1. Background to the National Research Foundation and its Business Units
The National Research Foundation (“NRF”) is a juristic person established in terms of Section 2 of the
National Research Foundation Act, Act 23 of 1998 and a Schedule 3A Public Entity in terms of the Public
Finance Management Act. The NRF is the government’s national agency responsible for promoting and
supporting research and human capital development through funding, the provision of National Research
Facilities and science outreach platforms and programs to the broader community in all fields of science
and technology, including natural science, engineering, social science and humanities.
2. Background to the South African Agency of Science & Technology Advancement
The South African Agency for Science and Technology Advancement (SAASTA) is a business unit of the
National Research Foundation (NRF) with the mandate to advance public awareness, appreciation and
engagement of science, engineering and technology (SET) in South Africa.
The South African Agency for Science & Technology Advancement consists of three units – Science
Education, Science Communication and Science Awareness Platform. Said units are responsible to build
the supply of tomorrows’ scientists and innovators. This is achieved by means of workshops, learner
camps, science festivals, outreach programmes and distribution of educational resource material.
3. Background to the SAASTA School Debates Competition
The SAASTA Schools Debates Competition began in 2008 with a pilot phase that targeted 3 provinces.
Since then it has grown into a fully-fledged national competition which is in its third concurrent year of
implementation. The main aim of the Competition is to stimulate interest among learners to study toward
careers in science, engineering and technology (SET) through researching and debating high-level topics. It
also gives learners an opportunity to develop their research, critical thinking and information literacy skills,
as well as their ability to work as a team to present logical, clear arguments. An interesting feature of the
SAASTA Schools Debates is that each topic is debated on utilizing five of the arguments for science
communication namely economic, utilitarian, democratization of science, social/cultural aspects and the
advancement of science.
The competition was only open to 90 schools in the country and therefore SAASTA implemented an essay
selection process. Learners were required to write an essay as per the given topic which was linked into the
five arguments of science communication. The essays were adjudicated and the best performing schools
were chosen to represent their provinces.
SAASTA wishes to appoint a service provider to implement the SAASTA School Debates Competition in all

nine (9) provinces across the country. The project implementation will be aligned with the project objectives
as stipulated in 3.1 below. All bidders who have submitted their tender documents on time and, who meet
the GO/NO GO criteria will be required to attend a pitching session. The dates for the pitching session will
be communicated to all shortlisted candidates after the evaluation process has been finalised.
3.1 The key objectives of the Competition are:I. To promote awareness and understanding of issues related to emerging sciences such as
biotechnology, nanotechnology, alternative energy, space science, paleontology, chemistry and
biodiversity as per SAASTA objectives and mission statement;
II. To provide a supportive platform for young people to express themselves in such matters;
III. To build leadership skills amongst young South African learners;
IV. To equip young learners with the skills required in the world of work;
V. To allow for cross cultural exchange between young South Africans in a dynamic, stimulating and
constructive environment;
VI. To train learners to become the next generation of science communicators;
VII. To expose learners to potential careers related to science, engineering and technology;
VIII. To disseminate accurate scientific information to the schools involved in the debates,and
IX. To allow schools to act as a point of entry for science dialogue in their communities
3.2 DEFINITIONS
I. M&E- Monitoring and evaluation
II. MST Coordinator- Mathematics, Science and Technology provincial coordinator of the Department
of Basic Education
III. Facilitator- Someone who will assist the learners in meeting the objectives of the competition.
IV. Content specialist- A person who has comprehensive knowledge in a particular field.
V. Research Techniques- tools/training provided by facilitators to assist learners to access information
on the debating topics, i.e. internet and local and University libraries.
4. Scope/Summary of Supply 4.1. Essay Selection- SAASTA will coordinate a national essay competition through which participating
schools will be selected for the National Schools Debates. SAASTA will decide on the structure and
theme of this essay competition. From this process, SAASTA will provide the appointed service
provider with a list of schools and the necessary contact details in order to organize the Provincial
Workshops
4.2. Topic Selection-An Advisory Committee of content specialists selected by SAASTA is responsible
for selecting topics that are aligned with the United Nations International Year for each cycle during
the implementation period of the project. This will assist the appointed service provider to compile
topic packs that will be used for the duration of the project.

