THUA THIEN HUE
Thua Thien Hue is one of the five provinces in Central Vietnam key economic zone, that locates in a strategic position between the North- South part and lies on the EWEC linking Laos, Thai and Myanmar. With a relatively com-plete infrastructure system, a favorable traffic network together with Chan May deep seaport, Thua Thien Hue indicates its readiness to meet the projects’demands in the province.

INVESTMENT POTENTIALS
Located in North Central Vietnam, Quang Tri province
has some of basic advantages for economic and social develop-
ment. Apart from advantages of 75km long coastline and Con
co island with large fishery, abundant seafood, fishing ports,
Cua Viet port, for marine economic development, Quang Tri
possesses an outstanding advantage about geographical-
economic location- the beginning of EWEC, Lao Bao special
trade economic zone, cultural space for memorial, that are so
convenient for the developing of investment, trade, service and
tourism.
The inauguration of the second Friendship Bridge
linking the Lao province of Savanakhet with Thai Lan’s Mukda-
hat province on December 12th 2006 has marked the opening
of the EWEC route, moreover cooperation for economic devel-
opment of countries in this corridor is reinforced, especially in
tourism development.
The three provinces on the EWEC Quang Tri-
Savanakhet- Mukdahan signed an agreement relating to coop-
eration in tourism development. In particular, the Prim Minister
has recently ratified to add Southest Quang Tri to the system of
Vietnam coastal economic zone as well as My Tho port to the
National ports system. This will be an impressive point in the
EWEC and turn into a turning point in the marine- economic
development in Quang Tri as well as some provinces in Central
Laos and Northeast Thailand.

INVESTMENT POTENTIALS
Khanh Hoa is the province in Central Vietnam economic
zone, with total natural land area of 5,205 km2, large territorial
waters with more than 200 big and small islands. Khanh Hoa has
the 3 parts for the of key economic zone development:
Located in the South, Cam Ranh bay plays an important
role in terms of security and economic development. Cam Ranh
airport, which is at the center of Cam Ranh peninsula, is one of the
few airports having large and long runway in Vietnam today and will
be promoted to become an international airport in the future. Simul-
taneously, after being upgraded and extended, Ba Coi port will
become one of significant ports in the seaport system in Southern
Central. It also creates good conditions for promoting goods
exchanges between Khanh Hoa and other local, international
regions.
Located in the east pole of Vietnam, Van Phong bay is
14km of international water territories, and closes to the crossing of
international navigation routes. Van Phong is a huge bay of more
than 41.000 ha of water surface at the depth of 20-30meters, is
relatively airtight. With these potentials and advantages, the
government has planed and established the bay to become an
international containers entrepôt and multi sectors, and general
economic zone included trade-industry-tourism…Being safe,
airtight, Van Phong international port is convenient for transport by
road, highway, railway, airway. It is able to compete with other
international entrepôt of Singapore, HongKong, Kaohsiung etc…
Nha Trang bay is in the center of economic zone sector,
recognized in the list of the world most beautiful bays. With advan-
tages of position, climate, landscape, its human and cultural foun-
dation, Nha Trang has potentials for developing many types of
tourism activities.

Gia Lai is a highland province that is rich in mineral resource granted by nature beneficial to
develop diversified economic sector. As its own orientation, Gia Lai attaches special importance to the
4 objectives attracting investment: processing of agriculture products, mineral, hydroelectricity.
The biggest advantages of Gia Lai are the two basalt highlands: Pleiku and Ha Nung- occupy

INVESTMENT POTENTIALS
Kon Tum has an important position in the development
triangle of Vietnam- Laos –Cambodia; Bo Y border gate
economic zone, the national route No 40, No24, No 14 through
the province, linking this EZ with the provincial city and Dung
Quat EZ, connecting to other ports in Central Vietnam and
other provinces. This helps Kon Tum become the starting point
for integration, an important entrepôt location on the Interna-
tional Economic-Trade route stretching from Myanmar, North-
east Thailand- South Laos to Highland area, the Central
coastal and the South- east. This is one of the shortest East-
west economic-trade corridor through Bo Y border gate.
Because of its great tourism potentials, in the near
future, Mang Den eco-tourism area will become a remarkable
point on Central highlands green road, among the coastal
provinces and Central highlands and the development triangle
Vietnam- Laos- Cambodia through Bo Y international gate

