rajasthan will submit identified feeders within one week. It was also decided that a meeting with stake holder will be held in NRPC Sectt. in first week of April, 2016 to expedite the implementation of the revised SPS scheme.

B.4 Planning, procurement and deployment of Emergency Restoration System.

B.4.1 Member Secretary stated that the issue was discussed in the 33rd meeting of NRPC held on 11.11.2014. L ater, Secretary (Power), GoI vide letter dated 05.12.2014 addressed to Chief Secretaries of all the states had requested to issue directions to transmission utilities / transmission licensees to procure adequate number of Emergency Restoration Systems. T he guidelines formulated by CEA for planning, procurement and deployment of Emergency Restoration System were also enclosed with that letter. He further stated that the issue was being deliberated regularly in every TCC & NRPC meetings and STUs were requested to expedite procurement of ERS. He requested STUs for latest status in the matter.

B.4.2 Representative of DTL informed that tendering process for 02 n os. of ERS has been completed. However due t o financial constraints they intend to procure one ERS and offered to supply second ERS to interested STU. Representative of HVPNL informed that they are in the process of putting procurement of ERS in MYT proposal to the SERC. He added that once that is approved, they may consider buying it from DTL.

B.4.3 Representative of BBMB informed that partner states have agreed to provide the ERS as and when required by BBMB.

B.4.4 SE, NRPC stated that now BBMB is a deemed inter-State transmission licensee with substantial network and therefore it does not appear prudent for it to depend on partner states to cater to emergency situations. It was expressed that the number of ERS to be procured by each utility in the country have been carefully worked out by CEA in the above mentioned guidelines and utilities should plan for procurement of ERS accordingly.

B.4.5 Representative of UPPTCL informed that they had already opened the financial bids and cost quoted by bidders was on the higher side. He added that re-tendering would be done. UPPTCL was requested to consider repeat

order based on D TL tendering. UPPTCL agreed to compare their cost and specification with that of DTL and proceed accordingly.

B.4.6 Representative of PSTCL informed that NIT was issued and order would be placed in next three months. Representative of HPSEB Ltd/HPPTCL stated that though they are apprehensive about its utility in hilly areas due to terrain and mobility, they would check with manufacturer about the suitability. Representative of CEA suggested that the list of locations at which ERS is available should be put on NRPC website so that if anyone requires it, may approach to the nearest/suitable location.

NRPC noted the deliberations of TCC meeting.

Representative of DTL informed that though based on CEA’s guidelines they were supposed to procure two nos. of ERS but due to financial constrains they intend to procure only one ERS.

B.5 Deficiencies observed / improvements suggested in Basic Protection Audit

B.5.1 Member Secretary informed that in the 27th NRPC meeting held on 30th November, 2012, it was decided that all efforts should be made to squeeze the time for procurement of relays etc so as to rectify deficiencies observed in the Basic Protection Audit within a year i.e. before November, 2013. In 36th NRPC meeting held on 24th December, 2015 it was pointed out that in case of Rajasthan the schedule of completion was November, 2016 due to increase in nos. of bays from 18 to 20 at Ratangarh sub-station. He further added that RRVPNL was requested to first complete the work of 18 bays by March, 2016. It was decided that all utilities would squeeze the schedule and strive to rectify the deficiencies by March, 2016. The time frame for rectification of the deficiencies has extended much beyond original target and the work is now expected to complete by June 2016. Member Secretary, NRPC requested members to expedite the rectification of deficiencies observed / improvements suggested in Basic Protection Audit.

B.5.2 Representative of RRVPNL informed that work of Bus Bar Protection at Ratangarh sub-station would be completed by June, 2016. Representative of HPSEB Ltd. stated that balance work would be completed by August, 2016. Representative of NHPC informed that balance work would be completed by 31st March 2016. Representative of UPPTCL stated that all work of Basic Protection Audit except that of Bus bar protection would be completed by 31st May, 2016. He further added that rectification of deficiencies related to Bus Bar Protection was getting delayed due to non-availability of commissioning engineer from the supplier.

B.5.3 TCC was of the opinion that the tendency on the part of suppliers to deliver the equipment in time but delay the commissioning might be attributable to the payment terms wherein 90 % payment is made after the supply of material. It appears that after getting major part of payment, supplier has not much at stake to commission the supplied equipment. Representative of POWERGRID informed that it is for this reason they had changed the payment terms. Now, they make payment of 60 % contracted amount after delivery of material and r est is paid after successful commissioning of the equipment. TCC requested UPPTCL and other members to look into the practice followed by POWERGRID with the aim to replicate them in future contracts.

NRPC Deliberation

Members requested CEA to look into the issue of poor response of the vendors for commissioning of protection related equipment. NRPC suggested that CEA could convene a meeting of the supplier/vendors/manufacturers of protection related equipments and suggest the ways to expedite the commissioning.

NRPC also decided that members should explore adopting the payment terms in which payment of 60 % contracted amount is released after delivery of material and rest paid after successful commissioning of the equipment.

B.6 Protection audit of intra-state system / balance system not covered in Basic Protection Audit

B.6.1 Member Secretary stated that in the 27th NRPC meeting held on 30th November, 2012, it was decided that states would initiate process of third party protection audit for their system and would complete it by August 2013. In 36th NRPC meeting held on 24th December, 2016, it was that all utilities would submit by 15.01.2016, the action plan with time schedule for rectification of deficiencies observed in Third Party Protection Audit (TPPA). The status of the same was enclosed as Annex-II of the agenda. Only NHPC, RVUNL and UPRVUNL had submitted the action plan.