4.3. Facilitators’ workshops- The appointed facilitators will be trained on the debating style, emerging
sciences/topics, research techniques and the use of social media to disseminate information on the
project. The desired outcome of the workshop is for the facilitators to impart the acquired knowledge
to the learners and also to be on par with the project deliverables.
4.4. Provincial workshops-Workshops for all pre-selected schools selected by SAASTA will be
conducted based on the debating style, research methodology and the use of social media to
promote the project. Each team will consists of five learners (2 of which have to do science-related
subjects) and will be accompanied by one educator.
4.5. Provincial Competitions- Teams will compete provincially; the winning team per province will have
an opportunity to participate at the National Competition.
4.6. National Competition - The winning provincial teams will compete with one another based on the
given topics on the day of the national competition at a central venue. The winning team on the day
will then be known as the SAASTA School debates champions for that cycle.
5. Specification
With reference to the scope of work the contracted service provider is expected to deliver on the following
(Please attach your detailed response as a separate schedule to this bid invitation when returned):
5.1. Debating style
5.2. Develop a debating style that suits the five arguments of science communication (utilitarian,
economic, socio-cultural, democratisation of science, advancement of science) on scientific topics
provided by SAASTA.
5.3. The debating style developed by the appointed service provider should not be of a
proposition/opposition structure, it must allow debaters to engage with one another and move
towards a common resolution.
5.4. The debating style should meet the objectives outlined above (refer to project background (2)).
5.5. Once a service provider is appointed, the debating style that has been decided upon will belong to
SAASTA. The proposal will need to include the initial ideas in order to develop the debating style
with the aim of addressing the intended objectives.
5.2. Workshops
The appointed service provider is required to conduct workshops for facilitators and selected
schools.

5.2.1.1. The appointed service provider is required to appoint facilitators.
5.2.1.2. The appointed service provider is required to provide a national workshop for all appointed
facilitators.
5.2.1.3. The aim of this workshop is to train the facilitators on the debating style, emerging
sciences/topics, research techniques and the use of social media to disseminate
information on the project.
5.2.1.4. Facilitators should be on par with project deliverables and have a thorough understanding
of their roles.
5.2.1.5. The desired outcome of the workshop is for the facilitators to impart knowledge about the
debating style to the learners, assist the learners in research techniques and provide
training on the use of social media so that the participating learners can profile their
involvement in the competition.
5.2.1.6. Provide assistance and support to all teams
5.2.1.7. The service provider is to monitor and ensure that all attendance registers are signed by
all participants.
5.2.2. Provincial Workshops
5.2.2.1. The appointed service provider is required to plan and conduct workshops for pre-
selected schools selected by SAASTA on the debating style, research methodology and
the use of social media to promote the project. (SAASTA will provide a content specialist
for each provincial workshop for the science used on the resource pack).
5.2.2.2. Each team is made up of 5 learners (2 of which have to do science-related subjects) and
should be accompanied by one educator.
5.2.2.3. Science centres will be invited to attend the training session with the aim to develop
science centre capacity to run science debates within their respective constituencies in
order to fulfill their own mandate of promoting and advancing science (costs for this
component will not be the responsibility of the service provider).
5.2.2.4. Contact details of the participating schools, educators and science centres will be
provided by SAASTA. However, it is incumbent upon the service provider to verify these
details AND to obtain the contact details of all learners within each team.
5.2.2.5. Workshops should be standardized.
5.2.2.6. Develop a DVD that illustrates the debating style for display at provincial workshops.
5.2.2.7. The service provider is to monitor and ensure that all attendance registers are signed and
verified by all participants.
5.3. Competitions
5.3.1. Provincial Competitions
5.3.1.1. Plan and facilitate the provincial competition.