As a plateau province in South of Highlands, Lam
Dong province is located at 800-1000m above sea level,
lies on three plateaus, and is the source of the seven
major rivers system. Da Lat is a rare city in Southern

Da Nang Hi-tech Park is located to the Southwest of Da Nang city, at Hoa Lien and Hoa Ninh communes, Hoa Vang district, Da Nang city. This Hi-tech Park is 10km from Da Nang International Airport, 15km from Da Nang downtown and 25km from Tien Sa Seaport.In the near future, Da Nang – Dung Quat Highway will be built and will pass by this Park. Therefore the location of the Da Nang Hi-tech Park will be very convenient for transportation.+ The project site mostly consists of cultivation land and hills convenient for land clearance and project construction.+ Da Nang hi-tech park will be supplied with the power from the national grid system through 500KV transmission line. + Da Nang hi-tech park will be supplied with water from the city’s water supply system. It is expected that water will be directly supplied to Da Nang hi-tech park from Cau Do water plant which has the design capac-ity is 120,000 m3/day and night (its currently used capacity is 90,000 – 100,000 m3/day and night).+ Telecommunication system: Da Nang has the international sea cable system SEMEWE3, therefore the infrastructure of telecommunication system and internet of Da Nang hi-tech park is good enough to supply reliable services at low costs. The Da Nang telecommunication network can meet customers’ demand on modern transmission technology.+ Water drainage system of the high-tech park is not available at present. It is expected that storm-water and waste water will be treated before discharging into the Yen River.

Da Nang has abundant human resources. The workforce occupies 50% of the city population. And the number of working-age people having professional and technical skills accounts for 25% of the workforce. There are 14 universities and colleges, 15 professional secondary schools in Da Nang. These schools provide training in many fields including science, technology, IT, economics, business administration, foreign languages and so on. Therefore, investors’ demand on manpower can be satisfied. The city authority will support businesses in building telecommunication networks, power and water supply systems and waste water treatment system in the Hi-tech Park. The city’s authority will be responsible for organising and bearing expenses for site clearance, resettlement for local people in the project area;The city will provide investors with all information related to the project site for their investigation and preparation of the feasibility study and assist investors in implementing legal and administrative procedures to establish their companies and develop their projects. The land lease duration is 50 years and will be extended as stipulated by the law. Pursuant to the Law on high technology, investors building technical infrastructure in hi-tech park are entitled to the highest incentive stipu-lated in the land law for land used for building hi-tech research and train-ing institutions; hi-tech nurseries or hi-tech enterprise nurseries; facili-ties for testing, demonstration of or manufacturing hi-tech products, or provision of hi-tech services; information infrastructure, transport, power and water supply, executive offices and waste treatment system in the hi-tech park.

Breeding advances are applied and accelerated, by which product quality has been improved.In 2009, the meat output reaches up 22.8 thousand tons increasing 2.7% compared with that in 2008. Some models of husbandry farming and advanced industry husbandry with a large scale have been established in the province.
(i) Potential market scale and estimated growth rate - Husbandry development strategy in the agricultural structure is increased from 24.2% (in 2005) to 30% (in 2010), 36% (in 2015) and 40% (in 2020).* Increasing aquaculture outputs from 3,444 tons (in 2005) to 10.500 tons (in 2010), to 14,400 tons (by 2015) and 18,250 tons (by 2020).(ii) Project anticipated advantages compared with competitive contenders:- Project location is in South Dong Ha IZ that is very convenient for traffic, it’s near Dong Ha railway station and national road No.1A, 10 km far from Ho Chi Minh Trail, 80 km from Lao Bao International Border Gate, 15 km from Cua Viet sea-port, 80 km from Phu Bai airport and 120 km from Chan May – Lang Co seaport on the south.(iii) Other potential markets- In the first phase, domestic animal and poultry feeds manufactured shall meet requirements on husbandry feeds of focused breeding districts such as Trieu Phong, Hai Lang, Cam Lo and Vinh Linh.- In the next phase, the project will manufacture additionally feeds for aquaculture of the province and other provinces in the region.