B.6.2 Representative of UPPTCL informed that Final TPPA report related to DC system had been submitted by CPRI. The report of entire system, except PLCC would be submitted by 31.03.2016. Representative of PSTCL informed that CPRI would submit the final report of TPPA by 31.03.2016. UPPTCL and PSTCL informed that they have initiated the advance action for rectification of deficiencies observed in TPPA. Representative of HPSEB Ltd. informed that rectification work would be c ompleted by 31.03.2017. Representative of RRVUNL informed that all deficiencies except pertaining to Dholpur Generating station would be r ectified by 31.03.2016. The work at Dholpur would be c ompleted in next 06 m onth thereafter. Representative of DTL

informed that they have submitted action plan for all 04 nos. of sub-stations covered in TPPA.

B.6.3 TCC requested utilities to submit the action plan and expedite the rectification of deficiencies observed in TPPA.

B.7 Defence mechanism

B.7.1 Revised Under Frequency Relay based automatic load shedding scheme

TCC Deliberation

B.7.1.1 Member Secretary informed that based on the decision of NRPC, four stage automatic load shedding scheme through UFRs for NEW grid, with a total target of 8720 MW for Northern Grid was finalized. He informed that the scheme had been implemented in all states except:

a. Chandigarh, where it has been implemented partially (implemented for 49.2 Hz and 49 Hz) and

b. J&K, where it has not been implemented at all.

He stated that the issue was discussed in the meeting of National Power Committee held on 10.12.2015. NRPC was advised to impress upon PDD, J&K and UT, Chandigarh to expedite implementation of the scheme. The matter was also deliberated in 36th NRPC meeting held on 24th December, 2015 and it was decided that NRPC Secretariat would write to PDD J&K and UT Chandigarh with a request to submit within 15 days, the action plan of implementing the UFR based load shedding scheme. In case of non-receipt of action plan or expected time for implementation going beyond March 2016, Member Secretary, NRPC would approach Hon’ble CERC for non-compliance of IEGC by these entities. Accordingly, PDD-J&K and UT Chandigrah were requested to submit the action plan for implementing the UFR based load shedding scheme.

B.7.1.2 After deliberations, TCC recommended that in case of non-receipt of action plan by 31st March, 2016, Member Secretary can report to Hon’ble CERC for non-compliance of IEGC by PDD J&K and UT Chandigarh.

NRPC Deliberation

NRPC concurred with the recommendation of TCC that in case of non-receipt of action plan by PDD J&K and UT Chandigarh by 31st March, 2016, Member Secretary would report to Hon’ble CERC for non-compliance of IEGC.

B.7.2 Pool for officers for inspection of UFR and df/dt in Northern Region.

TCC Deliberation B.7.2.1 Member Secretary, NRPC informed that as per the provisions of IEGC,

NRPC Secretariat is required to carry out periodic inspection of the under frequency relays installed in the region. Accordingly, NRPC Secretariat had been carrying out random inspection of UFR and d f/dt relays installed at various locations in Northern Region. He further added that in the 4th meeting of National Power Committee held on 10th December, 2015 it has been decided that at least 20% of the Under Frequency Relays installed in a region should be p hysically inspected by respective RPCs in a year beside self certification being submitted by STUs.

B.7.2.2 Member Secretary, NRPC pointed out that due to manpower constraint at RPC Secretariat, it was not be possible to achieve the target of physical inspection decided by NPC for UFR inspection. In view of this, it is proposed to c onstitute pool of officers with nom inations from STUs, NRLDC, POWERGRID and B BMB to carry out UFR inspection. He informed that whenever an inspection of UFR and df/dt would be planned, a team of 02 o fficers with one from NRPC secretariat and other from NRLDC/STU/POWERGRID/BBMB would be constituted. The logistic support to the inspection team shall be arranged by the organization, whose UFR and df/dt relays would be inspected. He informed that the issue was discussed in 120th OCC meeting held on 24th February, 2016 and OCC had recommended this proposal for approval to NRPC.

B.7.2.3 TCC recommended the proposal for approval of NRPC. States were requested to submit the nominations for pool of officers by 31.03.2016.

NRPC Deliberation

NRPC concurred with the recommendation of TCC. It was decided that at least 03 officers from each STUs, NRLDC, POWERGRID and BBMB shall be nominated to the pool of officers for UFR inspection.

B.8 Reactive compensation at 220 kV

TCC Deliberation

B.8.1 Member Secretary, NRPC informed that the proposal for installation of bus reactors at 12 nos. 400 kV and 17 nos. 220 kV sub-stations was discussed in the 29th meeting of NRPC held on 13th September 2013. After deliberations, NRPC had a pproved installation of reactors at 400 kV sub-stations of POWERGRID and RVPNL. As regards 220kV bus reactors, POWERGRID had stated that the requirement would be firmed up in consultation with the States in separate meetings. He also briefed members about the meeting taken with the states as decided by NRPC to expedite the system studies by POWERGRID. He requested CTU to brief TCC about progress made in the studies.

B.8.2 Representative of CTU informed that they had carried out the preliminary studies and some optimizations were being done. It was agreed that to finalise the requirement of the reactors at 220 kV level based on the studies carried out by CTU, a separate meeting would be held in NRPC secretariat. CTU would submit to NRPC Secretariat the result of the Reactor Studies. It was also agreed that CTU would then place the proposal in next Standing Committee on Power System planning.

NRPC Deliberation

Representative of HVPNL suggested that the proposed reactors should be funded from PSDF as it would be required for system strengthening. He further added that POWERGRID can put the collective proposal for all STUs for the same.

After deliberations, it was decided that each STU may submit a s eparate proposal for reactors at 220 kV level for the funding from PSDF.

B.9 System Study for Capacitor Requirement in Northern Region for the year 2016-17

TCC Deliberation

B.9.1 Giving a br ief background of the issue, Member Secretary, NRPC informed that states of Haryana, Punjab, J&K and U.P. (MVVNL) have submitted the scheme for installation of capacitor in their respective state to the Appraisal Committee of PSDF for its funding through PSDF. Based on the decision of Techno-Economic sub-group of PSDF, the schemes has been forwarded to NRPC for assessment.

