Over the last years, the multi-capital city of Brussels has been the stage of several renewal and revitalization dynamics. Multiple real estate developments and public-space projects have been initiated at both local and regional scales. One of the most significant projects illustrating this trend is the pedestrianization of the Central Boulevards. Launched in 2015, the ‘piétonnier’ can be considered as one of the most important projects of the last decades taking place in the Brussels’ city centre, because of its size and complexity. However, a clear definition of its ambitions is still lacking, as it results from a political compromise in terms of mobility, environmental, social, economic and cultural challenges.
Nowadays, we urgently need to identify what could be the possible, desirable and feasible evolutions of the project within the scope of a larger space, which is Brussels’ hypercentre. To answer this question, the Brussels Centre Observatory of the Brussels Studies Institute (BSI-BCO) and perspective.brussels, in partnership with the City of Brussels, the Brusselse Bouwmeester (bma), Pyblik, the Brussels Academy and Bozar, organize a Master class about the stakes of the pedestrian area and the Brussels’ hypercentre. It aims at exploring and discussing a number of development scenarios.
Each team will have to answer several questions. Among them:
• Which city project could be initiated by the pedestrianization of the boulevards?
• How could we insert the ‘piétonnier’ within the renewal dynamics of the hypercentre and connect it to the other urban projects?
• Which type of urbanism will redefine the city centre after the pedestrianization and the ‘canal plan’?
• How could we balance the tensions of a city that faces international and touristic developments, but also remains an inhabited city?
Each team will design a scenario for a limited area of the hypercentre, based on field observations; pre-collected data from the BCO team, conferences with stakeholders and the Master’s tutors’ recommendations.
The results of the Master class will be published and exhibited.
CONDITIONS OF PARTICIPATION• Candidates should already hold a Master degree, or be currently enrolled in a Master or a PhD
program, • Candidates should be interested in urban issues and have an academic background in at
least one of the following disciplines: urban design, urban planning, (landscape) architecture, sociology, anthropology, political science, geography.
• Architects/urbanists should master Autocad/Vectorworks/archicad, Illustrator, Photoshop, Indesign, with some knowledge in GIS.
• Geographers should master GIS environment, with some knowledge in Illustrator.
To apply, the candidate must write a motivation letter (400 words max), join his/her CV, and for architects/urbanists, a portfolio of max. 5 pages. All the documents have to be submitted in English by December 17, 2017 to Prof. Eric Corjin ([email protected]) and Dr. Aniss Mezoued ([email protected]). Candidates will be informed of the results by December 22nd.

Bruxelles, ville multi-capitale, connaît depuis plusieurs années une dynamique de revitalisation multiforme et multiscalaire. Conjointement à de nombreux projets immobiliers et d’espaces publics, la piétonnisation d’un tronçon des boulevards centraux, le « piétonnier », constitue incontestablement depuis 2015 un pan majeur de cette dynamique. Plus encore, de par l’ampleur et la complexité des dimensions qu’il implique, le piétonnier constitue le projet urbain le plus important de la dernière décennie pour le centre de la capitale. En même temps, le sens de ce projet demeure actuellement insuffisamment défini, notamment parce qu’il est encore insuffisant en termes de politiques de mobilité, environnementale, socio-économique et culturelle.
Il est aujourd’hui urgent d’identifier ce que pourraient être les orientations possibles, souhaitées, souhaitables du piétonnier dans le cadre de la rénovation de l’espace dans lequel il est inclus, à savoir celui de l’hypercentre bruxellois. Pour y répondre l’Observatoire du centre-ville de Bruxelles du Brussels Studies Institute (BSI-BCO) et perspective.brussels, en partenariat avec la Ville de Bruxelles, le Bouwmeester (bma), Pyblik, la Brussels Academy et Bozar, organisent une Master Class autour des enjeux du piétonnier, de son rôle dans l’hypercentre et de ses liens avec les autres centralités bruxelloises.
Par un travail de recherche par le projet, chaque équipe devra répondre, entre autres, aux interrogations suivantes :
• Quel projet de ville peut porter le piétonnier ?
• Comment inscrire le piétonnier dans la dynamique de l’hypercentre et de ses liens avec les autres centralités ?
• Quel urbanisme pour redéfinir le centre après la pietonnisation et le plan canal ?
• Comment gérer les tensions et les équilibres entre le développement d’une ville internationale et touristique et une ville habitée ?
Pour y arriver, chaque équipe devra réaliser un scénario de projet pour un territoire donné de l’hypercentre en articulant Zoom In et Zoom Out.
Les résultats de la Master Class feront l’objet d’une publication et d’une exposition.