Domestic market(i) Potential consumer characteristics - With plentiful and high quality silica sand resource, this is crude mate-rial for producing glass and ashlar paving stone, but in the province, there is no high-grade glass and ashlar paving stone manufacture plant constructed yet.- Products of glass and ashlar paving stone for construction in the prov-ince are taken from other provinces in the country with high price due to transporting. (ii) Potential market scale and estimated growth rate - Glass is used in construction sector and car manufacture, industrializa-tion of automation field as well as development of tourism and fashion – interior decoration has accelerated use of glass and window glass in Vietnam.- Vietnamese ceramic industry, especially ashlar paving brick and ceramic sanitation tools has developed quickly during the past 10 years. Construction material market is also increasingly developed.- According to research undertook by Vietnamese Porcelain Ceramic Association, within the phase of 2000-2005 construction porcelain ceramic market had been increased around of 10% per year and reached up 20% within 2 years (2006-2007). In Vietnam, construction porcelain ceramic demands was 220 million square meters of ashlar paving bricks and granite stones increasing 25 million square meters in compared with that in 2007.- Outputs of ashlar paving brick increased from 60 million square meters in 2000 to 223 million square meters in 2007 and 280 million square meters in 2008.

The Sibelco company (Belgium) is realizing a research for constructing a silica sand selection and grinding plant. With available sand resource and off-shore gas fuel transmitted to the shore, it will create more favorable conditions for construction of artificial ashlar paving stone manufacture plant. This product is mainly containerized for export. (iv) Other potential marketsThe northern central region, the central region and high land region, etc, are major potential markets. Advantage of location:- The project of cow herd development is in the list of projects calling for investment of Phu Yen province in the period from 2009 to 2020. Pres-ently, Phu Yen hasn’t any project of cow herd development with the scale of industrial farming. The project is implemented in the districts of Son Hoa, Song Hinh, Phu Hoa + Son Hoa is a mountainous district in the west of Phu Yen, bordering on Phu Hoa and Tuy An districts on the East, Gia Lai province on the West, Song Hinh district on the South and Dong Xuan district on the North; Its natural area is 952 Km2, Average population in 2008 is 53.4 thousand people, make up 18.8% area and 6% population of the province, the average population density of 56 person/km2. The District has 14 com-munes and Cung Son townlet is the center of District. Son Hoa district is located among three mountainous districts, bordering on plain and mountain, with the advantageous transportation system: the National Highway 25, the axis along the west, the East of Truong Son road of the nation closed to the boundary to the west, creating favourable condition to expand the exchanges, implement an open economy, and receive the domestic and foreign relation of production and services.
+ Song Hinh district is a mountainous district located in the south-west of Phu Yen province, bordering on Tay Hoa district on the East, Gia Lai province on the West, M'Drac district on the South and Son Hoa district on the North; Its natural area is 885 Km2, Average population in 2008 is 40.85 thousand people, make up 17,5% area and 4.6% population of the province, the average population density of 56 person/km2. The District has 11 communes and Hai Rieng townlet is the center of district. In the area, there are the important lines connecting the District with many areas inside and outside the province and it is also the junction of coastal provinces in the southern central and Highland provinces, creat-ing favorable conditions to exchange goods and co-operate with other areas for socio-economic development through provincial roads DT645, DT 649. In the future when the East Truong Son road through the district completed, the ability to exchange goods with highland provinces is more and more favorable. + Phu Hoa is located in the middle of Phu Yen province, bordering on Tuy Hoa city on the East, Son Hoa district on the West, Tay Hoa district on the South and Tuy An district on the North; Its natural area is 263 Km2, Average population in 2008 is 106.7 thousand people, make up 5.2% area and 12% population of the province, the average population density of 404 person/km2. The District has 8 communes; Phu Hoa district is at the starting point of National Highway 25 connecting Tuy Hoa city to Cung Son town (Son Hoa) and the Highland provinces, near North-South