IBA PRESIDENT’S MESSAGEPrez Message

Good Summer to all. I have caughta few fish but the Turkey huntingproved to be very uneventful. Asalways, I didn’t hunt as much as Iwould have liked but there wasnothing to encourage me to gomore. I never did get a Tom (or aJake) in front of me and heard veryfew indications that they werearound. Very disappointing afterseeing several Jakes last year. I

know some folks have done very well so congratulationsto those who were successful.Legislatively next year it looks like we may have both apush to fund the Natural Resources and OutdoorRecreation Trust Fund as well as doing something on theCWD front (finally I hope). It seems the Governor maynow not be entirely opposed to the 3/8 of a cent sales taxincrease if taxes can be reduced somewhere else tomake it neutral. We now have CWD in five areas of theState with the discovery of a positive test on an Elk on a

Hunting Preserve in Pottawatomie County. Four of thepositive test areas can be directly attributed to thetransport of tame cervids in the State.It’s Fall Festival time. Details are in this issue so pleaseread about everything. This is one of the largest shoots inthe State with 600 plus shooters. Many of the shots havemultiple targets which can make for interesting shooting.We will have a Board meeting Saturday evening. As withall board meetings, it is open to all members so stickaround for it. There also will be separate raffle drawingson Saturday afternoon and Sunday afternoon which givesour Saturday shooters an equal chance to win somethingif they stay for the drawing. There will also be door prizesas always. If you have never been, plan on attending. Ifyou have been there before, please come again. It willalso be the third leg of the IBA shootout for those whoare participating in it. We always have a good time so Ihope to see you there.

We’re going to celebrate being around for 50 years! A lot ofground has been covered from a vision of a few bowhunters totoday’s well-recognized and well-respected Iowa BowhuntersAssociation. DNR NEWSThis DNR NEWS page is designed to give our memberssome insight on what our Iowa DNR is doing and planning byincluding an article in each issue or by answering questionsfrom our membership. All questions can be sent to me

(Larry Krohn, [email protected]), and I will forwardthem to Willie and Tom. Both the question and answer will bepublished in the same issue. Names will not be included inthe questions.

The only update I have is that the DNR and theNatural Resources Commission is moving forwardwith establishing the rule for resident countyantlerless quotas. On Tuesday, June 14, wepresented the Notice of Intended Action to theAdministrative Rules Review Committee (House-Senate subcommittee), which retains the samecounty resident antlerless quotas from last year,based on the consensus from the Deer AdvisoryCommittee meeting. The final rule will likely bepresented to the Administrative Rules ReviewCommittee later this summer.We continue to keep a close eye on diseases thatmay impact the deer herd. The DNR will again besampling deer for Chronic Wasting Disease this fall,and we ask that the location of any suspected reportsof Epizootic Hemorrhagic Disease be submitted tothe DNR.Through the spring and summer, we continued toassist with Iowa State University’s (Associate

Professor Julie Blanchong) two deer researchprojects. Patrick McGovern is a Master’s student atISU leading a three year fawn survival study. DuringMay and June the DNR assisted with the second yearof fawn search efforts. Twenty-three fawns wereradiocollared this year near Ledges State Park, andthey are currently being remotely monitored forsurvival and habitat selection. The other ISU projectthat is getting started is a regional antler study acrossIowa. Objectives for this research project arecurrently being discussed, and a Master’s student isset to begin this summer.As always, I welcome any comments in regards to ourdeer management program as we strive to maximizerecreational opportunities and mitigate negativeimpacts of deer, while retaining a sustainable, healthydeer population.I hope all else is well,Andrew

FALL FESTIVAL2016 IBA Fall FestivalFall Festival dates are set for Aug. 5, 6, and 7 at Pine LakeArchers club grounds just north of Eldora, IA. We areALWAYS looking for volunteers to work registration,merchandise, raffles, novelties, course setup/teardown, andother general things that need to be done. Please contactany board member about helping out (see IBA relatedinformation in the Iowa Bowhunter newsletter or click on theBoard of Directors tab on the website for contactinformation). Please volunteer; we need your help.

Come out and enjoy the archery shoot with its many groupshots and unique setup on each target. Some of these youwon’t see anywhere else but here. They do a fantastic job ofsetting this course. Let registration know if you like it orwhat can be improved. There’ll be seminars, good food,archery vendors, and plenty of fun for everyone. The rangeand novelties will be open to the public on Friday.

