NOTICE INVITING TENDER

Sealed tenders are invited in a SINGLE bid from bonafide experienced contractors withgood financial standing and reputation and fulfilling the qualifying requirements statedhereunder, for the following work:

1 Tender No. & Name of Work &Location

PRRPL/BBS/TS/2010-11/018Providing caretaker, catering and support services at IOCL (Pipeline Divn) officeand transit camp at Ranchi.

2. Tender Fee (Non-Refundable) Nil3. Time Schedule 12 (Twelve) months.4. Pre-qualification (PQ) criteria: The proposing tenderer shall have to furnish proof of their pre-qualification and

experience along with the copies of all the documents shall be self-attested. Pre-qualification criteria will be checked at the time of evaluation of the offer.

a) Annual Turnover (ATO) Rs. 5.56 lakh (within any of the last three financial years, i.e. April 2007 onwards).Proof of ATO shall be submitted in the form of a TDS Certificate or Auditedbalance sheet.

b) Value of Single Work Order (SWO)executed for similar nature of work(During the last three precedingfinancial years or current financial yearupto the commencement of sale ofthis tender

At least one work of Rs. 2.66 lakh . Detailed work order (similar in nature describedin Para 4(c)) including covering letter and schedule of rates and completioncertificate containing executed value of work shall be required. Completed value ofwork as mentioned in the completion certificate shall be considered for evaluationagainst single/ multiple work order value required under PQ. However, where theexecuted value is not mentioned in the completion certificate, the copy of thecertified bill shall also be acceptable for determining value if submitted along withcompletion certificate.

c) Similar nature of work The similar nature of work shall be defined as Providing Catering/ PantryServices.

5. Other documents required to be

submitted with the bid.

PF code allotment letter, PAN No., Assessment Order or copy of Income Tax

Returns (duly acknowledged by Income Tax Department), for the last three yearsshall be furnished. Power of Attorney in favour of person authorized to sign thetender document. Copies of all the documents submitted shall be attested.

6. Tender issue schedule Tender documents (non-transferable) shall be available from 01.09.2010 to14.09.2010 upto 15:00 hrs to the bidders from the tender issuing authority on theworking days (Monday to Saturday) against the submission of an application alongwith the requisite tender fee mentioned above.

8. Last date of submission of tender 14.09.2010 up to 17:00 Hrs IOCL takes no responsibility for delay, loss or non-receipt of tender document sent by post/courier. Telex/ Fax/ e-mailed offers shallnot be accepted.

9. Mode of submission Tender shall be submitted as per instructions to tenderers in a sealed envelopesuper scribed with the name of the work, NIT No., Date of opening & the biddersname & address.

10. Earnest money deposit (EMD) Nil11. Tender Opening date Bids shall be opened on 15.09.2010. at 11:00 Hrs.

Note: PSUs of central/state government/JVs of IOCL and small scale industriesregistered with NSIC are exempted from depositing EMD/tender fee.

TERMS AND CONDITIONS: 1. Tender without EMD is liable for rejection.2. Tender document is not transferable. The cost of tender document is non refundable.3. Tenders may also be sent by post/courier to the office of the tender issuing authority.

However, IOCL accepts no responsibility for any loss/delay/non-receipt of offers not

submitted in person in tender box. Offers received late/incomplete are liable for rejection.4. IOCL reserves the right to accept/reject any or all offers.5. If the last date of receiving/opening of tender coincides with a holiday, then the next working

day shall be the receiving/opening date.6. The tender documents should be sealed properly. The offers received in envelope without

proper sealing shall be liable for rejection.7. Bids received without the requisite tender fee shall be considered as invalid.8. The tenderer shall keep his offer open for a period of not less than four months from the

date of opening of the tender as specified above.9. The bidder, if is a Micro, Small or Medium enterprise as per the Micro, Small and Medium

Enterprises Development Act, 2006 (MSMED Act 2006) and registered with the Authoritiesunder the above Act for the items/services covered under this tender, then the party has toindicate the Entrepreneurs Memorandum Number (Twelve Digit) and enclose a copy of thecertificate issued by the Authorities under the Micro, Small & Medium EnterprisesDevelopment Act, 2006.

10. Use of white fluid/erasing fluid for correcting the rates is banned. Wherever the rates arecorrected with white/erasing fluid, the bids will be summarily rejected.

11. Any legal dispute shall be within the jurisdiction of local court at Bhubaneswar.