B.9.2 Member Secretary, NRPC further stated that to assess the requirement of capacitors in the states of the Northern Region for the year 2016-17, system studies would be required to be carried out for 132 kV and above voltage level. The issue was discussed in 120th OCC meeting held on 24th Feb., 2016. OCC had recommended that the task of capacitor requirement should be entrusted to Central Power Research Institute (CPRI) and expenditure for the same should be met from NRPC Fund.

Accordingly the proposal had been put up for approval of TCC and NRPC.

B.9.3 TCC members opined that system studies for the capacitor should be done for the years 2016-17 and 206-18 as it would give a bet ter picture of the capacitor requirement in Northern Region. Accordingly, TCC recommended proposal to award the work of Capacitor Study for 02 years i.e. 2016-17 and 2017-18 to CPRI.

NRPC Deliberation

NRPC approved the proposal of entrusting the task of carrying out System Study for Capacitor Requirement in Northern Region for the year 2016-17 and

B.10 PSS Tuning

B.10.1 Status of PSS tuning

TCC Deliberation

Member Secretary, NRPC briefed members about decision taken in previous TCC/NRPC meetings on the issue of PSS tuning. He stated that most of the hydro stations have completed PSS tuning. However, progress of PSS tuning was not satisfactory in other stations.

Members expressed concern that some of the generating companies had not fully complied with decision of NRPC to complete the process of PSS tuning by March 2016.

Representative of NTPC stated that PSS tuning at Rihand-II had been completed on 14.3.2016 and one unit each at Unchahar-I & Unchahar-III were planned for PSS tuning on 28.03.2016

Representative of SJVN stated that PSS tuning at Nathpa-Jhakri would be completed by 1st week of April 2016.

Representative of PSPCL stated that remaining 4 uni ts of RSD would be tuned for PSS by 15.4.2016.

Representative of RVUNL stated that PSS tuning of 19 units had been completed. Further, tuning of Dholpur GPP was scheduled for 21.3.2016.

Representative of IPGCL/PPCL stated that only unit at Bawana GBS is yet to be tuned because it was under breakdown. The PSS for this unit would be tuned on revival.

TCC requested Generating companies to take up the task of Step Response Test/PSS tuning on priority.

B.10.2 Analysis of Step Response Test

Member Secretary, NRPC informed that in the 34th NRPC meeting a group was constituted for analysing the results of PSS tuning. The recommendations finalized in the 118th meeting of OCC were approved in 36th NRPC meeting held on 2 4th Dec. 2015. It was decided that the group should meet again to fine tune the criteria. Accordingly, a meeting of the said

Representative of NHPC stated that damping can be ascertained by comparing the step response curves with and w ithout PSS tuning. He suggested that OEM of the excitation system should be included while finalising the criteria.

Member Secretary, NRPC stated that a representative of BHEL had participated in the 2nd meeting of the group. However, primary concern of OEM remains limited to the machines and not to the grid.

SE, NRPC stated that just by looking at curves of step response test with and without PSS, it would be difficult to estimate the impact of PSS tuning due to scale used to plot the curve. Further, such comparison may not ensure that all possible optimization has been achieved.

TCC agreed that group constituted should meet again to discuss the issue wherein NHPC and Adani Power Limited would be called as special invitee.

B.11 Overview of Grid Operation

TCC Deliberation

Giving a br ief overview of the power supply position, Member Secretary NRPC informed that during the period December 2015 - February 2016, Northern Region had a peak power shortage in the range of 3.2 to 4.6% and energy shortage in the range of 4.3-4.9%. J&K faced higher energy as well as peak shortages of the order of 15% and U.P also faced peak shortages (in the range of 5-13%) and energy shortages (in the range of 11-12%).

Members noted the actual Power Supply Position (PSP) for the period December 2015 – February 2016.

B.11.1 Representative of NRLDC made a presentation on grid operations during January, 2016 - February, 2016 and highlighted the following:-

Frequency remained in the prescribed band for about 70.65 % of time in February 2016 which can be improved further.

Record Maximum energy consumption by state of Himachal Pradesh (29.44 MU on 29.12.2015).

Record peak met by Uttarakhand was 2034 M W on 29.01.2016 at 08:00 Hrs, by Himachal Pradesh was 1488 MW on 25.12.2015 at 09:15 Hrs and by J&K was 2430 MW on 20.01.2016 at 18:00 Hrs, which is record for these states.

Average consumption in February 2016 i ncreased by 4.3% (34 MU/day) more than that of February 2015

Thermal generation in the region had reduced but Inter Regional import increased by 48.3%.

Load factor for NR reduced from 82% in year 2009-10 to 76% in year 2014-15 with seasonal variation of 10-12%. Delhi, Haryana, Punjab, Uttarakhand, HP, Chandigarh witnessed decline in load factor while Punjab and Rajasthan had improvement in load factor over the years. The improvement was due to shifting of peak load to off peak period.

Frequency of Inter Area Oscillations has increased from 0.2 Hz to 0.35 Hz with more inter-connections.

NRLDC stated that on 10.2.2016 and 11.3.2016, there were trippings of wind generators in Rajasthan. Information available does not indicate availability of LVRT. It was also stated that the incident could have been avoided if LVRT were in place.

Rajasthan SLDC was requested to submit the location wise LVRT status within 15 days. Representative of Rajasthan SLDC agreed for the same.

It was pointed out that Jammu & Kashmir was reporting peak/off-peak/energy shortages almost flat throughout the months. Representative of PDD, J&K agreed to assess the impact of load shedding/restrictions on hourly basis to enable proper estimation of shortages.

Representative of NRLDC stated that UP had substantial scope for importing power in short term as they were scheduling 5500-6000MW of power against TTC of 7100 MW.

Representative of CEA stated that as per website of SLDC UP, they were having TTC of 7100 MW and ATC of 6600 MW. Further, they were having long term contracts for 6800 MW and there was no scope for importing power in short term. He requested that utilities should provide clear picture in public domain.

Representative of UP SLDC stated that they were scheduling based on requirement given by their DISCOMS.