5.3.1.2. Appoint facilitators that will act as adjudicators for the provisional phase of the project.
(SAASTA will provide content specialists on the selected topics who will also act as
adjudicators).
5.3.1.3. Service provider should brief adjudicators/content specialists about the debating style,
rules and marking schedule.
5.3.1.4. The service provider is to monitor and ensure that all attendance registers are signed and
verified by all participants.
5.3.1.5. All logistics pertaining to the facilitators, provincial workshops and provincial competitions
are to be handled by the service provider.
5.3.2. National Competition
There will be one national competition hosted in Gauteng where all the winning provincial teams
will compete.
5.3.2.1. The appointed service provider will arrange all logistics pertaining to venue hire, catering,
travel (i.e. flights, buses etc.) and accommodation of five (5) learners and one (1) educator
from the provincial winning teams and the facilitators who will acts as adjudicators.
5.3.2.2. The service provider is to monitor and ensure that all attendance registers are signed by
all participants.
5.3.2.3. The service provider will be responsible for their own travel costs and that of the
facilitators that will be acting as adjudicators on the day of the competition.

6. Resources
6.1. The appointed service provider is required to develop a debates manual that will cover aspects
relating to the debating style, the five arguments of science communication, adjudication criteria,
research techniques and the profile of SAASTA debates.
6.2. Produce a DVD of the debating style that can be used at provincial workshops. DVD should be
reproduced and given to each school to help teams understand the debating style and
requirements. Reproduction/duplication will be done by SAASTA.
6.3. All resources developed will be signed off by SAASTA prior to final printing or distribution.
6.4. Compile topic packs and send to SAASTA where a scientific editorial process will be followed
before final approval. Topic packs are only compiled and developed when the topics have been
decided upon by the Advisory Committee. It is essential that the topic packs are aligned to the five
arguments of science communication.
6.5. All resources will be printed and couriered by SAASTA for the service provider to distribute at
workshops/competitions.
7. Communication
7.1. The appointed service provider is required to communicate with MST Coordinators at the provincial
Departments of Basic Education to invite and encourage them to attend the workshops and
competitions. Proof of communication is required.
7.2. The services provider must act as point of contact for the participating schools pertaining to the
following:
7.3. Provincial logistics (venue, transport and catering);
7.4. Attend to queries from schools pertaining to science content (service provider will be responsible
for contacting the relevant content specialist).
7.5. Queries about the debating style and research methodology.
7.6. Communicate all project changes with SAASTA and submit a formal request for approval of
changes before the said changes are implemented.

8. Media and Marketing The service provider must act as a media liaison and profile the results of the provincial and
national competitions as well as the science content, by means of the following
Minimum requirements;
8.1. Two press releases targeted at one (1) community radio station and one community newspaper
per province for the provisional competitions. (All articles/press release must be sent to SAASTA
for approval before they are released).
8.2. Profile the National Final of the Competition on one national media platform.
8.3. Manage and actively promote the Debates Competition via social media portals such as Facebook,
Twitter and other platforms. Also encourage learners and educators on the use of social media
platforms.
8.4. Project branding which must include at least two (2) banners per province, which will be used at
each phase of the project.
9. Monitoring and Evaluation The service provider will be required to assist with certain aspects of monitoring and evaluation
during the implementation period of the project. This will include distribution and collection of
questionnaires; however it will exclude focus group discussions and interviews.

10.3. Provision of content specialists whose role will be to provide background on the science at the
provincial workshops and act as adjudicators during the competitions.
10.4. All prizes at provincial and national phases of the project.

10.6. Introduce the project to the MST coordinators.
10.7. Provision of the relevant M&E tools.
10.8. Analyse the overall results and provide feedback to the service provider.

12. Quality Requirements including applicable standards (where these exist)
The quality of the listed items below should always be adhered to by the appointed service
provider during the implementation period of the project:

12.1. Accommodation-Domestic hotel/guesthouse should at least be of a 3 star rated accommodation
and may not exceed one thousand three hundred rand (R1300) per night per person (including
dinner, breakfast and parking) as per treasury regulations.
12.2. Transport- The quality for mode of transport and the safety of all learners transported by the
service provider should not be compromised.
12.3. Food- Dietary requirements of all participants should be considered, and the quality of the food
should not be compromised.
13. Health and Safety
The appointed service provider must ensure that indemnity forms are completed by all participating
learners and delivered/couriered to SAASTA.
14. Local Content Requirements for Designated and Non-Designated Sectors
No local content has been specified for the products/services supplied in this contract other than
the contracted suppliers being required to be based locally in South Africa.
15. Evidence of Supply Capacity (Technical Merit)
Bidders are required to provide Curriculum vitae of company employees who will be involved in
the project as well as a brief description of the roles and responsibilities. This will be used to
evaluate their capacity to perform the work which is required.

