Date: February 11, 2016 Coweta County invites qualified firms to submit a proposal for TWO(2);

- Option A Remount Modules – Two(2) Coweta units #3141 & #3055 per attached spec. - Option B New Units – Bid two new units per attached spec with the option to trade units #3141 &

#3055.

Two (2), Type III, Class 1 (4x2), Configuration remounted or built to the attached specifications for Coweta County. Coweta County reserves the right to reject any and/or all bids. Coweta County also reserves the right to accept the bid most advantageous to this agency. The attached specifications define a heavy-duty, commercial emergency medical vehicle, built to withstand adverse driving conditions. The vehicle shall meet or exceed the latest revision to federal specification KKK-A-1822, Federal Motor Vehicle Safety Standards (F.M.V.S.S.), National Truck Equipment Association (N.T.E.A) Ambulance Manufacturers Division (A.M.D.) Standards and FORD Qualified Vehicle Modifier (Q.V.M.) Program Truck Guidelines. Bids should be mailed to Coweta County Fire Department, 483 Turkey Creek Road, Newnan, GA. 30263. Sealed proposals shall be submitted on or before Tuesday February 23nd, 2016 by 5:00 p.m. Proposals shall be clearly marked “Ambulance RFP”. It is the intent of these specifications, and all requirements listed herein, to obtain bids on remounted vehicles to

meet the local needs of Coweta County Fire EMS, and to obtain bids that may be easily, and completely

evaluated on an equal and competitive basis.

Because of the wide variances in types, configurations, options and models available in the industry, the

purpose of these specifications is to set a standard by which all proposals received may be evaluated, studied

and compared equitably. Vendors are required to return one (1) copy of these specifications, correctly and

completely furnishing all information requested and answering all questions attached. Any requested data

literature, drawings, etc. and detailed written lists of exceptions taken must also be enclosed.

Since bids from a number of suppliers are anticipated, and Coweta County Fire EMS cannot be expected to be

familiar with all various technical details of all vendor's products, the only adequate method of evaluation will

be to compare in this format. Vendors are cautioned that failure to submit proposals in the format specified

herein will be grounds to reject the vendors proposal and remove their bid from consideration.

Considerable time and effort has been invested to design these specifications to the specific needs of

Coweta County Fire EMS. No Exceptions to this will be allowed.

REMOUNT SPECIFICATIONS

EMERGENCY MEDICAL CARE VEHICLE

1.0 Scope, Purpose and Classification

1.1 Scope: This specification covers the remounting and refurbishment of a commercially produced, surface

medical care vehicle, hereinafter referred to as ambulance or vehicle. A vehicle in compliance with this specification

shall be defined as a standard ambulance. This vehicle shall be in accordance with the Ambulance Design Criteria of

the National Highway Traffic Administration, U.S. Department of Transportation, Washington D.C. This bid

specification is based on the Federal Ambulance Specification KKK-A-1822F.

1.2 Purpose: The purpose of this document is to provide minimum specifications and test parameters for the

remounting and refurbishment of an emergency medical care vehicle that meets the needs and desires of this agency. It

establishes essential criteria for the design, performance, equipment and appearance of the vehicle. The object is to

provide a vehicle that is in accordance with nationally recognized guidelines. It is the intent to return the unit to a new

or like new condition per the specification.

1.3 Classifications: This specification calls for the following type of vehicle. It is in accordance with KKK-A-

1822F.

Type III – Commercial Cab Chassis with modular ambulance body.

Class 2 - Two rear wheel driven (4x2)

Configuration A (ALS) - Elevating cot and squad bench (3.1.5.1)

1.4 General: This is an engineer, design, construct and deliver type specification and it is not the intention of this

agency to write out vendors of similar or equal equipment of the types specified. It should be noted, however, that this

specification is written around specific needs of this agency. With the intent to standardize certain components,

therefore, in numerous places we have named specific brands of components. This has been done to establish a certain

standard of quality. Other brands will only be accepted providing the vendor provides documentation in the bid that the

particular brand offered meets or exceeds the quality of the actual brand called for in the specification.

1.5 Materials: The emergency medical care vehicle, chassis, ambulance body, equipment, devices, medical

accessories and electronic equipment to be delivered under this contract shall be standard commercial products, which

meet or exceed the requirements of this specification. The ambulance shall comply with all Federal Motor Vehicle

Safety Standards (FMVSS), the Federal regulations applicable or specified for the year of manufacture. The chassis,

components and optional items shall be as represented in the manufacturer's current technical data. Materials used in

the construction shall be new and not less than the quality conforming to current engineering and manufacturing

practices. Materials shall be free of defects and suitable for the service intended.

1.6 Manufacturing Ability: It is the intent of these specifications that the Remounter of these vehicles has the

ability to remount and refurbish a complete ambulance within their plant facility, except for the chassis. The

Ambulance Remounter must have significant experience in the remounting and refurbishment of modular ambulance

bodies. In addition, the Bidder/ manufacturer must include with this bid, proof of product liability coverage. NO

EXCEPTIONS.