In response to query by UP SLDC, it was clarified that in case of non-scheduling of LTA contract, power procurement in short-term can be considered.

B.14 Large Frequency excursion at hourly boundaries

TCC Deliberation

Representative of NRLDC stated that there were Load changes of the order 1000-2000 MW at hourly boundaries. Such large frequency excursions lead to large changes in line flows on important corridors, even violating the Transfer limits and ov er voltages and t ripping of lines. He added that the issue had been discussed in various OCC/TCC & other meetings. NRLDC had taken up the issue at highest level in the states. Further, NRLDC had been trying to address the issue to the extent possible with active co-operation of the hydro generating stations. It was added that one of main reason for such frequency excursions was connection/disconnections of large supply groups within the state control areas. Though, Indian Electricity Grid Code (IEGC) prohibits such large changes in the load of state control areas, the problem was persisting.

Following remedial actions were suggested to avoid such phenomena:

a) Avoiding large load changes at hourly boundaries by

• creating large number of supply groups (of smaller quantum) and

• intimation of such grouping to the operator, well in advance, so as to take suitable action with respect to scheduling

• Staggering the supply hours (even to sub hourly and 15 minute time blocks).

b) Flexing the generation adequately during these times:

• Taking care of generation in scheduling itself (sub fifteen minute scheduling).

• Governors should be in place for generators.

SE, NRPC suggested that some index for measurement of variation should be framed so that it is possible to quantify improvement if any in the situation.

TCC proposed that Chairperson, NRPC may take up the matter with higher authorities in the states concerned.

NRPC Deliberation

Representative of NRLDC stated that response from FGMO/RGMO was not observed. He added that demand management is the prime responsibility of DISCOMs. However, their participation in the meetings of NRPC forum is marginal. He emphasised on the need to involve them in the discussions.

Representative of UP SLDC stated that they had t aken some measures to avoid large load variations at hourly boundaries and would observe for some time to see the impact.

It was suggested that state governments should be sensitized about the issue as in some states, the load groups and timing were decided through government notification.

NRPC agreed that Chairperson, NRPC may take up the matter with head of the STU in each state.

B.15 Summer/Monsoon Preparedness

NRLDC presented a preliminary assessment of TTC/ATC of state control area with associated N-1 constraints. State SLDCs were requested to carry out TTC/ATC for their state control areas for ensuing period, especially for summer when peak demand of most of the states is anticipated. He suggested that states should expedite internal transmission system for enhancing TTC/ATC.

Representative of CEA desired to know status of diversion of gas from western region to Northern Region. NTPC stated that they would explore the possibility as it was done earlier as well.

Representative of NRLDC stated that with increasing wind generation, flexibility in thermal units would be needed.

On the issue of deployment of UVLS scheme, SE, NRPC stated that details of UVLS were sought from SLDCs. He requested SLDCs to submit this information at the earliest. He further pointed out that in certain instances it was noticed that T CC expressed concern over change/removal of SPS by state utilities. It was expressed that state utilities should not make any change to SPS scheme without approval of NRPC.

Representative of CEA stated that for successful operation of Delhi islanding scheme, two units of Badarpur TPS should be in operation. However, there was uncertainty after order from Delhi Pollution Control Committee (DPCC). Representative of DTL stated that they were in touch with DPCC and NTPC. He stated that two units of Badarpur should remain in operation, as these would be required to meet the load of South Delhi.

Representative of NRLDC expressed concern that there was no connectivity between Bagalihar-I and B agalihar-II. Further, power generated at these generating stations was evacuated through single lines. Members of TCC shared the concern of NRLDC. Representative of PDD, J&K stated that he would convey concern of the forum to higher management.

Representative of NRLDC stated that for enhancement in Regional transfer limits, following elements need to be expedited:

i. 765 kV Phagi-Bhiwani 2nd circuit

ii. Completion of 400 kV RAPP-D substation so that 400 kV Sujalpur-RAPP lines could be operationalized.

iii. 400 kV Mahendragarh-Bhiwani D/C

Representative of NRLDC stated that Northern Region experiences thunder/dust storm during April - June duration. This results into sudden and sharp dip for short duration in the demand met (Very high ramp rate), High winds results in tower collapse, High Voltage, Over voltage protection tripping of lines and Less reliable System. He suggested following remedial actions:-

• Information about Prediction of dust storm / thunder storm by the Indian Meteorological Department (IMD) in advance. (NOWCAST of IMD is very helpful)

• Proper planning of demand assessment & management.

• Quick action (Generation backing down) for safe and secure operation.

• Manual opening of distribution lines should be av oided to the extent possible.

• Flexibility in Generation.

• Pre summer maintenance for tower missing members etc.

• Reactive Power absorption by Generating units and Operation of units in synchronous condenser mode.

SE, NRPC stated that DISCOMs have tendency to disconnect load in dust/thunder storms thereby causing reduction in load. He requested SLDCs to advise Discoms accordingly. SLDCs agreed to do so.

State utilities agreed to the suggestions given by NRLDC.

B.16 Ancillary Service Operation

Representative of NRLDC apprised the House regarding the CERC’s order dated 29th Feb 2016 in the matter of mark-up for delivery of Regulation Up Services under Central Electricity Regulatory Commission (Ancillary Services Operations) Regulations, 2015. He informed that the Procedure for Ancillary Service Operation had also been approved by Hon’ble Commission vide Notification dated 10th March, 2016.

