Letter from the President

This newsletter should reach you just before you

depart for Beijing. With just a few days to go before

the Convention, and the end of my year as President

of IPLOCA, I would like to take this opportunity

to thank all of our members and friends and in

particular the 2010-2011 Board of Directors, for their

support and commitment during the last 12 months.

Registration for the Beijing Convention was more

than 630 at last count, and we eagerly anticipate our

first major event in China.

Do remember that immediately following the Convention China Petroleum Pipeline

Bureau will host InterPipe, a major pipeline exhibition to take place from Saturday

to Monday, 17 to 19 September. CPP will be providing transportation to the Beijing

Exhibition Center for InterPipe and more details will be available on site.

We have some excellent speakers scheduled, including a presentation on the Great

Wall by an independent researcher who lives in Beijing. The scheduled tours are sure

to offer some amazing photo opportunities and memories.

It has been a busy and fulfilling year, with emphasis on HSE, a new award for

Corporate Social Responsibility, research and new initiatives in training and the launch

of the Second Edition of Onshore Pipelines: The Road to Success.

We have also welcomed many new Regular and Associate Members to IPLOCA and

held regional meetings in Beirut, Paris, Delhi, Munich and Istanbul. More details on

these initiatives follow in this newsletter and are available on our website.

I am grateful to have had the opportunity to serve as your President this past year and

plan to remain in close contact over the next years.

News from GenevaAt press time Secretariat staff members are in the final

throes of convention organisation, and in constant

communication with printers, vendors, hotel and ground

agent, and, of course, with our registered delegates.

The response to this year’s convention in Beijing has been

very strong, with more than 630 persons registered to

attend.

The second edition of Onshore Pipelines: The Road to

Success is in production and we expect it to be available

in Beijing.

Board Meeting Update Istanbul, May 2011The IPLOCA Board of Directors met from 24 to 27 May 2011

in Istanbul. Following are highlights from that meeting.

Health, Safety and Environment Committee:Environmental Indicators

The committee is now collecting Environmental as well

as Health & Safety statistics from the membership. The

deadline for Environmental Indicator submissions was

1 August 2011.

Health & Safety Statistics

We are requesting Road Traffic Accident (RTA) safety

testimonials from our IPLOCA members to see how they

are combating this major issue.

2011 Health & Safety Award

We received a record-breaking 21 submissions this year

for the Health & Safety Award 2011. Individual scoring was

done and the committee met on 21-22 June to make the

final selection.

Corporate Social Responsibility Award

For the first time, this year the HSE Committee will also

award a Corporate Social Responsibility Award, although

we anticipated only a small number of submissions owing

to the newness of the Award.

Training Committee:Training for Operators

Marco Jannuzzi gave a short presentation about Pipelayer

Operator training that could be provided online and

include safety, maintenance, operator stations, pre-op and

operating procedures. The idea is to customise this training

and make it vendor non-specific so that it can be made

available to all our members, irrespective of the brand of

machinery they are using.

HSE Module from PLCAC

The training portion of an HSE e-learning module originally

developed by the Pipe Line Contractors Association of

Canada and the Canadian Government will be customised

for IPLOCA use and will be made appropriate to our

worldwide membership. Negotiations are ongoing.

Research on Pipeline Master’s Degree

A limited number of programmes around the world have

been identified and the information posted at

www.iploca.com.

Site Visits

Interest had been expressed in site visits and we are

exploring the options, currently awaiting confirmation of

permission from TransCanada and to hear from Petrobras

who had expressed interest in inviting some local Brazilian

contractors to such a visit.

New Technologies Committee:Novel Construction

The Novel Construction Spring Sessions were held on

16-17 March with some 30 attendees. Based on that

meeting it was determined that production of a Second

Edition of the Road to Success with additional content was

feasible and should move ahead.

Collaboration with APIA, EPRG and PRCI

Daniel Gasquet, Consultant, has attended meetings with

EPRG. Participation and support of pipeline-related research

is under discussion.

