Dear Fellows, Friends and Colleagues,

We are pleased to present the 2018 Annual Report of the Michigan State Bar Foundation. Since its inception in 1947, the Michigan State Bar Foundation has made 2,202 grants totaling more than $215 million. Nonprofit civil legal aid programs receive the largest share of the Foundation’s grants to help assure access to justice for all. The Foundation also supports programs that improve administration of justice.

MSBF is grateful for our ability to enhance access to justice in Michigan through the IOLTA program, filing fees distribution, the Access to Justice Campaign and the Fellows Program. During the last year, the Foundation grants and projects described in this report have made a meaningful difference for low-income families in the justice system.

In 2018, the MSBF focused on two initiatives to increase resources for civil legal aid.

First, in the fall, we launched a Leadership Bank Program. The Leadership bank Program recognizes financial institutions that pay higher interest rates on IOLTA accounts. Higher interest rates on IOLTA accounts will make a significant difference for access to justice in Michigan. We encourage you to place your IOLTA accounts at banks that pay higher rates.

In addition, the Foundation led the effort to significantly modify the Access to Justice Campaign. The ATJ Campaign is now a collaborative centralized campaign, administered by MSBF in partnership with the State Bar of Michigan, to increase resources for fifteen regional and statewide civil legal aid programs in Michigan. The campaign will raise funds across the state to distribute resources based on poverty populations and statewide needs. We will provide an annual report on the ATJ Campaign in the fall.

Annual Civil Legal Aid Grant ProgramSupporting civil legal aid to the poor is the focus of MSBF’s largest grant program. Legal aid offices provide a full range of legal assistance from advice to full representation in court. Each year these programs help approximately 45,000 low-income families in Michigan. During 2018, the Foundation awarded annual grants of $7,502,830 for the following programs:

n Legal Aid of Western Michigan

n Legal Services of Northern Michigan

n Michigan Advocacy Program

n Center for Civil Justice

n Elder Law of Michigan

n Michigan Indian Legal Services

n Michigan Poverty Law Program

MSBF provides annual support to the Michigan Legal Help Program to administer an interactive website and a number of affiliated local self-help centers. The Michigan Legal Help website (michiganlegalhelp.org, available in Spanish at AyudaLegaldeMichigan.org), has an average of 42,000 visits per week.

Client Success Story

Civil legal aid assures fairness in the justice system for families in need

A client, a single mother of a young child, contacted Legal Aid when it was discovered her child had high levels of lead in her blood. After an inspector found lead hazards in her rental home, the client asked the landlord to make repairs. Her landlord responded by filing an eviction. Legal Aid represented the mother and notified the City of the lead hazard. Ultimately, the landlord agreed to pay to abate the lead hazards in the home. With the mother’s diligence in making the home a safe environment for her and her child, Legal Aid was able to help the family remain in their home.


Project GrantsIn 2018, MSBF provided the following project grants to improve the justice system:

n Southwest Detroit Community Justice Center received funding up to $2,500 to cover the cost of electronic appointment, schedule and a reminder system for those involved in the Community Court Program.

n State Bar of Michigan was awarded a grant from the Michael Franck Fund for up to $3,000 toward the cost of the 2018 Statewide Civility Summit.

n Michigan Racial Justice Team received a grant for up to $22,200 for a full day racial justice training. 140 legal aid advocates attended the training. Michigan Advocacy Program was the fiduciary for the grant.

n Diversity and Inclusion Committee of the State Bar of Michigan received funding of up to $10,000 to hire a facilitator for their Truth Racial Healing and Transformation Summit.

Fellows ProgramThe Michigan State Bar Foundation’s Fellows Program recognizes Michigan lawyers for their professional excellence and service to the community. The Fellows Program was established in 1984 to recognize distinguished lawyers and support the Foundation in providing leadership and grants for improvements in the administration of justice and the delivery of civil legal aid to the poor. Interest on Lawyers Trust Accounts (IOLTA) - Leadership Bank Program

The Michigan State Bar Foundation (MSBF) administers the Interest on Lawyers Trust Account (IOLTA) program and works closely with Michigan financial institutions to facilitate their participation.

The Leadership Bank Program was launched in the fall of 2018 and recognizes financial partners that pay higher interest rates on their IOLTA accounts. IOLTA accounts at Leadership Bank rates earn significantly more interest to provide justice for all in Michigan.