In order to operationalize the Regulations, the generating stations were requested to furnish the information viz. variable charges, fixed charges etc. required under the regulation by 08.04.2016 to NRPC Secretariat. SE(O), NRPC opined that the requisite information was required to be furnished by 8th day of every month. He further informed that NRPC Secretariat would upload this information in its website which would be picked up by NRLDC for

B.17 Scheduling of Un-Requisitioned Surplus Power

TCC Deliberation Representative of NRLDC informed that Hon’ble Commission had issued an Order dated 05.10.2015 in Petition no. 310/MP/14 regarding scheduling of the Un-requisitioned surplus (URS) power from Generating Stations whose tariff is determined by the Commission under Sec 62 and for the Generating Stations whose tariff is adopted by the Commission under Sec 63 of the Electricity Act. This order mandates consent of original beneficiary for diverting URS. He added that NRLDC had issued a letter to all concerned for following the Hon’ble CERC order in scheduling the URS power and the same was also discussed in OCC meetings. Subsequently, based on a letter issued by Member Secretary, SRPC highlighting certain difficulties with regard to implementation of the said order dated 05.10.2015 in 310/MP/14, the Hon’ble Commission has, issued an Order dated 18.12.2015 in petition no. 16/SM/2015.

Representative of NRLDC further added that in the meantime, Ministry of Power, Govt of India had notified tariff policy. One of the provision regarding URS under para “6.2 Tariff structuring and associated issues” requires procurer to communicate at least 24 hours before 00.00 hrs of the day when power and quantum thereof is not requisitioned to enable generating stations to sell the same in market. He mentioned that order of the Hon’ble CERC in this regard is awaited.

Members took note of the modified tariff policy by Ministry of Power, GoI including the scheduling of URS power and agreed to take necessary measures in line with the regulations.

• Order in Petition No. 279/RC/2015 dated 10th March 2016 – ordered SLDC to give Power Exchange neutral standing clearances for Open Access.

• Order in Petition No. 16/SM/2014 dated 4th February 2016- directions to Jharkhand Urja Sanchar Nigam Limited to complete all work related with protection system by 31st March 2016.

• Order in Petition No. 007/SM/2014 dated 02nd February 2016- direction issued to streamline telemetry by 31st July 2016 and regular discussion on telemetry in RPC forum.

• Order in Petition No. 420/MP/2014 dated 05th January 2016 – directions regarding LVRT, real-time data, applicability of CEA standards and scheduling and forecasting by renewable generators.

• Order in Petition No. 005/SM/2014 dated 31st December 2015 – directions regarding implementation of ADMS scheme in the states 30.06.2016. CERC has clarified that ADMS Scheme is only for the load management and hence it is different from the defence mechanism scheme (UFR and df/dt).

Representative of SLDC, Uttar Pradesh stated that they were continuously in touch with the DISCOMs to get ADMS Scheme implemented within the stipulated time. He further added that optical fiber connectivity to the respective control centre is required for implementation of this scheme. Till the time, ADMS gets implemented by the DISCOMs, they have decided to partially implement the ADMS at 220/132 kV feeder levels as a short term measure.

Member Secretary, NRPC requested the members to take note of these orders so that the regulations and directions of Hon’ble CERC get implemented within the prescribed time.

B.19 Grid Event Summary

Representative of NRLDC stated that total 49 numbers of multiple element tripping occurred in Northern Region during December-2015 to February-2016. In 20% of the incidences, it was observed that the fault clearance time was more than 100ms; the limit specified in Grid Standards. Being matter of serious concern, all the members were requested to take corrective action in protection system so as to avoid recurrence of multiple tripping in future.

POWERGRID informed that multiple element tripping in Dec-15 to Jan-16 at 400 KV Agra (PG) occurred due to fog. They had taken the corrective action and replaced the porcelain insulators with polymers at critical locations.

TCC expressed concern over high no. of multiple element tripping and non-receipt/delayed receipt of the reports (preliminary, DR/EL, detailed report). Members appreciated NHPC for timely submission of reports.

Member Secretary, NRPC requested members to submit the reports in time in line with the regulations and also take measures to avoid tripping.

SE(O), NRPC stated that fog related tripping had been observed in new areas such as in and around Agra and Jaipur and utilities were advised to replace conventional insulators with polymer insulators in such area. In the light of this, members expressed concern that there was delay in replacement of glass insulators with polymer insulators on 765 k V Agra-Gwalior line by POWERGRID.

Representative of POWERGRID assured that they would identify such area and take necessary steps to avoid tripping on this account.

B.20 Frequency Response Characteristics

Representative of NRLDC stated that in line with the orders of Hon’ble CERC, the Frequency Response Characteristic (FRC) has been calculated for Northern Regional constituents for 20 no. of events that occurred in Apr’15 to Feb’16 period. The summary of the average response for these 20 ev ents was attached with the agenda. Representative of NRLDC stated that actual frequency response was much less in comparison to the desired response. These have been reported and discussed in OCC meetings with a request to all entities to compute and s hare the FRC. However, the response was awaited from most of the utilities.

TCC expressed concern over poor frequency response, particularly from thermal generators.

Members agreed to submit the frequency response analysis to NRLDC/NRPC Sectt. and take the corrective action so as to improve the FRC.

Representative of NRLDC stated that telemetry had not been provided at 3 no. generating stations and 158 no. sub-stations in the region. He expressed concern that in spite of regular discussion on t his issue in TeST sub-committee level, telemetry status was not improving to desired extent.

After deliberations, members agreed to furnish the following information with regard to stations which were yet to be integrated:

a. Availability of communication for the telemetry and t he type of communication available. If the communication is not available then the plan for implementation of the communication system. GRPS system would not be taken as availability of communication for RTU integration.

b. Availability and r eadiness of the RTU / SAS at these stations for integration.

Representative of NRLDC stated that they were not allowing the commissioning till the completion of desired telemetry/communication systems. On the similar lines, SLDCs were requested to ensure compliance to CEA’s Technical Standards and not to allow commissioning without telemetry within their respective state control area. Members agreed for the same.

Further, representative of HPSEB Ltd. opined that SERC’s should also incorporate the aforesaid provisions in the relevant regulations for ensuring telemetry.

It was decided that this issue would further be discussed in detail in the TeST Sub-committee meeting.

B.21.2 Non-reliable telemetry

With regard to reliability of data availability, representative of NRLDC informed that the telemetry from New Wanpoh was under prolonged outage, whereas telemetry availability of Koteshwar, Unchahar, Kotputli, Tanakpur, Fatehabad, Chamba, Jind, Auraiya and Bikaner was very poor.