1.7 References and History: Each bidder shall furnish satisfactory evidence of his ability to construct the vehicle

as herein specified, and state the location of his factory where the vehicle is to be built. Each bidder must state five (5)

locations where a similar vehicle, built/remount by the manufacturer, has been delivered and is in operation, thus

showing its ability to comply. These five (5) vehicles must be built on identically sized and type chassis' built by the

same chassis manufacturer as specified herein. The names of the organization, date of delivery, and a contact person's

name and phone number must be included.

and safe emergency medical vehicle shall be furnished by the bidder and shall conform in quality, strength, and

workmanship. Certification may be required on non-specified component parts.

This agency wishes to do business with an experienced remounter. COWETA COUNTY FIRE EMS will sample all

said references and obtain other references from the field and compile results.

1.8 Quality Assurance: Coweta County Fire EMS seeks the highest level of quality assurance and liability

protection. To insure that these standards are met, Federal Specification KKK-A-1822F and Ford Motor Company's

"QVM" (Qualified Vehicle Modifier) program will be considered as the minimum acceptable guidelines. The vendor

shall submit documentation that the second stage vehicle manufacturer is a current member of the Ford QVM program.

1.8a Exceptions to Specifications: Any exceptions to these specifications indicated must be clearly pointed out.

Otherwise, it will be considered that items offered are in strict compliance with these specifications and the successful

bidder will be held responsible for delivering a vehicle meeting these specifications. Any exceptions must reference by

Paragraph Number, and Line and be explained in detail on a separate sheet marked "Exceptions". Any bidder not

complying shall not be considered as responsive.

Any proposal which indicates “No Exception” to any item on our proposal documents, and also includes a letter from

the vendor taking major or total exception to our specifications or indicates they are quoting to provide their standard

methods of construction without listing any differences in the manner described, will be immediately rejected as non-

compliant and removed from further consideration.

Should a vendor offer a quotation in response to this proposal and not take explicit exceptions and attempt to offer a

unit not in compliance with the exact specifications, the Purchaser reserves the sole right to issue a Purchase Order with

specified penalties and/or invoke a Performance Bond. Penalties for not providing vehicles(s) to the exact

specifications, with approved exceptions or deviations specifically authorized by Purchaser, will be assessed. These

will require that the Vendor pay the difference in price as offered in their proposal and what the Purchaser must

eventually pay (from another compliant vendor) for vehicle(s) meeting these specifications (if a performance bond is

not otherwise provided).

1.9 Prices and Payments: All bid prices shall be complete and include warranty and delivery of the completed

vehicle to this agency.

Payment shall be made in accordance with these specifications and the Bid Proposal submitted

by the Bidder. Payment will be made upon acceptance of the vehicle(s) and equipment specified under these

specifications.

All bid prices and conditions must be specified on the Bid Proposal Form. Bid prices shall be valid for at least 30 days

from the date of the Bid Opening, or as otherwise specified on the Bid Proposal form.

Full payment will be made as each unit is received, inspected and found to comply with procurement specifications,

free of damage and properly invoiced.

Successful vendor shall, at delivery, supply Coweta County Fire EMS with MSO’s.

1.10 Warranty: The successful bidder shall provide remounter’s warranty coverage for the ambulance or rescue

vehicle conversion, which coverage shall, at a minimum include:

(A) A Limited Warranty shall be provided on the ambulance remount conversion. The remounter shall warrant to the

original retail purchaser that, for a period of thirty six (36) months or fifty-thousand (50,000) miles from the point of

delivery, whichever first occurs, the ambulance remount shall be free of substantial defects in remount materials and

remount workmanship, which are attributable to Warrantor remount work and which arise during the course of normal

use and service. There shall be a copy of the Warranty statement included with the bid documents. NO

EXCEPTIONS.


(B) There shall be a five (5) year/100,000 mile warranty on the Ambulance Remount electrical wiring system effective

starting the date this agency accepts delivery of the completed vehicle. It is the intent of this requirement that items not

manufactured or installed by the ambulance remounter be excluded. There shall be a copy of the Warranty

statement included as part of the bid documents. NO EXCEPTIONS.


(C) There shall be a five (5) year unlimited mileage paint warranty covering the ambulance conversion and any

painting done to the chassis. There shall be a copy of the Warranty statement included with the bid. NO

EXCEPTIONS.

(D) Warranty on the chassis portion of the completed ambulance or rescue vehicle shall be the responsibility of the

chassis manufacturer. The terms of such warranty are set forth in the warranty literature included in the owner’s

manual. The successful manufacturer’s sole responsibility with regard to the chassis shall be to provide reasonable

assistance to the purchaser in obtaining warranty from the chassis manufacturer or its authorized service center.

Bidders failing to meet these requirements shall be considered non-responsive.


