The Executive Council.

three of them, constitute the Executive Council.The Executive Council, (originally called the Census Board),

have in charge under provisions of the Code, the preparation anddirection of all matters relative to taking the census of the State.

They have charge, care and custody of all property of the State,(where no other provision is made), and provide for the several offi-cers entitled to receive the same, the necessary books, postage, furni-ture, fuel, etc., to enable such officers to promptly and efficientlyperform the duties of their several departments; the accounts for allexpenditures for above purpose, including repairs of State property,as well as other necessary and lawful expenses not otherwise pro-vided for, can only be audited and paid, upon the certificate of suchCouncil.

On the first Monday in March, of each year, the Executive Coun-cil meet for the. purpose of assessing railroad property, includingright of way, bridges, culverts, rolling stock, depots, station grounds,shops, etc., as well as all other property, real and personal, exclus-ively used in the operation of such railways. In assessing a railway

and its equipments, the Council must not only take into consider-ation its gross earnings per mile in the State, but also, the proportionof the business which that part lying within the State bears to thebusiness of the remainder of the line without the State, preparingelaborate tables thereof, from which certified copies are sent out toeach of the ninety-nine county auditors in the State, showing theamount of main track of each railway in his county, and the assessedvalue per mile of the same, as fixed by a pro rata distribution permile, of the assessed value of the whole property.

The Executive Council also constitute the State Board of Equal-ization, meeting for that purpose on the first Monday in July of eachyear in which real property is assessed; at this meeting the abstractstransmitted by the county auditors are considered and the valuationof all real property among the several counties and towns is equal-ized, by adding to the aggregate valuation of each county which theyshall believe to be valued below the proper valuation, or they maydeduct from the aggregate valuation in each county which they shallbelieve to be valued above the proper valuation, such percentage ineach case, as they may deem adequate to place the assessed valua-tion on a proper basis.

The Executive Council also constitute a State Board of Canvassers,meeting for that purpose on the Thursday following the fourth Mon-day after election, at which time a canvass is made of the vote castfor State officers, (except Governor and LieutenantrGovernor), andsuch district officers as provided by law ; no member of the Execu-tive Council, however, shall take part in canvassing the votes forany office for which he is a candidate. Proper abstracts are care-fully made as to the result of the canvass and signed by the Execu-tive Council.

The above are but a few of the arduous duties devolving uponthis, the most important of all the State Boards. Unceasing vigi-

lance must be exercised at all times by them, that the State suffers noloss through mismanagement or otherwise, this, too, in addition tothe duties devolving upon them individually through the naturalchannels of their several State offices.

By an Act of the Seventh General Assembly, approved March31, 1858, the Iowa Agricultural College and Farm was establishedand a Board of Trustees appointed, who, in July, 1859, located thecollege near Ames, Story county.

The college farm consists of about 860 acres, including nearly 70acres which are set apart for college grounds.

Tuition is free to pupils resident of the State six months previousto admission, and over sixteen years of age; each county is entitledto tuition for three pupils.

In the year 1854, the Iowa State Agricultural Society was or-ganized, and in October of that year, held its first fair at Fairfield,and has not failed to hold its annual exhibitions, since its organiza-tion.

For many years the annual fairs were held in different locationswhere most local aid or advantages was assured the society, but forthe past few years the society has continued to hold its fair at DesMoines, and in 1885, that city having subscribed a local subsidy of$50,000, as additional to a similar amount appropriated by theTwentieth General Assembly in aid of the Society, the fair was per-manently located at the Capital city, and large and commodiousgrounds purchased on which to found a permanent home for theannual exhibitions.

The Society holds its annual* meetings in January, the meetingbeing composed of delegates from each local society in the State, atthese meetings the officers are elected to serve for one year, and fivedirectors to serve for two years.

The Society, in compliance with law, publishes a report of its do-ings annually.

The Board of Dental Examiners originated with the NineteenthGeneral Assembly. The act for its establishment provides for theappointment by the Governor of a Board consisting of five practicaldentists, each of five years standing in the State; their appointmentshall be for a term of five years service, They shall hold their meet-ings at least once a year, or oftener if deemed necessary.