Juan provided a presentation on Plan B Convention options

and timing, in the unlikely event that a currently scheduled

location needs to be changed at short notice. It was decided

to maintain the following locations and hotels in the plan

- 30 Day notice: Geneva

- 90 Days notice: Bali, Dubai, Maui and Monte-Carlo.

Demontration of WIKI for Road to Success:Mustafa Abusalah, Senior Knowledge Management

Specialist from CCC in Athens joined the meeting to provide

a demonstration of a wiki, a collaborative online tool, which

could be used to help with the ongoing development and

progress of Onshore Pipelines: The Road to Success. Part

of the challenge in developing and maintaining such a

large document is the need to work closely with colleagues

around the world.

Collaboration agreement with Tripartite:Daniel Gasquet, New Technologies Consultant, presented

results from the research proposals that have been

analysed and discussed with EPRG and PRCI. Route

Selection and Data Gathering and Lowering-In Stresses

& Mitigation Strategies are two of the topics suggested

by PRCI and discussed. In June PRCI would be voting on

a broad range of projects for further research. The final

decision will be made in September. The Board determined

in principle that funds will be allocated for research,

pending final outcomes from the September meeting.

Member NewsBilfinger Berger: Success Off the Norwegian CoastBilfinger Berger has won another order from the oil and gas

industry. The company will deliver maintenance services

for the BP Group at rigs and stationary tankers, known

as floating production storage and offloading units, used

for the processing and temporary storage of crude oil.

The order relates to three oil and gas fields off the coast of

Norway and has a volume of some EUR 40 million and a

duration of three years. This year the company has already

received major orders worth a total of EUR 370 million for

the maintenance of off-shore plants in the North Sea as

well as the construction of pump stations and tank storage

systems for the American oil and gas industry.

Fluor Selected by BASF as Engineering Partner in Asia & Europe Fluor Corporation has announced that Germany-based

BASF has chosen it as an engineering partner for chemicals

and petrochemicals projects across Asia and Europe. BASF

has awarded Fluor umbrella services agreements in these

regions for undisclosed contract values. The partnering

agreements will cover capital investment projects with

separate service orders throughout Asia and Europe.

Services provided on projects covered by the agreement

will include front-end engineering and design (FEED),

project management services and/or detailed engineering,

procurement and construction management services.

Fluor’s Haarlem office in the Netherlands will lead efforts

for the European partnership agreement and will interface

with BASF’s global headquarters. Multiple other Fluor

operations centers will also be utilized as necessary for

project execution.

McDermott Wins Subsea Contract in MalaysiaMcDermott International, Inc. has announced the award

of a subsea contract to its Malaysian subsidiary for

deepwater offshore engineering and construction, including

transportation and installation of subsea infrastructure. The

award is for the Kikeh Subsea Expansion Project by Murphy

Sabah Oil Co., Ltd. for the engineering, procurement,

construction, installation and commissioning of pipelines

and an umbilical and subsea hardware package.

Engineering work on the Kikeh Subsea Expansion Project

has started and is expected to be completed in the third

quarter of 2012. The Kikeh area is located 120 kilometers

northwest of Labuan, Malaysia, in 1,350 meters of water

and is Malaysia’s first deepwater oil discovery. Murphy,

as Operator, has an 80 percent working interest in the

Kikeh Field with Petronas Carigali Sdn. Bhd. holding the

remaining 20 percent interest.

Petrofac Awarded North Sea Contract RenewalPetrofac, the international oil & gas facilities service

provider, has announced that its Offshore Engineering &

Operations (OE&O) business has been awarded a contract

renewal by Marathon Oil. Petrofac has been working

with Marathon on its North Sea Brae assets since 2005.

Following the delivery of a number of critical projects, the

contract has been extended by a further four years.

Starting in August 2011, Petrofac will deploy its engineering,

construction, operations and maintenance services under

the terms of the new contract. The base scope is valued at

GBP 36 million, although this does not include the value of

any future projects which may get sanctioned.