Refer to the agenda for what’s happening throughout theweekend and associated time frames. Stop and visit withthe vendors; and of course, all IBA merchandise will be onsale throughout the weekend (don’t forget the coupon in thelast Winter issue of BH). So we’ll plan on seeing you there.

We have high hopes that our second NASP 3-Dtournament held on Friday, August 5 will be bigger andbetter than last year. We have expanded this to include botha line shoot and a 3-D shoot. This has the possibility togrow into something special for everyone as it gives theseyoungsters a change to get outdoors and compete insteadof just shooting indoors at a paper target. They can alsoenjoy all the excitement that we’ve come to know about theFall Festival over the years.

The IBA is looking for any club that is interested in takingover the novelty area. That means they will be responsiblefor setup, operation, personnel, and cleanup; with allproceeds going to the club that is operating it. This is beingdone to bring in new ideas and to alleviate some of theworkload of the IBA board members as it takes a lot ofpersonnel to accomplish the Fall Festival shoot.

The IBA can give the club guidance on how to operate thenovelties from past experience, and also requires someonein the club be an IBA member. One prize will be providedby the IBA to be given away, and safety must be a highconcern. Please contact any board member if interested.

Fall Festival Course Rules* All shooters must have scorecard to be on range.Range will be monitored.* Shooters may shoot multiple classes.* Binoculars allowed, but No Rangefinders.* Must shoot team score round first. Names of Team Shoot members must be turned in before anyone shoots.* Each person can only have one scorecard on the course at any given time.* All competitive shooters must have a minimum of 3 shooters in their group.* Scorers will sign cards after round is completed.* Anyone not following the rules will be disqualified.* The 12 ring will now be marked as 12 on scorecard.* Crossbows allowed according to Iowa DNR rules.* Shooter is responsible for their scorecard and being placed in correct class. * 5 members per team* No entry fee - benefit for being in a 100% club.* All team members must be members of the same 100% club* Members may shoot in any class - handicapping system is in effect to level the playing field.* Handicap numbers will not be released until all score cards are turned in.* Team must be registered with all names and classes beforeanyone shoots course for the first time.

* Only your first time through the course is eligible for team shoot score - reshoots are not allowed to be counted towards this team score.* Clubs may have more than one team but each person can only be on one team* Awards for all individuals on 1st, 2nd and 3rd place teams* Results announced at trophy ceremony Sunday afternoon at the Fall Festival

Fall Festival General Rules and Information* You MUST let groups shoot through if you are slower than they are.* Competitive shooters scorecards MUST be in by 2 pm Sunday. NOTE: (Allow a minimum of 4 hours to shoot, plan accordingly)* Keep groups to 5 people maximum.* Meadow range closes at 2 pm and Timber range closes at 3 pm on Sunday to begin target removal.* Neither the Iowa Bowhunters Association or the Pine Lake Archers are responsible for stolen or damaged property or other losses.* Parents - You are responsible for your children. Keep them off the course after dark. There has been too much target damage in the past during the night. Some of these animals cost up to $1000.* Saturday night dinner with all the fixins at the clubhouse.* Courses are under surveillance.* General door prize drawings will have tickets drawn and placed on item throughout the weekend. Be sure to check often.* Novelty and raffle drawings on Saturday and Sunday (show ticket to win).* Clean up your camp area before leaving. Pick up all litter, replace sod for fire pit, take home extra firewood, etc.

FALL FESTIVALVandalism at Fall FestivalWe can no longer tolerate this. The last few years, several expensive targets have been vandalized. TheFall Festival has always been about families camping and having a fun weekend. We have had young kidson the course after dark that seem to think it is funny to destroy $500 to $800 targets.

As in the past, security will be tightened this year and no one is allowed on the range when the course isclosed. (Those infrared trail cameras will work quite nicely on the range also.) Parents please don’t let oneof your kids have their photo taken doing something stupid. Sheriff will be called. You will be responsiblefor all damages done and may be asked to leave.

The IBA & PLA are not responsible for any items lost or stolen.

Fall Festival CleanupThe Fall Festival is great time to enjoy the outdoors, camping, shooting, archery talk, and seeing friendsfrom across the state. The weekend is made possible through Pine Lake Archers and IBA volunteers.They like to see everyone having a good time. At the end of that good time though, everyone goes backhome; and unfortunately, some leave behind a mess that Pine Lake and the IBA has to clean up. Soplease, before you leave, pick up all your trash, replace sod that was dug out for fire pits, take home allleftover firewood; then pick up your neighbors’ stuff they left behind too.