railway, National Highway 1A goes through the district with the length of about 10km, 3km from the south DT 645, 3 km from the South of district, connects National Road 15 to Dak Lak, and 7km from Tuy Hoa airport, Hoa Hiep industrial zone. Therefore, Phu Hoa has favorable conditions to develop and exchange culture, trade with other areas inside and outside the province. - The project is expected to be implemented at Krongpa commune, Son Hoa district or Ea Lam commune, Song Hinh district where are near source of raw materials, has the favorable conditions about the transpor-tation, such as: a Son Hoa bridge linking Son Hoa district with Song Hinh district to create the favorable conditions for transportation of raw materi-als between 02 districts, Truong Son east road line through the moun-tainous districts of Phu Yen province to create the favorable conditions for trading with other provinces, near the raw material area, source of water,… Difficulty of the project:- Investor has to spend large initial expenses to build the systems of traffic, irrigation, water-electricity.- Labours, who serve project, need to be train the skills to do more effective.
Phu Yen is a coastal province in Southern Central Vietnam, facing Binh Dinh province in the north, Khanh Hoa province in the south, the Pacific Ocean in the east and Dak Lak and Gia Lai provinces in the west. The natural area of 5.060 km2. Population of 885,4 thousand inhabitants (in 2008), population density of 175 inhabitants/km2. 1. Enterprise income tax: According to the clause 16 of Decree 124/2008/ND-CP dated 11/12/2008 of the Prime Minister about regulat-ing detail and guiding the implementation of some clauses of enterprise income tax. Enterprise is exempted the tax of 04 years and reduced 50% of payable tax for 09 next years. Time of exempting and reducing tax is counted continuously from the year that enterprise has the taxable income from the project; in the case, enterprise hasn’t the taxable income in 03 first years, the time of exempting and reducing tax is counted from the forth year.2. Import tax: Enterprise is exempted the import tax for the import goods to make the fixed assets of the project according to the regulation at Clause 16 of Decree 149/2005/ND-CP dated 08/12/2005 of the Prime Minister about Detailed Regulation on Law of export and import taxes.3. Cost of land lease:- Exemption and reduction of leasing land: According to the Clause 14 of Decree 142/2005/ND-CP dated 14/11/2005 about collecting money of leasing land and water surface. Enterprise is exempted money of leasing land and water surface for 11 years from the project going into the opera-tion.- Prices of land lease: Clause 12 of Decree 69/2009/ND-CP dated 13/8/2009 of the Prime Minister about Supplementing regulation on the master plan of using land, land price, land revoking, compensating and assisting the resettlement. The land price is issued annually by Phu Yen People’s Committee and applied for enterprises who are implementing the investment project in the provincial area. Investors can choose the way of paying money of land lease yearly or once.

The nutrition from animals has higher quality, absorbed easier than from vegetables. Besides, there are crocodiles, snakes, lizards,… Domestic market: Consumption demand of cow and buffalo meat was increasing highly, requiring the husbandry of beef having to accelerate to meet enough consumption demand. But the number of cow herd has the trend of decrease, partly due to the use of pull by cow is reduce. According to the Center for Informatics and Statistics, Ministry of Agri-culture and Rural Development, in 2008 the national cow herd has about 6.300 thousand cows. The majority of beef is consumed domesti-cally originating from Thailand. Phu Yen markets: According to a survey of Phu Yen Center for Varieties and Livestock Technique, the provincial number of beef sells each year about 30.000 cows, in which 70-75% is supplied to Ho Chi Minh City, is the main consumption markets of the province. Compared to the other meats of cattle and poultry, beef prices are always stable and consump-tion demand is increasing as the favorable conditions to develop beef husbandry.

1. Current status of Vietnam market:
Vietnam economy is developing dynamically and stabil-ity. Market of consuming rubber products in home is large and diverse, especially auto tire and technical rubber products. Because the state promotes the locali-zation vehicle structure (including technical rubber products with high quality), so firms of assembling motor, purchase parts of the intestine vehicle production base in the country , this is a positive sign for the restoration and expansion of market products of rubber industry in the area of the province as well as local and international.