RSK Orbital’s SnapMap Wins UK Pipeline Industries Guild (PIG) AwardSnapMap, RSK Orbital’s unique online data management

and collaboration tool for creating virtual site visits of

linear assets, has won the prestigious 2011 Pipeline

Industries Guild’s ‘Land-based Pipeline Technology’ Award.

RSK Orbital is an aerial survey and geomatics specialist

providing software and services across a wide spectrum

of business sectors. The award was presented at the 54th

Annual National Dinner and Awards at the Grosvenor

House Hotel, London.

RSK Orbital’s Sara Heath and Alan Macleod receive their trophy

from Les Dawson and Tam Bream (PIG Chairman) at the PIG dinner.

SnapMap is an innovative photographic survey and

geomatics service that combines high-resolution,

overlapping oblique still imagery with a detailed moving

map and third party vector mapping. The online tool

enables project managers and engineers involved in

large-scale linear developments to view, in detail, every

metre of an asset from their desks ensuring that they can

make informed and accurate decisions without having

to travel to a site. Each image is geo-referenced so that

the images themselves act as a map and enable CAD

and GIS data, such as ecology, environmental or network

asset information, to be overlain on the photography. The

tool helps project managers and engineers visualise the

elevation of buildings and structures, and it can measure

distances, find coordinates, calculate feature proximity,

identify landowners and determine population densities.

SLECC Wins Two Pipeline ProjectsShengli Engineering & Consulting (SLECC) received

a Letter of Award from SINOPEC JiangXi Petroleum

Company on 13 June 2011 for survey and investigation

services of Segment III of Phase II JiangXi Oil Products

Pipeline project at a contract value of approximately CNY

3.9 million. Phase II JiangXi Oil Products Pipeline runs a

total 742 km length, consisting of Zhangshu to Shangrao

and Zhangshu to Ganzhou pipelines, six intermediate

stations and terminal and two oil depots. The scope of

work for Segment III awarded to SLECC includes a 425km

length pipeline starting from JiShui county and ending at

Ganzhou terminal and the JiAn and Ganzhou oil depots.

The survey and investigation will be completed at 80

calendar days of contract schedule starting from 20 June.

On 10 June, CNOOC Gas & Power Group awarded SLECC

a feasibility study contract for the YueXi LNG gas pipeline

project at a contract value of CNY 1.8 million. The YueXi

LNG gas pipeline starts from the initial station located at

DongTouShan Island, ZhanJiang City, and terminates at

YangJiang take-off station, measuring a total 270km length.

Gas will be supplied to the YueXi region including cities of

Zhanjiang, Maoming and Yangjiang with their jurisdiction

of counties and urban districts. The pipeline, sizing 9.2MPa

design pressure and 813mm diameter, will be constructed

in two phases, each at a delivery capacity of 2.3 bn cmpy

and 3.7 bn cmpy, respectively. The pipeline system facilities

also include one initial station, three take-off stations,

one take-off / pigging station, 10 block valve stations

(BVS) and four cathodic protection stations involving 12

medium & large river crossings, 15 road crossings and 3

railway crossings along the route. SLECC will complete the

feasibility study within 5 months.

SNC-Lavalin Acquires MDH Engineered SolutionsSNC-Lavalin has announced that it has reinforced its

environmental expertise with the acquisition of MDH

Engineered Solutions, an engineering consulting &

research firm based in Saskatoon, Saskatchewan. In

business since 1980, MDH Engineered Solutions provides

geo-environmental, geotechnical, hydrogeological and

environmental engineering consulting services to the

mining, oil & gas, transportation, utility and government

sectors. The firm has approximately 175 permanent

employees working in offices in Saskatoon, Regina, Prince

Albert and Esterhazy, Saskatchewan, and in Edmonton and

Fort McMurray, Alberta.