1.12 Service and Warranty Repair: Successful vendor must have a comprehensive ambulance service and

repair facility to administrate warranty repair as needed. Vendor must have authorized factory trained service

specialists and carry necessary inventory levels to affect prompt repair. Vendor shall have mobile service capabilities

and provide them at no additional cost when practical and convenient. . THERE ARE NO EXCEPTIONS TO THIS

REQUIREMENT.

1.13 Ambulance Bids and Alternate Bids: Considerable time and effort has been invested to design these

specifications to the specific needs of Coweta County Fire EMS. Therefore, alternate bids not exactly to spec will not

be considered. (Coweta County Fire EMS requests an RFP; best bid.)

1.14 Warranty Surety:

To ensure quality, service, and full compliance to the above warranties, the vehicle, with the exception of the chassis,

must be warranted by the ambulance vendor. Additional elements constructed and installed "in house" are required to

ensure service and parts availability. NO EXCEPTIONS WILL BE ALLOWED.

1.18 Delivery: Since delivery proposals by the bidder will weigh heavily in the determination of the bid award,

the delivery schedules that are submitted by the bidders shall automatically become binding upon the successful bidder.

Delivery must be within ninety (90) days from receipt of chassis and remount ambulance, not to excided 120

days after issuing PO.

1.21 Documentation of Remount Facilities: This agency is very concerned with making bid award to the most

qualified remounter. In order to aid our decision, each bidder shall submit with their bid the following

documentation:

1. Photographs of physical plant including:

a. All bays & interior of remount facilities

b. Paint shop

c. Paint booth, spray facilities, and mixing room.

d. Hydraulic lifts

e. Frame machine

f. Stocks of remount inventory and remount chassis.

Garage Keepers Liability Insurance.

2.0 TECHNICAL REQUIREMENTS - CHASSIS

Minimum technical specifications for the removal of both Coweta County Fire EMS Wheeled Coach Type III

Ambulance Module and subsequent remount to a 2016/2017 Ford E-450 Chassis. Vehicle must comply with Federal

and State laws and regulations and all safety regulations as applicable on date of delivery concerning automotive

equipment and conditions and will be complete with standard equipment and all extra equipment as specified.

The chassis shall meet the requirements of this specification. It shall be a New

2016/2017 Chassis.

MODEL PHYSICAL CHARACTERISTICS

2.1 Manufacturer and Model Year: The chassis requirement for this specification is a FORD

2.7 Electrical: The vehicle shall be supplied with dual 12-volt batteries. They shall be standard OEM Heavy Duty Batteries with total capacity of 1500 CCA.


2.8 Electrical Generating System: The ambulance shall be equipped with an OEM 225 Motorcraft Alternator with internal voltage regulator.


2.9 Engine: Engine size shall be a 6.8 liter, EFI V10 gasoline engine with heavy-duty engine oil cooler.

2.12 Tires and Rims: The vehicle shall be equipped with (7) LT225/75R16E Radial black sidewall tires. The OEM manufacturer's standard steel vented rims will be provided. The four exposed wheels shall be covered with full wheel covers to protect the wheel and provide an easy to clean exterior surface. Spare tire, wheel and tire changing tools will also be provided.


2.13 Transmission: The vehicle to be supplied with a 5-speed automatic w/overdrive and heavy-duty transmission oil cooler.

3.0 MODULE ACQUISITION AND TRANSFER OF MODULAR AMBULANCE BODY 3.1 Dismount: Disconnect all sub systems between chassis and module. Lift module to allow full inspection of understructure.


3.2 Module Inspection: Inspect all exposed structure and framing for cracks, warpage, excessive wear and corrosion. Any questionable areas shall be treated with dye penetrant material to expose cracks. Professionally repair as needed.

They will be staggered with four (4) evenly placed on top and three (3) evenly placed ½ width drop down between them. See photo.

Mechanical removal shall be accomplished ONLY by the use of a glass or plastic media bead blasting system at approximately 50 psi. Hand sanding is not acceptable. 6.3 Electrolysis Inspection: Module will be inspected 100% for evidence of electrolysis. Such areas will be specially treated to prevent any further damage and remove visible damage. NO EXCEPTION.

7.5 Wiring Loom: The engine wiring shall be routed in conduit or high temperature looms with a rating of 300 degrees Fahrenheit. All added wiring shall be in protective loom, located in accessible, enclosed and protected locations, and kept at least six inches away from the exhaust system components. Wiring and components shall not terminate in the oxygen storage compartment except for the compartment light and door switch plunger. Wiring necessarily passing through an oxygen compartment shall be routed in metal conduit. All conduits, looms and wiring shall be secured to the body or frame with insulated metal straps in order to prevent sagging and movement which results in chafing, pinching, snagging, or any other damage. All apertures on the vehicle shall be properly grommeted for passing wiring and conform to SAE 1292.


7.6 Battery Switch: Install a Commander 357 electronic 12 volt DC disconnect rate for 300 Amp continuous duty and 350 amp peak electrical load.