Volunteer Four Hours Of Your TimeIt takes a lot of time and effort to organize and operate the Fall Festival. Without the participation of themembership, the workload increases greatly on the ones that do volunteer. All we ask is for you to donatefour hours of your time to help out somewhere during the weekend. There’s just not enough boardmembers to take on the entire load. The area reps are required to help out at both the Spring Banquet andthe Fall Festival, but seems we only get a few of them to do their part also. Please call any board memberto volunteer.

As for the ones who do volunteer, thank you very much; this leaves a little for a few others to enjoy theweekend also. We understand that people help run their own clubs throughout the year and like to justrelax and enjoy the Fall Festival, but your board members belong to other clubs also.

BONKERS WORLDHave you ever just been angry at the world? Perhaps you made amistake that came back to bite you in an unmentionable place andthings that are outside of your control just seem to conspire against you.You are mad, you are frustrated and your outlook on life is, well,unpleasant. Even the slightest annoyance is yet another turd in youralready full bucket of poo.

Such was my experience for the start of the second turkey season. Firstseason was great. I had set my blind up the night before in a great spot.My plan was to leave it there for all four turkey seasons. Openingmorning found me in the blind before fly down, which for me is a prettybig deal.

I’m not a morning person. Not even close. Even though sunrise in thewoods is something magical, so is getting an extra hour or two of sleepin a quiet cabin. There are no extrinsic sounds, there are no outsidepulls on my time, there is just me, a comfy sleeping bag and peace.Unless, of course, the cabin is full then it’s a night full of enduring otherssnoring, flatulence and micro sized bladders.

I was only able to hunt until noon on opening day. I didn’t mind thoughbecause I’d be back in a couple of days to hunt the second seasonopener. The group that allows me to hunt with them has a two yeartradition; they have an evening social the night before the secondseason opener. You say two years does not a tradition make? Well,you’d be correct.

For many years the traditional evening social was held the night beforeopening day which is always a Monday putting the evening social onSunday. In an effort to use less vacation time and gain more days tohunt the group changed from hunting first season to second seasonwhich always opens on a Friday. This move necessitated a concurrentmove of the evening social to Thursday.

Here is where I made the aforementioned mistake. When I wasapplying for vacation I incorrectly remembered the evening social to beon Friday and not Thursday. I asked for and received Friday off. By thetime I figured it out it was too late to try and get Thursday off. Thatrealization made me grumpy.

All was not lost. If I got off work on time Thursday I could still make theevening social. This is when forces outside of my control conspiredagainst me. Thursday the work kept coming in all afternoon. Now I wasbeyond grumpy and getting just a bit mad. Afternoon soon becameearly evening and now I was angry, angry at the world, angry at thesituation but mostly I was angry at myself for creating the situation in thefirst place.

I was finally on my way home at about 2100. For a fleeting moment Ithought about driving the two hours to the cabin just to say I made it tothe social to keep the tradition intact. Nope. Just couldn’t do it. I’d rathershow up a day late and angry than risk outside forces conspiring againstme further by giving me a deer for a hood ornament.

When I got home my wife was ready for me with pizza and a goodbeverage. She knew I was going to be grumpy. I ate the pizza, drank thebeverage and vented. She listened intently and simply reminded me itwasn’t my job that was making me angry; I was experiencing the ageold conflict between responsibility and recreation. To which I replied“Recreation? The evening social is much more than recreation.” Whichgot me the eye roll.

The next morning I was still angry at the world. Perhaps the older I getthe harder it is to let things go. I put my gear in the truck and headednorth. I stopped on the way and got a soda or something. I put thechange in my pocket. I arrived at the cabin and it looked like the

evening social had been quite, uh, socially successful but maybe notsocially acceptable. I think my anger-o-meter ticked up another notch atmissing the redeeming qualities of the evening social.

I sat in the cabin for a few minutes then headed to my blind. Iremember thinking on my way up the “hill” how many climbers hadperished on Mt. Everest this year. I stopped to catch my breath andnoticed I had stepped in coon poop somewhere along the way. Onemore tick up on the anger-o-meter.

I was just about to summit the “hill” and I heard a couple of turkeys takeoff close by. Another tick up on the anger-o-meter. When I got to theblind I put out my decoys. It was late enough in the day, around 1300,that I didn’t think I’d see anything so just to try to have a little fun I putout an old tried and true Pretty Boy and Pretty Hen. I also put out anunproven, to me anyway, jake and another receptive hen. I thought tomyself it looks like a turkey orgy. That made me laugh just a little sodown a tick on the anger-o-meter.