Technip’s Expertise in IraqTECHNIP has been awarded a contract by GAZPROM Neft

Badra, to perform a FEED study for the development of the

Badra Oilfield, located in the Republic of Iraq. The client is

Gazprom Neft Badra B.V. (with offices in UAE), the leader

of a consortium with Kogas (Korea), Petronas (Malaysia)

and TPAO (Turkey). Gazprom Neft Badra is acting as the

operator of this FEED study. The Badra oil field is located

in the Wasit governorate, 160 km southeast of Baghdad

City and the development of the field will be split into two

phases. The respective FEED documents shall be submitted

to the Client 4 months (Phase 1: 60,000 bopd) and 6 months

(Phase 2: 180,000 bopd plus associated gas) after the

contract award. The main portion of the FEED study will

be performed by TECHNIP’s pipeline competence center

in Germany. TECHNIP has also been awarded by LUKOIL

MID-EAST LIMITED the FEED for one of the largest oil fields

in Iraq, the Mishrif Oil Field Early Production for the West

Qurna-Phase 2 Development Project. The West Qurna 2

project is part of a field development plan which aims to

produce 1,800,000 barrels of stabilized crude oil per day at

the final stage and the current design capacity for the West

Qurna 2 project is 700,000 barrels per day.

Al Bender retires from Astec Underground/Trencor

Al Bender, the face of Trencor

international sales for many years,

retired from Astec Underground/

Trencor on June 30, 2011.

“Al is well known and widely respected in the trenching

industry,” says Joe Cline, Astec Underground/Trencor

president.

“He has been a tireless promoter and staunch believer

in the Trencor product line and a valuable asset to our

company. We hate to see him go, but we’re also excited

for him as he begins this new chapter in life. We wish him

a long and happy retirement.”

Al’s service with Trencor caps a career spanning more

than 25 years in the trenching business. He joined Trencor

in January 2000 as vice president of manufacturing. He

accepted the role of general manager in 2002 when

president Roger Eve left the company, and he oversaw

the move of the company’s operations from Grapevine,

Texas, to Loudon, Tennessee. He joined the sales team in

2003 where he has served in a number of roles — most

recently as international sales manager for the Middle

East and Asia territory. Al’s replacement has not yet

been named and he will continue to work with Astec

Underground/Trencor on a consultant basis as needed.

Technip Awarded Contract for UK North Sea DevelopmentEndeavour Energy UK Ltd, a subsidiary of Endeavour

International Corporation has awarded Technip an EPCI

lump sum contract, worth around EUR 70 million, for the

East Rochelle development in the United Kingdom North

Sea. The field is located approximately 185 kilometers north-

east of Aberdeen, Scotland in 140 meters of water.

The contract covers full project management and detailed

design, fabrication, installation and pre-commissioning

of 30 kilometers of pipe-in-pipe, flexible riser, free issue

umbilical, subsea isolation valves and manifolds. It also

covers tie-in spools, trenching, backfill and rockdumping

work. Technip’s operating center in Aberdeen will execute

this contract. The pipe-in-pipe will be welded at Technip’s

spoolbase in Evanton, Scotland, while the flexible riser

will be manufactured at the Group’s flexible pipe plant

in Le Trait, France. The offshore installation campaign is

scheduled to be completed during the second half of 2012

and will use vessels from the Technip fleet.

Record HDD for OPAL Gas Pipeline Project In a project owned by WINGAS, Visser & Smit Hanab

conducted two Horizontal Directional Drillings for the

construction of the OPAL natural gas pipeline (Ostsee-

Pipeline-Anbindungs-Leitung/Baltic Sea Pipeline Link). The

HDD’s had to accommodate pipes with a diameter of 56”,

which meant that the diameter of the borehole was 70”