Representative of THDC stated that telemetry at their end was healthy in all respects. Representative of NRLDC agreed to look into the issue.

Representative of POWERGRID stated that fiber connectivity was not available at Kotputli and Chamba. However, these locations were connected through GPRS. It was noted that GPRS was not a reliable source of communication.

TCC expressed concern over non-reliable telemetry and requested all utilities to resolve the aforesaid issues within the minimum possible time. TCC further

recommended that in case of non-availability of optical fibre or reliable PLCC, leased line shall be used for telemetry. Members agreed for the same.

Representative of NRLDC stated that correctness of data, made available at NRLDC should be further improved and the issues with intermittent RTUs need to be addressed on priority. He intimated that the matter was discussed in TeST sub-committee meeting and the following was proposed:

a. Prolonged outage of data more than 15 days should be analysed for restoration on immediate basis.

b. As substantial time has passed after end to end validation of the data (analog and digital) and several configuration changes has been incorporated to accommodate new elements, it is felt that end to end test could be carried out for all important 220 kV & 132 kV lines and all 765 kV and 400 kV stations to ensure correct mapping of status information, correct measurement and reliability of data in control center. A schedule could be prepared which could be monitored by NRPC level for compliance.

TCC recommended this proposal for approval by NRPC.

NRPC concurred with the recommendations of TCC.

B.21.3 Discrepancy in SCADA and Interface meters

Representative of NRLDC informed that based on the recommendations of the TeST sub-committee, a procedure was approved in the 36th meeting of NRPC held in December 2015 to check the drawal data on weekly basis to ensure continuous validation of SCADA data in real time. Accordingly, weekly reports highlighting issues detected and action taken were to be uploaded on respective SLDC websites and unresolved issues were to be brought in the TeST sub-committee meeting. In spite of follow-up in the 7th TeST sub-committee meeting held on 18th Jan 2016, no SLDC had issued weekly report with detailed analysis of discrepancies in SCADA vs Interface meter data.

TCC expressed concern over non-compliance of NRPC’s decision by SLDCs. It recommended that SLDCs should analyse discrepancy of data in SCADA and Interface Meters on weekly basis w.e.f. 1st week of April 2016 and submit the same to NRLDC/NRPC Sectt.

Representative of NRLDC highlighted the importance of correct digital telemetry for network visualization and State Estimator. He added that digital telemetry was still not made available from five generating stations namely Anta, RAPP – B, RAPP - C, Sree Cement and Uri – I under Central Sector. Further, digital telemetry status was not coming correctly from several sub- stations, which needs immediate attention. He emphasized that NRLDC was facing problem in network visualization and running State Estimator due to non-availability / incorrect availability of digital status information.

TCC expressed concern over this issue and stressed upon need for ensuring digital telemetry. O n the issue of status of digital telemetry which was not coming correctly from several sub-stations, representative of POWERGRID stated that this was due t o integration issue among the different make viz. Siemen, ABB etc. Members were requested to find the ways and means to resolve such issues. Representative of DTL opined that such could be addressed by accommodating the integration issue in the contract document while issuing the NIT. It was decided that matter should be further discussed in the TeST Subcommittee meeting. Representative of POWERGRID opined that Network Management System should be commissioned at NRLDC and SLDCs.

B.23 Spare Converter Transformer at Vindhyachal HVDC

TCC Deliberation

Representative of POWERGRID reported that there were total 08 Nos. of HVDC converter transformers at Vindhyachal HVDC station with rating 3 phase, 400 /30.5 kV, 156 MVA at HVDC BTB with one spare unit. Recently one converter transformer had failed and the repair time for this converter transformer was estimated to be 12-18 months as this was special extended delta type transformer and windings were to be imported from ABB Sweden.

As the station was 25 years old and l ooking at the failures of converter transformers in other HVDC installation, representative of POWERGRID proposed to have one ad ditional spare converter transformer at HVDC Vindhyachal BTB station.

C.7 Balancing of pool for Congestion Charges

TCC Deliberation

C.7.1 Member Secretary, NRPC stated that in 31st TCC & 35th NRPC Meetings held on 8th and 9th July 2015, the issue regarding non-receipt of full congestion charges receivable by constituents as per the accounts issued by NRPC Secretariat was discussed. In the meetings it was decided that a group comprising of members from NRPC Secretariat, NRLDC, NTPC, NHPC and TPDDL would be constituted for exploring options and making recommendations in the matter.

C.7.2 The group had submitted the report wherein following recommendations had been made:

(1) With the existing regulations, the accounting may be done as under:

(i) If payment receivable into a congestion account is more than payables from the congestion account, the surplus shall be carried forward to next congestion account for which due date falls in the same calendar month.

(ii) If payment receivable into a congestion account is less than payables from the pool account, the payables shall be calculated pro-rata and the balance, which cannot be paid, shall be shown separately for each utility. These balance amounts payable to various utilities shall be carried forward to next congestion account for which due date falls in the same calendar month.

(iii) At the end of the month, surplus, if any in the congestion pool account shall be transferred to the PSDF in line with regulatory provisions

(iv) The treatment of balance payable, if any, to various utilities at the end of each calendar month shall depend on the outcome of request to be made by Member Secretary, NRPC to Hon’ble CERC in accordance with recommendation 2 below.

(2) Member Secretary, NRPC may bring to the notice of Hon’ble Commission, in the form of letter addressed to Secretary, CERC difficulties in the accounting of congestion account. The letter may make suggestion that at the end of the month, if there is balance amount to be paid to various utilities from the congestion pool after accounting for the amount payable by various utilities into the pool, such amount may be transferred from PSDF to the congestion pool.

C.7.3 Member Secretary, NRPC further informed that the recommendations were discussed in 30th meeting of Commercial Sub-Committee held on 23.09.2015 and were accepted.