17. Selection and Awarding of Contract
This Bid is evaluated through a two-stage process.

17.1. Stage 1 – Selection of Qualified Bidders
The Bidders’ Bid response/submission is evaluated against the Bid invitation specifications.
Evaluation is made in accordance to published evaluation criteria and the scoring set.
17.2. Stage 2 – Awarding of the Contract
Bidders are compared on a fair and equal basis taking into account all aspects of the proposals.
The award criteria are:
Price - with the lowest priced Bid on an equal and fair comparison basis receiving the highest price
score as set out in the 2011 Preference Regulations.
Preference - preference points as claimed in the preference claim form are added to the price ranking
scores and the highest combined score is nominated for the contract award.
Administration - Contracts are awarded where Bidders have supplied the relevant administrative
documentation, especially the Tax Certificate.
18. Qualifying Thresholds for Selection (Stage 1) Evaluation

20. Contract Management
The award of this contract to the selected supply provider establishes the contract between the NRF and
the appointed supply provider.
The contract is inclusive of potential downstream work as specified in this document where the nature and
quantity of supplies are not determinable at the commencement of this contract and variable delivered
quantity where the exact supplies are specified at the commencement of this contract except for quantities
and date of delivery.
Such potential downstream supplies follows the process of a detailed quotation of the supply required,
evaluation of the supply quotation received and, where necessary, request either further detail or negotiate
upon value of supply quoted and the issue of an official Purchase Order for the agreed supply prior to the
commencement of such supply.
Variable delivered supply follows the process of issuing a detailed official Purchase Order specifying the
exact description including catalogue numbers and unit pricing as in this contract as well as the quantity,
date of the required delivery and location of the delivery. Variable delivered supply generates a stream of
“call off” instructions as and when the NRF requires these contracted supplies.
21. Contract Period
The contract will commence with immediate effect upon the signing of the Acceptance of Written Offer from
the 01 April 2014 to 01 April 2017.
22. Supply Delivery Validation
The certificate and the related report of delivery/installation/progress milestone/commissioning will be
validated by a NRF representative prior to payment of final invoices.Page 14 of 24
23. Payment Intervals
The NRF undertakes to pay delivery validated invoices in full within thirty (30) days from the monthly
statement date or upon agreed payment intervals as accepted in this contract.
No invoices for outstanding deliverables or for any unproductive or duplicated time spent by the service
provider will be validated for payment. The NRF does not accept predating of invoices.

points claimed, based on the B-BBEE status level of contribution of the foregoing certificate, qualifies the
company/ firm for the preference(s) shown and I/we acknowledge that:
i. The information furnished is true and correct;
ii. The preference points claimed are in accordance with the General Conditions as indicated in
Paragraph 1 of this form.
iii. In the event of a contract being awarded as a result of points claimed as shown above, the
contractor may be required to furnish documentary proof to the satisfaction of the purchaser that
the claims are correct;
iv. If the B-BBEE status level of contribution has been claimed or obtained on a fraudulent basis or
any of the conditions of contract have not been fulfilled, the purchaser may, in addition to any
other remedy it may have –
a) Disqualify the Bidder from the bidding process;
b) Recover costs, losses or damages it has incurred or suffered as a result of that
Bidder’s conduct;
c) Cancel the contract and claim any damages which it has suffered as a result of
having to make less favourable arrangements due to such cancellation;
d) Restrict the Bidder or contractor, its shareholders and directors, or only the
shareholders and directors who acted on a fraudulent basis, from obtaining business
from any organ of state for a period not exceeding ten (10) years, after the audi
alteram partem (hear the other side) rule has been applied; and forward the matter for
criminal prosecution
v. A Bidder will not be awarded points for B-BBEE status level if it is indicated in the Bid documents
that such a Bidder intends sub-contracting more than 25% of the value of the contract to any
other enterprise that does not qualify for at least the points that such a Bidder qualifies for,
unless the intended sub-contractor is an EME that has the capability and ability to execute the
sub-contract.
vi. A Bidder awarded a contract may not sub-contract more than 25% of the value of the contract to
any other enterprise that does not have an equal or higher B-BBEE status level than the Bidder
concerned, unless the contract is sub-contracted to an EME that has the capability and ability to
execute the sub-contract.
26. The NRF’s Conditions of Contract
a) NATIONAL TREASURY GENERAL CONDITIONS OF CONTRACT
General Conditions of Contract, as issued by National Treasury, are part of this contractual agreement and are made available on the NRF Website (www.nrf.ac.za. Click on “Bids” and select “Call for Bids”).