Dentists doing business in the State must register with this Board,and persons commencing the practice of dentistry who have not adiploma from some reputable dental college, must be examined andreceive license from the Board.

The act provides for an annual report to the Governor of the do-ings of the Board.

By an act of the Eighteenth General Assembly (1880) 65,000 perannum, or so much thereof as necessary, was appropriated, withwhich to establish and maintain a State Board of Health; the object,duties, etc., being definitely set forth by the provisions of the act.In May of that year the Board, consisting of seven physicians, acivil engineer and the Attorney-General, was organized and enteredupon its work.

The meetings of the Board occur in May and November of eachyear, at the office of the Secretary.

The Board issues a biennial report of its doings, together withsuch information as has been obtained relative to the diseases pecu-liar to the people, as well as the live stock in general, of the State.

The members of the Board are appointed by the Governor, withthe approval of the Executive Council, one each year, and hold theiroffice for a term of seven years.

The secretary and assistant are elected by the Board.Chapter 104, laws of 1886, requires all persons practicing medi-

cine or surgery in the State of Iowa, to procure a certificate fromthe State Board of Examiners. Three kinds of certificates areissued: A, to those holding diplomas from medical colleges in goodstanding; B, to those who have practiced medicine in the State forfive years prior to the passage of the act, three of which must havebeen in one locality, and C, to those who have passed a satisfactoryexamination before the Board.

CAPITOL COMMISSIONERS.

(Office abolished by the Twenty-First General Assembly, 1886.)

The Twelfth General Assembly (1868) passed an act providingfor the erection of a new capital building, and at the following ses-sion an act which provided for the election by the Legislature of aboard of nine capitol commissioners under whose direction and man-agement the work should be carried, forward, and on the 23d day ofNovember, 1871, the corner stone was laid by them, Governor Mer-rill, president ex-officio of the board, officiating.

The Fourteenth General Assembly re-organized the board underthe provisions of chapter 35, laws of 1872, and under the new regu-lations a new board was appointed which, with the exception of Mr.Fisher who was succeeded by Mr. Foreman, and Mr. Piquenard,architect, succeeded by Messrs. Bell and Hackney, have been con-tinued until the present time.

The capitol building was dedicated with appropriate ceremonyJanuary 17, 1884.

The College for the Blind is one of the oldest among the manyState institutions, having been originally located at Iowa City, thencapital of the State, in April, 1853, where it remained until July,1862, at which time it was removed to its present location at Vinton,Benton county.

During the term of its existence it has received over five hundredpupils.

Ten thousand dollars per annum is appropriated as salaries of the•officers and employes, besides $40 per quarter for each pupil, to meetgeneral expenses.

The trustees are elected by the General Assembly for four years,three at each regular session.

The library consists of about 2,500 volumes, about one-half ofwhich are of the embossed or raised letter pattern.

The building: is very commodious and well adapted for the pur-pose; in construction it is about three hundred feet in length by sixtyin width, and four stories high.

The Twentieth General Assembly (1884), appropriated $150,000toward building an additional hospital for the insane. The act pro-vides for the appointment of a Board of Commissioners consisting ofthree persons who shall as speedily as practicable after their appoint-ment, determine the location of, and purchase a site for the erectionof suitable buildings, in the south-western part of the State, the sitefor such hospital to consist of not less than three hundred andtwenty, acres of land.

The Commissioners were empowered to procure and adopt plans,specifications, estimates, etc., for the erection of buildings upon theplan known as the " cottage plan,"' they to be substantially fire-proof-and of brick. For the successful carrying out of said plans theywere to employ a competent architect and superintendent of con-struction.

Clarinda, Page county, was selected as the location of such insti-tution, and on July 4, 1885, the corner stone was laid for the build-ing with proper ceremony.

medicines and poisons. One of the provisions of said act was forthe appointment \>y the Governor, with the advice of the ExecutiveCouncil, of three persons from among the most competent pharma-cists in the State, who shall be known and styled Commissioners ofPharmacy. *

Members of the Board are appointed for a term of three years, onemember each year. Every person who shall desire to conduct thebusiness of selling at retail, compounding or dispensing drugs, etc.,for medical use, must first be examined by said Board and theirnames registered in a book kept by the Board for that purpose, show-ing also his residence, together with the date of issuing certificate.