C.7.4 In the 32nd TCC & 36th NRPC meetings held on 23rd/24th December 2015, TCC approved the recommendations made by the group with following modifications:

(i) In case of deficit in congestion pool, the same should be made good from congestion pool of other regions, if they are in surplus.

(ii) Surplus in congestion pool should be d eposited in PSDF at the end of quarter instead of at the end of every month. Within a quarter, surpluses or shortages should be carried forward to next month.

It was also agreed that Member Secretary, NRPC may be authorized to take up the matter with Secretary, CERC, pointing out difficulties in implementation of regulations in present form and to make request for amendments in the light of decisions taken by TCC/NRPC.

C.7.5 During the deliberation in 36th NRPC meeting, it was decided that agenda may be taken up in next TCC/NRPC meeting after obtaining suggestions from utilities.

C.7.6 Member Secretary, NRPC stated that as per decision in last NRPC Meeting, NRPC Sectt. had requested for comments/observations from the utilities. However, no comments were received from any utility.

C.7.7 Representative of NRLDC suggested that National Pool may be c reated which could be maintained by NLDC to facilitate flow from surplus of one region to other.

C.7.8 It was decided to refer to NRPC the recommendations of the group (as para C 7.2 above) with the modifications suggested by NRLDC for its approval.

He further stated that Ministry of Communications & Information Technology vide D.O No. 3(84)/2009-EG. II. (Vol.I) dated 12.11.2015 had advised all Government Department including Centre/States/Public Sector Undertakings to make payment through electronic modes i.e IMPS, NEFT & RTGS. He requested TCC to impress upon all the beneficiaries including HPPC to release all future payment to SJVN through electronic modes.

C.13.2 TCC requested all the beneficiary to release all future payments though electronic mode only.

CTU, POWERGRID representative stated that several proposals were agreed in the 37th Standing Committee Meeting of Power System Planning of NR and a presentation on the same was made. Following schemes were discussed during the meeting:

D.1.1 Evacuation network of Ghatampur (Kanpur) 3x660 MW TPS & Connectivity to Bilhaur(2x660 MW) project of NTPC : -

CTU, POWERGRID stated that following Transmission system was proposed by UPPTCL for Ghatampur (3x660 MW) project of U.P:

(i) 21/765 kV Generator Transformers, 2x1500MVA, 765/400kV & 3x200MVA, 400/132kV ICTs at Ghatampur TPS along with 6-8 Nos. of 132 kV outlets.

(ii) Ghatampur TPS - Agra(UP) 765kV S/c Line - 240 km (with Line reactors of 189 MVAR at both ends)

Representative of CTU, POWERGRID stated that implementation of LILO of Sarna-Hiranagar 220 kV S/c line at Samba (PG) agreed under ISTS, was under implementation after requisite approvals. Subsequently, JKPDD had requested POWERGRID to carry out LILO of 220kV S/c Gladini- Hiranagar section of 220kV S/c Sarna- Hiranagar– Gladini ISTS line at Samba (PG) Substation. Therefore, following was agreed:

LILO of Gladini– Hiranagar at Samba instead of LILO of Sarna – Hiranagar 220 kV line.

Members agreed to the proposed modified transmission scheme.

D.1.3 400/220kV, 2x500MVA, 220/132kV, 2x200 MVA Hardoi Road (UP) substation (Intra state scheme by UPPTCL)

Representative of CTU, POWERGRID informed that during the 37th Standing Committee meeting of Northern Region, UPPTCL proposed the establishment of 2x500 MVA, 400/220kV, 2x200 MVA, 220/132kV Hardoi Road substation through LILO of both circuits of Lucknow-Unnao 400 kV D/c line in view of future load growth.

While agreeing to the proposal, CTU had suggested that considering the future load growth, provision of space may be kept for LILO of both circuits of 400kV Lucknow – Kanpur D/c lines also at Hardoi Road.

CTU, POWERGRID representative stated that to cater to the load demand in Roorkee area, 400/220/132kV Landhora substation was proposed & agreed during the 37th Standing Committee meeting of Northern Region with following transmission scheme:

400/220kV, 2x500 MVA Landhora substation with LILO of one circuit of 400kV D/c Kashipur – Roorkee in stages (With the provision of LILO of second circuit)

220 kV downstream network

125 MVAr Bus reactor at Landhora (PTCUL) substation

Considering that Kashipur - Roorkee 400kV D/c being Quad line, it was proposed that switchgear rating (3150 Amps) of Landhora substation and LILO line should match the capacity of quad line.

It was also informed that the above system is an i ntra-state system of Uttarakhand.

Members noted the proposal.

D.1.5 Reliability issue at Sorang HEP

CTU, POWERGRID stated that during the 36th NRPC meeting, it was addressed that LILO of 400kV Karcham Wangtoo- Abdullapur ckt-2 has been done at Sorang HEP. After commissioning of the LILO, it was observed that capacity of Isolators and Circuit Breakers at Sorang HEP is 2kA only, while 400kV Karcham Wangtoo- Abdullapur is a line with quad moose conductor, with Thermal limit of ~2.5 kA. It was mentioned that during high hydro conditions, flow on Karcham Wangtoo - Abdullapur is in range of 500-700MW and further, in future, both the circuits of 400kV Karcham Wangtoo-Abdullapur are going to be series compensated along with LILO at Kala Amb S/S. After this, flow on bot h circuits of 400kV Karcham Wangtoo- Abdullapur would further increase. In addition, new generating plants are also planned in this

complex. Hence, under N-1 contingency, flow on Karcham Wangtoo – Sorang -Abdullapur would be limited by switchgear capacity of Sorang, irrespective of thermal limit of quad moose conductors. After deliberations, it was recommended that CTU shall take up the matter with Sorang HEP. Accordingly, a letter had been written by CTU to the developer for necessary clarifications.

CTU POWERGRID further informed that subsequently, Sorang HEP had submitted a l etter from ABB and informed that the rated capacity of switchgear equipment is 3150 A.