The Conditions of Contract stipulated in this Bid invitation form part of the Conditions of Contract applying to this document.
b) BID RESPONSE PREPARATION COSTS
The NRF is NOT liable for any costs incurred by a bidder in the process of responding to this Bid, including on-site presentations and the proposal a service provider may make and/or submit.
c) CANCELLATION PRIOR TO AWARDING
The NRF has the right to withdraw and cancel the Bid.
d) LATE BIDS.
Bids submitted after the stipulated closing date (and time) are not considered.
e) COLLUSION, FRAUD AND CORRUPTION
Any effort by Bidder/s to influence Bid evaluation, Bid comparisons or Bid award decisions in any manner may result in the rejection of the Bid concerned.
f) CONFIDENTIALITY
The successful Bidder agrees to sign a general confidentiality agreement with the NRF.
g) VALIDITY PERIOD
The Bid has a validity period of 150 days from date of closure of the Bid.
h) VALIDATION OF SUBMITTED DOCUMENTATION
The NRF has the right to have any documentation submitted by the Bidders inspected by another technical body or organisation.
i) PRESENTATIONS AND PROOF OF CONCEPT
The NRF has the right to call interviews/presentations/pitching sessions as well as proof of concept sessions with short-listed service providers before the final selection is done.
j) INTELLECTUAL PROPERTY PROVIDED IN THE BID INVITATION
All the information contained in this document is intended solely for the purposes of assisting Bidders to prepare their Bids. Any use of the information contained herein for other purpose than those stated in this document is prohibited.
The ownership and intellectual property rights of all designs, specifications, programming code and all other documentation provided by the NRF to the Bidder, both successful and unsuccessful, remain the property of the NRF
k) INTELLECTUAL PROPERTY CONTAINED IN THE DELIVERABLES
The ownership and intellectual property rights of all designs, specifications, programming code and all other documentation required as part of the delivery to the NRF reside with the NRF.
27. SUPPLIER DUE DILIGENCE

Any legal person, including persons employed by the State¹, or persons having a kinship with persons employed by the State, including a blood relationship, may make an offer or offers in terms of this invitation to Bid (includes an advertised competitive Bid, a limited Bid, a proposal or written price quotation). In view of possible allegations of favouritism, should the resulting Bid, or part thereof, be awarded to persons employed by the State, or to persons connected with or related to them, it is required that the Bidder or his/her authorised representative, declare his/her position in relation to the evaluating/adjudicating authority where:

I, the undersigned, in submitting this Bid in response to the invitation for the Bid made by the NATIONAL RESEARCH
FOUNDATION, do hereby make the following statements that I certify to be true and complete in every respect:
I have read and I understand the contents of this Certificate;
I understand that the Bid will be disqualified if this Certificate is found not to be true and complete in every
respect;
I am authorised by the Bidder to sign this Certificate, and to submit the Bid, on behalf of the Bidder;
Each person whose signature appears on the Bid has been authorised by the Bidder to determine the
terms of, and to sign, the Bid on behalf of the Bidder;
For the purposes of this Certificate and the accompanying Bid, I understand that the word “competitor”

practices related to Bids and contracts, Bids that are suspicious will be reported to the Competition
Commission for investigation and possible imposition of administrative penalties in terms of Section 59 of
the Competition Act No 89 of 1998 and or may be reported to the National Prosecuting Authority (NPA)
for criminal investigation and or may be restricted from conducting business with the public sector for a
period not exceeding ten (10) years in terms of the Prevention and Combating of Corrupt Activities Act No
12 of 2004 or any other applicable legislation
³ Joint venture or Consortium means an association of persons for the purpose of combining their
expertise, property, capital, efforts, skill and knowledge in an activity for the execution of a contract.