Then I noticed I had left the change in my pocket from the soda. I knowthis sounds silly but the sound of change jingling in my pocket remindsme of guys that have a pocket full of change or keys or whatever andthey just have to run their fingers through it making an incessant jinglingsound. Even the smallest of annoyances, a tick back up.

I was putting my stuff in the blind when a wasp buzzed my head. Theblind had been up less than a week and there was a small nest on theceiling. Tick, the meter was now pegged.

Fuming, I sat down, dug my slate and box call out and took stock. I hadwater, I had a can of spaghetti-o-s, a can of Vienna sausages and aradio that would get the Cubs broadcast if I was still out there at firstpitch. Two ticks back down from pegged.

Then I heard it, a gobble. Not close but not too far away either. I pickedup my slate and softly made some noise. I picked up the box and pulledthe paddle across. I have no idea what I sounded like but my noisewasn’t answered by a gobble. A tick back up.

The damn wasps were back. I was swatting at them with my hat when Ihappened to look out and see two toms about 150 yards away. Onestrutting and one watching and one wasp trying to sting. Back topegged.

I was able to dispatch the wasps with my hat without scaring the turkeys.Now what? Should I try to call again or just wait and see what they do?Worst case is I try to call and they run off, best case I make some kindof sound they like and come in or they could just stand there. I decidedto try and call. Now I had to choose which call, the slate or the box? I’mequally inept with either.

Decisions decisions. I wanted to kill more than a wasp and which callwould give me the better chance? This cascaded me down a decisionmaking algorithm. Facts, data to support the facts and little boxes witharrows filled my head. Fact: I had made the slate myself. Data: If I madeit the call probably wouldn’t work. Fact: I hadn’t chalked the box in avery long time. Data: Needs to be chalked to work. Fact: I wanted touse the slate in a situation where I could either prove or disprove myvalidity as a call maker. Data: Are you nuts? Your call looks and soundslike something the cat hacked up. Fact: I’m more apt to makeextraneous sounds with the box call when I pick it up therefore scaringthe turkeys. Data: The rubber band I used to keep the paddle fromwiggling around broke a long time ago.

As I sat there mired in indecision one of the not quite so dead waspshad crawled out of the dirt and onto the box call. Slate it was. Why?

See how easyit is to make decisions with the proper thought process?I put the striker on the slate and made a couple of what I hoped werehard clucks followed by an attempt at a purr. Huh. Just like in the storiesI’ve heard they both started coming in. One still strutting and the otherwith its head up watching. Soon they were at 100 yards and stillcoming, 50 yards and still on the way but slower, 40 yards one stillstrutting and one still watching. They are kind of playing a sideways leapfrog. First the strutter is in the lead then the watcher. 30 yards, slowingdown more, they both look the same size. I decide to shoot the one thatpresents the best shot first. 25 yards. They put on the brakes. Crap. I’dlike them at 20 yards. This started the whole decision making processover again, call, wait and see what they do or take a shot?No brainer. I took the shot. I pulled the trigger on the strutter becausehe presented a better broadside shot. The strutter jumped straight up inthe air. I watched him rise higher and higher as my hopes went lower

and lower. He didn’t even flap a wing and he seemed like he was 20feet up when he came straight back down landing on his chest andbelly. I can still hear the sound he made when he hit. After he hit hescooted about ten yards closer to the blind then rolled over and died. I was shaking so hard for so long I’m pretty sure I was setting offseismographs all over the world. I have never had turkeys come in likethat. Like I said earlier I have heard stories about turkeys coming infrom that far but I had never experienced it.In less than 25 minutes I had put out decoys, killed or maimed severalwasps and one turkey. When I finally was able to stand up I wobbled outto get the bird. The change in my pocket started to jingle again but nowit didn’t bother me. Just out of curiosity I pulled it out of my pocket andcounted the coins. 62¢. The score of the turkey? 62. Coincidence? Idon’t know but next year I’m going to have 90¢ in my pocket and bethere for the evening social.

