Dear Reader,

Pécs, the European Capital of Culture in 2010, is not exclusively the city of culture. Our city has faced great changes for the past two decades. It has turned from a mining city to the city of culture. By its university, the first that was founded in

Hungary, it is the city of knowledge. According to our goals it is going to turn to the city of future industry. Our future success is greatly depend on how we are able to create new jobs. The most important tool is to respond to the needs of national and international ventures, to become the home for the industrial employers and for both the producing and developing machine industry. Pécs already present intself in international outsourcing of technologies and services (SSC) concerning machine industry, environmental industry and green economy. Our aim is to become significant in these fields. Find us and we will show you that the city of Pécs has all the necessary knowledge, work force, location and the willingness to be widely known by its industry and economy.

O n b e h a l f o f t h e Chamber of Commerce and Industry of Pécs-Baranya, I would like to welcome you to this publication. Pécs is an open town today thanks to the traffic network and the EU-membership. Social and economic changes

have brought significant transformation. Ensuring stability were the SME sector and the colourful community life of the multi-ethnic population. This stability contributes to the fact that many company heads have permanently settled in our town since the arrival or market economy. Through the wide international relations of our chamber, we can convey the best practices to our members in order to develop their competitiveness and willingness to cooperate. Enjoying our members’ full confidence, these methods are readily accepted. Therefore the development, improved competitiveness and stabilized market positions of this circle is shown in numbers as well. The implementation of our economic development strategy may be observed in the environmental industry (Pécs is soon to become the town of green energy), the health industry and the creative industries. The background for these lies in higher education and research. The cluster activities under the chamber’s organisation have contributed to the fact that creativity, innovation, specialised training have become everyday practice in cooperation.

NATURAL SURROUNDINGS Located on 4430 km2s, Baranya county has 393 000 inhabitants. The county seat is Pécs, which is also the largest Transdanubian, and the fourth largest Hungarian town. Baranya county is a geographically diverse area, with the Mecsek mountains in the north, while plains stretch in the southern and eastern parts, along the Danube and Drava rivers.

THE ECONOMY IN BARANYA COUNTY Commerce, industry and tertiary sector activities stand out in the county’s economy. Agriculture plays a considerable role, too.Prominent are the outputs of the processing and energy industries. Within the processing industry, food industry and the engineering maintain a leading position. KNOWLEDGE-BASED ECONOMIC DEVELOPMENTBuilding on existing potentials and possibilities, the Pécs-Baranya Chamber of Commerce, the City of Pécs, Baranya County and the University of Pécs joined to create a regional development strategy, the Pécs – Pole of Life Quality Competitiveness Strategy, in 2006. Not only does this strategy include the priorities of regional economic development, but manages research and development, education and information technology as horizontal sectors together.The Pécs – Pole of Life Quality strategy builds the development possibilities on three key pillars which are complemented by engineering, electronic industry and horizontal sectors. Through the Pólus strategy, development projects worth more than 110 million EUR have been realised in Baranya county since 2006.

Biotechnology, neurobiology, food science, implants, rehabilitation and infertility treatment are the priorities of the health industry in Pécs. The accredited Biotechnology Innovation Base Cluster, marketing the biotechnological and food research of the health industry, organises and creates a BioValley-type of cooperation, which is suitable for ensuring the mobility of researchers, strengthening technology transfer, generating new enterprises and efficiently supporting R&D and innovational processes. The University of Pécs, the Szentágothai János Research Center and the food industry centre at the University of Kaposvar operate synergistically in the development area.

The environmental industry developments are based on the Hungarian Environmental Technologies Manufacturing and Development Cluster, the Southern Transdanubia Energy Cluster, the South Transdanubian Environmental Cluster and the Blue Economy Innovation Cluster. In addition to this, the member companies of the accredited South Transdanubian Engineering Cluster are able to perform in all areas of production and development. In secondary and higher education, the courses and experts of the Angster József vocational school, the Zipernowszky Károly technical school and the PTE Pollack Mihály Engineering and Information Technology University provide the human resource base of this special area.

The two outstanding bases and driving forces behind the creative industry are the Zsolnay Cultural Quarter and the Kodály Center. They provide appropriate basis for the development of existing industrial creative potential, the generation of investment. The University’s arts faculty, the vocational school of arts, the media and architecture representatives of the technical university complement the substantial capacity of the local creative industry enterprises. The Creative Industry Cluster has been organising the development of the sector for six years through the Creative Cities project - along with the City of Pécs - in collaboration with four European cities (Gdansk, Genoa, Leipzig, Ljubljana), where they are building international cooperation and capacity. www.kikk.hu

Electronics and Engineering

In engineering, primarily the automotive, green energy machinery and electronics industry developments pose a potential investment opportunity. The region has an engineering, environment and energy industrial cluster. An independent training system has been set u pin engineering, with the assistance of the Chamber and various companies. Additionally, the vocational training level graduates more than 600 students every school year. The University of Pécs, Pollack Mihály Faculty of Engineering and Information Technology offers engineering and environmental courses with numerous professional master courses.