Members of NRPC opined that from the letter submitted by Sorang was not very clear and after deliberation it was agreed that issue may be forwarded to CEA for verification.

D.1.6 Modification of UITP scheme by PTCUL

CTU, POWERGRID stated that PTCUL is developing integrated deemed ISTS transmission system for evacuation of power from various Central/State/IPP projects. However, due t o non-finalization of land for Pipalkoti substation, the implementation of the system was not taken up by PTCUL. To resolve the issue, the matter was discussed in the 37th NR Standing Committee Meeting and al so i n a s eparate meeting with representatives from PTCUL, THDC, NTPC & CTU held on 18/ 02/2016. During the meeting it was informed that Tapovan Vishnugarh HEP (520 MW) is expected by September’2018 and Pipalkoti HEP (444 MW) is expected by the end of 2019. The status of other projects, planned to be pooled at Pipalkoti substation is uncertain.

Long Term Access:

LILO of second circuit of Moga-Hisar 400kV D/c line at Fatehabad

LILO of both circuits of Moga-Hisar 400kV D/c line at NPCIL generation switchyard

Further, HVPNL had indicated that NPCIL had acquired land for 4*700 MW, whereas LTA & Connectivity application was being made for only 2*700 MW and thus the proposed scheme need changes considering the final capacity of 4*700 MW. CEA had advised NPCIL and HVPNL to discuss and resolve the matter and confirm the capacity for which the evacuation scheme is to be planned by CEA/CTU.

During the 37th Standing Committee meeting of Northern Region held on 20/01/2016, CTU, POWERGRID informed that considering the present financial sanction for 2*700 MW, NPCIL preferred to retain the same applications, rather than making new applications (4*700MW) for which no financial sanction is available. Therefore, NPCIL proposed that power evacuation scheme for GHAVP may be c onsidered based on the earlier application (2*700MW).

CTU, POWERGRID representative stated that two units had been considered in 2020 time frame & studies were carried out. GHAVP Nuclear plant (2X700MW) of M/s NPCIL is in proximity of Fatehabad 400/220 kV substation of POWERGRID. Hence, it was agreed that Connectivity & LTA can be granted at Fatehabad with the above mentioned Transmission system.

In addition, it was proposed that a 125 MVAR bus reactor also be provided at generation switchyard and switchgear equipment be designed with 50 kA fault level.

Members agreed to above.

D.1.12 Connectivity & Long Term Access to M/s Noida Power Company Ltd. for drawl of 500 MW as a bulk consumer in Greater Noida area, Uttar Pradesh.

CTU, POWERGRID stated that the issue of grant of Connectivity and LTA to Noida Power Company Ltd. (NPCL) had been discussed in various Standing Committee/LTA & connectivity meetings, however, the same could not be resolved.

Pursuant to CERC order dated 16/09/2015, NOC was issued by UPPTCL vide letter dated 28-10-2015 in which UPPTCL has indicated that 500MW load of NPCL can be catered to from existing and upcoming system of STU. Based on the NOC from UPPTCL, LTA to Noida Power Company Ltd. was agreed subject to availability of following Transmission system:

G. Noida (765 kV)- Sikandrabad 400 kV D/c (Quad) line

He stated that considering the above, the connectivity granted earlier to M/s NPCL at 400/220 kV G. Noida (new) proposed under ISTS (NRSS-XXXIII) shall be cancelled.

D.1.13 Connectivity to Singoli Bhatwari HEP (99 MW) of M/s L&T Uttaranchal Hydropower Ltd. in Uttarakhand

CTU POWERGRID representative informed that L&T Uttarakhand Hydropower Ltd. had applied for Connectivity for 99MW of Singoli Bhatwari HEP located in Uttarakhand w.e.f 15/11/2017. Commissioning schedule of the 1rst unit is December’17. The transmission system proposed for connectivity is:

LILO of one circuit of Srinagar-Baramwari 220kV D/c line at Singoli Bhatwari Generation switchyard (To be implemented by applicant)

Further, CTU POWERGRID representative stated that Baramwari 220/33kV substation to be implemented by PTCUL may get delayed as the other hydro generations in the vicinity of Baramwari substation are delayed. Accordingly, interim Connectivity to Singoli Bhatwari HEP was agreed as below:

220 kV D/c line from Singoli Bhatwari HEP to Srinagar 400/220/33 kV substation.

LILO portion of the above line may be implemented by the applicant i.e. M/s L&T Uttarakhand Hydropower Ltd. & the remaining portion of the 220kV line to be implemented by PTCUL.

This would allow Interim Connectivity arrangement for Singoli Bhatwari generation and after the commissioning of Baramwari substation, the final arrangement as mentioned above shall be taken up. It was also informed that PTCUL need to sign the Implementation Agreement with the generation developer.

Members agreed to the above proposal.

Member Secretary, NRPC stated that the amended resolution dated 09.05.2008 of Government of India, Ministry of Power regarding establishment of the Northern Regional Power Committee, provides for regular representation for Generating companies other than central generating companies or State Government owned generating companies having more than 1000 MW installed capacity in the region. He further stated that Talwandi Sabo Power Ltd. have informed that it has commissioned 1320 MW (2X660) out of total installed capacity of 1980 MW (3X660 MW) of their plant in Punjab State and r equested for regular membership in NRPC. Accordingly, Talwandi Sabo Power Ltd. would be included as a r egular member of NRPC from 1st April, 2016.

Member Secretary also stated that subsequent to acquiring of Karcham-Wangtoo and Baspa projects by JSWEL, the capacity of JPVL has reduced to less than 1000 MW. Therefore, JPVL will no more be regular member of NRPC. Members noted the proposal.

D.9 Hosting of next meetings of NRPC / TCC

Member Secretary, NRPC stated that taking into account the agreed roster for hosting of meeting, the next meeting of 34th TCC & 38th NRPC, which would become due in June/July, 2016 are to be hosted by J&K.