(almost 1.80 metres), a European record. In the eastern

part of Germany, through the provinces of Brandenburg,

Mecklenburg-Western Pomerania and Saxony, a natural gas

pipeline with a length of 470 kilometres and a diameter of

56” has been built. The maximum operational pressure of

the pipeline is 100 bars and it will transport over 36 billion

cubic metres of natural gas per annum. The route for the

pipeline entailed crossing two major waterways: the Dahme

river and the Oder-Spree Canal. Both owner Wingas and

main contractor Bonatti determined that it would be practical

to do this by using horizontal directional drilling despite the

difficult nature of the substance and the presence of rocky

deposits underground. Visser & Smit Hanab was awarded

to conduct the two HDDs with respective lengths of 930 and

760 metres. To enable the gas-carrying 56” pipe to be pulled

in, the borehole was drilled with a diameter of 70” (almost

1.80 metres). Both drillings were successfully completed

within a very short period of time by the end of 2010 despite

the severe winter conditions.

Health, Safety & Environmental CommitteeNew Submission Form for Environmental Indicators

The IPLOCA HSE Committee, under the leadership of

Chairman Adam Wynne Hughes (CRC Pipeline Inspection

Group) has developed a new form for members to submit

details of environmental incidents.

The goal, says Adam, is both to raise awareness of potential

environmental impact and to mitigate these events.

“This is, of course, the first issue of the form. We welcome

feedback on it from the membership to allow the further

development of IPLOCA initiatives on environmental issues

such that we can provide value to the whole membership.”

As with the longstanding Health & Safety Statistics

submissions, all information provided to IPLOCA is, of

course, completely confidential; once statistics are gathered

for the membership at large, only aggregate statistics

are made available. Information requested includes the

number of pipeline project sites covered, manpower

numbers and man-hours worked, along with the type

of incidents incurred by the member company and its

subcontractors. Information on certified management

systems, environmental training and audits is also

requested. The form also asks about the existence of

carbon emission reduction policies and whether or not the

company calculates its carbon emissions. It was distributed

to the membership on 27 June 2011 and at press time

approximately 50% of returns had already been received.

We appreciate and applaud our members’ support of this

new initiative and look forward to receiving the balance of

the submissions. Aggregate information will be published

in an upcoming issue of this newsletter.

Environmental Research Alien Invasive SpeciesOur Associate Member RSK Group plc has been working

with a consortium of oil and gas producers on research into

alien and invasive species (AIS) and the oil and gas industry.

A report was recently published by IPIECA, the global oil

and gas industry association for environmental and social

issues to provide guidance and prevention management.

The definition of an alien species is a ‘species which

becomes established outside its natural range as a result

of human activity and threaten biodiversity’. The oil and

gas industry is not unique in its potential to create direct

and indirect pathways for AIS to become established.

However, it often works in remote areas with little or no

previous human activity, moving equipment, and personnel

between sites and developing large scale linear features

(such as pipelines). Management and prevention of the

transmission of AIS is becoming increasingly important as

the regulators in many countries seek to establish national

laws. Prevention is better than cure, and as eradication is

technically very difficult, prevention is therefore the most

important approach. The guidance document focuses on

prevention approaches for controlling the establishment

of AIS in new areas. Copies of the report can be obtained

The Joy of Potable Waterby Bart De Smedt

Denys’ founder, Edouard Denys,

started laying water pipes in

1923. While the technology may have changed over the

intervening years, the company’s core business is firmly

focused on pipelines and the all-important goal of bringing

water to people who need it.

After working on several sewage treatment plants in

Europe in the nineties, the company successfully tendered

in recent years for a number of projects in the Democratic

Republic of Congo, Niger and Ghana, producing and

transporting potable water for and to the villages and

small and medium enterprises (SMEs).

“We use our own people on projects, rather than

subcontracting everything,” explained Bart De Smedt,

Division Manager Sub Sahara for Denys. “It’s really

important to find the right people to manage the projects.