STORIESA Game Plan You Can Thrive Onby Robin KlemmeTwelve months out of the year I'm planning for next season. I actually get a big kick out ofresearching and digging deep, making phone call after phone call in preparation for a fallhunt.At times the average bowhunter finds it to daunting or intimidating to explore a far reacheddestination for game rather than in their home state. I thrive on it.Last year I had hoped to draw a long awaited covenant tag for sheep or elk but no such luck.So plans were in the beginning stages to seek new territory. I contacted some fellow IBAfriends and we attempted to buy left over tags in Wyoming but we all struck out. Now its Julyand we need to look at an over the counter tag for Colorado or Idaho. I had done Coloradomost of the last 30 years so I became more intrigued with Idaho as I had never set foot in thestate before. I started researching by contacting numerous board members from the Idaho Bowhunters anda couple of P&Y measures in the state. As you can queses I got feedback from it being agood unit years ago, to one guy hunted it for seven days and only seen three elk. Some guyssaid the area was wiped out by wolves and others said not to many in the area. (Confusion) tosay the least.But come September we found ourselves with a game plan in Idaho. Long story short, noshortage of game especially when it came to mule deer. Yes there were plenty of otherhunters after all it was an OTC tag but the three of us arrowed two deer and beautiful 5x6 forour game plan.Back in 2006 I grew tired of waiting for an invite to Alaska to hunt moose so I made my ownplans. Again phone call after phone call I started to select possible units. I made calls to gamebiologist in Fairbanks, to board members of the Alaska Bowhunters. I changed units no lessthan three times but it was my last conversation with a bowhunter who was from Wisconsin,not Alaska, that helped me to settle in on our unit. Long story short, we hunted on our own for12 days and saw 21 different bull moose on that trip under fifty yards. After a return trip in2007 both Wilson and myself had taken fifty plus inch moose with our bows. Not bad for acouple of Iweagons. A good game plan made it happen, something I thrive on.This year I plan to return to Idaho as I struck out in long awaited tags again. One change is I'mthinking hard on southern route to a new spot I discovered in Colorado with a private accessto a OTC tag. A friend from Washington I met in Idaho has family that owns property on theback side of a unit I had never considered. I've explored Google earth and made numerousphone calls. I'm thriving on the excitement and opportunity to plan a new adventure. In Iowa I plan every year for the upcoming season. It's what really keeps most of us going allyear. The excitement of the upcoming bow season. I almost always trim a few more branchesat my favorite stand or move that one stand 50 yards in a direction that looked promising lastyear. Don't wait till opening day to make your game plan. Start Jan. 1 at the latest and thrive on it. Itcan keep you sane all year.

IOWA GAMES2017/2018 Iowa Games 3D Shoot Application

Entries must be postmarked by Dec. 1, 2016. The Board of Directors will choose one club from theapplicants as host. This is an annual shoot, and applications are taken each year. Send application tocurrent IBA President.

1. Must be a 100% club.2. Must be able to host shoot for two consecutive years.3. Must be a two day shoot.4. Able to handle 200-400 shooters (parking, restrooms, food, etc.).5. Can be held on any of the 2nd, 3rd, or 4th weekends in July.6. May be a stand-alone shoot or can be piggybacked with clubs’ regular shoot.7. If the Iowa Games shoot is hosted in conjunction with a club shoot, a shooter may shoot either Iowa Games shoot only, Club shoot only, or register for both shoots but must pay both registration fees and shoot twice.

8. Advertising and awards for the Iowa Games shoot are handled by the Iowa Games organization.9. Advertising for host clubs’ shoot needs to be done by host club.10. As in any organization, we need new people to introduce new ideas and stay current with the times to besuccessful; and also to continually improve the IBA organization. MISSION STATEMENTOF THE

IOWA BOWHUNTERS ASSOCIATIONThe Iowa Bowhunters Association proudly accepts the sport of bowhuntingfor all legal game; To protect, improve and increase the opportunities forhunting with the hand held, hand drawn bow; To cooperate with and supportfederal and state agencies, sportsmen associations, and conservationorganizations, which are insuring the propagation and preservation of gameand its natural habitat; To encourage and conduct education programsdesigned to acquaint the public and the archer with the safe and ethical useof the bow for hunting and bowhunting as an effective method of huntinglegal game; To foster unity and perpetuate the spirit of good fellowshipamong bowhunters.

WHAT IS THE I.B.A?The I.B.A. is a statewide association made up of bowhunters. Itspurpose is to protect, defend, and promote bowhunting in thestate of Iowa.

HOW OLD IS THE I.B.A?The Iowa Bowhunters Association was organized in 1967 by agroup of thirteen dedicated bowhunters from the state. Thisgroup, the original board of directors, had over fifty years ofbowhunting experience. In addition, this group had many years ofhunting big game and small game with firearms.