Production infrastructurePécs, as regional centre, now boasts all elements of modern production infrastructure.

Road networkAs part of the V/C transport corridor, highway M6 between Budapest and Pécs links Baranya county directly with the Trans-European transport networks.

Air traffic connectionsThe Pécs-Pogány Airport lies 9 kms south from the centre of Pécs, next to main road no. 58, 3 kms from highway M6 to Budapest and the Southern Industrial Park. A four-lane road connects the airport and the town centre for fast transport. The public Pécs-Pogány Airport is granted the right to open borders. At present, it carries out general air traffic activities, such as sports aviation, training, receiving business charters and – primarily in summer – starting and receiving tourist charters.

Railway travel Pécs is directly linked with Budapest with 9 Intercity trains a day.

Boat travelThe Danube, the greatest river of Europe, is the eastern border of Baranya county. The Mohács port is 40 kms from Pécs, and it is the border port of the European Union. It can be accessed from Pécs on highway M60. The port offers 2000 m2 of usable buildings and complete customs logistics.

Energy supply

Baranya county is directly connected to the greatest electricity producer in Hungary, the Paks Nuclear Power Plant, and the national transfer grid. The 400 kV system can serve the power needs of the entire region. The security of supply is further increased by the fact, that the system is connected to the network in Croatia as well, which allows for two-way transmission. The county gas network is directly connected to the South Plains’ gas producing and pooling system, from where the adequate amounts of energy reaches the region through the pipeline system. Supply to the area is safe, the only source of risk – depending on the level of safety reserves – is the suspension of international transmission. The use of renewable energy sources is widespread in the county. In addition to businesses that use solar and geothermal energy, the local governments of Bóly and Szentlőrinc also operate on geothermal energy. Pécs is the national centre of hydrogen fuel cell development, which is of European significance.

Human resources

Secondary education There are 21 institutions in Baranya county where vocational training is offered, in all areas of industry and trade. From 2011, based on the training models mapped out by the Chamber for every special, dual training classes have started on an advanced level, similarly to the Audi classes in Győr and the Mercedes classes in Kecskemét. Highlighted professional areas in the county are IT (IT technologist, economic IT technologist, programmer, webmaster), engineering (building engineering, building engineering technician, CNC operator, engine fitter, structural fitter, welder, machinery production technology technician), building (construction and civil engineering technician, carpenter, rigger, cladder, painter-decorator, mason) and electronics (electrician, electronic engineer, electronic technician). Vocational training in Baranya is coordinated by the Chamber through the County Development and Training Committee. It also classifies training organisations and takes part in the education and practical training of trainers, organises master courses and examinations, therefore assuring the right quality and quantity of young professionals for the needs of the economy.The largest number of students specialise in hospitality, tourism, trade and marketing. There are also greater number of students in mechanical engineering, electronics, architecture, timber industry and transport. The priorities of foreign language training are German, ethnic German, English and Croatian. Students can choose from bilingual English, German, Croatian, Italian, Spanish and French secondary school courses, too.

Higher education The largest university in Hungary, the University of Pécs, is centered in Pécs. More than 26,000 students study in the 10 faculties in the town. Most prominent are the technical, economics, medicine and the liberal arts faculties.The School of Economics, along with their courses in Hungarian (applied economics, business administration, trade and marketing, finance and accounting), runs courses in English and German. The business administration and the applied management courses are available in English and in German – the latter with a double degree of the universities of Pécs and Hagen. The Pollack Mihály Technical School offers courses in architecture, civil engineering, industrial design, environmental engineering, IT engineering, electric engineering and urban system engineering. The Medical School boasts courses in general medicine, dentistry, general medicine and pharmacism in English and German. The university hospitals serve a great part of the town’s and the county’s inpatient care.

Adult educationBaranya county has great traditions in retraining and adult education. Based on the assessed needs of investors, these adult education institutions launch professional and language training courses around the county several times a year. The Chamber, by existing legislation, certifies these subsidized adult education courses, supervises practical conditions, thus securing their uniformity inside and outside the school system.

Research and Development

One of the most important elements of the competitiveness pole projectproject is innovation, which provides the basis for the competitiveness of individual sectors and projects.

The region has outstanding volumes of innovation potential and knowledge transfer system.

The region’s innovation leader is the recently built Szentágothai János Research Centre (www.szkk.pte.hu), the centre of health industry, environmental industry and engineering in Central Europe. Building on industrial relations, the research centre organises research and development work in collaboration with 21 research groups from basic research to the development of industrial applications. The Chamber’s Innovation Division, the Regional Innovation Agency, the universities of Kaposvár and Pécs, and an intellectual asset management firm support the utilization of innovation potential in the region.