We employ people who have a positive, hands-on attitude

and who understand and can coach the local workforce

to respect work hours and achieve the quality required

by the contractor and client.” De Smedt is only 40 years

old, but he has been with Denys since graduating from

the University of Ghent with a master’s degree in Civil

Engineering in 1994. While he has a traditional background,

he notes that he has worked with people trained in all

manner of occupations and not necessarily related to

pipeline engineering.

In MemoriamMike Cole

It is with a heavy heart and great

sadness that we tell you Mike Cole

lost his battle with cancer Sunday,

July 17th. He will be greatly

missed by his family, co-workers,

and friends from around the world. His passing leaves a

large gap in the pipeline construction industry as Mike

was a true pipeline veteran having dedicated his whole

life to the industry.

Mike began his career in the pipeline construction

business in the 1960s and worked with Michael Curran

and Associates, Reading & Bates Construction Company,

H&K Construction, Bechtel, Parsons, Gulf Interstate

Engineering, and others. He was a key part of projects

around the world including Abu Dhabi, Yemen, Saudi

Arabia, Uganda, Europe, and the United States. He has

worked with ARB since 1997 as a project manager and

international superintendent on projects in Mexico,

Ecuador, Argentina, Chile, Peru, and the Philippines as

well as many locations in the United States.

Mike is survived by his wife Cathy, two daughters,

one son and their families – Jessica Buchanan, her

husband Dee and daughter Rosemary; and Amanda

McVean, her husband Jeff and sons Carter and Brooks;

Matthew Carter and his special friend Mary Lappe.

Mike will be greatly missed.

“You certainly need welders and people experienced in

earthworks, but you also need people who have a clear

mind who understand a schedule and simple logistics.

The best of our people sometimes have the most

unlikely backgrounds. We have a cook and a footballer

on staff. These are people for whom good organisation,

tight scheduling and timing are everything.” Three times

a month De Smedt travels back and forth from Belgium

to Sub Sahara, ensuring that deadlines are met and

there are no surprises. He is proud that all the projects

in Africa have been on time. But he is particularly proud

when he sees the people in Africa who benefit from the

potable water projects. “When you see the excitement

in the small villages, people lined up with buckets, you

forget immediately the rainy season, getting stuck in

the mud, and all the more serious challenges you had

building the pipeline. You forget immediately – and you

join in the festivities.”

Regional MeetingsIstanbulA regional meeting was held in Istanbul on 24 May

2011, kindly hosted by our Associate Member Borusan

Mannesmann. The meeting took place just prior to the

Board of Directors Meeting, allowing most of the IPLOCA

directors to attend.

The programme included a presentation (posted on our

website) from Emre Engür, Head of Strategic Development

and International Projects Department for BOTAS on the

Current Issues and Future Prospects of the Industry. Guests

at the meeting included representatives from Alarko, Argus

Ltd, Attila Dogan, Borusan, Botas, C.A.T. Group, Caterpillar,

Ecmos, Erciyas, Gulf Interstate Engineering, Limak, Maats,

Max Streicher GmbH & Co., Pipeline Machinery International,

Equipment. The meeting was held in the Borusan Holding

Headquarters, a beautiful nine-storey building known as

the “Haunted Mansion” or “Perili Kösk”, situated next to the

Fatih Sultan Mehmet Bridge. A sympathetic renovation of the

building from 1993 to 2000 maintained its historic façade and

completely modernized the interior to meet contemporary

office standards. Following the meeting, attendees were

given a guided tour of the building and the impressive

collection of contemporary art that is housed there.

In the HeadlinesNigeria’s Oando to Build Gas Pipeline Grid in Africa Nigerian energy company Oando has announced it has

signed an agreement with the Niger Delta’s River state to

expand gas infrastructure in the oil city of Port Harcourt, and

says that it is well on the way to building the largest natural

gas pipeline grid in sub-Saharan Africa. Under the agreement,

Oando would rehabilitate, expand and operate the existing

gas infrastructure in Port Harcourt’s industrial areas. The

pipeline currently has a throughput capacity of 40,000 Mcf/

year. The company did not say what the expanded capacity

would be, but added that it will provide an immediate boost

to its revenue profile starting from August.