CONDITIONS DE PARTICIPATION • Être détenteur-rice d’un Master, ou être engagé-e dans un programme de Master ou de
formation doctorale.
• Être intéressé-e par les questions urbaines et issu-e d’une des disciplines suivantes : urbanisme, architecture, sociologie, anthropologie, sciences politiques, géographie.
• Pour les architectes, avoir une maîtrise des logiciels de CAO et de DAO : autocad/archicad/vectorworks, Photoshop, Illustrator, Indesign et quelques notions de SIG.
• Pour les géographes, avoir une maîtrise des SIG et de quelques notions de Illustrator.
Pour participer, les candidat.e.s devront envoyer une lettre de motivation (400 mots), un CV et un court portfolio pour les architectes et urbanistes (5 pages maximum). L’ensemble des documents devront être envoyés au plus tard le 22 décembre 2017 à Prof. Eric Corjin ([email protected]) et à Dr. Aniss Mezoued ([email protected]). Les candidats seront informés pour le 22 décembre.

Sinds enkele jaren kent Brussel, onze meervoudige hoofdstad, een dyanmiek van stadsvernieuwing in verschillende vormen en op verschillende schalen. De zogenaamde “voetgangerszone” is sinds 2015 onbetwistbaar een belangrijk onderdeel van die dynamiek door het autovrij maken van de Brusselse Centrale Lanen. Daarnaast dragen een groot aantal vastgoedprojecten en plannen voor de openbare ruimte daaraan bij. Door de omvang en complexiteit die ermee gepaard gaan, is de voetgangerszone het belangrijkste stadsproject van het afgelopen decennium in het stadscentrum. Tegelijkertijd blijft het doel van het project te vaag omschreven, onder meer omdat het lijkt op een compromis tussen mobiliteit, ecologische, sociaaleconomische en culturele uitdagingen.
Het is daarom dringend nodig om de mogelijke – gewenste – wenselijke keuzes te bepalen voor de voetgangerszone in het kader van de heraanleg van de openbare ruimte van het gehele Brusselse hypercentrum.
Om daar een antwoord op te geven, organiseren het Observatorium van het Brusselse Stadscentrum van het Brussels Studies Institute (BSI-BCO) en perspective.brussels, in partnerschap met Pyblik, de Brusselse bouwmeester bma, de Stad Brussel, de Brussels Academy en Bozar een Master Class over de uitdagingen voor de voetgangerszone, zijn rol in het hypercentrum en zijn verbanden met de overige Brusselse centraliteiten. De Master Class onderzoekt en bespreekt verschillende ontwikkelingsscenario’s.
De teams zullen onder meer de volgende vragen moeten beantwoorden:
• In welk stadsvisie past de voetgangerszone?
• Hoe kan de voetgangerszone aansluiten bij de dynamiek van het hypercentrum en zijn relaties met de andere centraliteiten?
• Welk type stedenbouw om het centrum na het autovrij maken van de Brusselse Centrale Lanen en het kanaalplan te herdefiniëren?
• Hoe gaan we om met de spanningen en evenwichten tussen de ontwikkeling van een internationale en toeristische stad en een woonstad ?
Daartoe zal elk van de acht teams een scenario en plannen voor een bepaalde zone van het hypercentrum uitwerken op basis van observaties en terreinwerk, bestaande gegevens verzameld door het BSI-BCO-team, conferenties en ontmoetingen met de actoren van het hypercentrum en, tot slot, begeleiding door de teambegeleiders.
De Master Class sluit af met een publieke presentatie en publicatie van de conclusies.
VOORWAARDEN VOOR DEELNAME
• Houder zijn van een masterdiploma of een masterprogramma of een doctoraatsopleiding volgen.
• Interesse hebben voor stedenbouwkundige en stedelijke kwesties en uit een van de volgende disciplines komen: stedenbouw, (landschaps)architectuur, sociologie, antropologie, politieke wetenschappen, geografie.
• Voor de architecten, grondige kennis van CAD/CAM-software: autocad/archicad/vectorworks, Photoshop, Illustrator, Indesign en noties van SIG.
• Voor de geografen, grondige kennis van GIS en noties van Illustrator.
Om deel te nemen, moeten de kandidaten een motivatiebrief (400 woorden), een cv en, voor de architecten en stedenbouwkundigen, een korte portfolio (maximum 5 bladzijden) opsturen. Alle documenten moeten uiterlijk op 17 december 2017 worden opgestuurd naar prof. Eric Corjin ([email protected]) en dr. Aniss Mezoued ([email protected]). De kandidaten worden uiterlijk op 22 december op de hoogte gebracht of hun kandidatuur al dan niet wordt weerhouden.