The Chamber of Commerce and Industry of Pécs-Baranya is the member of Europe’s largest business and innovation network, which implements innovative knowledge transfer, potential assessment and coordination of export market possibilities for innovative products and services through 52 countries and nearly 600 contact points.

Company formation in Hungary

Main rules of company formationCompany formation and registry procedures require the legal assistance of solicitors in Hungary. A company may be incorporated on a template document, supplied by law (simple procedure), or, on a founding document modified by a solicitor (traditional procedure). In case a company with foreign seat wishes to create a branch in Hungary, it also has to be registered based on the legislation on incorporation.

Aids and breaksBusinesses in Hungary, with at least one full financial year closed, may apply for state aids for the realisation of their development plans under the Széchenyi Plan. These aids usually amount for 40-50% of the development costs. In case of new investments, depending on the project value and size of the planned direct and indirect employment, individual government aids may be made available. When setting up the first industrial areas, the Pécs Council regarded accessibility as the primary factor. This resulted in the formation of the eastern and the central industrial area, the latter right in the heart of the town. The businesses located in the central industrial area are representatives of historical industries, with long traditions here: engineering, leather processing and mechanical industry. In the eastern part, with the closure of mining, formerly the primary employer in Pécs, and the complete recultivation of the area along with an extension to the south, the possibility of founding the Pécs Industrial Park was created. The local government makes areas available for substantial greenfield investments with coherent area needs (15-50 hectares with a maximum of 5% slope) with access to the national road network and adequate by all standards.

The 58.82-hectare PANNOVA Industrial Park, the property development of STRABIL Ltd., is located at and around the former Pécs-Kővágószőlős ore dressing plant, the southwestern foot of the Mecsek mountain. The park boasts excellent territorial features: far from residential zones, it is placed in a green area, therefore the activities of incoming businesses are not limited. The introduction strategy of the park has been created to meet the public utility and space needs of the investors as much as possible. Set out at the southern limits of Pécs, the 110-hectare area was given the industrial park title in 2010 and won Best Industrial Park award from the Hungarian Investment and Trade Agency in 2012. In collaboration with Pécs, it has developed a single contact system, legal, financial and technical support. The industrial park is working with domestic and foreign industry representatives as well as chambers of commerce, trade schools and the university (University of Pécs). At the nearly 200 hectares of land available, the minimum plot size for sale is 2,500 m2, site coverage is 50%, building height is 6-10 metres, or - depending on the situation - 10-15 meters. The building plots are sold, rented or leased with access to public utilities.

The town of Komló has been through radical economic changes in the last fifteen years. After mining was abandoned, several new enterprises with completely different profiles took over. Some of these basically make new use of the old mine premises. The industrial park was founded in 1999, at the industrial area near the former lower mineshaft. The first tenants were privatised businesses from the supporting companies of the Mecsek Coalmines, and a dozen of other companies have joined them since. The majority owner of the managing company is Komló town, hence most of the investments are financed by the local government. Standing out from previous years’ continuous developments is the 150-million HUF tender programme, the contract preparations of which is already running. The costs are halved between the town and the European Union. More roads and pavements will have been built and rainwater drainage problems will have been solved by the end of the project. The industrial park has been built on a 25-hectare area as brownfield investment. Approximately two-thirds of this has already been occupied by tenats, but more than 6 hectares are still at our future investors’ disposal.

The industrial park was founded in 1999 by the local government of Mohács in order to enhance the economic situation. This industrial park, operating in the Mohács Enterprise Zone, has an area of 166.9 hectares and around 30% of this is still land that has not yet been built on, owned by the local government. It boasts full infrastructure. The sewage-, water-, natural gas-, public lighting- and electric networks have all been installed, along with the transport infrastructure. Resulting from these, new sites have been erected. Thanks to the infrastructural development, expansion regionally and in the European Union is now possible for the entrepreneurs. The local government makes areas available for substantial greenfield investments with coherent area needs (7-11 hectares) with access to the national road network (highway M6), the river Danube and the railway network through an industrial line. New, production businesses come to our Incubation centre from Hungary and abroad alike, because initially their risks may be minimised here. The Incubation centre adds to the regional production capacities and helps in creating a new industrial infrastructure, strengthening the competitiveness of low capital SMEs of the region, and increasing the utilisation of the industrial park. The target group of the development is those low capital SMEs which require help to start, or maintain operations in suitable environment. The Incubation centre contributes to the establishment of their market stability and makes independent development in the future possible, hence becoming solid players in the economy.

Bicsérd is situated in central Baranya, 18 kms to the southwest from Pécs. The settlement was first officially mentioned in 1262, at the end of the Árpád age. Its advanced agricultural traditions are long established, while the fishing lake in the centre of the village, the flowery streets, the outdoor art works of the Bicsérd International Art Colony, the annual Potato Festival and other major events make Bicsérd well-known all around. The utilization of the former military site in the 3.5-hectar area is intended to create jobs, to improve employment.