Graduates in pharmacy from an incorporated college or school ofpharmacy that requires a practical experience of not less than fouryears before granting a diploma, may be registered without examin-ation, upon payment of two dollars.

The Nineteenth General Assembly passed an act to create a StateEducational Board of Examiners and to encourage training in thescience and art of teaching. The Board shall consist of the Super-intendent of Public Instruction, the President of the State Univer-sity, the Principal of- the State Normal School, and two persons ap-pointed by the Executive Council (one of whom shall be a woman)for terms of four years, and are not eligible for reappointment.

The board shall hold annually at least two public examinations ofteachers; they must keep a full record of their proceedings and a

The Sixth General Assembly by an act approved January 28,1857,provided an appropriation of $250 to be expended in collecting, em-bodying, arranging and preserving in authentic form, charts, books,pamphlets, maps, manuscripts, papers, etc., relative to the history ofIowa, to secure from oblivion the memory of its pioneers, to obtainand preserve the- stories of their exploits, perils and hardy adven-tures ; to secure facts and statements relative to the history of ourIndian tribes.

The Fourteenth General Assembly reorganized the Historical Soci-ety, raising the number of curators to eighteen, nine to be appointedby the Governor and the same number by the Society, to hold theiroffice for a term of two years.

The Eighteenth General Assembly increased their annual appro-priation to $1,000.

Annual meetings of the Society are held the last week in June.

The Society received its first annual appropriation of $800 fromthe State in 1868, which annual amount has since been increased to$1,000.

The object of the Society is the promotion and encouragement ofhorticulture and arboriculture in Iowa, by the collection and dis-semination of practical information regarding the cultivation ofsuch fruits, llowers and trees as are best adapted to the soil and cli-mate of the State.

The Society publishes lists of fruits as well as trees for timber orornament, best suited to growth in this State.

In order to facilitate the work the State is divided into twelve dis-tricts, each having its own director, and holding its own meetings,and it is the duty of the directors to report to the Secretary of theSociety.

The Society publishes an annual report full of interest and val-uable papers.

The Fifth General Assembly by an act approved January 24,1855,established the above named institution.

Edward Johnson and Dr. C. S. Clarke were appointed a commit-tee to' locate and erect suitable buildings. Accordingly work wascommenced late in 1855, under the superintendence of Mr. Winslow,from .plans furnished by Dr. Bell, of Boston. The buildings de-signed to accomodate three hundred patients, are constructed of cutstone and consist of a center building four stories high, with wingsextending from its east and west sides, each three stories in height,the whole covering an area of 50,000 superficial feet.

January 24, 1855, the General Assembly appropriated for the pur-chase of grounds, J4,425, also $40,000 for the buildings The insti-tution received small amounts from time to time from the Saline landfund.

The Twelfth General Assembly passed an act permanently estab-lishing an additional institution for the care of the insane at Inde-pendence, Buchanan county, making for that purpose an appropria-tion with which to commence the work.

E. G. Morgan, Maturin L. Fisher and Albert Clark were appointeda commission to superintend the erection of suitable buildings.Upon the death of Mr. Clark, a year later, George W. Bemis wasappointed to fill the vacancy.

The bill required a donation of 320 acres of land, which was soonprovided and the buildings in process of erection under contract toDavid Armstrong, of Dubuque, according to the plans submitted byS. B. Shipman, of Wisconsin.

The Improved Stock Breeders' Association has, as its name im-plies, for its object the improvement of Iowa live stock.

The Association was organized in 1874, and has been in successfuloperation ever since. They make annual reports through their sec-retary, showing opinions and experience of prominent stock raisersthroughout the State.

The General Assembly by an act approved March 31, 1868, estab-lished the Iowa Reform School. A board of trustees was appointed,and in September of that year the lease of suitable buildings atSalem, Henry county, was effected and the school opened for the re-ception of pupils..