Norway Energy Profile: Major Holder of Gas And Oil Reserves In EuropeNorway, the largest holder of natural gas and oil reserves

in Europe, provides much of the oil and gas consumed

on the continent. In 2010, Norway was the second

largest exporter of natural gas in the world, second only

to Russia. In 2010, crude oil, natural gas, and pipeline

transport services accounted for almost 50 percent of

Norway’s exports value, 21 percent of GDP, and 25 percent

of government revenues according to the Norwegian

Petroleum Directorate.

Pipe Manufacturer Closes Units Due to High ImportationThe Sadid Industrial Group has closed down its pipe

manufacturing units in Tehran and Mahshar at the Persian

Gulf due to high importation of pipes, Moj news agency

reported. Hamid Ataii the managing director of the SIG,

speaking to a group of Tehran lawmakers visiting the

factory in Tehran said that gas and oil contractors import

pipes from China, India and Germany instead of using

local capacities. The factory in Mahshar started production

in 2002 with a capacity of producing 350,000 tons of large

diameter gas pipelines and the Tehran unit can produce

100,000 tons pipes for different uses. Ataii noted the SIG

has filed several complaints against the importation.

Iran Signs $10 Billion Gas Deal With Syria, IraqIran has signed a preliminary USD 10 billion deal with Syria

and Iraq to export its natural gas, its latest effort to boost

its energy sector that has been targeted by international

sanctions. Under the memorandum of understanding

signed by the three countries’ oil ministers, a 5,000

kilometer (3,100 mile) pipeline will be built to carry gas

from the giant South Pars field that Iran shares with Qatar.

The gas would move through Iraq, Syria and Lebanon,

to the Mediterranean, with Europe targeted as the final

export destination, according to state television and the Oil

Ministry’s web site, Shana.

Mexican Scientists Use Coconut Oil to Protect Pipelines from RustMexican scientists are developing a coating from coconut

oil to protect pipelines from rust in an effort to find a

replacement for the products currently being imported

by state-owned oil giant Petroleos Mexicanos, or Pemex,

the research project’s director said. The compound is in

the experimental stage, but it “has been shown to be

competitive” against commercial products available in

other countries, such as Great Britain, project director

Jorge Ascencio said in a statement. The project is being

carried out at the Physical Sciences Institute, or ICF, in the

central state of Morelos with the support of the National

Autonomous University of Mexico, or UNAM, the National

Science and Technology Council, or Conacyt, and the

government of the southern state of Guerrero.

Blast on Iran Pipeline Cuts Oil Flow to TurkeyAn explosion has struck a major Iranian pipeline carrying

gas to Turkey and cut the flow of gas, the semi-official Mehr

news agency reported. Majid Boujarzadeh, spokesman for

the Iranian National Gas Company, said the blast took place

in the morning hours near the border crossing of Bazargan.

No one was injured in the explosion. The causes of the blast

were not immediately known and Boujarzadeh said it was

too early to say if it was due to sabotage. He said a group of

experts were investigating and that technicians were working

to repair the pipeline.

controls the pipelines for its oil exports, had declared

economic war against the new African nation by demanding

a transit fee of almost $23 a barrel. This charge would take

up about 20 percent of the value of oil sold by South Sudan.

Syrian Oil Pipeline BombedSaboteurs exploded a bomb on an oil pipeline near the

town of Talkalakh, near Syria’s border with Lebanon, leaving

a deep crater, officials said. The explosion left a crater about

30 feet deep and 50 feet across, causing an undetermined

amount of raw oil to spill into the environment, Xinhua

reported Saturday. Officials speculated the saboteurs

wanted the oil to leak into a reservoir that provides irritation

water so it would destroy nearby agricultural crops.

death of Jean Claude Clouet, who joined SPAC in 1967

as Secretary General and was later President and

Director General until his retirement in 1997. He served