The Fourteenth General Assembly made an appropriation for theerection of suitable buildings, which were afterward located atEldora, Hardin county.

In 1879, buildings and grounds were purchased at Mitchellville,Polk county, and a girl's department established.

The design of the institution is the reception and reformation ofjuvenile offenders of the law, by a systematic course of moral andphysical training under such restraint as may be deemed necessary.

The Twentieth General Assembly changed the name from ReformSchool to that of State Industrial School,

The institution for the deaf and dumb was established at IowaCity by act of the Fifth General Assembly, approved January 24,1855. A board of seven trustees were appointed, and Mr. W. E.Ijams made principal of the institution.

The Eleventh General Assembly in 1866 passed an act perma-nently locating the institution at Council Bluffs. At the next Gen-eral Assembly a small appropriation was made to repair the leasedbuildings, in which the school had found a lodgment, and a commis-sion was appointed to locate a site for new buildings and to super-intend their erection. The commissioners accordingly selected aboutninety acres near the south limits of the city, and adopted a plan forthe buildings. The main building and one lateral wing was com-pleted in 1870, and immediately occupied by the school.

The trustees are elected by the General Assembly, one at eacheach session, and hold office for a term of two years.

The Asylum for Feeble-Minded children was established by anact of the Sixth General Assembly, and Dr. W. E. Robertson, J.W. Cattell and A. J. Russell, constituted its first board of trustees.Dr. O. W. Archibald, of the Mt, Pleasant Hospital for the Insane,took charge of the new institution as superintendent in July, 1876.The buildings formerly occupied by a branch of the Soldiers' Orphans'Home, at Glenwood, Mills county, having been refitted and thegrounds put into proper condition by a judicious use of a very lim-ited appropriation from the State. The institution was formallyopened and received its first pupils in the fall of 187(3.

Children and youth, between the ages of five and eighteen, resi-dents of the State, who, through deficient intellect, are unable toacquire an education in common schools, are entitled to receiveproper training in this institution, free.

By act of the First Territorial Assembly approved January 25,1839, the Governor was authorized to draw $20,000 which had beenappropriated by Congress July 7, 1838, for public buildings in Iowa.The bill also directed the appointment of two directors, who should,on certain conditions, locate and direct the building of a penitentiaryat Fort Madison. J. S. David and John Claypool were appointedsuch directors, and a tract of ten acres of land having been deededto the State. Amos Ladd was appointed superintendent of build-ings June 5, 1839, and a building with capacity for one hundred andthirty-eight convicts, and estimated cost of $55,900, was at oncebegun, and the main buildings and warden's house completed late in1841.

Labor of the convicts is let out to contractors who pay the State astipulated sum for services rendered, the State furnishing shops,tools, machinery, etc, and necessary supervision in preserving order.

selected a site consisting of fifteen acres donated by the citizens ofAnamosa, Jones county.

Work on the building was commenced late in 1872, from plansfurnished by L. W. Foster & Co., architects, and is a model of beautyand convenience. It is 434 feet front by 300 feet deep, embodyingtwo cell wings containing 496 cells, each cell being four feet sixinches by eight feet. There are several large work shops, warden'shouse, dining room, kitchen, laundry, etc., all laid up in a most sub-stantial and workman-like manner from stone quarried near thespot, and the labor chiefly executed by convicts.

The wardens appointthe deputy wardens, clerks, chaplains, and guards, and with theconcurrence of the Governor, the physicians, and, on nomination ofthe physicians, appoint the hospital stewards.

The Twenty-first General Assembly created an institution to beknown as the Iowa Soldiers' Home, and the sum of $75,000 wasappropriated for the purchase and preparation of grounds, and forthe erection and completion of suitable buildings and fixtures; alsothe further sum of $25,000 for the purpose of maintaining such homefor the year 1887.

The object of the institution was to provide a home and subsistsence for all honorably discharged soldiers and sailors who had servedin the United States army or navy, and are disabled by disease,wounds, or otherwise.

The act provided for the location of the Home, by the Twenty-firstGeneral Assembly, but that body having met in joint convention,April 2, 1886, in the Hall of the House of Representatives, and castsixty-one ballots, dissolved without choice of location, and a fewdays later passed an act that said Home should be located by a com-mission appointed by the Governor, said commission to consist of one

member from each congressional district, no more than seven ofwhom should belong to the same political party, and no one of whomwas to be a resident of any county in which was located any localitya candidate for the location of said home, or of any county in whichwas already situated a State Institution.

In compliance with the provisions of this act, Governor Larrabee,five days later, appointed the following committee: M. M. Walden.N. V. Brower, D. J. Palmer, H. E. Griswold, A. W. Swalm, D. F.House, R. M. Smith, J. R. Caldwell, T. J. Anderson, C. C. Bradleyand Chas. Sweney. This committee having visited the different lo-cations competing for selection, met, and by ballot designated Mar-shalltown as the proper location.

The general supervision and government of said Home, is vestedin a Board of Commissioners consisting of six members appointedby the Governor, with the consent of the Senate, not more than fourof this Commission shall belong to the same political party, and notwo from the same congressional district. No compensation can beallowed any member of the Commission, otherthan President, Treas-urer and Secretary, save their actual expenses, except a buildingcommittee of two, whose duty it is to visit the building at least oncein two weeks during construction.

The contract for the erection of the buildings have at this date,been let, and it is proposed to push the Home toward completion asrapidly as consistent.

Applicants for admission, unless having served in an Iowa regi-ment, or was accredited to the State, must have resided in Iowa threeyears next preceeding application for admission,

SOLDIERS' ORPHAN'S HOME-DAVENPORT.

October 7, 1863, a number of prominent and patriotic citizens ofthe State met at Muscatine and organized a society, the object ofwhich was to devise means for the support and education of orphanchildren of Iowa soldiers.

The society was organized by the election of a president and onevice-president from each congressional district, a secretary and boardof trustees.

At a meeting held in Davenport, 1864, it was decided to immedi-ately lease a building, employ a steward, solicit donations of furni-ture, etc., and commence the reception of children. A committeewith Mr. Howell, of Keokuk, as chairman was appointed, wholeased a large building in Van Buren county and employed Mr.Fuller as steward.

On July 13, 1864, the institution was opened for the reception ofchildren.

The Eleventh General Assembly (1866) assumed control of theinstitution, providing a special fund for its maintenance and other-wise provided for its management, and the institution was removedand permanently located at Davenport.

The trustees are elected by the General Assembly, in joint con-vention, at each regular session, and hold office for two years.

The Sixteenth General Assembly established at Cedar Falls aschool for the special training of teachers for the common schoolsof the State.

It was provided that the board of trustees for the Soldiers' OrphanHome at that place should deliver over all buildings, grounds andpersonal property belonging to said home.

The trustees of the Normal School were authorized to make suchimprovements and change in said property as they may deem neces-sary to adapt the same for the use of said school. To meet the ex-pense of such change, as well as salaries of teachers, contingent ex-penses, etc., an appropriation of $14,500 was made.

The management of the school is under the direction of a boardof directors consisting of six members, no two of whom shall befrom the same county.

The directors are elected by the General Assembly, in joint con-vention, and two members are elected at each regular session.

Students signing a declaration of intention to teach in Iowa, andthat they propose following teaching professionally, may receive in-struction free.

The University is perhaps the oldest educational institution inIowa, Congress having as early as 1840 authorized the setting asideand reserve from sale certain lands in the territory of Iowa for theuse and support of a University within the said territory. Thisgrant comprised over 46,000 acres, and the amount realized from thesale of these lands has largely increased by additional appropriationsby the Legislature.

The First General Assembly took action in regard to the locationof the University, and a board of trustees was appointed. Nothingdefinite, however, was accomplished until 1855, when the institutionwas opened for the reception of pupils. In 1856 the University wasre-organized, and was by law permanently located at Iowa City, theold capitol building having been donated for its use.

In 1868 the law department was opened.In 1870 the medical department was established.The regents are elected by the General Assembly in joint conven-

tion, for six years, one-third being elected at each regular session,one member to be chosen from each congressional district.
